Services offered to members
Club JRA-Net is the membership layer that sits around JRA racing rather than the betting itself. Once you are a member, the listed services are straightforward: you can take part in campaigns, have the latest race and campaign information delivered by email, confirm and change your registered details online, and check results and past results1.
That last point is the one people ask about most. If your address changes, or you want to update something you entered at signup, you do it yourself online through the member area rather than queuing at a racecourse counter or calling a helpline1. It is the same idea as any other account portal: log in, edit, save.
What Club JRA-Net is not is a wallet. It does not hold your betting balance and it is not the thing you use to place a bet. For that you need a JRA betting account or you buy at a counter or machine. If you are trying to work out which account suits you, the guide to official online horse racing betting accounts in Asia walks through who can open what.
There is also a support side. JRA takes part in the consultation service run by the National Public Racing Implementer Liaison Council and helps make it known, so gambling disorder consultations are signposted through official channels7.
Who runs it: JRA and its 10 racecourses
The Japan Racing Association runs the show. It operates 10 racecourses, from Hokkaido in the north to Kyushu in the south, plus off-course betting facilities around the country3. Races are held at two or three of those racecourses on a racing day, and there are 12 races on a racing day2.

The off-course network matters if you are not near a track. JRA has 37 WINS off-course betting facilities nationwide, and the 10 racecourses that are not hosting races on a given day also function as off-course betting facilities9. So on a Saturday you might have a racecourse meeting in one part of the country and a WINS branch near you selling the same pools.
Getting to a racecourse is usually not hard. Public transport is available and most racecourses are close to train stations, with shuttle buses where the station is far, and parking lots at all racecourses, though limited10.
A few practical notes for a first visit. The first race starts at 10am8. Racing programs, which list all the runners for the day, are free of charge at the information desk4. Tickets are sold until two minutes before post time, so you do not have to arrive with a full plan for the card10.
If you are deciding between the two Japanese racing worlds, the difference between the central JRA meetings and the regional NAR meetings is set out in JRA vs NAR local racing.
Bet types sold and minimum runner rules
JRA currently sells nine bet types: win, place, bracket quinella, quinella, wide, quinella place exacta, trio, trio exacta and WIN55. If you are new to the names, the plain-English versions are in horse racing bet types explained, and the two-horse and three-horse families have their own pages in quinella and quinella place and trifecta and trio bets.
The minimum is simple. Except at several WINS off-course betting facilities, the minimum bet is JPY 100 for all types of bets4. Bets are bought in units of JPY 100, entered as "1" in the amount box on the slip11.
| Type of bet | Where | Minimum |
|---|---|---|
| Win, place, quinella, wide, exacta, trio, trio exacta | 10 racecourses, WINS and Excel venues, telephone and internet betting | JPY 1004 |
| WIN5 (five-race win single) | Same channels as above | JPY 1004 |
| Bets at several WINS facilities | Selected WINS branches | Higher than JPY 100 at those branches4 |
Legal?: Yes
Where you can buy is broad. Betting tickets go on sale at the time sales begin at any of the racecourse, WINS or telephone and internet betting channels12. At WINS and Excel venues you buy at the automatic machines in the venue11. You can also purchase at the 10 racecourses and the off-course betting facilities around the country4.
Two things to know before you mark a slip. First, tickets are bearer instruments, so keep them safe: do not lose them, do not fold them, and do not let them get dirty or wet12. Second, changes to the race after sales start, such as a horse withdrawal, a number change or a track condition change, are not refunded, so check your ticket before you buy12. If a horse does come out, the refund rules are covered in scratched horses and refunds.
There are also sales limits on early betting. For races eight days before the runner-confirmation date, the limit amount is refundable up to JPY 300,000,000, and for races five to seven days before the runner-confirmation date, up to JPY 200,000,00013. Those figures are the pool-level limits rather than a cap on your own stake, but they explain why very early markets can behave differently.
Bet type change for small fields: what changed and when
Small fields are where the bet menu narrows. JRA sells nine bet types overall, but not every type is offered in every race, and races with eight or fewer runners are the ones where you will notice it5. The practical effect is that some of the combination bets that need a certain number of finishers to pay out are not available, so the betting screen for that race shows a shorter list than you might expect.
The way to handle it is to check before you commit. Look at the race's betting options on the screen or the racecard before you mark a slip, rather than assuming the full nine types are on offer. If you are building a combination bet and want to understand how the field size affects it, banker, box and flexi bets explains the mechanics, and minimum and maximum bets covers the stake side.
Place bets are the classic example. They need enough runners to pay out the required number of places, so a small field is exactly where the number of paid places shrinks or the bet is not sold at all. The general rules for how many places pay are in win and place bets.
One thing that did not change with the bet type update is the cost of getting in. Admission to JRA racecourses is JPY 100 to JPY 5,000 per person per day, as set by the President6. WINS and Excel venues still sell tickets at their automatic machines11. So if you read about a bet type change and wondered whether the entry fee or the venue setup moved with it, it did not.
Fees and the planned five-race win single bet
The headline extra is JRA Premium. It pays back the normal payout plus an added 5 percent amount on the target races and betting types5. That is a straight addition to what you would otherwise collect, not a separate bet you have to place.

Then there is WIN5, the five-race win single. You pick the winner of all five races designated by JRA2. The five target races are the highest-odds race at final odds declaration time among all races held that day, plus the four preceding races5. Get all five right and you take the pool. Because it is a multi-race bet, it behaves more like a jackpot than a single-race wager, and the carryover mechanics are the same family as other Asian jackpot bets covered in racing jackpots and carryovers and WIN5 explained.
On the betting side, the payout rate for trifecta bets in races from June 7, 2026 is 70.00 percent14. That is the share of the pool returned to punters in that bet type, and it is the kind of figure worth knowing if you are comparing bet types rather than just picking one.
For payment, JRA's rules allow the following for telephone and computer betting accounts6:
- A bank transfer to a JRA financial institution account
- A credit card transfer
- Deduction from a stored-value identification card
If you use a stored-value card, the top-up process is covered in how to top up a UMACA card, and overseas races can be bought with UMACA terminals for JRA and WIN5 products15.
Where Club JRA-Net fits with the rest of JRA betting
It helps to separate the layers. Club JRA-Net is the membership and information service: campaigns, emails, your registered details, and results1. The betting accounts are a different registration. For the NAR side, Immediate PAT and A-PAT members need no new procedure and use their existing ID, subscriber number, PIN and P-ARS number as is16. A-PAT members can bet on regional racing, but only on JRA race days, certain public holidays and JBC race days16. ARS members and JRA Direct users cannot use that particular service16.
If you are signing up from scratch, the steps are in how to sign up for Soku-PAT, and if you are wondering about the older telephone route, can you still bet JRA races online after Densha PAT closes answers that directly.
One more thing worth knowing if you are outside Japan or planning around a trip: JRA's direct sales system at local racing venues is branded J-PLACE, and it sells and pays out JRA win betting tickets using the Local Horse Racing Joint Totalisator System17. At J-PLACE Nagoya, the arrangement from April 2018 covers all JRA racecourses and all races plus advance-day sales of G1, G2 and G3 races19. So a JRA bet is not always placed at a JRA venue.
Finally, check before you travel. JRA asks visitors to check the business information page for each facility's operating status, because opening arrangements can vary2. That applies to racecourses and WINS facilities alike.
Common Questions
What is Club JRA-Net?
It is a free JRA membership service. Members can join campaigns, get the latest race and campaign information by email, confirm and change their registered details online, and check current and past race results. It is a membership and information service, not a betting account.
Who can register as a Club JRA-Net member?
Registration is open to the general public through JRA's membership route. Note that people covered by the Act on Securing Compensation (Act No. 144 of 2013) are not allowed to become members under the terms and conditions. Betting accounts such as Soku-PAT and A-PAT are a separate registration.
Can I change my registered details through Club JRA-Net?
Yes. Confirming and changing your registered details online is one of the listed services for Club JRA-Net members. You handle it yourself through the member area rather than by phone or at a racecourse counter.
How many racecourses does JRA operate?
JRA operates 10 racecourses, from Hokkaido in the north to Kyushu in the south, plus off-course betting facilities around the country. Races are held at two or three of the racecourses on a racing day, with 12 races on a racing day.
What bet types are available in races with 8 or fewer runners?
JRA sells nine bet types in total: win, place, bracket quinella, quinella, wide, quinella place exacta, trio, trio exacta and WIN5. In small fields some of the wider combination bets are not offered, so check the betting screen for the race before you mark a slip.
How many runners are needed for place bets to be sold?
Place bets need enough runners to pay out the required number of places. In practice, small fields of eight or fewer runners are where the bet menu narrows, so check the race's betting options before you buy. The full field size is printed on the racecard.
Did admission and WINS or Excel fees change after the bet type update?
No. Admission to JRA racecourses is set at JPY 100 to JPY 5,000 per person per day, as decided by the President, and WINS and Excel venues sell tickets at their automatic machines as before. The bet type update did not change these charges.
What is the five-race win single bet?
It is WIN5, JRA's multi-race bet. You pick the winner of all five races designated by JRA, which are the highest-odds race at final odds declaration time plus the four preceding races. Get all five right to win the pool.
