Megapari: operator, license and accepted countries

Megapari is a sportsbook and casino brand that runs entirely online. It has no land-based casino, no retail betting shops and no physical presence anywhere in Asia. Everything happens through the website and its apps.

That matters for one practical reason: there is no building to walk into, no local office to call and no regulator in your country that has ever approved the site. When you deposit, your money goes to a company registered abroad, and the only rules that apply are the ones in the site's own terms.

If you are comparing it with other brands, our Online Gambling Operators A to Z page lists license, owner and accepted countries for the operators we cover, and Which Online Operators Accept Players From Each of the 12 Jurisdictions sorts them by country.

Ownership: Marikit Holdings Ltd. and the Ukraine sanctions

That is the single most important corporate fact about the brand, and it is worth being precise about what it does and does not mean.

What it means:

  • The owner is a named target of a national sanctions program, not an anonymous shell with no public record.
  • The company behind the brand has no license from any Asian regulator that we can find on a public register.
  • Payment processing tied to a sanctioned owner can be disrupted at any point, including while your withdrawal is pending.

What it does not mean:

  • It does not mean the site is closed. Megapari was still listing markets and taking action in September 20266.
  • It does not mean your account will be frozen tomorrow. Sanctions target the company, not individual players.
  • It does not mean you have any recourse. There is no regulator to appeal to if something goes wrong.

For context on how ownership structures work at offshore operators, and why the brand name on the homepage is often not the company holding the license, see Who Owns Online Casinos and Betting Sites and White-Label Online Casinos: When the Brand and the License Holder Differ.

Where Megapari launched and when

Megapari launched in 2019 and built a presence across Asian markets2. That makes it a relatively young brand. Operators that have been running since the 2000s have a longer public record of payment behavior, disputes and license changes to look at. Megapari does not.

The 2019 launch date also lines up with the period when a number of Curacao-registered brands were pushing hard into Southeast Asia, targeting Malaysian, Vietnamese and Indonesian players with local currency options and local payment rails.

Accepted countries in Asia

Megapari markets itself across Asia. The clearest signals are the markets where it appears in local guides and where it lists local payment options.

Accepted countries in Asia
MarketMegapari presence
MalaysiaMarketed to Malaysian players; appears in Malaysian casino rankings4
VietnamListed in Vietnam-facing poker guides7
PhilippinesNot on the PAGCOR accredited brand and domain register3
SingaporeNo local license; offshore access only
China, Japan, South Korea, ThailandNo local license; offshore access only

Local license?: No

The Philippines is the useful test case, because PAGCOR publishes its accredited brands and domain names in full. Megapari does not appear on that list3. Neither does it appear on the PAGCOR list of accredited gaming system administrators and their registered sub-brands8, or the list of service providers and registered domains9. Those registers do include other brands, so the absence is meaningful rather than a gap in the data.

For comparison, some operators that do hold a PAGCOR license state it plainly. Maxim88, for example, says it is licensed and regulated by PAGCOR and Curacao Gaming10, and it offers Malaysia and Singapore as region selections on its homepage11. That is what a licensed operator looks like when it publishes its status. Megapari does not publish anything equivalent.

Betfair International Plc is licensed and regulated by the Malta Gaming Authority for customers residing anywhere other than the UK, Australia or New Zealand12. Mega Dice publishes a long restricted-territory list covering residents of and persons accessing from countries including the USA, Iran, North Korea and others13. Both are examples of operators stating their position in writing. Megapari's terms are the only place to check whether your country is excluded, and they are worth reading before depositing.

What the sanctions mean for players

The practical question is simple: if the owner is sanctioned, what happens to your money?

Withdrawals can be delayed or blocked. Sanctioned owners often lose access to banking partners and payment processors without warning. If that happens while your withdrawal is pending, there is no regulator to escalate to. You are relying on the operator's support desk.

There is no local complaint route. In every Asian jurisdiction we cover, the regulator only handles disputes involving operators it licenses. Megapari is not licensed in any of them, so no local body will take your case.

Playing there is illegal in most of the region. In Malaysia, Singapore, China and elsewhere, gambling with an unlicensed offshore operator is against the law, and players have been prosecuted. In Singapore, gambling with an unlicensed gambling service provider carries a fine of up to S$10,000, imprisonment of up to 6 months, or both14. Under the Gambling Control Act 2022, opening a remote gambling account in contravention of a gambling ban carries a fine of up to S$10,000, imprisonment of up to 12 months, or both5. In China, participating in gambling with relatively large stakes can lead to detention or a fine15, and cross-border gambling participants face detention, fines and possible criminal liability16. In Macau, illegal gaming is criminally punished under a special law17. In Japan, betting tickets are confiscated where prohibited acts are committed18.

Your account can be closed without notice. Offshore operators routinely void winnings and close accounts for multi-accounting, VPN use or bonus abuse. Our page on When Operators Void Winnings or Close Accounts explains how those clauses work, and Reading an Online Operator's Terms covers governing law and eligibility.

Payment methods are the practical bottleneck. Malaysian players at licensed operators can use bank transfers, national instant-pay rails and e-wallets, with direct bank transfers processing in 15 to 30 minutes19. DuitNow, the Malaysian instant transfer rail, is supported by banks including MUFG, Public Bank, Standard Chartered, Bank Muamalat and others20. Whether Megapari can keep those rails open given its owner's sanctions status is the open question, and it is the one most likely to affect you on a withdrawal day.

Common Questions

Who owns Megapari?

Megapari is owned by Marikit Holdings Ltd., a company registered in Cyprus. Ukraine sanctioned Marikit Holdings in 2023 over its ties to Russian oligarchs. The brand itself is not listed on any public gaming license register in Asia, so the owner is the only corporate name attached to it.

When did Megapari launch?

Megapari launched in 2019 and built its player base across Asian markets, including Malaysia and Vietnam. It is a relatively new brand compared with operators that have been running since the 2000s, and it has no land-based casino or retail history behind it.

Is Megapari licensed?

Megapari does not appear on the license registers of any Asian regulator, including PAGCOR in the Philippines. It operates as an offshore site. That means no local regulator checks its games, holds its player funds or handles your complaint if a dispute arises.

Which countries does Megapari accept players from?

Megapari markets itself to players across Asia, including Malaysia, Vietnam and other Southeast Asian markets. It does not publish a full restricted-country list in plain view, so the terms and conditions are the only place to check whether your country is excluded before you deposit.

Is Megapari affected by the Ukraine sanctions on Marikit Holdings?

Ukraine sanctioned Marikit Holdings Ltd., Megapari's owner, in 2023. The sanctions target the company and its links to Russian oligarchs. For players, the practical effect is that payment processing and withdrawals can be disrupted, and the owner has no standing to seek help from any regulator.

Can players in Malaysia use Megapari?

Malaysian players can reach the Megapari site, and the brand is marketed to them. But gambling with an unlicensed offshore operator is illegal in Malaysia, and players have no legal protection if the site withholds a withdrawal or closes an account. Check the Malaysia guide before depositing.
