Casino Cruises and Floating Casinos in Asia

Casino Cruises and Floating Casinos in Asia

Goa has 10 licensed casinos: four land-based and six offshore vessels on the Mandovi River, including Big Daddy Casino, described as India's largest offshore casino. Cruise liner casinos elsewhere in Asia run only for registered passengers on that voyage.

Goa: the center of Asia's floating casino industry

If you want to gamble on a ship in Asia, Goa is where you go. The state licenses casinos under a law that permits them in five star hotels or offshore, and only with prior approval from the government5. That single rule is why Goa ended up with a floating casino industry rather than a strip of casino resorts: the vessels sit on the Mandovi River, close to the Panaji waterfront, and you reach them by boat from a jetty.

The fleet is not a cruise industry in the holiday sense. These are stationary or near-stationary vessels that function as casinos, not ships that sail you to another country. You board, you play, you come back to the same jetty. That matters for the legal question people usually ask, which is whether the casino is somehow "outside India" once it is on the water. It is not a loophole you need to think about. The vessels are licensed by the Goa government and listed on the state's own register of onshore and offshore casinos1.

The register names the operating companies behind each vessel. M.V. Pride of Goa is run by M/s Goa Coastal Resorts and Recreation Pvt. Ltd., while M.V. Horseshoe Casino is run by M/s Delta Corp Limited and M.V. Royale Flotel by Delta Pleasure Cruise Co. Pvt. Ltd.1. Those names are worth knowing because they are how the venues are officially identified, and they tell you which operator you are dealing with when you book or turn up.

What is on board: Big Daddy and the offshore fleet

The best known of the floating venues is Big Daddy Casino, described as India's largest offshore casino and docked on the Mandovi River3. It is marketed as fully legal, licensed and secure, and it is one of the legal offshore casinos in the state3. If you have heard one name connected to floating casinos in Asia, it is usually this one.

What is on board: Big Daddy and the offshore fleet

On board you get the standard casino floor: table games and electronic gaming machines, which is what the Goa law authorizes in five star hotels and on board vessels offshore2. The practical setup is closer to a land casino than to a cruise ship. There is a gaming floor, a cage for chips, table minimums that vary by table, and the usual mix of baccarat, blackjack, roulette and slots. If you want to know how a specific game works before you sit down, the rules pages for baccarat, blackjack, roulette and sic bo cover the mechanics and payouts.

Because these are vessels rather than resorts, the experience is more compact. You will not find a hotel tower, a shopping mall or a showroom. You will find a gaming floor, food and drink service, and a return boat. If you are comparing the two big Goa operators before you go, Big Daddy vs Deltin Casinos in Goa sets out how they differ, and Deltin Casinos in Goa: Entry and Chip Charges covers entry and chip costs for that group.

Ten licensed venues: six floating, four land-based

The numbers are simple and worth remembering. Goa has ten casinos in total, of which four are land-based and the other six are offshore or floating casinos5. So the floating fleet is the majority of the state's casino industry, not a side attraction.

The land-based venues exist because the same law allows slot machines and table games in five star hotels as well as on board vessels offshore2. That is why Goa's casino map has two halves: hotel floors in the city and ships on the river. Both are licensed, both are legal, and both are covered by the same authorizing provision.

For a wider view of how Goa sits alongside Macau, Singapore, Manila and the rest, Macau, Singapore, Manila, Genting and More: Asia's Casino Destinations Compared puts the region side by side. And if you want the general entry rules that apply across Asian casinos, including age checks and ID requirements, Casinos and Integrated Resorts in Asia covers them.

This is the question people get wrong most often. In Goa, local residents can legally gamble in casinos. The law allows the government to authorize table games and gaming on board vessels offshore, and it does not restrict play to tourists2. There is no foreigner-only rule on the Goa fleet.

That is not true everywhere in Asia, so it is worth knowing the contrast. Some casinos in the region are built around a foreigner-only model. In South Korea, casino business premises must be run with a members-only area and a general area, and a foreigner-only area may be operated separately where needed to attract foreign visitors7. Kangwon Land Casino is the exception: it is the only casino in Korea granting admission to both Korean and foreign visitors8. Jeju's casinos, by contrast, are the foreigner-facing ones, with Dream Tower Casino the largest on the island10.

Goa does not work that way. Residents and visitors board the same boats and play on the same floors. A proposal to ban Goans from entering casinos in the state has been discussed and may become law, but as things stand it has not been enacted5. If that changes, it would be a significant shift for the floating fleet, because local players are a real part of the customer base.

One historical exception is worth noting for context. Golden Gate Casino was described in research as a foreigner-exclusive casino12. That is a single venue's past policy, not the rule for the fleet, and it does not reflect how Goa's offshore casinos operate today.

Online casinos are banned even where floating casinos are licensed

Licensed ships do not mean licensed websites. Goa's casino licenses cover physical venues, and online casino gambling is not part of that. Playing on offshore casino websites is illegal in India, and the licensed ships and hotel casinos are the legal option, not the sites3.

This pattern repeats across Asia, and it catches people out because the two things feel connected. They are not. A jurisdiction can license a casino floor and still treat online play as a crime. In Japan, gambling on online casinos from within the country is a crime even when the operator is legally run overseas13. The same applies regardless of the game: baccarat, slots and sports betting are all covered, and the name or content of the game makes no difference13. Free versions and free bonus points are not a workaround either15. Japanese police treat this as an enforcement priority16.

China takes the same line on online sports betting, which is a criminal offense17. So the practical rule for a traveler in Asia is straightforward: the casino you can walk onto may be perfectly legal, while the casino you can open on your phone in the same city is not. If you are in Japan and want the full picture, Can I Gamble in Japan? covers what is and is not allowed. For the region generally, the country guides for India, South Korea, Singapore and Macau each set out their own split between land and online.

A licensed casino floor does not carry sports betting with it. In Goa, sports betting is not licensed, and betting on sports through online sites is illegal. The state's casino licenses cover table games and electronic gaming machines inside approved venues, not sports wagering2.

Sports betting remains illegal despite legal casinos

The online side of this is where most of the risk sits. Online gambling is treated as illegal regardless of the name or content of the game, and sports betting is named explicitly alongside baccarat and slots13. In China, online football betting is a criminal offense17. So a sports bet placed on a website is not in the same category as a hand of baccarat played on a licensed vessel, even though both involve gambling and both may be offered by the same brand.

If you are in Goa and want to bet on sport, there is no licensed venue for it. The legal gambling in the state is the casino floor: tables and machines, on the ships and in the five star hotels2. That is the boundary, and it is a clean one.

Licensed land casinos vs offshore vessels: how the rules differ

The two halves of Goa's industry are licensed under the same provision, but they are not identical in practice. The land-based casinos sit inside five star hotels, which means you enter through a hotel. The offshore casinos sit on vessels, which means you take a boat from a jetty and your time on board is bounded by the boat schedule. Neither is a cruise in the sense of a multi-day voyage.

That distinction matters more when you look at how other jurisdictions handle shipboard casinos, because the rules there are built around the ship, not the floor. In Malta, cruise liners may operate their onboard casinos while berthing in Malta and its territorial waters once they obtain prior approval from the gaming authority18. The casino is only operated during the time window specified in that approval4. And only those persons listed on the passenger manifest of that particular voyage can gamble at the vessel's casino4. A cruise casino permit is valid only for registered passengers of the cruise ship4.

That is a genuinely different model from Goa. On a Maltese-approved cruise liner, your right to play depends on being on the manifest for that voyage, and the casino opens only in the approved window. On a Goa vessel, you buy your way onto a boat for an evening and play while you are aboard.

Macau has its own shipboard provision. Gaming may be authorized on Macau-registered ships or aircraft when they are outside Macau and on routes of tourist interest19. That is a narrow authorization tied to registration and route, not a general license for any ship in Macau waters.

The Philippines goes the other way. Operating a casino on a cruise ship is prohibited under the casino regulatory manual for licensed land-based casinos20, and the same prohibition appears in the manual for Entertainment City licensees21. So a cruise ship in Philippine waters is not a place to expect a casino, even though the country has a large land-based casino industry in Manila. If you are planning around Manila, Entertainment City Manila Casinos covers what is actually there.

The practical takeaway for a traveler is that "floating casino" means different things in different places:

  • In Goa it means a licensed vessel on a river that you visit for an evening.
  • In Malta it means an approved window on a cruise itinerary for registered passengers.
  • In Macau it means a registered ship on a tourist route outside the territory.
  • In the Philippines it means nothing, because it is prohibited.

Check which one you are dealing with before you plan a trip around it.
