Baccarat in the Philippines: where to play

Baccarat is the center of gravity of the Philippine casino floor. Walk into any of the large integrated resorts and the baccarat tables will outnumber everything else, and the VIP rooms behind the ropes are almost entirely baccarat. The game's speed, its simple Player-or-Banker choice and the high table limits all suit the way the market plays.

The biggest concentration of tables is in Entertainment City, the bayfront casino district in Parañaque. City of Dreams Manila sits along Asean Avenue and Roxas Boulevard in Tambo, Parañaque City, its golden facade holding six hotel towers, with a luxury VIP area and an exclusive gaming area inside an egg-shaped dome lit with creative lighting8. Its table games list includes Traditional Baccarat, Baccarat 27, No Commission Baccarat, Super Niu Niu, plus blackjack, roulette, Sic-Bo, pontoon, poker variants and the Money Wheel10.

Okada Manila is the other baccarat heavyweight in the district, and it is where you find the most distinctive variants: Tiger Baccarat with its Small and Big Tiger side bets and payouts up to 100 times your stake, and Super Niu Niu Plus, a card-comparing game with side bets from PHP 100 and wins up to 150 times11.

Outside Entertainment City, Winford Resort and Casino Manila runs regular baccarat tournaments alongside its table games, and Casino Plus, the online operator associated with Hotel Stotsenberg, runs baccarat tournaments both online and at New Coast Hotel Manila3. Regional resorts such as NUSTAR in Cebu also spread baccarat among their table games14. For the wider picture of venues across the country, see casinos in the Philippines.

One practical note on who may play: entry rules at PAGCOR-licensed venues allow tourists and foreigners who are not residents of the Philippines, and residents with a certified gross income of at least ₱50,000 for the previous year, with up to two guests each provided the guests are at least 2115. Persons under 21 and students are not allowed to play, and the same nationwide rules bar government officials and members of the Armed Forces of the Philippines, including the PNP, from entering, staying or playing6.

How baccarat works: the basics

Baccarat is a simple guessing game of pure chance. You are betting on which of two hands, the Player or the Banker, will end up closer to a total of 9 points. That is the whole decision16.

How baccarat works: the basics

Card values work like this: tens, picture cards and multiples of 10 count as zero, aces count as one, and every other card counts at face value. When a hand's total reaches 10 or more, only the second digit counts, so a 7 and an 8, which add to 15, is worth 5. Hand values therefore always run from 0 to 917.

Once bets are placed, the dealer deals four cards face down from the shoe. The first and third cards form the Player's hand, and the second and fourth form the Banker's hand14. Each hand gets a minimum of two and a maximum of three cards, dealt according to a fixed drawing rule called the Tableau, so there are no decisions for you to make after you place your bet4.

If either hand totals 8 or 9 on its first two cards, that is called a Natural. When a Natural is drawn to either hand, no further cards are dealt, the game is over and the placed bets are paid20. Otherwise the drawing rules play out: the Player hand draws a third card on totals of 0 to 5 and always stands on 6 and 7, while the Banker's response depends on the Player's third card18.

The hand closest to 9 wins, and losing wagers are collected. If both hands tie, Tie bets win and Player and Banker bets typically push. Because the rules are fixed and the drawing is automatic, baccarat is one of the easiest table games to sit down at: you choose where to put your chips and the dealer does everything else.

Traditional Baccarat: bets, payouts and house edge

Traditional Baccarat at City of Dreams Manila offers a wide menu of wagers: Player, Banker, Tie, Player Pair, Banker Pair, Super Tie, Lucky 6, Small Tiger, Big Tiger, Lucky 7 and Super Lucky 74. You may place side wagers without having bet on Player or Banker, and you may place several wagers on the same hand4.

The main bets pay as follows:

BetPayoutHouse edge
Player1 to 11.24%
Banker1 to 1 less a 5% commission1.06%
Tie8 to 114.36%
Player Pair11 to 110.36%
Banker Pair11 to 110.36%
Super Tie (total 0 to 6)10 to 1varies
Super Tie (total 7 to 9)5 to 1varies
Lucky 7varies18.30%

The figures come from the operator's own published rules and house-edge tables: winning Player bets pay 1 to 1, winning Banker bets pay 1 to 1 less a 5% commission, and a winning Tie wager pays 8 to 14. The house edge on the Player bet is 1.24% and on the Banker bet 1.06%, which is why the 5% commission exists: it is what keeps the Banker bet from being better than fair22. The Tie bet, at 14.36%, and the Lucky 7 wager, at 18.30%, are far more expensive ways to play7. Overall, regular baccarat at City of Dreams carries a house edge of about 1.15% on the main game5.

The side bets deserve a closer look because they are where the payouts get dramatic. Super Tie pays 10 to 1 when the tie point total is 0 to 6 and 5 to 1 when it is 7 to 97. The Tiger family of side bets, Small Tiger and Big Tiger, pays out when the Banker wins on 6 points: Small Tiger (a two-card Banker 6) pays 22 to 1 with a house edge of 14.33%, and Big Tiger (a three-card Banker 6) pays 50 to 124.

Chips can be bought at any gaming table or the cashier using Philippine pesos, and selected tables accept Hong Kong dollars; any other currency has to be changed at the cashier only7. High Roller baccarat tables in Philippine peso play carry a minimum of ₱25,000 per hand, so check the table limits sign before you sit down25.

No Commission Baccarat: how it differs

No Commission Baccarat is dealt and played exactly like the normal game, with one difference that gives the variant its name: no commission is charged on winning Banker bets14. Non-commission versions of baccarat simply drop the 5% fee that traditional baccarat takes20.

The trade-off is a single rule. When the Banker wins with a total of 6 points, winning Banker bets are paid at 1 to 2, meaning half your stake in winnings, instead of even money24. Every other Banker win pays even money in full. Because of that half-payout rule, the house edge on the Banker bet in No Commission Baccarat is 1.46%, slightly higher than the 1.06% of the traditional game, while the Player bet stays at 1.24%24.

The side-bet menu at City of Dreams Manila's No Commission tables is nearly identical to the traditional game: Player, Banker, Player Pair, Banker Pair, Super Tie, Lucky 6, Small Tiger, Big Tiger, Lucky 7 and Super Lucky 7, and you can place side wagers without a main bet24. The standout side wagers are:

  • Lucky 6: Banker wins on 6 points, paying 12 to 1 with two cards or 20 to 1 with three cards; house edge 16.68%24
  • Small Tiger: Banker wins on 6 with two cards, paying 22 to 1; house edge 14.33%24
  • Big Tiger: Banker wins on 6 with three cards, paying 50 to 124
  • Super Lucky 7: Player wins on 7 points over Banker's 6, paying 30 to 1 with four cards, 40 to 1 with five cards, or 100 to 1 with six cards24

The Super Tie bet carries a 16.51% house edge in this version, and pairs sit at 10.36%24. Cards are dealt according to the same Tableau, two to three cards per hand, and a Natural on either hand ends the deal immediately24. Access to the gaming section at City of Dreams Manila follows the age and ID rules described earlier.

Baccarat 27 and other variants at City of Dreams Manila

Baccarat 27 is a City of Dreams Manila exclusive in the Philippine market, similar to standard baccarat but with an additional option to wager on the Banker winning a hand with a total of 2 or 710. The aim is the same: bet on the hand you think will total nine or closest to nine26.

The twist is in the Banker payouts. When the Banker wins with a total of 2, all winning Banker bets are paid at 2 to 1, a 200% return. When the Banker wins with a total of 7, winning Banker bets are paid at only 1 to 2, half your stake. Player wins pay a straight 1 to 1, and a winning Tie wager pays 8 to 118.

The side bets work like this:

BetPayoutNotes
Player1 to 1Standard
Banker (wins on 2)2 to 1The headline payout
Banker (wins on 7)1 to 2The discount
Tie8 to 1Standard
Player Pair / Banker Pair11 to 1First two cards of the hand are a pair

A Pair wager wins if the first two cards dealt to the corresponding hand are the same, and you may place a Tie, Pair or B-27 wager without having placed a wager on Player or Banker, or place multiple wagers on the same hand18.

The drawing rules are fixed and slightly different from the classic Tableau. The Player draws a third card on totals of 0 to 5, always stands on 6 and 7, and 8 and 9 are Naturals with no more cards. The Banker's response depends on the Player's third card: the Banker stands on 3 when the Player's third card is 8, stands on 4 when it is 1, 8, 9 or 10, stands on 5 when it is 1, 2, 3, 8, 9 or 10, and always draws when the Player's third card is 6 or 718. No optional cards may be drawn to either hand26. Card values follow the standard rule: tens, picture cards and multiples of 10 count as zero, and when a total is 10 or greater the second digit determines the hand's value18. The overall house edge on Baccarat 27 at City of Dreams is 1.48%5.

City of Dreams also spreads Super Niu Niu, a card-comparing game where you can win up to 11 times your stake, described as the resort's newest card-comparing game10. It sits alongside the baccarat tables as a faster alternative with a bigger top multiplier.

Tiger Baccarat and Super Niu Niu Plus at Okada Manila

Okada Manila has built its baccarat offering around Tiger Baccarat, a non-commission variant packed with 6 side bets and payouts up to 100 times your wager11. The Small and Big Tiger features are the signature: these are the same Banker-wins-on-6 side bets described above, but at Okada they are woven into the game's identity rather than offered as extras. Because Tiger Baccarat is a non-commission variant, winning Banker bets avoid the 5% fee, with the familiar half-payout adjustment when the Banker wins on 611.

Tiger Baccarat and Super Niu Niu Plus at Okada Manila

The headline number is the maximum payout multiplier of 100 times, which comes through the side-bet ladder rather than the main wagers2. With six side bets on the layout, the game plays faster and offers more per-hand action than a straight Player-Banker-Tie table.

The other Okada specialty is Super Niu Niu Plus, a card-comparing game rather than a true baccarat variant, but it lives on the same floor and draws the same crowd. The mechanics: you bet on three-card hands, either three images from other players or three images from the dealer, as side bets12. Side bets start at PHP 100, and the top prize is a win of up to 150 times your stake12. Compared with the plain Super Niu Niu at City of Dreams, which caps out at 11 times, the Okada Plus version is the high-variance option10.

For first-timers, the practical difference between the two Okada games is simple. Tiger Baccarat keeps the baccarat structure you know and layers side bets on top, so you can play it conservatively on Player and Banker and dabble in the Tigers when you choose. Super Niu Niu Plus is a comparing game where the side bets are the whole point, so treat it as a separate game with its own rhythm and bankroll.

The Wild Card Tournament: ₱10,000,000 on the table

Casino Plus's Baccarat Wild Card Tournament is the biggest baccarat competition in the country, with a prize pool of ₱10,000,0001. It starts from December 1, with the Wild Card Tournament itself on December 20, and tickets are valid only for that December 20 event1.

To enter, you must be a registered CasinoPlus member who has completed KYC authentication and hold a valid government-issued identification card, under the age rules described earlier1. Each match gives you 5,000,000 in tournament chips and runs to a total of 20 dealt hands, with a 25-second betting window per round1. Before each round begins, the dealer plays three free hands during which no bets are allowed, and if you fail to place a bet within the time limit, the system automatically places a minimum bet on Player for you1.

Betting limits during tournament play are 100,000 to 1,000,000 PHP on the Player/Banker main wager and 20,000 to 80,000 PHP on side bets1. The top 20 players qualify for the Grand Finals and are contacted by their VIP Manager with the invitation1.

The Grand Finals have their own texture. The format is single-table ranking with three rounds of 20 dealt hands each. Card squeezing, the ritual of slowly revealing your own card, is granted to the highest bettor on Player or Banker in each round of the Final, though not in the Preliminary or Semi-Final rounds. On the last three dealt hands of every set, players must confirm their wagers and amounts in writing using a Secret Bet Card, so opponents cannot read your sizing. And if your chip count falls below the minimum betting limit, only an all-in bet on a main wager is allowed1.

Prizes are distributed to your registered CasinoPlus account within three business days1. If a tournament is interrupted by unexpected events such as card anomalies or server issues, it is considered canceled and tickets are refunded1.

Casino Plus baccarat tournaments: prizes and format

Before the Wild Card Tournament, Casino Plus ran its 1st Baccarat Tournament, held via the Casino Plus online platform and at New Coast Hotel Manila13. The format consisted of Non Commission Baccarat and Super 6 categories, each running preliminaries, semifinals, finals and awarding ceremonies13.

The prize ladder from that first tournament shows what these events pay:

FinishPrize
Champion₱2,000,000 cash
2nd place₱1,000,000 cash
3rd place₱500,000 cash

Prizes from the tournament are distributed to players' registered CasinoPlus accounts within three business days of the result13.

Advancement is unforgiving: in the semi-final tables, only the top player with the highest chips per table advances to the final13. There is also a side competition in the guessing game, where each registered tournament player is allowed to submit one guess13.

One structural point worth knowing: under PAGCOR's casino regulations, promotional baccarat tournaments must be strictly promotional in nature, and no entry fees, buy-ins or any form of joining fee may be collected from players25. That is why these events are structured around play and membership rather than a buy-in at the door.

Baccarat Tournament at Winford Resort and Casino Manila

Winford Resort and Casino Manila runs a recurring baccarat tournament for its Epic Rewards members, with a prize pool of PHP 300,000 in free play chips shared among the winners3. It is a smaller, more accessible event than the Casino Plus spectacles, and it takes place on a real casino floor rather than online.

Baccarat Tournament at Winford Resort and Casino Manila

Entry works through play rather than a fee: points are earned by playing at slot machines, electronic table games and table games via cash play3. To join you must be an Epic Rewards member, under the age rules described earlier, and anyone on the banned or barred list for cheating or fraud is automatically disqualified3.

Slots are limited and filled on a first-come, first-served basis, so if you want a seat, register early3. You can contact the resort at +63 (2) 8528-3600 or email reservations@winfordmanila.com27.

Tournament rules: entry, chips and betting limits

Across all three tournament scenes, a few rules repeat, and a few are unique to each event. Here is the practical checklist.

Who can enter. Every tournament follows the age and ID rules described earlier: participants must be 21 or older with valid government-issued ID1. The Wild Card Tournament additionally requires a registered, KYC-verified CasinoPlus account1.

Presence in person. Wild Card Tournament players must be present in person to participate and cannot be represented by others1. Members with matching account details, such as username, name, phone number, payment method or IP address, are eligible for only one entry and one prize per round1.

No entry fees. Promotional baccarat tournaments cannot charge entry fees, buy-ins or joining fees of any kind under PAGCOR rules, so your cost of participation is your play, not a ticket25.

Chips and limits. The Wild Card Tournament issues 5,000,000 tournament chips per match, with main wagers of 100,000 to 1,000,000 PHP and side bets of 20,000 to 80,000 PHP1. For context, ordinary High Roller baccarat tables in peso play carry a ₱25,000 minimum per hand, so tournament limits sit well above typical floor minimums25.

Pacing. Wild Card matches run 20 dealt hands with 25 seconds to bet each round, three free hands before each round, and an automatic minimum Player bet if you let the clock run out1. The Grand Finals add three rounds of 20 hands, Secret Bet Cards on the final three hands of each set, squeezing rights for the highest bettor, and an all-in-only rule when your stack drops below the minimum1.

Money out. Wild Card prizes land in your CasinoPlus account within three business days1. Winford's prize pool is paid in free play chips rather than cash, which is a meaningful difference: read the terms at registration so you know what you are playing for3.

If things go wrong. If the Wild Card Tournament is interrupted by card anomalies or server issues, the match is canceled and tickets are refunded to players1.

For comparison, tournament baccarat in the Philippines is still young next to tournament poker: the Philippine Poker Tournament Main Event guarantees ₱5,000,000, and its pre-events have built prize pools of ₱1,009,250, with blind levels every 30 minutes and only the largest stack advancing when players hold multiple stacks28. The baccarat events borrow that same qualifying structure of preliminaries, semifinals and finals, but with chips-per-table ranking in place of poker's blind structure.
