What it is
Casino Lisboa is the building most people picture when they think of Macau gambling: the round, ribbed tower on the Macau peninsula, a short walk from the ferry terminal and the old Portuguese center. It opened in 1970 and has been running ever since, which makes it the oldest casino still operating in the territory.
It is not the same as Grand Lisboa, the much taller lotus-shaped tower next door. Grand Lisboa came later, from the same company. Casino Lisboa is the original property, and it is the one with the history.
For most of its life, Casino Lisboa was not just one casino among many. It was the flagship of a monopoly. From 1962 until 2002, one company held the exclusive right to run casinos in Macau, and the Lisboa was its best-known address. That era ended when Macau opened the market to competition, and the Lisboa became one venue in a much larger industry.
Today the property sits inside a market that looks nothing like the one it was built for. Macau now has six licensed casino operators, and the peninsula and Cotai together hold dozens of properties. The Lisboa is no longer the biggest or the busiest, but it is still the one with the longest memory.

Licenses and regulator
Macau casino gaming is regulated by the government's gaming authority, and the current licensing structure dates from the 2022 round of concessions. Six companies hold the right to operate casino lucky gaming in Macau with independent legal personality2.
The 2022 concessions were provisionally awarded on November 25, 2022, to a list that included Melco Resorts (Macau) Limited and Galaxy Casino Company Limited6. The formal concession contracts were signed in December 2022, with Melco's grant dated December 15, 20227.
Each concession contract names the specific casinos the company may operate. Melco's contract, for example, lists three licensed casinos: Altira Casino, City of Dreams Casino and Studio City Casino9. It also permits seven additional locations approved by the Chief Executive after hearing the Gaming Committee, including Grand Dragon Casino and six Mocha clubs9.
Casino Lisboa belongs to the SJM side of this structure. SJM Resorts is the successor to the company that held Macau's original monopoly, and the Lisboa has been part of its licensed portfolio continuously. If you want the full picture of how Macau's market is organized today, the Macau country guide walks through the current operators and what each one runs.
Macau also licenses junkets, the middlemen who bring high rollers to casino floors. The gaming authority publishes a register of licensed corporate gaming promoters, and it includes companies such as 利隆博彩中介人有限公司, 龍發博彩中介人一人有限公司 and 志達博彩中介人一人有限公司8. If a junket is not on that register, it is not licensed.
Where it accepts players
Casino Lisboa accepts players in person, on its own floor, in Macau. There is no online version of the property, and no offshore site is authorized to use its name.
That distinction matters more than it used to. Macau's casino industry is land-based only. The territory does not license online casino operators, and the licensed companies run physical floors. If you see a website offering "Casino Lisboa" play from outside Macau, it is not the real thing.
The practical answer for a visitor is simple: you go there. The Lisboa is on the Macau peninsula, in the older part of the city, within walking distance of the historic center and a short taxi ride from the border gate and the ferry terminal. Macau itself is small, and the peninsula casinos cluster together, so the Lisboa is easy to combine with a walk through the old town.
Macau's tourism authority lists gaming among the territory's shows and entertainment, and describes the casinos as open 24 hours3. That is the operating reality: there is no closing time to plan around, and no need to check a schedule before you go.
One thing to know if you are coming from mainland China: Macau is the only part of China where casino gambling is legal, and the territory's own tourism positioning describes it as a world center for tourism and leisure2. That is why the border traffic into Macau looks the way it does.
The legal position by country
Macau casino gaming is legal, and it has been for a long time. The Portuguese-Macau government took steps to legalize casino gaming in Macau between 1847 and 1927, even while Portugal itself maintained a domestic ban on casinos1. That is the origin of the odd situation Macau still occupies: a Chinese territory where casino gambling is normal, surrounded by jurisdictions where it is not.
For visitors, the rules that matter are about entry, not about whether you may play. Macau law reserves the right to enter a casino, especially the gaming rooms and areas, which means entry is a government permission rather than a right held by residents and tourists4. In practice, that means a door check and a right to refuse entry, not a complicated application.
Age is the hard line. You must be 21 or older to enter a Macau casino. Bring photo identification, because it will be checked, and expect the check to apply to everyone regardless of how you look.
Some people are allowed in but not allowed to play. Under Macau's gaming law, judicial magistrates, Public Prosecution magistrates and court officers, anti-corruption officials, audit officials, gaming authority officials, security forces agents, customs officials, monetary authority officials, and other officials authorized case by case by the Chief Executive may enter casinos in the exercise of their functions but are barred from playing any games of fortune or chance5.
A separate rule covers a different group. The Chief Executive, principal officials, Executive Council members, members of concessionaire or management company bodies and their invited guests may freely enter casinos but may not directly or through others conduct any games of fortune10.
For an ordinary visitor, none of that changes your trip. You show ID, you go in, you play if you want to. The rules exist to keep the people who regulate and profit from the industry out of the games themselves.
Games and payments
Casino Lisboa runs the standard Macau casino floor: table games and slot machines, in a mix that has changed over the decades as the property has been renovated and as the market around it has grown.

For a sense of scale in the modern Macau market, MGM Macau runs 1,174 slot machines, 427 gaming tables and multiple VIP and private gaming areas12. The Lisboa is a smaller, older property than the Cotai resorts, and its floor reflects that. If you want the biggest rooms and the widest game selection, the newer Cotai properties are where you go. If you want the original, you go to the Lisboa.
On the machines, Macau law sets out what a gaming machine may accept: gaming machine tokens, vouchers, cash, stored-value cards or other gaming tools approved by the gaming authority13. In practice that means you can play with cash or with a card issued by the property, and you do not need to bring anything unusual.
Table games are played with chips bought at the table or at the cage, as in any casino. The Lisboa's floor has been running long enough that it has seen the whole arc of Macau's modern industry, from a single-company monopoly to a market with six operators.
One small piece of the property's history is technological. In 2010, Bally installed the 40-year-old Casino Lisboa's first table-management system11. For a casino that opened in 1970, that was a late arrival to the systems that most modern floors take for granted.
If you are planning a first casino visit anywhere in the region, the Macau country guide covers the practical side: what to bring, how the floors work and how the different operators compare.
Ownership and history
Casino Lisboa's history is the history of modern Macau gambling, and it starts with a monopoly.
The company behind it, STDM, won Macau's casino franchise in 1962 and held it until 2002. The Lisboa opened in 1970 as its flagship. For four decades, if you gambled in Macau, you gambled in an STDM property, and the Lisboa was the one everyone knew. The full story of that era, including the man who led the syndicate, is covered in Stanley Ho and the Macau gambling monopoly and in the STDM monopoly.
The monopoly years shaped the building's place in the city. A 1997 concession contract listed the venues covered by the arrangement, and Casino Lisboa appears first on the list, ahead of the following casinos14:
- Macau Palace Casino
- Jai Alai Casino
- Kam Pek Casino
- Oriental Casino
- Golden Dragon Casino
- Hyatt Casino
- Triumph Casino
- Holiday Inn Casino
Nine venues, one company, and the Lisboa at the top of the page.
The monopoly ended in 2002, when Macau granted three gaming concessions, each of which granted a subconcession15. That structure produced the six-operator market that exists today. The change was dramatic and fast. In 2006, seven new casinos opened in Macau, with five more due to open in 200716. By the end of 2007, Macau had 28 casinos, 21 on the Macau peninsula and 7 on Taipa, with SJM holding 18 of them17.
The money followed. Macau casino revenues grew 34 percent between 2003 and 2004, and by 2004 casino gaming revenues accounted for 40 percent of Macau's GDP16. In 2006, revenues rose another 22 percent to $6.95 billion, compared with $6.5 billion generated in Las Vegas, making Macau the world's most lucrative center for casino gaming16. Mainland Chinese visitors to Macau numbered more than 22 million in 200616, a flow that followed the introduction of the individual traveller's scheme in August 200318.
Through all of it, the Lisboa stayed open. It is the through-line between the monopoly era and the competitive one, the building that was there before the boom and is still there after it.
The company around it has changed shape. Macau Legend Development Limited, which owns multiple entertainment and casino gaming facilities in Macau, provides gaming services at the casino at Macau Fisherman's Wharf for SJM19. That is the kind of arrangement that has become normal in modern Macau: licensed operators, service providers, and a regulator keeping track of which venue belongs to whom.
For visitors, the history is the point. Casino Lisboa is not the flashiest property in Macau and it is not trying to be. It is the original, on the peninsula, open around the clock, and it has been taking bets since 1970.
Common Questions
When did Casino Lisboa open?
Casino Lisboa opened in 1970 and is the oldest casino still operating in Macau. It was built as the flagship of Sociedade de Turismo e Diversões de Macau (STDM), the company that held Macau's casino monopoly from 1962 until 2002.
Who founded Casino Lisboa?
It was built by STDM, the syndicate led by Stanley Ho, which won Macau's first modern casino monopoly in 1962. The Lisboa became the company's best-known property and the symbol of Macau's gambling industry for decades.
Is Casino Lisboa still open?
Yes. Casino Lisboa operates today as one of the casinos licensed to SJM Resorts, the successor to STDM. Macau casinos are open 24 hours, and the Lisboa sits on the Macau peninsula near the historic center.
How old do you have to be to enter Casino Lisboa?
You must be at least 21 to enter any Macau casino, including Casino Lisboa. Entry is a government permission rather than a right, and certain public officials are barred from playing even when they are allowed inside.
Can anyone walk into Casino Lisboa?
Most adult visitors can, but entry is reserved and can be refused. Macau law treats casino entry as a permission granted by the government, not a right held by residents or tourists, so bring photo ID and expect a check at the door.
Is Casino Lisboa the same as Grand Lisboa?
No. Casino Lisboa is the original 1970 building. Grand Lisboa is the taller, newer tower next to it, opened later by the same company. Both are on the Macau peninsula and both are run by SJM Resorts.
