What Entertainment City is and where it sits

Entertainment City is a strip of reclaimed land on Manila Bay in Parañaque City, Metro Manila, built for one purpose: to hold several of the biggest casino resorts in Asia side by side. The district sits just south of the airport, along Asean Avenue and Roxas Boulevard, and each of the resorts here combines a casino with hotels, restaurants, shopping and shows, so a visit can be anything from an evening at the tables to a full weekend without leaving the property3.

The scale is the point. Okada Manila describes itself as one of Asia's largest ultra-luxury integrated resorts, and its gaming floor is billed as the largest in the Philippines1. City of Dreams Manila covers 6.2 hectares at the gateway of Entertainment City, part of the Aseana City township development3. Together with Solaire and Newport World Resorts, the district gives Manila Bay a skyline of hotel towers that would not look out of place in Macau or Singapore.

If you are planning a wider trip, Entertainment City is the headline act of gambling in the Philippines, but it is not the only option: there are also casinos in Clark and Angeles and casinos in Cebu, plus the long-running Casino Filipino venues run by the state regulator, PAGCOR, which licenses and oversees every casino in the district.

The four integrated resorts: Okada Manila, Solaire, City of Dreams and Newport World Resorts

Four names dominate Entertainment City, and each has its own character.

The four integrated resorts: Okada Manila, Solaire, City of Dreams and Newport World Resorts

Okada Manila is the biggest of the four and the most extravagant: a 5-star luxury resort with 1,001 rooms, more than 40 dining venues, a fountain-filled grounds and the largest gaming floor in the country1. Its VIP play is concentrated in exclusive clubs called Perlas, Maharlika and the VIP Club10.

Solaire Resort Entertainment City was the first of the district's resorts to open and styles itself as Manila's premier 5-star integrated resort, offering stays, dining, gaming and entertainment11.

City of Dreams Manila sits at the gateway of Entertainment City with three hotels, 939 rooms and a casino that runs 24 hours a day, all year round3. We cover it in detail below.

Newport World Resorts is technically just outside Entertainment City, next to the airport in Newport City, but it is usually counted in the same breath. It offers slot machines, table games and electronic table games, plus five hotel brands: Manila Marriott Hotel, Hilton Manila, Sheraton Manila Hotel, Hotel Okura Manila and Holiday Inn Express Manila Newport City13.

Each resort has its own dedicated page with full entry rules and details: Okada Manila, Solaire Resort Entertainment City, City of Dreams Manila and Newport World Resorts.

Table games and slots at Okada Manila

Okada Manila's gaming floor is the largest in the Philippines, with about 400 table games spread across the main floor and the VIP clubs, plus more than 3,000 electronic gaming machines2.

The table lineup covers all the classics and a good number of regional favorites: baccarat, roulette, blackjack and poker sit alongside craps and a house variant called Crapless Craps, Sic Bo, Teen Patti, Pontoon, Pai Gow Poker, Three Card Poker, Texas Hold'em Bonus Poker, Casino Hold'em and the Money Wheel2. If you are new to any of these, our guide to casino table games in the Philippines explains how each one works.

The machine floor is just as broad. The 3,000-plus slots and electronic games include progressive jackpots, mystery jackpots and standalone progressive links, with popular titles such as Dragon Link, Choy's Kingdom, Coin Combo, Mighty Cash, Lightning Link, Duo Fu Duo Cai and Jin Ji Bao Xi, plus electronic versions of baccarat, Sic Bo, horse racing and the Big Wheel14. The resort promotes the biggest progressive jackpot in the country at its tables1.

A few practical notes for a first visit:

  • While you play, floor servers bring free wine and selected alcoholic drinks to active players14.
  • The resort runs a cashless payment system called Okash that covers stays, play, dining, shopping and spa use, so you can settle most of your bill without carrying cash9.
  • Beyond the casino, the same complex holds over 40 dining venues, ranging from open-fire cooking at Enbu to Korean at Goryeo and Filipino at Kiapo9.
  • VIP players can use the exclusive Perlas, Maharlika and VIP Club gaming rooms10.

City of Dreams Manila: games, hotels and dining

City of Dreams Manila occupies 6.2 hectares at the gateway of Entertainment City, on Asean Avenue corner Roxas Boulevard in Parañaque, and the casino is open 24 hours, every day of the year3.

The games list is one of the most varied in the district. Tables include traditional baccarat, Baccarat 27, no commission baccarat, blackjack, Dream Blackjack, Lunar Poker, Money Wheel, Pontoon Trilux, roulette, Sic Bo, Super Niu Niu, Texas Hold'em and Three Card Poker19. The resort publishes guides to each game, including the house edge, so you can check the odds before you sit down19. For the two biggest games by popularity, see our pages on baccarat in the Philippines and slot machines in the Philippines.

Three hotels share the property, with 939 rooms between them: NUWA Manila, Nobu Hotel Manila and Hyatt Regency Manila3. Dining runs from casual to smart casual across the resort's restaurants3.

Dress and entry are worth knowing before you go. The gaming area asks for smart casual, and the rules are specific: men in sleeveless shirts cannot enter the casino, and neither can guests wearing shorts, slippers, hats, caps, hoodies, sunglasses, masks, veils or anything that conceals the face3. If you are arriving by car, there is free multi-level parking, plus 24-hour valet parking at all three hotels3. Guest services can be reached at (+632) 8-800-8080 or guestservices@cityofdreamsmanila.com3.

Newport World Resorts and Solaire: what each offers

Newport World Resorts, beside the airport, spreads its gaming across slot machines, table games and electronic table games, with live baccarat among its licensed offerings13. Its real distinction is hotel choice: five brands from the Manila Marriott and Hilton Manila through to the budget-friendly Holiday Inn Express, all within the same Newport City complex13. Like the Entertainment City resorts, its casinos are for ages 21 and over only13.

Solaire Resort Entertainment City is the district's 5-star flagship on the bay, offering stays, dining, gaming and entertainment under one roof11. It is the most polished of the four for a straight luxury stay-and-play trip, and guests booking direct who are 21 or older receive 1,000 Solaire Pesos of resort credit12. Full details are on our Solaire page.

Who can enter the gaming areas

The entry rules are the same across all PAGCOR-licensed venues, and Entertainment City is no exception. You must be at least 21 years old to gamble, and every resort in the district states this plainly: Okada Manila, City of Dreams Manila and Newport World Resorts all restrict gambling to ages 21 and over5. Students of any school, college or university in the Philippines are also barred from the gaming areas, whatever their age23.

Who can enter the gaming areas

A few groups are barred by the national regulatory framework: government officials connected directly with the operation of the government or its agencies, and members of the Armed Forces of the Philippines, including the Army, Navy, Air Force and the Philippine National Police, may not enter, stay or play at any gaming venue23. People listed in the national exclusion register are turned away as well23.

For foreign visitors, the position is simple: entry of foreign nationals to Philippine casinos is allowed, and international visitors need to present a valid passport for registration and to enter the gaming area6. So carry your passport on the night. One quirk worth knowing: the foreign currency gaming pits, where play is in foreign currency, are reserved for holders of foreign passports7. For the wider picture for visitors, see gambling in the Philippines as a visitor.

Buying chips: currencies and payment at the tables

At the tables, you buy chips from the dealer with cash, and the foreign currency pits accept play in foreign currencies for passport holders7. Beyond the tables, each resort has moved toward cashless options: Okada Manila's Okash system covers play, dining and shopping across the property9, and the slot floors at all four resorts accept ticket-in, ticket-out electronic credits rather than coins.

A practical note on money: bring pesos for the main floor, since cash remains the default at Philippine tables, and use your card or the resort's cashless system for hotel and restaurant spending. If you want the full picture on GCash, Maya and other payment methods used in Philippine gambling, see our gambling payments guide, and for what the taxman takes from a big win, see tax on gambling winnings in the Philippines.

Getting there: distances from NAIA and the city

Entertainment City's biggest practical advantage is how close it sits to Ninoy Aquino International Airport (NAIA).

ResortDistance from NAIATravel time
City of Dreams Manilaabout 3 km from Terminals 1 and 2 via the NAIA Expressway; about 5 km from Terminal 3minutes by car3
Okada Manilaabout 5 km from NAIAabout 15 to 30 minutes depending on traffic4

From the city itself, City of Dreams Manila is about 7 km from Makati and about 10 km from Bonifacio Global City3. Okada Manila runs an airport transfer service, and guests who book direct through the resort get complimentary round-trip airport transfers1. For transfer inquiries at Okada Manila, call +632 8888 07774.

One warning worth passing on: book only through the resorts' official channels. Okada Manila states that any other website or app claiming to offer gaming or betting under its name is unauthorized, and that vouchers for buffets, dining, spa treatments or events sold outside official stores may be fake and will not be honored27.

Responsible gaming and self-exclusion

All four resorts operate under PAGCOR's responsible gaming framework, which requires licensees to keep dedicated staff and information on hand for queries about exclusion, banning, treatment and rehabilitation centers and support groups28. The resorts state their commitment plainly: City of Dreams Manila says it promotes and practices responsible gaming for its guests29, and Newport World Resorts' message is simply that gambling can be addictive and to know when to stop13.

Responsible gaming and self-exclusion

If you want to exclude yourself, banning orders in the Philippines can be self-exclusion, family exclusion or licensee-issued, and they apply nationwide, so a self-exclusion at one casino bars you from all licensed venues in the country23. Okada Manila points players to PAGCOR's helpline at (02) 8538-909014. For a full list of helplines and support options, see our page on gambling help in the Philippines.

Poker in the district and beyond

Poker is available inside the resorts themselves. Okada Manila runs poker among its roughly 400 table games, including Texas Hold'em Bonus Poker and Casino Hold'em2, and City of Dreams Manila spreads Texas Hold'em and Three Card Poker19. For tournaments and the wider scene, see our pages on poker in the Philippines and poker tournaments in the Philippines.

Dedicated poker clubs are licensed separately from the big resorts. PAGCOR's register of licensed poker operators includes Prime Poker Club Manila, Poker Brothers, FAME Sports Inc. Poker Club, Masters Poker Club, Kings Card Club and others, mostly standalone card rooms rather than casino floors31. The Metro Card Club in Quezon City is one of the best known of these. So if poker is your main reason for visiting, you can play inside Entertainment City, but the specialist club scene sits elsewhere in Metro Manila.
