Where sports betting is legal for foreigners in Asia
The short version is that legal sports betting in Asia is mostly a state monopoly, and whether you can use it turns on your nationality and your address rather than on whether you are a tourist.
Thailand is the clearest example of a narrow legal carve-out. Betting on boxing and horse racing is allowed there, while most other gambling is not7. That means a visitor in Bangkok can legally bet on a Muay Thai fight or a horse race through official channels, but not on a Premier League match.
The Philippines runs a different model. The foreign exchange gaming pit at PAGCOR venues is open only to people holding foreign passports, or certificates of identity issued to Hong Kong patrons by their government8. If you are a foreign visitor, that pit is specifically for you. If you hold a Philippine passport, it is not.
Japan's legal sports betting is built around public racing and the national sports lottery rather than around football or basketball bookmakers. Horse racing is the big one, and it is the only one with a genuine overseas purchase route.
Hong Kong is the most straightforward jurisdiction for a foreigner who wants a real betting account. The Hong Kong Jockey Club issues accounts to people who can produce an HKID card or a valid passport, along with a bank card or bank statement showing their name and personal bank account number1. That combination is achievable for a visitor who banks somewhere, and it is the closest thing in Asia to a normal sportsbook signup.
For a wider view of which countries run legal sports betting and what they offer, see Sports Betting in Asia.
Resident or visitor: which rules apply to you
This is where most people get caught out, because the same venue can be open to you as a tourist and closed to you as a resident.
Korea's foreigner-only casinos are the classic case:
- The Hyatt Regency casino is for foreigners only9
- Majesta Jeju Casino is a foreigners-only casino10
- Paradise Casino Busan is a foreigners-only casino11
- Paradise Casino Paradise City admits foreign nationals and overseas permanent residents only, with Korean nationals barred from entry12
If you are a foreign resident of Korea with an alien registration card, you can generally get in. If you hold a Korean passport, you cannot.
Japan applies the reverse logic to its planned casino resorts. The law covering integrated resorts sets limits on the number of entries, an entry fee levy, and restrictions on lending by casino operators, aimed at Japanese nationals and foreign residents in Japan13. So a short-stay visitor and a long-term foreign resident will not face the same conditions once those resorts open.
Vietnam draws the line by nationality and documentation. Foreign players and overseas Vietnamese who win are allowed to buy foreign currency at licensed foreign exchange banks to transfer or carry the money abroad14. Players at electronic gaming venues with prizes must carry documents proving they are eligible to play, follow the game and house rules, meet their tax obligations, avoid using results for direct betting between each other, and avoid causing disorder15. In practice, that means carrying your passport to the venue.
Macau's responsible gambling kiosks accept a resident identity card or a passport, and use fingerprint scanning to submit a service application16. That is a support service rather than a betting account, but it shows the same pattern: passport for visitors, local ID for residents.
The practical rule of thumb: assume the venue will check your nationality at the door, and bring the document that proves you are eligible. For country-by-country detail, see Can I Gamble in South Korea?, Can I Gamble in Japan? and Can I Gamble in Vietnam?.
Opening an account as a foreigner: ID and verification
Account opening is where the paperwork actually matters, and the requirements differ sharply between official operators and offshore sites.
| Operator | What you need | Notes |
|---|---|---|
| HKJC (Hong Kong) | HKID card or valid passport, plus a bank card or bank statement showing your name and account number1 | Passport accepted in place of HKID |
| JRA (Japan) | General PAT or A-PAT account for internet voting2 | Usable for purchases from outside Japan |
| Teleboat (Japan) | Driver's license, passport, resident register copy, seal registration certificate, or foreigner registration certificate17 | Multiple document options |
| Korea foreigner-only casinos | Passport, PT passport, diplomat ID, US military ID, seaman's book, alien registration card, overseas Korean residence report card, or permanent resident card18 | Operator verifies at least one directly |
| Offshore sportsbooks | Copy of ID and proof of address19 | KYC at signup |
Korea's rule is worth reading closely, because it lists the exact documents a casino operator must physically check for a foreigner: passport, PT passport (travel certificate), diplomat ID, US military ID card, seaman's book, alien registration card, overseas Korean domestic residence report card, or permanent resident card18. Any one of those is enough. If you are an expat in Korea, your alien registration card does the job.
Japan's Teleboat account accepts a copy of a driver's license, a copy of a passport, a copy of the resident register, a certificate of seal registration, or a certificate of details recorded in the foreigner registration original form17. Again, several routes, and the passport route is open to visitors.
Offshore sportsbooks serving Malaysia run standard KYC: a copy of your ID and a proof of address19. That is a lower bar than the official operators, but it comes with the legal risk described below.
Thailand has moved part of its verification online. Non face-to-face identity verification for casino players can be done through the ThaID application or an identity provider20. That is a Thai national digital ID, so it is a route for Thai residents rather than for visitors.

Japan's legal options: from horse racing to the DUNK basketball lottery
Japan is the most interesting jurisdiction in the region right now, because it has both a long-established legal racing market and a brand new basketball product.
Start with the legal basis, in plain terms. Betting on horse racing would normally be the crime of gambling, but the Horse Racing Act authorizes it as a special law, and betting by any method other than those the special law prescribes is still the crime of gambling13. The practical consequence is that the legal channels are the only safe ones, and they are specific.
Horse racing is the most accessible for a foreigner. JRA internet voting tickets can be purchased from overseas using the general PAT and A-PAT account types2. So a visitor or expat outside Japan can legally buy Japanese horse racing tickets through the official route. What you cannot do is buy the sports promotion lottery ticket from overseas, which is not permitted21, and press club voting is likewise not available for purchase from overseas2.
How DUNK works is unusual if you are used to a sportsbook. The computer randomly selects outcomes for you. In the 100-yen lottery, the computer randomly picks from four options for six designated basketball games, based on the result at the end of play including overtime and both teams' total score24. In the 10-game version, the computer randomly selects match results for ten designated games, choosing one of four options per game: home win and total 160 points or more, home win and total under 160, away win and total 160 or more, or away win and total under 16024. The four options are set out the same way in the launch materials3.
The prize is the draw. DUNK offers a chance at up to JPY 300,000,00022.
Collecting is straightforward but not automatic. For winnings of JPY 100,000 or less, you can receive cash on the spot at shinkin banks that handle the sports lottery and at some ticket counters25. For winnings of JPY 500,000 or less, cash on the spot at a shinkin bank handling the sports lottery25. If you bought with cash at lottery counters, Lawson, FamilyMart or Ministop, you collect at the shop, shinkin bank or agent store, and the winnings are not automatically transferred25. You need the winning ticket and an identity document such as a driver's license or My Number card25.

South Korea's sports betting rules and the esports change coming
South Korea is the jurisdiction where a foreign visitor and a Korean national face genuinely different rules, and where the reach of the law extends past the border.
For Korean nationals, gambling is generally a crime even when traveling abroad5. That is not a technicality: it is considered a crime even though it takes place in a foreign country5. So a Korean passport holder cannot solve the problem by flying to Manila or Macau.
The courts have also addressed betting on overseas sites from inside Korea. Under the National Sports Promotion Act, betting from within South Korea on an overseas sports gambling site, receiving something similar to a sports promotion voting ticket through an information and communications network and hitting results for property gain, constitutes gambling using prohibited similar acts and is punishable6. The ruling is explicit that this holds even where the sports gambling site is operated outside South Korea by foreigners6.
For foreign visitors and expats in Korea, the practical position is different in one important way: the gambling-abroad rule is the one that targets Korean nationals. The overseas-site betting rule has no nationality limit, because it applies to betting from within South Korea regardless of who places the bet6. So a foreigner in Korea is covered by the overseas-site rule too, and the safest legal route for anyone in Korea is the official one, and the official system is state-controlled.
The change to watch is esports. The government plans to bring esports into the state-controlled Sports Toto betting system by 2028. Until that happens, esports betting in Korea sits outside the legal system, and the overseas-site rule applies to it as it does to any other sport.
On the casino side, remember that Korea's foreigner-only venues are open to you as a foreigner and closed to Korean nationals. Jeju KAL Hotel Casino is a foreigners-only casino26, and the same pattern runs across the Jeju and Busan properties. For the full picture, see Can I Gamble in South Korea? and Who Is Banned from Buying Sports Toto Tickets?.
Malaysia: the offshore market and its scale
Malaysia is the clearest example in Asia of a large market running almost entirely outside local licensing.

There are no licensed, locally based online betting sites in Malaysia19. The market is a legal gray area, and Malaysians access international platforms licensed in other jurisdictions such as Curacao, the Philippines, or the Isle of Man19.
The offshore market is large and easy to reach. Offshore-licensed sportsbooks serving Malaysia accept e-wallets, bank transfers, and cryptocurrencies, and they are licensed in places like Curacao, the Philippines, or the Isle of Man27.
What people actually bet on is familiar. Malaysian bettors often favor handicap betting, Over/Under, and outright winner markets, with player props and futures for basketball and esports sections for Dota 2, League of Legends, and CS:GO19. If you want to understand those markets before you use them, see Asian Handicap Betting Explained and Over/Under Betting Explained.
Payment methods at offshore sportsbooks serving Malaysia include e-wallets, bank transfers, and cryptocurrencies, with e-wallets like Skrill and Neteller, local Malaysian e-wallets, direct bank transfers through FPX, and Bitcoin and Ethereum19.
The enforcement picture matters for a resident. Authorities have on occasion targeted local agents and operators, not individual bettors, and individual bettors are rarely, if ever, prosecuted for placing bets on international sites19. The Betting Act of 1953 criminalizes running a betting operation within the country and participating in illegal gambling, and does not explicitly address online gambling19. That is the gap the offshore market sits in.
For a visitor, the practical point is simpler: there is no legal local sportsbook to walk into, so any sports betting you do in Malaysia runs through an offshore operator, with the account verification described above. For the country overview, see Can I Gamble in Malaysia?.
What the law does not cover
A few things sit outside the legal betting systems entirely, and it is worth knowing which ones.
China treats online football betting as a crime rather than a regulated activity. Organizing it, acting as an agent for it, or participating in it constitutes the crimes of opening a gambling house or gambling, punishable by administrative or criminal liability28. There is no legal consumer route.
Singapore's official operator restricts where you can bet from, not just who you are. Singapore Pools account holders may only place bets from Singapore, and placing bets through the website or mobile apps via foreign IP addresses is prohibited4. So an account is not a way around being outside the country.
Japan's sports promotion lottery ticket cannot be bought from overseas21, and press club voting is not available for purchase from overseas either2. The JRA horse racing route is the exception, not the rule.
Credit cards are not accepted for basketball betting under the license conditions in Hong Kong29. If you are used to funding a sportsbook by card, that is not how the official channels work.
Finally, the offshore market itself is not covered by any of these systems. Offshore sportsbooks serving Malaysia are licensed by Curacao, the Philippines, or the Isle of Man, and enforcement has fallen on local agents and operators rather than on individual bettors19. That is a description of where the risk has landed, not a guarantee about where it will land next.

Common Questions
Can a tourist open a betting account in Asia?
Yes, in several places. Hong Kong's HKJC accepts a valid passport instead of an HKID, and Japan's JRA lets you open an internet voting account from overseas. Singapore Pools is the exception: you must be physically in Singapore to place a bet, so a tourist account there is of limited use.
What ID do I need to verify a betting account?
Usually a passport or national ID card, plus something tying you to a bank account. HKJC asks for an HKID card or valid passport and a bank card or statement showing your name and account number. Offshore sportsbooks typically want a copy of your ID and proof of address.
Is online sports betting legal in Japan for visitors?
Not on offshore sites. Playing on offshore casino and sportsbook websites is illegal in Japan, and players have been prosecuted. The legal route for a visitor is official channels such as JRA horse racing, which can be bought from overseas with a general PAT or A-PAT account.
What is the DUNK basketball lottery?
DUNK is Japan's first basketball sports lottery, launched on September 15, 2026. You do not predict anything: a computer randomly picks one of four outcomes per game. Tickets are cheap, and the top prize reaches JPY 300,000,000.
Will esports betting be legal in South Korea?
The government plans to bring esports into the state-controlled Sports Toto system by 2028. Until then, betting on esports through overseas sites from inside South Korea falls under the same restrictions as other overseas sports betting.
How big is Malaysia's sports betting market?
Malaysian sportsbook betting volume crossed MYR 2.4 billion in the first quarter of 2026, counting the regulated and offshore market together. There are no licensed, locally based online betting sites, so almost all of that runs through offshore operators.
