What it is

KEIRIN.JP is the official online arm of Japanese keirin, the track cycling sport where riders race around a banked velodrome and the crowd bets on the finishing order. The online service lets you do from a phone or computer what people have done at the track for decades: pick a race, pick a bet type, put money down and collect if you are right.

A bet here is a specific thing. It bundles a race number, a betting method, a combination number and a number of tickets into one unit6. That matters when you are filling in a screen or a paper card, because each of those four pieces has to line up before the bet is valid.

The service covers the full keirin calendar, including night races and midnight keirin, which you can also buy through the same account7. Race meetings are listed by year going back to 1999 and forward to 2027, so you can look up an old meeting or plan around a future one8.

If you have bet at a Japanese velodrome before, the online flow will feel familiar. If you have not, the short version is: you are predicting which riders finish first, or first and second, or first, second and third, depending on the bet type you choose.

Licenses and regulator

Keirin in Japan is not a private casino product. It is a publicly operated racing sport, run by race organizers under the keirin enforcement rules, with the JKA foundation handling the central administration. The online service is the official one, which is why the account rules read like a utility contract rather than a casino sign-up page.

Licenses and regulator

That structure shows up in small ways. Government officials connected to keirin, staff of keirin organizers and of the JKA, and keirin riders themselves are not allowed to buy tickets9. The same page that sets that rule is the one that explains how payouts work, which tells you how tightly the whole thing is administered.

The site also carries responsible gambling tools. A self-check tool and a consultation service are available through the KEIRIN.JP topics page10. If you want to see where your betting sits, that is the place to look, and it is free.

One practical note on the account itself: after a certain number of failed login attempts, login becomes unavailable and you have to contact the KEIRIN official voting CTC to get back in11. Keep your details somewhere you can find them.

Where it accepts players

This is the part that trips up visitors. KEIRIN internet voting is limited to KEIRIN telephone voting subscribers7. You cannot simply download an app, enter a card number and start betting. The online service sits on top of an existing telephone voting membership.

You also have to access KEIRIN.JP from a designated internet voting connection environment, and you provide your own equipment and communications12. In practice that means the service is built for people in Japan with a Japanese bank account and a Japanese phone number.

Registration requires you to open a bank account used for ticket purchase and payout collection, then complete member registration3. The deposit goes into a dedicated account, and from there you buy tickets on the voting screen3. Payouts come back the same way.

So the honest answer for a visitor on a two-week trip is: the online service is not realistically available to you. If you want to bet keirin in person, you can go to a velodrome or an off-track betting site, where visitors are welcome and races are held on site13. You buy a paper ticket there instead.

For foreign residents of Japan with a bank account and a phone number, the online route is open, subject to the age rule and the telephone voting membership. For citizens, the same rules apply. There is no separate track for locals.

Playing on offshore casino websites is illegal in Japan, and players have been prosecuted14. That warning is about unlicensed operators, not about keirin. Keirin itself is legal and state-administered, and KEIRIN.JP is the official channel.

The distinction matters because search results for "keirin betting" mix the two together. If a site is offering keirin odds and it is not KEIRIN.JP, it is not the official service, and the legal risk sits with you rather than with them.

Outside Japan, the picture is different again. Online football betting in China is illegal and treated as a criminal offense15. If you are in China, do not assume a Japanese racing product is a workaround. It is not.

For readers elsewhere in Asia, the practical rule is the same one that applies to any cross-border betting product: check your own jurisdiction before you deposit. Our country guides cover the ground for Japan, China, South Korea and Hong Kong, and the wider regional picture is set out in where Asian games are legal.

Games and payments

Keirin offers seven bet types, covering predictions of first place, first and second together, or first, second and third together16. The standard bet type is the 2-car win bet, where you predict the first and second place riders17. Odds are shown for a nine-rider race, which is the format the published probabilities assume17.

Games and payments

Here is how the odds work in money terms. If you buy a JPY 100 ticket on a 2-car win bet with rider 1 first and rider 7 second, and it lands, the payout is JPY 450, because 100 multiplied by 4.5 equals 45019. Odds are the payout figure, and they are the main piece of information you use to decide how much to buy20.

Ticket face amounts must be a multiple of JPY 1002. One application can carry up to 25 batches of 999 bets, or up to 50 batches of 999 bets if you are voting on a PC4. That is a lot of headroom, and it is worth knowing before you assume there is a low ceiling.

On the payout side, fractions of less than 10 yen in winnings are rounded down and not paid. The remainder goes to the organizer's revenue and is used for fan services such as free shuttle buses9. You have 60 days to collect a payout, at the velodrome where the race was held, at an off-track betting site, or at the location the race organizer designates5.

The site runs on points as well as cash. KEIRIN Official Points are granted according to your betting amount, and refunds and bets placed through private sites do not count toward them21. Points cannot be used for betting1. They are spent on prize and benefit draws, and they are consumed even if you do not win the draw11.

A few account mechanics worth knowing before your first session. Login is required to vote11. The top page event information switches to the day's information at 8:0011. On the recent results screen you can see the race, the race event type, the betting closing time and the scheduled start time, and from there move to the voting selection screen to place a bet22. If a closing time or start time changes, it is shown in red10.

If you would rather bet on paper, the process at a venue is straightforward. You fill in a mark sheet provided by the venue, insert your wager money and the completed mark sheet into the ticket machine, and take the issued betting ticket5. The mark sheet asks for the following23:

  • The venue
  • The bet type
  • The race number
  • Your prediction
  • The purchase amount
  • A cancel field if you change your mind

You mark it with a thick line drawn in pencil23. If you are betting the previous day, you mark "前日" on the card24.

Betting cards are placed at each facility, so you do not need to bring your own25. Put the purchase amount and the betting card into the ticket machine, take the issued ticket, and wait for the race to start25.

If you want the fuller picture of how the bet types and odds compare, our guide to keirin betting walks through them, and there is a separate walkthrough for filling in a KEIRIN mark sheet.

Ownership and history

Keirin is administered centrally rather than owned by a company. The JKA foundation sits at the center, race organizers run the meetings, and the online service is the official channel those organizers share. That is why the account rules, the payout rules and the responsible gambling tools all live on the same site.

The sport has been updating its presentation. At the end of December 2024 the men's jersey was redesigned with a black lower body, a KEIRIN chest logo and a V-neck, with the yellow and green shades adjusted. The men's international-rule race, suspended since 2020, was relaunched in 2025 as KEIRIN ADVANCE.

The online side keeps moving too. Internet voting is limited to KEIRIN telephone voting subscribers, and you have to access KEIRIN.JP from a designated internet voting connection environment, providing your own equipment and connection4.

For a bettor, none of that changes what happens on the screen. It does explain why the terms you agree to are dated and versioned, and why the current version is the one that applies rather than an old copy found in a forum post.

Common Questions

How old do you have to be to bet on keirin?

You must be 20 years old to buy bicycle race tickets in Japan. That applies to KEIRIN.JP and to tickets bought at a velodrome or an off-track betting site. Age is checked when you register, so there is no way around it.

Can I use KEIRIN Official Points to place a bet?

No. Points are awarded according to your betting amount, but refunds and bets placed through private sites do not count. You can spend points on prize and benefit draws, and points are used up even if you do not win the draw. Betting with points is not possible.

How much does a keirin bet cost?

Ticket face amounts must be a multiple of JPY 100. There is no fixed minimum beyond that, so a single JPY 100 ticket is a valid bet. One application can carry up to 25 batches of 999 bets, or 50 batches of 999 bets if you are voting on a PC.

How long do I have to collect keirin winnings?

You have 60 days to collect a payout. Collect it at the velodrome where the race was held, at an off-track betting site, or at the location the race organizer designates. Winnings under 10 yen are rounded down and not paid.

Can I bet on keirin from outside Japan?

KEIRIN internet voting is limited to KEIRIN telephone voting subscribers, and you must access KEIRIN.JP from a designated internet voting connection environment. If you are outside Japan and cannot meet that requirement, the online service is not available to you.

Is Chariloto the same as KEIRIN.JP?

Chariloto is the name many players use for the official online keirin service. The account, the deposit, the voting screen and the payout all run through KEIRIN.JP, which is the official site. Treat anything else claiming to be an official keirin account with caution.
