Betting on the World Cup in Asia: Options and Bet Types

Betting on the World Cup in Asia: Options and Bet Types

World Cup betting in Asia runs through the Hong Kong Jockey Club, Singapore Pools, China's state football lottery and a proposed Vietnam pilot with a VNĐ10,000 minimum. Markets span 1X2, Asian Handicap, Over/Under and tournament bets on champion, group winner and top scorer.

The pattern across the region is the same almost everywhere: one official operator or state lottery holds the football rights, and everything else is illegal. What changes is who may bet, how old you must be, and whether you can open an account as a visitor.

ChinaNo, except the state football lotteryOfficial lottery channels4Adults
VietnamProposal onlyOne enterprise proposed, FIFA events only5Vietnamese citizens under the decree9
MalaysiaNo licensed local online optionOffshore sites only6Individual bettors on offshore sites, rarely prosecuted6

Hong Kong is the clearest case. The Jockey Club is licensed to offer horse racing, the Mark Six lottery and football, and nothing else1. Its license conditions require it not to accept bets from juveniles and not to accept credit betting, so you fund bets with cash or from an account balance7. If you are visiting Hong Kong, you can walk into a betting outlet and place a football bet in cash, or open an account if you meet the operator's requirements.

Singapore works the same way through Singapore Pools. Legal gambling there covers social gambling, betting with Singapore Pools, casino play at Marina Bay Sands and Resorts World Sentosa, and jackpot gambling in private clubs10. For football, that means Singapore Pools outlets, authorized retailers, or the website and app2. One catch for visitors: account holders may only place bets from Singapore, and betting through a foreign IP address is prohibited8. If you are an expat living in Singapore, that is fine. If you are on holiday and try to log in from abroad, it is not.

China is the mirror image. Online football betting is treated as a criminal offense4. The state does run its own football lottery through official channels, and that is the only route open to ordinary players. If you are in China during the tournament, treat any website offering World Cup odds as off limits.

Vietnam sits in between. A 2017 decree allowed Vietnamese citizens to bet on international football matches and on horse and dog races in Vietnam, with Vietnamese đồng used to buy tickets and pay winnings9. The football side has moved slowly, and the current proposal keeps the scope narrow: only matches and tournaments organized by FIFA and its member bodies qualify5.

Malaysia has no licensed, locally based online betting sites6. Offshore books licensed in Curacao, the Philippines or the Isle of Man serve Malaysian players, and the domestic Betting Act of 1953 criminalizes running a betting operation and participating in illegal gambling but does not explicitly address online gambling6. That is the gray area Malaysian players live in.

Hong Kong's legal football betting runs entirely through the Hong Kong Jockey Club. The Club limits its services to horse racing, Mark Six and football under its licensing conditions1, and the authorized gambling outlets in Hong Kong are those three plus certain gaming activities permitted under the Gambling Ordinance, such as mahjong parlors7.

Hong Kong: legal through HKJC, with limits on which matches you can bet

For a World Cup, that means you bet on the matches HKJC chooses to post. The Club sets its own list, and it is not obliged to offer every fixture. Payment is straightforward: cash betting and account-based betting only, with no credit facilities and no credit card betting1. If you are visiting, bring cash or set up an account. If you are a Hong Kong resident, the account route is the practical one for in-play betting.

The Club's football rules cover the situations that trip people up during a tournament. If a match is declared a void match, single bets are refunded, while all-up bets stay valid with the stake running onto the next selections at odds of 1.0011. If a selected player does not take part in the relevant match, or only joins after the first goal has been scored excluding own goals, first scorer bets are refunded11. Those two rules alone answer most of the "what happened to my bet" questions that come up when a squad rotates.

There is also a rule about matches involving Hong Kong teams, but it applies to the proposed basketball betting license rather than football. The conditions bar bets on events involving Hong Kong teams and on basketball events held in Hong Kong12. For football, HKJC simply decides which matches to accept.

Singapore Pools football betting: minimum stakes, bet types and rules

Singapore Pools is the legal route for World Cup betting in Singapore, alongside 4D, Toto, Singapore Sweep and horse racing10. You can bet at a physical outlet or online2, and the two channels have different minimums.

At a betting outlet or authorized retailer, the minimum stake is S$5, and stakes must be in multiples of one Singapore dollar13. Through remote channels, the minimum is S$1, and the stake need not be in whole dollars as long as it is expressed in dollars and cents13. Goods and Services Tax is payable on the stake for a betting ticket13.

Placing a bet online is a short sequence.

  1. You pick an event.
  2. The selection is added to your bet slip.
  3. You enter your stake.
  4. The potential payout for that stake is shown.
  5. You click Place Bet.
  6. Review and click Confirm14.

You can filter the event list by league, bet type, date and country14. At an outlet, a pre-match singles ticket shows the competition, the event, the bet type and selection, and the stake and potential payout15. Bet types on the slip carry a two-digit number next to the header, for example 01 for 1X216.

Singapore Pools may open betting up to 60 days before a football event, or a shorter period if it chooses13. In practice, World Cup markets appear closer to kickoff. Bets can be placed pre-match up to sales close, and live bets while the event is ongoing where live betting is offered3.

Account holders set a monthly deposit limit and a monthly betting limit when they open the account, and can change them later through the website or app. Increases take effect after 24 hours, reductions immediately8. That is a useful feature if you want a hard cap on tournament spending. Singapore Pools also designs its products with low minimum bets and no products aimed at under-18s17.

One restriction matters if you play or work in local football. Players, officials and volunteers of entities in the Singapore Premier League and Singapore Cup may not bet on those competitions or any other competition their entity takes part in, whether in Singapore or elsewhere18. FAS officials, staff and volunteers who could influence a match outcome may not bet on that match13.

Bet types available: from 1X2 and Asian Handicap to tournament bets

The core markets are the same across operators. A 1X2 bet is a win for the home team, a draw, or a win for the away team, and you place it by choosing 1X2 on the sports home page or by opening the match you want19. Asian Handicap is offered on selected matches only16, and it can be bet in play, after kickoff, in the midst of the match13.

Handicap 1x2 adds a line to the three-way result, with selections for the home team with handicap X, the away team with handicap X, and the draw with handicap X13. Over/Under and outright winner markets round out the standard set, and Malaysian bettors in particular favor handicap betting, Over/Under and outright markets6.

Tournament bets are where the World Cup differs from a normal league week. These are bets on designated items or outcomes of a specific tournament: champion, group winner, group first and second, final combination, number of titles for a team, winning continent, winning country, promotion, relegation, qualification and last-placed team20. The operator may also offer a "none of the above" selection or other options alongside the named ones21.

A tournament bet qualifies for a dividend if you correctly selected the winning events or results as determined by the operator, in line with the announcement by the tournament's official body21. Once the operator has started paying dividends, any later amendment to the tournament records by the official body is ignored for payment purposes21.

For in-play, the settlement rule is worth knowing before you click. For Asian Handicap bets placed after kickoff, the handicap is applied to the Asian Handicap Adjusted Full Time Score, which is the score between the point the bet is placed and the end of Regulation Time13. In other words, the goals scored before you bet do not count toward your line.

Tournament bets: refunds, withdrawals and payout rules

This is the section to read before the tournament starts, because the rules are specific and they decide whether you get money back or lose your stake.

Tournament bets: refunds, withdrawals and payout rules

If a team withdraws from a single-tournament bet before taking part in any of the matches, all tournament bets involving that team are refunded22. If the team withdraws after taking part in any match, those bets are treated as losing22. For bets involving more than one tournament, a withdrawal from any of the relevant tournaments means all unresolved tournament bets involving that team are refunded, whether or not the team played22.

Player-specific tournament bets follow the same logic. If a player did not enter the field of play in any of the tournament matches, including extra time and penalty shootouts, all player-specific tournament bets on that player are refunded21.

If one or more tournaments are canceled or terminated, all unsettled tournament bets on that tournament are refunded20. If a tournament is postponed, the operator may exercise its discretion to refund all related tournament bets22. The operator may also withhold all payments after the tournament if it believes a result is unclear, and refund everything if clarification cannot be obtained within a reasonable period21.

Match-level rules matter too. Where a match is abandoned after it has proceeded beyond Regulation Time, there are no refunds and the full-time score determines the result13. Bets are void and refunded if the venue changes after betting starts but before the event begins13. A late start is not a postponement as long as the new start time falls within 12 hours of the original and the venue has not changed13. In a multiples bet, if a selection is refunded or a match is abandoned, the odds for that selection are set to one, and if every match is abandoned or refunded the stake is refunded13.

Dead heats come up in tournament markets such as top scorer and group winner. The winning prize is calculated by dividing the stake on the selection by the number of competitors who achieved the identical result, then multiplying by the odds13. For a top scorer dead heat, the stake money on the winning selection is divided into as many equal parts as there are selections involved11. Group winner bets use the same dead heat rules if the organizer declares more than one team as group winner13.

Vietnam's pilot scheme: what a decree would legalize

Vietnam's framework has three permitted betting types: horse race betting, dog race betting and international football betting23. The 2017 decree allowed Vietnamese citizens to bet on international football matches and on horse and dog races in Vietnam, with Vietnamese đồng used to purchase tickets and pay awards9. Football wagers are limited to matches approved by FIFA, and the Ministry of Culture, Sports and Tourism issues the list of eligible matches9.

The current proposal keeps that scope tight. Only matches and tournaments organized by FIFA and its member bodies would be eligible, and domestic fixtures, including those run by the Vietnam Football Federation, plus electronic football competitions, are off limits5. Under the draft, enterprises would decide betting products based on scores, events during the match and half, and rankings in the tournament24.

To place a bet, players must open an account with the licensed betting operator, linked directly to a verified payment account or e-wallet, and all betting, transactions and payouts run through that account5. The minimum stake under the proposal is VNĐ10,0005.

Vietnam also bars certain people from betting at all. Managers, executives, employees and their parents, spouses and children may not bet on their own business's betting products, race supervision council members and their close relatives may not bet on races they supervise, and jockeys, players, referees and their close relatives may not bet on events they take part in or officiate23.

Malaysia: illegal domestically, but offshore books target Malaysian bettors

Malaysia is the region's clearest gap between what is legal and what people actually do. There are no licensed, locally based online betting sites6. Malaysians instead access international platforms licensed in other jurisdictions such as Curacao, the Philippines or the Isle of Man6.

Malaysia: illegal domestically, but offshore books target Malaysian bettors

The domestic law is the Betting Act of 1953, which criminalizes running a betting operation within the country and participating in illegal gambling, but does not explicitly address online gambling6. Authorities have on occasion targeted local agents and operators rather than individual bettors, and individual bettors are rarely, if ever, prosecuted for placing bets on international sites6.

Payment methods on those offshore sites include e-wallets, bank transfers and cryptocurrencies, with options such as Skrill and Neteller, local Malaysian e-wallets, direct bank transfers through FPX, and Bitcoin and Ethereum6. The practical risk sits with the agents and operators in the chain, not with the person placing a small bet, but the sites themselves are unlicensed locally and there is no domestic regulator to complain to if a payout goes wrong.

What the law does not cover

A few gaps are worth knowing about, because they are where people get caught out.

The first is the difference between the operator's rules and the law. Singapore Pools can delay results, withhold payment pending investigation, or declare bets void and refund them where there is evidence of rigging13. It can also declare a revised prize if an error or miscalculation is discovered13. Refunds are not available for football betting purchases except where the rules provide for them13. So "I want my money back" is not a route unless a rule covers your situation.

The second is the protest rule. Singapore Pools may disregard or treat as invalid any disqualification, objection, appeal, official inquiry, application to amend scores or other protest, and declare the final outcome based on the score reached immediately upon conclusion of the event13. If a result is later changed on appeal, your bet has already settled.

The third is the live betting edge rule. A live bet placed after the outcome is known, or placed with an advantage from delayed or lagged live television coverage, may be treated as void13. If you are watching a stream that runs behind the live action, do not assume the operator will honor a bet placed on what you have already seen.

The fourth is the claim deadline. Refunds and prizes have to be collected within the operator's stated period, and any refund not claimed within that period is forfeited18. At Singapore Pools betting outlets, prizes and refunds of S$20,000 or less for all products can be claimed, while Livewire betting centers handle S$20,000 or less for all products except sports betting, with no limit for sports betting18.

Finally, the rules differ for people inside the sport. The bans on players, officials and volunteers betting on their own competitions apply whether the bet is placed in Singapore or elsewhere18. That is the one restriction that follows you across borders.

Common Questions

What is the minimum stake for Singapore Pools football bets?

At a Singapore Pools outlet or authorized retailer the minimum is S$5. Through remote channels such as the website or app it is S$1, and the stake can be in whole dollars and cents. Outlet stakes must be in multiples of one Singapore dollar.

Can I bet on a World Cup match up to 60 days in advance?

Singapore Pools may open betting up to 60 days before a football event, or a shorter period if it chooses. In practice most World Cup markets appear closer to kickoff, once the operator posts odds for each match.

What happens to my bet if a match is abandoned or a team withdraws?

It depends on the bet. A match abandoned after Regulation Time stands, with the full-time score deciding the result. Tournament bets on a team that withdraws before playing are refunded; if the team withdraws after playing, those bets lose.

Is betting on matches involving Hong Kong teams allowed?

For football, HKJC sets its own list of accepted matches. For the proposed basketball betting license, the conditions bar bets on events involving Hong Kong teams and on basketball events held in Hong Kong.

What are the bet types in Vietnam's proposed football betting pilot?

Only matches and tournaments organized by FIFA and its member bodies qualify. Domestic fixtures, including those run by the Vietnam Football Federation, and electronic football competitions are excluded. Operators would decide products based on scores, in-match events, halves and tournament rankings.

Can Singapore Premier League players or officials bet on football?

No. Players, officials and volunteers of entities in the Singapore Premier League and Singapore Cup may not bet on those competitions or any other competition their entity takes part in, in Singapore or elsewhere. FAS officials who could influence a match are also barred.

What is a dead heat in a tournament bet and how is the prize divided?

A dead heat is a tie between two or more winning selections. The stake on the winning selection is divided into as many equal parts as there are winners, and one part is multiplied by the odds. The rest of the stake is treated as a loss.
