Midnight keirin vs regular keirin: how the two formats compare
The two formats are the same sport under the same rules, run by the same public system. What changes is the time of day, the size of the field, the length of the race and how you get a ticket.
Midnight keirin is held in the late-night slot, from around 21:00 to past 23:006. It is run with no spectators, and the betting tickets are bought on the internet and at some off-track ticket booths in advance sale1. That single fact drives most of the practical differences. There is no gate, no grandstand crowd, no paddock walk-up. You watch the race on a screen and bet from wherever you are.
Regular keirin is the daytime version you have probably seen on television: a velodrome with a crowd, a paddock, food stalls and a betting hall. There are 33 velodromes running keirin4, and they are built for walk-in visitors. Facilities include betting booths, grandstand seats, restaurants and other basics, and some tracks open a beginner guidance room for first-timers2.
The racing itself differs in two ways that matter if you are trying to read a race.
| Midnight keirin | Regular keirin | |
|---|---|---|
| Time | Roughly 21:00 to past 23:006 | Daytime meetings |
| Riders per race | 7, two fewer than regular keirin4 | 9 in the standard race7 |
| Laps | Fewer than a regular meeting, so races are fast and thrilling6 | Standard lap count |
| Spectators | None admitted; no general admission4 | Open to the public2 |
| How you bet | Internet and some off-track booths in advance sale1 | Track, off-track booth or online8 |
| Minimum age to bet | 203 | 203 |
A seven-rider field is the headline difference. Fewer riders means fewer combinations to work through, which is why the official line is that it is easier to predict and more interesting4. Fewer laps means the race unfolds faster, with less time for the field to settle6.
Midnight meetings are not all one shape. The race program varies by meeting: one common card is S-class 7 races plus 2 girls keirin races, and other combinations are in use9. If you are planning an evening around a specific meeting, check that meeting's card rather than assuming a standard program.
One more thing worth knowing: midnight keirin is not a fixed, nationwide institution that has always existed. Tracks have been added over time. Kurume announced the start of its midnight meetings in August 2021, Kishiwada in May 2022, Iwaki-Taira in August 2023, and Gifu announced the start of both nighter keirin and midnight keirin in February 20249. Kumamoto announced the resumption of on-site racing and the start of on-site midnight keirin meetings in July 20249. So the list of venues running midnight cards is a moving target.
Which public races run at night
Japan runs two flavors of after-dark keirin, and they are not the same thing.

Night races, called nighter keirin, are evening meetings at a velodrome. Midnight keirin is the later slot, roughly 21:00 to past 23:006. Both can be bought through the same official channels: the voting service covers night races and midnight keirin10.
The practical difference for a bettor is the clock. Midnight meetings start late enough that the live broadcast begins around 20:03 on race day9. If you are betting from a phone, that is your cue that the card is about to get going.
Deposit and voting windows shift to match. Deposits into the betting account are accepted from 7:00 to 17:00 normally, but until 21:00 on night race days, until 23:50 on midnight race days, and on previous-day sales days from 23:50 plus 0:10 to 7:00 the next morning11. Voting itself opens at 8:00 AM on race day and runs until three minutes before each race's scheduled start, with previous-day sales from 6:30 PM the day before until 8:00 AM the next morning12.
That three-minute cutoff is the one to remember. If you are used to placing a bet at the last second, the window closes before the race, not at the moment the riders go.
Midnight keirin is not the only sport that has moved into the late slot. Keirin itself runs night races and midnight keirin, and both can be bought through the same channels13. Midnight keirin meetings are held in the late-night slot from 21:00 onward, with the live broadcast starting at 20:03 on race days13. If you follow more than one public sport, the late-night calendar is getting fuller, not emptier.
Minimum age: 20 for keirin tickets, 19 for the sports lottery
The age rules are where people most often get it wrong, because Japan's public betting has more than one threshold.
For keirin, the line is 20. You must be 20 years old to buy a bicycle race ticket3. People under 20 may not buy or receive keirin tickets at all14. The same 20-year line applies to the online and telephone voting service: under-20s cannot use it15. Auto racing sits in the same bracket, with purchase of betting tickets prohibited for persons under 20 at keirin and autorace venues16.
Horse racing is also 20. Persons under 20 may not buy or cash JRA betting tickets17. Tokyo City Keiba, the Tokyo horse racing track, states the same: anyone 20 years old and older18.
The sports lottery is different. BIG, toto, WINNER and DUNK prohibit purchase by anyone under 1919. That is a one-year gap that catches people out, especially visitors who assume all Japanese public betting is 20-plus.
Pachinko is a separate system again and is not part of the public betting framework at all. If you want the detail on how pachinko halls handle age and entry, that sits with the machines and the halls rather than with keirin.
So the practical summary for a group arriving together:
- Keirin, auto racing, horse racing: 20 and over to bet3
- Sports lottery (BIG, toto, WINNER, DUNK): 19 and over19
- Watching at a velodrome: under-20s may enter, and under-15s pay no entry fee20
That last point is worth separating out. Being allowed into a velodrome is not the same as being allowed to bet. Under-20s can go in and watch, and under-15s get in free, but they cannot buy or receive a ticket20. For midnight keirin there is no such option, because general admission is not offered at all4.
Betting at the track and online: what is legal for players
There are three legal ways to get a keirin ticket, and which one you use depends on the format.
At a velodrome, you fill in a mark sheet provided by the venue, insert your wager money and the completed mark sheet into the ticket machine, and take the issued betting ticket8. Then you wait for the race. If you win, you collect your payout at the velodrome where the race was held, at the off-track betting site, or at the location designated by the operator, within 60 days8.
At an off-track betting site, the process is the same, and some off-track outlets also sell tickets in advance1.
Online, you register first. Midnight keirin tickets are bought through the KEIRIN official site and at some off-track ticket booths in advance sale1. Registration is free and is required before you can buy4. Once you are set up, you deposit money for betting into a dedicated account and buy tickets on the voting screen21.
The online service has limits worth knowing before you plan a session. Telephone voting allows up to 3,000 bets per day per subscriber12. A single application covers up to 25 items and 999 bets, and on PC internet voting up to 50 items and 999 bets12. Deposits can be made through the linked bank and payment services listed by the operator11.
If you are new to the mechanics of filling in a ticket, the mark sheet process is worth reading up on before you go, because the machine will not help you once you are standing in front of it.
For midnight keirin specifically, tickets can be bought on the internet and at some off-track ticket booths in advance sale1. Race watching and betting are both done online6.
One small detail on payouts: fractions of less than 10 yen in winnings are rounded down and not paid, and the remainder goes to the organizer's revenue, where it is used for fan services such as free shuttle buses20. It is a rounding rule, not a fee, but it explains why a payout figure sometimes lands on a round number.
Penalties for players who gamble on banned sites
Playing on offshore casino websites is illegal in Japan, and players have been prosecuted. Gambling at an online casino by connecting from inside Japan is a crime, even if the casino is legally operated overseas5. Players who used online casinos as customers have been arrested for the crime of gambling5. Crackdowns on illegal gambling including online casinos are being strengthened16.

That is the whole of it. The practical takeaway is that the legal betting channels in Japan are the public ones: keirin, auto racing, horse racing, boat racing and the sports lottery. Anything offshore is a different category of risk, and it is a criminal one rather than a regulatory one.
What the law does not cover: casinos and online casinos
No casino resort is open in Japan. If you are planning a trip around one, there is nothing to visit yet. The gambling that is legal and running today is the public sports betting described above.
Online casinos are a separate matter and are not a legal option from inside Japan, as covered above.
If you want the wider picture of what is and is not available in the country, including the public sports and the pachinko halls, the Japan country guide covers it. For the mechanics of the sport itself, including bet types, odds and how the mark card works, see Keirin Betting Explained. If you are setting up an account, KEIRIN.JP and Chariloto walks through the online side. Common Questions
Is keirin legal to bet on in Japan?
Yes. Keirin is a public sport run under Japanese law, and betting on it through the official channels is legal. You buy tickets at a velodrome, at an off-track betting booth, or online through the official KEIRIN.JP service. You must be 20 or older to buy or receive a ticket.
Can under-20s enter a keirin velodrome?
Yes, people under 20 can enter a velodrome, and those under 15 pay no entry fee. But they cannot buy or receive betting tickets, so they can watch the racing only. Midnight keirin has no general admission at all, so there is nothing for them to attend.
Can I bet on keirin from my phone?
Yes. Register for the official KEIRIN.JP internet and telephone voting service, deposit money into the dedicated account, and buy tickets on the voting screen. Night races and midnight keirin are both available. You must be 20 or older to use the service.
What other public sports can I bet on besides keirin?
Japan also runs public betting on horse racing through JRA, and on the sports lottery games BIG, toto, WINNER and DUNK. Horse racing tickets are 20 and over. The sports lottery is 19 and over. Auto racing is grouped with keirin at 20 and over.
Are there casinos in Japan?
No casino resort is open in Japan yet. The gambling that is legal and running today is the public sports betting: keirin, auto racing, horse racing, boat racing and the sports lottery. Online casinos are a separate matter and are illegal to use from inside Japan.
What happens if I gamble on an online casino in Japan?
It is a crime to gamble at an online casino from inside Japan, even if the casino is legally operated overseas. Players who used online casinos as customers have been arrested for the crime of gambling. Crackdowns on illegal gambling including online casinos are being strengthened.
Is there a tax on betting winnings in Japan?
Yes, in some cases. Winning ticket payouts may be subject to tax under tax law, and you may need to file a final tax return. The same applies to JRA horse racing payouts. Keep your winning tickets and check your own situation before filing season.
