Who may legally bet on sports in Asia: the official operators
State-run sports lotteries and licensed operators with a monopoly on a particular sport cover sports betting across much of Asia. Private sportsbooks that take bets from residents are the exception, not the rule.

In Hong Kong, the Hong Kong Jockey Club holds the licenses for horse race betting, football betting and the Mark Six Lottery9. Its betting activities cover lawful betting on horse races, football matches and lotteries conducted in the territory10. The football license lets it take both fixed odds and pari-mutuel bets on the results and progress of major professional leagues, international tournaments and international matches11.
In South Korea, Sports Toto is described as the only legally recognized sports betting game in the country3. It runs as a state monopoly under the Sports Promotion Voting Ticket system, and the games on offer include soccer toto, baseball toto, basketball toto, volleyball toto, golf toto and Toto UO12.
Japan splits its sports betting between a national lottery and local racing. WINNER is the single-match prediction lottery run through the official sports lottery system, covering soccer and basketball2. China runs its own sports lottery through the Sporttery system, with separate games for football and basketball4.
Malaysia is the odd one out. There are no licensed, locally based online betting sites, and the market sits in a legal gray area5. That does not mean nobody bets, but it does mean the official operator route is not the same as it is in Hong Kong or Korea.
The practical takeaway: if you want to bet legally on sports in most of these markets, you are dealing with a government body or a licensed monopoly, and the rules on who may bet, how much and on what are set by that operator.
HKJC football betting: bet types, stakes and payment rules
The Hong Kong Jockey Club offers two broad families of football bets: Fixed Odds Football Bets and Pari-Mutuel Football Bets13. Fixed odds means the price is locked when you place the bet. Pari-mutuel means the payout is worked out from the size of the pool, so the final dividend depends on how much money went in.
The operator can decide from time to time which fixed odds betting types are offered for a given race or race day, and it can also accept in-play betting on any football bet or tournament bet at its discretion1. So the menu is not fixed. What is available on a Saturday may differ from what is available midweek.
Stakes are in Hong Kong dollars only. All football bets must be made and settled in HKD1. You can pay with cash, cash coupons or a betting account, unless the operator announces otherwise1. Physical betting tickets must be filled in with a blue ballpoint pen1.
The operator sets limits. It may impose a maximum or minimum unit stake, a maximum total stake, a maximum dividend payable per ticket, per bet, per bet type and per betting day, and it can change those limits at its sole discretion without prior notice1. In practice that means a large bet can be refused or capped, and the published maximum payout on a ticket is not a promise that every stake will be accepted.
Once a bet is valid, you cannot withdraw it1. The supervisor of a betting location can also refuse money for a bet, cancel acceptance of a bet, or order anyone to leave, without giving a reason1.
Payouts on winning fixed odds bets are rounded to the nearest 10 cents, up or down1. For certain pari-mutuel bet types, the published payout per unit is rounded to the nearest whole dollar and is never less than the bet unit plus one dollar1.
If a match is played earlier than scheduled, all football bets the operator accepted before the match started remain valid1. If a match is void, all bets on it are declared void and stakes are refunded, unless the result was already determined, a payout suggestion was accepted, or the operator decides otherwise1. In a parlay, a void leg stays valid and the odds of all possible outcomes of that void match are treated as 11.
HKJC payout deadlines: 60 days or the money is forfeited
This is the part people get wrong. Winning tickets and refund claims must be presented at a betting location on any betting day within 60 days after the betting day on which the relevant match, or the last match in an all-up bet, was held1. If a dividend is not collected within 60 days of the date the match was held, or a refund is not collected within 60 days of the event that triggered it, the dividend or refund is forfeited1.
Lost tickets have a much shorter window. A request to identify a lost physical betting ticket must be made to the Club within 7 days after the betting day on which the relevant match was held1. Damaged or defaced tickets get the full 60 days1. If the operator identifies a lost or defaced ticket, it may withhold payment until 60 days after the betting day1.
There is also a revision rule. If a published payout turns out to contain an error or miscalculation, the operator can revise it. Holders who have not yet claimed receive the revised payout, and holders who already claimed may claim the difference, subject to the rules1. Revised payouts that are not claimed by the deadline, or where satisfactory identification is not provided, are forfeited1.
If the operator declares a physical betting ticket void, a notice must be posted for at least 24 hours from the time of announcement at its headquarters or the betting location where the ticket was sold1.
Sports Toto Malaysia: games, MYR 2.4 billion in volume and who is excluded
Malaysia does not have a licensed, locally based online sportsbook5. The market is a legal gray area, and the betting that happens online mostly runs through international sites rather than a domestic operator.

That said, the volume is real. Malaysian bettors often favor handicap betting, Over/Under and outright winner markets, along with player props and futures for basketball and esports sections for titles like Dota 2, League of Legends and CS:GO5. Those markets sit on offshore sites, since there are no licensed, locally-based online betting sites in Malaysia5.
For residents, the practical risk of prosecution for placing a bet on an international site is described as very low, and individual bettors are rarely, if ever, prosecuted5. That is a description of enforcement reality, not a statement that the activity is licensed. If you are in Malaysia and want a fully legal, locally regulated sports bet, the honest answer is that the official operator route is thin on the ground.
Sports Toto South Korea: KRW 100,000 limit and a state monopoly
Sports Toto is the only legally recognized sports betting game in Korea3. It is a state monopoly, and the purchase limit is set by individual law or internal regulation for each gambling business, with the general cap at KRW 100,000 per purchase, rising to KRW 300,000 at Kangwon Land14.
For Sports Toto specifically, you can buy only up to KRW 100,000 per program7. The purchase limit is KRW 100,000 per person per round offline and KRW 100,000 per person per round on the Betman online site15. The daily bet limit is also KRW 100,0003.
The games include soccer toto, baseball toto, basketball toto, volleyball toto, golf toto and Toto UO12. Soccer Toto Match and Basketball Toto Match both refund 50 percent of total sales as prizes12. If a round has no winner, the fund carries over to the next round for both games12.
Online players see a pop-up for the Self-Exclusion and Self-Assessment program on Betman.co.kr7. The Sports Toto head office is at 12, Sejong-daero 12, Jung-gu, Seoul, Republic of Korea, in the Namdaemun-ro 4ga area, Haenam 2 building7.
WINNER, Japan's single-match lottery: JPY 200 a bet, odds that move until sales close
WINNER is Japan's single-match prediction lottery, covering soccer and basketball2. A bet costs JPY 200 per entry6. The prize is odds, meaning the payout multiplier, times your purchase amount2. The odds move according to betting volume until sales close, so the price you see early is not the price you get at the end6.

For football, you can buy from a single match, and there are 18 outcome options: 14 exact score options, home win by 4 or more goals, away win by 4 or more goals, and a draw with both teams scoring 3 or more goals6. For basketball, there are 16 options by point margin, from a home win by 1 to 3 points up to an away win by 30 or more points6. There are also competition prediction lotteries, where you predict the champion and runner-up of a league or tournament6.
The first prize is approximately JPY 10,000,000, and the maximum payout is JPY 250,000,000 per JPY 10017. WINNER does not generate a carryover when a round has no winners2.
Buying at a counter is not like buying a normal lottery ticket. You cannot buy WINNER by mark sheet or verbal order. To buy at a counter, follow these steps in order19:
- Reserve the purchase on the official site in advance and issue a QR code19.
- Present the QR code at the counter, pay and receive the ticket19.
If you are using a PC, print the QR code and bring it to the counter19. You can reserve without registering as a Club toto member, but you will not earn Club toto points19. Members must log in when making the reservation, and points are granted without showing the member card at the counter19.
Sales close 60 minutes before each designated match starts at booths, and 10 minutes before match start on the official website2. Winnings can be collected at credit unions handling sports lottery, some lottery counters that allow payouts, and 7-Eleven17. Store checks are only available at lottery counters and 7-Eleven17.
China's sports lottery: CNY 20,000 tickets and payout caps up to CNY 1,000,000
China's sports lottery runs through the Sporttery system, with separate games for football and basketball. The football Win-Draw-Win game has 9 bet options covering first half and full match result: home win/home win, home win/draw, home win/away win, draw/home win, draw/draw, draw/away win, away win/home win, away win/draw and away win/away win20. The Win-Draw-Loss game has three outcome options per match: win, draw, loss21.
Multiple bets range from 2 to 99 matches20. To win, you must match all results of the selected matches in a bet20.
Ticket and payout limits are where the numbers get specific. A single ticket must not exceed CNY 20,0004. Payout caps depend on how many matches you combine. For the Win-Draw-Win football game, the cap is CNY 100,000 for a single bet and 1-match multiples, CNY 200,000 for 2-match and 3-match multiples, CNY 500,000 for 4-match and 5-match multiples, and CNY 1,000,000 for 6-match and above multiples20. The Win-Draw-Loss game caps at CNY 100,000 for single-match and 2-in-1 parlays, CNY 200,000 for 3-in-1, CNY 500,000 for 4-in-1 and 5-in-1, and CNY 1,000,000 for 6-match and above parlays21.
The Basketball Big/Small game caps single-bet prizes at CNY 100,000, 2串1 and 3串1 parlays at CNY 200,000, and 4串1 and 5串1 parlays at CNY 500,0004. The Super Lotto allows a single bet of CNY 20,000 per bet number without the additional bet, or CNY 30,000 with it, and the additional bet costs CNY 1 per bet22. The first and second prize cap per bet is CNY 5,000,00022.
Macau: football and basketball only, and only under concession
Macau's legal sports betting is narrow. Football betting covers bet types including win, draw, double, parlay and over/under, among others8. The market operates under concession, which means a small number of authorized operators rather than an open licensing regime.
For a visitor, the practical point is that Macau's sports betting is football and basketball focused, and it runs through the concession holders rather than a state lottery. If you want the full picture of what is legal in Macau, including the casino side, see Can I Gamble in Macau?.
What happens when a match is void or a pool is terminated
Void matches and terminated pools are handled differently by each operator, and the difference matters if you have money on the line.

At HKJC, if a bet type, selection or pool is terminated, all valid bets in it are refunded in full, and the operator has no further liability beyond the full refund1. If a match is void, all bets on it are declared void and stakes are refunded, unless the result was already determined, a payout suggestion was accepted, or the operator decides otherwise1. In a parlay, a void leg remains valid and the odds of all possible outcomes are treated as 11.
The operator can also declare a ticket void if it considers the bettor knew an event or result, or that a team gained a significant advantage such as a goal, a penalty, an opponent red card or opponent injuries, before the bet was placed or became valid, whether or not the bet won1.
Singapore Pools takes a similar approach. It may delay announcement of results, withhold payment pending investigation or verification, or declare bets void and refund them23. For Asian Handicap, bets are refunded if both teams have the same number of goals or the result is goalless after applying the handicap, and if the match is called off before the end of regulation time23.

Esports and new markets: what is coming next
The biggest planned change is in Japan, where esports betting stays unlawful, with no plans to legalize it in the near term24. In India, by contrast, esports is permitted and subject to mandatory registration, with prize money for performance expressly allowed, though spectator betting is not24.
In the meantime, esports betting in Asia mostly happens on offshore sites. Malaysian bettors, for example, already see esports sections for Dota 2, League of Legends and CS:GO on the international sites they use5. That activity sits in the gray area described above rather than under a domestic license.

Common Questions
What is the minimum age for HKJC football betting?
You must be 18 or older to place a football bet with the Hong Kong Jockey Club, to collect winnings or refunds, or to enter a betting location. Anyone under 18, or wearing school uniform, is turned away. If you are later proven to have been under 18, the bet can be voided and any winnings forfeited.
How do I buy a WINNER ticket at a convenience store in Japan?
You cannot buy WINNER at a counter by marking a slip or asking verbally. Reserve the purchase on the official site first, print or save the QR code, then present it at a lottery counter, pay and take your ticket. 7-Eleven handles payouts, not sales.
What is the refund rate on Sports Toto tickets?
Sports Toto returns 50 percent of total sales as prizes. That is the published refund rate for the soccer and basketball games, and the same 50 percent payout share applies to Japan's sports lottery. The rest goes to the operator and the sports promotion fund.
Can I claim a lost HKJC betting ticket?
Yes, but the clock is short. You must ask the Club to identify a lost physical ticket within 7 days of the betting day the match was held. Damaged or defaced tickets get 60 days. If the ticket is identified, payment may be withheld until 60 days after the betting day.
Who runs Sports Toto in South Korea?
Sports Toto is the only legally recognized sports betting game in Korea and runs as a state monopoly through the Sports Promotion Voting Ticket system. It is operated under government control, with a head office at 12 Sejong-daero 12, Jung-gu, Seoul, and online play through Betman.co.kr.
What happens if there are no winners in a WINNER round?
Nothing carries over. WINNER, Japan's single-match football lottery, does not generate a carryover when a round has no winners. The same no-carryover rule applies across WINNER rounds. By contrast, Korea's Soccer Toto Match and Basketball Toto Match roll an unwon round's fund into the next round.
Where is the Sports Toto head office in Seoul?
The Sports Toto head office is at 12, Sejong-daero 12, Jung-gu, Seoul, Republic of Korea, in the Namdaemun-ro 4ga area, Haenam 2 building. That is the official address listed by the operator for its Seoul base.
