Private Poker Club Apps: How Club and Union Apps Work

Private poker club apps track chips while agents sell and buy them back outside the app, with clubs grouping into unions to fill tables. The apps now add private 1:1 VIP tables and a 3D dealer view.

What a private poker club app is

A private poker club app is a phone or tablet app that runs poker tables for a closed group of players. You do not sign up on a public website with a credit card. You get access through an agent, who gives you an account inside a club, sells you chips, and later buys those chips back.

The app looks like a normal poker client: tables, tournaments, a lobby, a chip balance. What is missing is the licensed operator behind it. There is no public register listing the app, no published house rules you can check, and no regulator you can complain to if your balance disappears.

This is different from a licensed online poker room, where the operator holds a gaming license, publishes its terms, and processes deposits and withdrawals itself. With a club app, the operator of the software and the person holding your money are usually two different parties, and only the second one matters when you want to cash out.

Some club apps are free-play only. Adda52, for example, now offers its poker app as free play: download it, sign up, and play without real money7. That is a social poker product, not a club app with agents. The distinction matters, because free-play apps carry no cash-out promise at all.

How club and union apps work: chips, agents and clubs

The structure has three layers, and understanding them explains almost every problem players run into.

How club and union apps work: chips, agents and clubs

The club. A club is a group of players with its own tables, its own chip balance system and its own agents. A club might have a few dozen regulars or a few thousand. The club owner sets the rake, decides which stakes run, and controls who gets an account.

The agent. The agent is the person you actually deal with. You message the agent, agree a price for chips, send money by bank transfer or e-wallet, and the agent credits your in-app balance. When you want to stop, you message the agent again, the agent buys the chips back at an agreed rate, and pays you outside the app. The agent takes a cut on each side.

The union. A union is several clubs pooling their players into one shared pool. A single club might struggle to fill a six-max table at a given stake late at night. A union with twenty clubs under it will fill that table in seconds. Unions also let players from different clubs sit together, which is why most serious club-app play happens inside a union rather than a standalone club.

The practical consequence of this structure is that your money is never with the app. It is with the agent. If the agent stops replying, changes the buy-back rate, or claims the club froze the account, you have no in-app mechanism to force payment. The chips in your balance are a number the agent controls.

Vietnam's Rikvip case shows how the cash-out layer works in practice. Players held a virtual currency called RIK, and converted it to money by selling to agents or by taking telecom card codes, game card codes and phone top-ups through payment intermediaries1. The app was renamed Tip.club from August 2016 and distributed as phone and computer apps1. The virtual currency was the product; the agents were the exit.

Private VIP tables and 3D dealer view: what the apps offer now

Club apps have been adding features to look more like licensed rooms. In 2025, private 1:1 VIP tables and a 3D dealer view mode were added to club-app style poker products. The VIP table gives a high roller a private table against chosen opponents rather than the open pool. The 3D dealer view renders a dealer and table in three dimensions instead of a flat graphic.

These features are cosmetic in one sense and important in another. They do not change the legal position of the app or the fact that your money sits with an agent. What they do is make the product feel like a real card room, which is exactly the point: players who would hesitate at a bare-bones chip app will sit down at something that looks like a casino table.

Licensed operators run similar high-roller programs openly. Winz Casino's Winz Club offers personalized service, dedicated support and customized gifts and perks for high rollers8. The difference is that a licensed operator's VIP program sits on top of a regulated account with published withdrawal terms, while a club app's VIP table sits on top of an agent relationship.

If you are comparing the two, the useful question is not what the table looks like. It is who holds your money, what the withdrawal terms are, and who you can complain to. On a club app, the answer to all three is the agent.

Where players from Asia legally stand

The rules differ sharply by country, and they differ again depending on whether you are a citizen, a foreign resident or a visitor.

China. Online gambling, gambling abroad, and providing funds or technical support for gambling all violate Chinese criminal and public security law for Chinese citizens3. Online football betting is treated as a criminal offense9. This applies to citizens wherever they are, which is why club apps marketed to Chinese players carry real risk even when the servers sit offshore.

Vietnam. Foreigners are not free to run private cash poker games. In one case, 13 foreign players were caught in cash-based poker games at a venue described as GDC Lucky Club, with organizers allegedly managing and organizing the activity4. In a separate case, three Koreans and a former provincial leader were jailed over a gambling operation at the Pullman Hanoi5. At the same venue, players exchanged money for Cashin Ticker cards at the cashier in matching denominations, or deposited USD directly into slot machines10. The pattern is consistent: cash in, cards or credits out, and prosecution when it is raided.

Thailand. Thai players travel to casinos abroad where they are the only players, in places such as Macau, Singapore and Malaysia11. That is the legal route for Thai residents who want live casino poker: leave the country.

Philippines. This is the clearest legal market in the region for live poker. PAGCOR publishes a list of poker operators with issued gaming licenses, including venues such as Metro Card Club in Ortigas and Davao, Prime Poker Club Manila, Red Dragon Poker Room, Masters Poker Club, Poker Brothers, Wild Aces Poker Sports Club, Boss Poker Club, Voyager Poker Club, Gensan Poker Club, Kings Card Club, Blue Sapphire Poker Club, Century Poker Sports Club, The Office Poker Club, FAME Sports Inc. Poker Club, 9D Poker Club, Supreme Poker Club and Poker Club2. PAGCOR also lists NEW COAST LEISURE INC. as offering online poker games12.

Canada. The Kahnawà:ke Gaming Commission licenses land-based poker rooms, including The Office Poker Club6. The Commission notes it is presently not receiving applications for land-based poker rooms13.

Hong Kong. Betting through the Hong Kong Jockey Club is account-based and restricted to account holders14. Each account holder gets a personal password that must be entered into the Club's system at every use and kept confidential15. The Club's eWin web betting service requires proof of age and differs significantly from most gambling sites16. The Club can limit hours of use, services offered, number of uses per user per day and amounts per transaction17. Authentication can include a PIN, security code, password, login answers, personal biometric data and device authentication responses18. None of this extends to private club apps.

The risk for a player in a club app is not one risk but three, and they stack.

Legal risk for players

Criminal and administrative risk. In China, participating in gambling with relatively large stakes, where it does not reach the threshold for criminal punishment, is still punished under the Public Security Administration Punishments Law19. Participants in cross-border gambling face detention and fines, and criminal liability if a crime is constituted, plus possible large property losses20. That is the plain position: playing can be an offense, not just organizing.

Financial risk. Your chips are a number held by an agent. There is no regulator, no deposit protection and no dispute process. If the agent disappears, the union collapses, or the club freezes accounts, the balance is gone. This is the risk that catches players who assume the app is the counterparty.

Payment risk. Moving money to an agent by bank transfer or e-wallet creates a record. In jurisdictions where the activity is illegal, that record is evidence. In Vietnam's Rikvip case, the cash-out route ran through telecom card codes, game card codes and phone top-ups via payment intermediaries1, which is exactly the kind of trail investigators reconstruct.

If you want to play poker online in Asia with a clear legal footing, the licensed route is the one to check first. If you want to play live, the licensed rooms listed by PAGCOR and the Kahnawà:ke Commission are the ones with a regulator behind them2.

How club apps differ from licensed poker sites

The differences are practical, not philosophical.

FeaturePrivate club appLicensed poker site
Who holds your moneyAn agent, outside the appThe operator, through the site
Public license listingNoYes, on a regulator's register2
Published withdrawal termsNoYes
Dispute processNoneRegulator or operator complaints route
Account securityAgent-controlledPassword, PIN, biometrics and device checks18
Legal status in ChinaIllegal for citizens3Illegal for citizens3

The security column is worth a second look. Licensed operators build layered authentication: a PIN allocated to each betting account holder, a security code, a password, login answers, personal biometric data and device authentication responses18. They also publish limits: the operator can cap hours of use, services offered, uses per user per day and amounts per transaction17. Club apps typically have a username and a password, and the agent can reset both.

Licensed operators and support organizations also offer self-control tools.

  • The Hong Kong Jockey Club publishes bet limits16.
  • Singapore's National Council on Problem Gambling publishes self-exclusion information including Jackpot Machine Room Self-Exclusions22.
  • Japan's Public Sports Gambling Addiction Counseling Center offers phone counseling, a self-check tool and email counseling23.

None of these tools exist inside a club app, because there is no operator with a compliance department to run them.

Tournaments on the public circuit: the Asian Poker Tour

If you want tournament poker in Asia with a real prize pool and a published structure, the public tour circuit is the alternative to club apps.

Tournaments on the public circuit: the Asian Poker Tour

Chinese players have a long record on the tour. Zhou Jiaping won the APT Vietnam 2019 Main Event for VN₫ 1,892,170,000. Xixiang Luo won the Championships Event at APT Philippines II 2019 at Resorts World Manila for PHP 4,594,800. Zhou Yueyang won the APT Finale Taiwan Main Event for NT$ 2,138,200. Yuanning Wu won the 2023 APPT Manila Main Event at Okada Manila for PHP 11,414,730 after a heads-up deal with Christopher Mateo.

The point of listing these is not the prize figures. It is that the public tour circuit is where Chinese and other Asian players actually compete for large live prizes, under published structures, at licensed venues. That is the route that does not depend on an agent's willingness to buy your chips back.

Alternatives: regulated online poker rooms

If you want to play online rather than live, the licensed market is smaller but real.

In the Philippines, PAGCOR lists NEW COAST LEISURE INC. as offering online poker games12. PAGCOR also maintains a list of accredited gaming system administrators and registered brands and domain names, which is the register to check before you deposit anywhere12. For live poker, the PAGCOR list of poker operators with issued gaming licenses runs to more than a dozen venues, including Metro Card Club in Ortigas and Davao, Prime Poker Club Manila, Red Dragon Poker Room, Masters Poker Club, Poker Brothers, Wild Aces Poker Sports Club, Boss Poker Club, Voyager Poker Club, Gensan Poker Club, Kings Card Club, Blue Sapphire Poker Club, Century Poker Sports Club, The Office Poker Club, FAME Sports Inc. Poker Club, 9D Poker Club, Supreme Poker Club and Poker Club2. Gensan Poker and Sports Club, Inc. operates two rooms, Gensan Poker Club and Kings Card Club, and Voyager Poker and Entertainment Club, Inc. operates Voyager Poker Club and Metro Card Club Davao2.

In Canada, the Kahnawà:ke Gaming Commission licenses land-based poker rooms including The Office Poker Club6, though it is presently not receiving applications for land-based poker rooms13.

If you are weighing the two, the comparison pages are live poker vs online poker and free poker vs real-money poker. Common Questions

What is a union in a poker club app?

A union is a group of clubs that share one player pool, so tables fill faster and stakes run higher than a single club could support. The union sits above the individual clubs, and agents usually belong to a club inside it. Your chips and your cash-out still run through your agent, not the union.

Can you cash out real money from club app chips?

Not from the app itself. The app only tracks chips. To turn chips into money you message your agent, who buys them back and pays you outside the app, by bank transfer, e-wallet or in person. If the agent stops answering, the chips have no cash value you can enforce.

Who owns the Asian Poker Tour now?

APT Events Private Limited bought the Asian Poker Tour in June 2022, with plans to expand the tour outside Asia. The tour continues to run live stops across the region, including Jeju and Incheon in South Korea, and its events are sponsored by operators such as Natural8.

Are poker club apps legal in China?

No. Online gambling, gambling abroad and providing funds or technical support for gambling all violate Chinese law for citizens, and online football betting is treated as a criminal offense. Players caught in cross-border gambling face detention and fines, and organizers face criminal liability.

What happened to Online Poker India?

Online Poker India began in 2022 as a private poker community. India's rules on online gambling are restrictive, and Adda52, one of the country's best-known poker sites, has stopped offering cash games, keeping only free play on its app. Real-money club apps operate in a gray area there.

How do WSOP online qualifiers for Chinese players work?

GGPoker, as the WSOP official partner platform, opened online satellite qualifiers for the WSOP 2026 Main Event in Las Vegas in March 2026. Players win a seat through the satellite rather than buying in directly. Check what your local rules allow before you register an account.
