What A-PAT is and who can use it
A-PAT is the account type behind JRA internet voting, the online channel that replaced the old telephone and terminal setups. If you have been searching for Densha PAT and wondering whether online JRA betting still exists, this is the answer: the account you want now is A-PAT, or Soku-PAT if you want the quicker signup route.
A-PAT is open to individuals, not companies. The membership agreement lists who cannot join: undischarged bankrupts, people who cannot properly buy tickets because of mental impairment, certain racing-related government and JRA officials, trainers, jockeys and related staff, anyone fined or more severely punished for racing law violations, public assistance recipients, and corporations4. If none of those apply to you, you can apply.
Age matters. Anyone under 20 must not place a betting application, and JRA asks account holders to take special care that minors do not bet2. This applies to everyone, citizens, residents and visitors alike, because it is a condition of holding the account rather than a residency rule.
Overseas access is split by account type. Under the JRA internet-voting rules for buying from abroad, general PAT members can buy tickets from outside Japan, but A-PAT cannot in principle be used to buy tickets from outside Japan5. So a visitor planning a trip around a JRA meeting should plan to bet once in Japan, or through a general PAT account.
One practical point about the account itself: it is personal. A betting account is for the personal use of the account holder for betting activities only, and only a betting account holder may apply for access to and use the internet facility6. That sounds like fine print, but it drives the proxy rules below.
Bet types and races covered online
A-PAT covers all races at all racecourses where central JRA racing is held, plus designated overseas races1. That is the whole JRA calendar, not a subset. If a race is on at a JRA track, you can bet it online.

The bet types are the standard Japanese menu. JRA publishes an 18-page How to Bet guide covering the options8, and the same pari-mutuel and fixed odds structure appears across the region's operators9. In practice you are choosing between:
- win and place style bets
- two-horse combinations in either order or any order
- three-horse bets
- the multi-race bets
If you are new to the menu, the plain-English explanations of horse racing bet types and multi-race bets are worth ten minutes before you stake anything.
The headline multi-race bet is WIN5, JRA's five-race jackpot, which has its own purchase rules on the older phone menus1. There is a full walkthrough in WIN5 explained if you want to try it.
Local racing is a separate question. Soku-PAT members can bet on certain NAR meetings, in principle on Tuesdays, Wednesdays and Thursdays and on certain public holidays at some racecourses, up to the final sales time of JRA internet voting10. A-PAT members cannot in principle buy bets on weekday races3. If you want the full comparison of the two systems, see JRA vs NAR local racing.
NAR tickets more broadly are sold through the official windows of local racing organizers: racecourses, off-course betting offices, and at-home voting systems including telephone and internet voting11. So the local product is not closed to you, it just runs through a different account type and a narrower set of days.
Purchase limits: 25 applications and 999 bets per application, 255 items per transaction
If you bet through JRA's net banking service, one application can cover up to 25 tickets and 999 bets, with a cap of JPY 99,900 per bet and 99 applications a day11. Through A-PAT, a set holds up to 900 bets, a single transaction takes up to 255 items, and a day runs to 9,000 items with no limit on the number of bets12.
The limits are where most first-timers get caught out, so here they are in plain numbers.
On internet voting for JRA and overseas racing, whether you are on a PC or a smartphone, you can submit up to 255 items per transaction3. Per day the cap is 9,000 items, with no limit on the number of bets inside those items3. An "item" is a line on your bet slip, so a single item can carry a combination bet covering many horses.
Older feature phone menus were tighter. On those, you could place up to 5 bets per purchase for bet types other than WIN5, and up to 10 bets per set for WIN5, whether you used full select or random select1. If you are betting on a smartphone or computer today, the 255-item figure is the one that applies to you.
The minimum stake is JPY 100 per unit for each bet type offered on A-PAT1. That is the floor, not a suggestion, and it applies across the menu.
For comparison, other Japanese online betting products run their own separate caps. Net banking service users buying betting tickets face 25 applications and 999 bets per application, a per-bet limit of JPY 99,900, 99 applications per day and a daily purchase limit of JPY 9,990,00012. Those figures belong to that product, not to A-PAT, but they are useful context if you also bet sports lottery.
If you want the wider regional picture on stake floors and ceilings, minimum and maximum bets on horse racing collects them in one place.
Sale times and deadlines for internet voting
Internet betting closes one minute before the scheduled start time of each race3. That is the number to remember. It is tighter than the on-track window: at JRA racecourses, tickets are sold until two minutes prior to post time9. So if you are standing at the track and also have your phone open, the phone shuts first.
After the last race, you can still check things. Bets from the current or previous race day, and your current purchase limit, can be queried online until 15 minutes after the start of the final race3. If you have a question about bet contents, purchase funds or refunds, contact the PAT Service Center within 30 days of the betting day3.
Soku-PAT members betting NAR meetings get a wider window on the days that are open to them, running until the final sales time of JRA internet voting10. Registration for Soku-PAT membership is possible during JRA race day sales hours, including Friday nights, plus local racing sales hours10.
One caution that applies to any deadline you read anywhere: sales cut-off times can change, so check the information for each specific meeting13. Race days get rescheduled, and when a card moves, the sales windows move with it.
Rules that restrict members: weekday races, proxy betting, minors
Three rules trip people up more than any others.

Weekday racing. A-PAT members cannot in principle purchase bets on weekday races3. If you want weekday local racing, that is the Soku-PAT side of the house, and only on the days listed above10.
Proxy betting. You must not register on behalf of someone other than yourself, and you must not request betting by proxy in another person's name2. The membership rules put it more bluntly: subscribers must not let anyone other than themselves place bets, and must not place bets on commission from others, with violation leading to cancellation3. Betting tickets are confiscated if these acts are committed2. This is the rule that catches couples sharing one login and friends asking each other to put a bet on.
Minors. Persons under 20 must not place betting applications2. There is no visitor exemption and no parental consent route.
There is also a self-exclusion route, and it works from both directions. The JRA President may refuse to accept betting applications on request from the account holder or their family14. Under the membership agreement, family members living with the member, adults only, may apply for suspension with documents such as a medical certificate of gambling disorder, and the suspension starts from the first kaisen period including the first race day on or after one month from notice, or one week for certain document-based applications4. There is a step-by-step version in can family suspend an A-PAT account.
If gambling stops being fun, Japan runs a Public Sports Gambling Addiction Counseling Center offering phone counseling, a self-check tool and email counseling15. Local racing associations also publish their own consultation desks, and those desks close on a non-race day Wednesday or Saturday that falls on a national holiday16.
Payments, deposits and account locks
The payment rule that surprises people is the bank lock. On bank business days, funds cannot be transferred or withdrawn from the end of betting sales, usually 9:00, until 15:00, usually, of the race day's business day1. In plain terms: if you leave your top-up until race morning, you may find the account locked exactly when you want to bet. Fund the account the day before.
For the sports lottery side of Japanese betting, PayPay Bank account is the payment method, and winnings are transferred to a PayPay Bank account17. Those products are separate from A-PAT, but if you hold both, keep the funding schedules straight.
Elsewhere in the region, payment failures have familiar causes. PayNow transactions can be rejected for insufficient funds, exceeding transaction limits, or technical issues19. The lesson travels: top up early, keep the balance above what you plan to stake, and do not rely on a transfer clearing in the last ten minutes before a race.
Account locks are not only about money. If a user under 18 is found using an eWallet, Electronic Shroff Card, Customer Input Terminal or Internet Facility, the betting account and those facilities are canceled and the residual balance and deposit are forfeited20. That is a different jurisdiction's rule, but it shows how seriously operators treat age and account misuse, and it is the same direction of travel as the JRA proxy rules.
What happens to my bets if a horse is scratched
Your stake on a scratched horse comes back. Where a horse is withdrawn after sales begin, all money bet on that horse is refunded after the race is confirmed21. The same principle appears in other Asian rulebooks: bets on scratched horses are refunded, and refunds are otherwise not available except where the rules provide for a particular bet type22.

What you cannot do is cancel or change the bet yourself. Once a betting contract is formed, the bet cannot be canceled or changed for any reason, including a scratching, a jockey change or a change in track condition3. The general rule is the same across the region: once a bet has been accepted, it cannot be changed or canceled23.
There is a timing wrinkle in multi-leg bets. Once a scratching is announced, no bets involving the scratched horse, including up to the next leg of multiple leg combinations, will be accepted24. So if you are building a multi-race bet and a horse comes out, the combination involving it simply will not go on.
For the full picture of how withdrawals, substitutes and late scratchings are handled across the region, see scratched horses: refunds and substitutes.
When is my A-PAT account canceled automatically?
If you place no bets for four years from your last bet, the account is automatically canceled3. That is the automatic route, and it applies to A-PAT members regardless of nationality or residency.
The other route is voluntary or family-initiated suspension, covered above. The JRA President may refuse to accept betting applications on request from the account holder or their family14, and family members living with the member can apply with supporting documents4.
If you are stepping away from betting for a while, the practical move is to note the four-year clock and decide whether you want the account to lapse or to keep it alive with a small bet. Either is fine. Just do not leave a balance sitting in an account you have forgotten about.
Common Questions
How many bets can I place in one A-PAT application?
On a PC or smartphone you can submit up to 255 items per transaction, and up to 9,000 items per day, with no cap on the number of bets inside those items. Older feature phone menus were tighter, allowing 5 bets per purchase, or 10 for WIN5.
What time do internet sales close before each race?
Internet betting closes one minute before the scheduled start time of each race. At the racecourse itself, tickets are sold until two minutes before post time, so the online window shuts slightly earlier.
Can I bet on local racing and overseas races with A-PAT?
Yes. A-PAT covers every race at every racecourse where central JRA racing is held, plus designated overseas races. Soku-PAT members can also bet on certain NAR local meetings, in principle on Tuesdays, Wednesdays and Thursdays and some public holidays.
What happens to my bets if a horse is scratched?
Your money on that horse comes back. Where a horse is withdrawn after sales begin, stakes on it are refunded after the race is confirmed. You cannot cancel or change the bet yourself, and no refund is paid for a jockey change or a change in track condition.
When is my A-PAT account canceled automatically?
If you place no bets for four years from your last bet, the account is automatically canceled. You can also ask for your own betting to be suspended, and family members living with you can apply for suspension on your behalf.
Can someone place bets on my behalf?
No. You must not let anyone else place bets through your account, and you must not place bets on commission for another person. Breaking this rule leads to cancellation, and betting tickets can be confiscated.
