Pinnacle: Operator, License and Restricted Countries

Pinnacle is a major online sportsbook that does not accept players from a long list of countries, including Singapore, the Philippines, China and the United States. It runs separate Malta, Curaçao and Anjouan terms, and account verification is required before you can withdraw.

What Pinnacle is and where it operates

Pinnacle is a sportsbook brand that has been running for a long time and is best known for taking larger bets than most bookmakers and for not restricting winning accounts the way many sportsbooks do. It offers sports betting, casino games and virtual sports under one account.

The casino side is not run in-house. Pinnacle's casino RNG games come from a long list of third-party studios, including 1X2gaming, Betsoft, Booming Games, Booongo, Endorphina, Evoplay, Genii, Habanero, iSoftBet, Leander, Magnet Gaming, Matchbook, Microgaming Quickfire, NetEnt, Playson, Pragmatic Play, Realistic, Redrake, Red Tiger Gaming, Spinomenal, Tom Horn and Yggdrasil1. Virtual sports are provided by Kiron1.

That matters practically because the games you see can differ depending on where you are and which version of the site you are on. Pinnacle's Malta terms state that access to Casino RNG games, Casino Live games and Virtual Sports may be restricted in some countries at the supplier's discretion2. So even if sports betting is available to you, the casino tab may not be.

Pinnacle is not the only operator with this structure. If you want to compare how other brands split their products across licenses, see Asian-facing sportsbooks and who owns online casinos and betting sites.

Restricted countries: where Pinnacle does not accept players

This is the part that matters most, and it is the part most people get wrong. Pinnacle does not have one restricted country list. It has three, and they are not identical.

Restricted countries: where Pinnacle does not accept players

The Curaçao terms list the United States of America and its territories, the French Republic and its territories, the United Kingdom, the Netherlands (including Curaçao and other countries and territories that form part of the Kingdom of the Netherlands), Spain, Germany, Singapore, the Democratic People's Republic of Korea, Denmark, the Philippines, Syria, Turkey, Poland, Ireland, the Czech Republic, Sudan, Australia and its territories, Italy, Iran, Slovenia, Sweden, Portugal, Belgium, Hungary, Austria, Bulgaria, Greece, Lithuania, Romania, Aruba, Cyprus, the Province of Ontario, Serbia, Norway, Myanmar, Haiti, Somalia, Libya, Russia, Belarus, Venezuela, Brazil, Ukraine, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and the People's Republic of China1.

The Malta terms list a similar set but with differences. They include the United States and its territories, France and its territories, the United Kingdom, the Netherlands, Spain, Germany, Singapore, North Korea, Denmark, the Philippines, Syria, Turkey, Poland, Ireland, the Czech Republic, Sudan, Australia, Italy, Iran, Slovenia, Sweden, Portugal, Belgium, Hungary, Austria, Bulgaria, Greece, Lithuania, Romania, Aruba, Cyprus, Ontario, Serbia, Norway, Myanmar, Haiti, Somalia, Libya, Russia, Belarus and Venezuela2. Brazil, Ukraine and the Central Asian countries are not on that version.

The Anjouan terms list the United States and its territories, France and its territories, the United Kingdom, the Netherlands, Spain, Germany, Singapore, North Korea, Denmark, Syria, Turkey, Poland, Ireland, the Czech Republic, Sudan, Australia, Italy, Iran, Slovenia, Sweden, Portugal, Belgium, Hungary, Austria, Bulgaria, Greece, Lithuania, Romania, Aruba, Cyprus, Ontario, Serbia, Norway, Myanmar, Haiti, Somalia, Libya, the Comoros, Russia, Belarus, Venezuela and the People's Republic of China3. The Philippines is not on that version.

All three versions end with a catch-all: any other country which may prohibit the offering of online gambling to its residents or to any person within such country1. In practice that means the list is a floor, not a ceiling.

A few things follow from this:

  • The rule applies to residents of those countries and to people physically present in them, not just to citizens1
  • If you are a citizen of a restricted country but resident elsewhere, the residency test is what the terms use1
  • If you are traveling and log in from a restricted country, you are caught by the physical presence test1
  • The lists change. The Curaçao version added Brazil, Ukraine and several Central Asian countries that the Malta version does not carry1

If you are in Singapore, Pinnacle is not available to you under any of the three versions. The Philippines and China are each excluded under two of the three: the Philippines is on the Curaçao and Malta lists but not the Anjouan one, and China is on the Curaçao and Anjouan lists but not the Malta one1. If you are in Japan, South Korea, Hong Kong, Macau, Malaysia, Thailand, Vietnam, Cambodia or India, you are not named on any of the three lists, though the catch-all still applies and your local law is a separate question. For the local picture, see Japan, South Korea, Hong Kong, Macau, Malaysia, Thailand, Vietnam, Cambodia, India and China.

Which license covers which product

Pinnacle's licensing is split across three documents, and each one names a different company.

The Curaçao terms state that Pinnacle.com operates under the license of Ragnarok Corporation N.V., Pletterijweg 43, Willemstad, Curaçao1. The same document names Impyrial Holdings Ltd as the company that trades as Pinnacle1.

The Anjouan terms state that Pinnacle.com operates under the license of Balder Media Ltd, address 9 Barrack Road, Belize City, Belize3. The Anjouan license itself is numbered ALSI-2024 l 2052-FI2 and is issued for the provision of sports betting3.

So the answer to "who owns Pinnacle" is not one company. It depends which version of the site you are on, and the terms you agreed to will name the relevant one. That is a common structure, and it is worth understanding before you deposit anywhere. Our page on white-label casinos explains the general pattern, and online gambling operators A to Z lists license holders for other brands.

Anjouan licenses are not exclusive to Pinnacle. CoinPoker, for example, states that it operates pursuant to a valid gaming license issued by the Anjouan Gaming licensing authority4, and Phenom Poker holds an Anjouan license for real-money internet-based interactive poker services5. The Anjouan gaming register lists b2c licensees6.

Terms and conditions versions: Malta, Curaçao and Anjouan

The version numbers matter because the restricted country lists differ between them, as do some of the verification clauses. If you are checking whether you are eligible, you need the document that governs the site you are actually using, not whichever one you find first.

To check the current version, open the terms and conditions page on the site you are using and look at the date at the top of the document. If the date is older than the ones above, you are looking at a cached or archived copy.

Access problems reported from some countries

People report two different kinds of access problem with Pinnacle, and they have different causes.

The first is a straightforward geo-block. If you are in a restricted country, the site will not let you open an account, deposit or use the service. Other operators handle this the same way: 888sport's terms state that persons located in certain countries which the company does not service are not eligible to open an account, deposit or use the services, that access from those countries is blocked, and that the list may change with immediate effect7. Sportsbet.io shows a message saying its services are currently not available in your location8.

The second is a network-level block. In some countries, internet providers block bookmaker domains, and the site is unreachable even where the operator itself would accept you. That is a separate problem from the operator's own restrictions, and it is not something the operator controls.

There have also been reports of bookmaker sites, including Pinnacle, becoming unreachable through search results and site links, with the cause under investigation. When that happens it affects everyone, not just players in restricted countries.

One more thing that catches people out: Pinnacle allows only one account per customer, and multiple accounts are subject to immediate closure3. If you opened an account years ago, forgot about it and open a new one, you can find yourself locked out with a balance you cannot withdraw. If you have lost access to an old account, contact support before opening a new one.

Payments and account verification

Pinnacle requires you to be a verified customer before you can withdraw funds. The minimum documentation is a picture ID, which can be a copy of your passport, driver's license or national ID card, plus a recent utility bill listing your name and address as proof of residence3. The Curaçao terms use the same wording1, and the Malta terms state the same requirement2.

Payments and account verification

The terms also state that customers of the service must provide their real names and information3. Registering in someone else's name, or with details that do not match your ID, will cause problems at withdrawal time.

This is standard across the industry, though the exact process varies.

OperatorVerification requirement
SPORTSPLUSStandard verification including a video call to confirm identity and submitted information and ID, with a screenshot photograph taken, before account confirmation9
888sportIdentity card, proof of address such as a utility bill, and proof of your payment method; these documents may be required notarized7
Sportsbet.ioStandard account verification as required under its terms, particularly around withdrawals8

Practically, that means:

  • Have your ID and a recent utility bill ready before you deposit, not after you try to withdraw
  • Make sure the name on your account matches the name on your ID exactly
  • Make sure the address on your account matches the address on the utility bill
  • If you move, update your address before you request a withdrawal

If you want to compare how other operators handle this, see withdrawal times, limits and fees and payment methods offered by online operators.

What this means for players in Asia

For most of Asia, the practical answer is that Pinnacle's own terms do not name your country, but that does not make it legal where you are, and it does not mean you can definitely sign up.

Singapore is the clearest case: it is on all three restricted lists, so Pinnacle is not available to residents or to anyone physically present there1. The Philippines is on the Curaçao and Malta lists but not the Anjouan one1. China is on the Curaçao and Anjouan lists but not the Malta one1.

For players in Japan, South Korea, Hong Kong, Macau, Malaysia, Thailand, Vietnam, Cambodia and India, Pinnacle is not named on any of the three lists. But the catch-all clause still applies, and your local law is a separate question that Pinnacle's terms do not answer. In Japan, for example, the National Police Agency has published research on online casino sites, noting that none of the surveyed sites using bank transfer disclosed the deposit destination or withdrawal source account before member registration, so the accounts could not be identified10. That is a practical risk that sits alongside whatever the operator's terms say.

If you are looking at regulated local alternatives instead, the picture varies by market. In the Philippines, BingoPlus operates a legal sportsbook for eligible users in the Philippines, covering competitions such as the Premier League, UEFA Champions League, La Liga, Serie A, Bundesliga and the FIFA World Cup, with bet types including moneyline, handicap, over/under, parlay, correct score, both teams to score, double chance and in-play betting11. SPORTSPLUS is meant to provide sports betting within the areas covered by Philippine jurisdiction only, and betting outside the Philippines is not allowed9. PAGCOR maintains registers of accredited gaming system administrators and their registered domains12.

In Hong Kong, the football betting license conditions state that credit card bets must not be accepted15, and the same restriction applies to basketball betting16. In Macau, football betting covers bet types including win, draw, double, parlay and over/under17. In Japan, the official sports lottery and racing channels run through their own account systems, with winnings transferred to a PayPay Bank account19 and credit card identity verification steps during purchase20.

If you are comparing Pinnacle against other operators that do take Asian players, our operators by jurisdiction page sets out who accepts players from each market, and how we label the legal risk of an online operator in each jurisdiction explains how those labels are assigned. Common Questions

Who owns Pinnacle?

The brand is operated by different companies depending on which version of the site you use. The Curaçao terms name Impyrial Holdings Ltd, which trades as Pinnacle, while the Anjouan terms name Balder Media Ltd of Belize City, Belize. The Malta terms name PinBet Malta Ltd.

Is Pinnacle licensed in Malta?

Yes. PinBet Malta Ltd holds a Malta Gaming Authority remote gaming license covering sports betting and casino, and the company trades as Pinnacle. The Malta terms are a separate document from the Curaçao and Anjouan versions, so check which one applies to the site you are using.

Does Pinnacle accept players from my country?

It depends where you are. Pinnacle's terms list a long set of restricted countries, and the lists differ slightly between the Malta, Curaçao and Anjouan versions. Singapore, the Philippines, China, the United States, the United Kingdom and many others appear on at least one list, so check the terms for the site you are on.

What is the difference between Pinnacle's Malta and Curaçao sites?

They are governed by different terms and conditions documents issued by different companies under different licenses. The Malta version is published by PinBet Malta Ltd, while the Curaçao version is governed by the Ragnarok Corporation N.V. license. Restricted country lists and verification wording differ between them.

Why can I not open the Pinnacle website?

The most common reasons are that you are in a restricted country, that your internet provider or network blocks the site, or that the site itself is having access problems. Pinnacle also allows only one account per customer, so a previously closed account can cause problems.

What is Pinnacle's Anjouan license for?

The Anjouan license, numbered ALSI-2024 l 2052-FI2, is issued for the provision of sports betting. It sits alongside the Malta and Curaçao licenses rather than replacing them, and it comes with its own terms and conditions document and its own restricted country list.
