Gambling apps in Asia: what exists and where
If you search an Asian app store for casino or betting apps, you will find very little that involves real money. What exists instead falls into three broad groups.
1. Licensed national products. Hong Kong has the Jockey Club's mobile betting app, Macau runs sports betting through Macau Lottery Company Limited, South Korea has legal horse racing, cycling, boat racing, lotteries and sports promotion voting tickets, Singapore Pools offers sports betting online, and Vietnam has been piloting licensed sports betting1. These are the apps and channels that exist with official backing.
2. The offshore world. Many offshore online casinos actively welcome players from Japan, offering live dealer blackjack, baccarat, roulette, Dragon Tiger, Sic Bo and game shows11. An "online casino" in this sense means playing a game over your smartphone or PC and wagering cash, crypto assets or electronic money on the outcome, including slots, card games, puzzle games and bets on sports contests12. None of these operators distribute through the official app stores in the jurisdictions they target, so they push installation files instead.
3. The outright illegal domestic market. Chinese authorities, for example, have described gambling sites like Dafa 888 that ran entirely in Simplified Chinese and required gamblers to remit funds from bank cards inside mainland China13. At the same time, China's official lottery apps, such as the one covering sports lottery, welfare lottery, Double Color Ball, Super Lotto, football betting and basketball betting, exist for state lottery products only14.
Why so many apps are not in the app store
Apple's App Store and Google Play both restrict real-money gambling apps to operators licensed in the country of the store listing. An offshore casino licensed in Curaçao or Malta cannot publish a real-money app in the Japanese, Korean or Malaysian store, because it holds no license there. The result is that the apps exist, but only outside the stores.

Dream11 in India is a good illustration of how this works even for a legal product. Because the Google Play Store does not host apps offering cash contests, Dream11 users have had to download the app from its own website7. Today the app is listed on Google Play and the Apple App Store in India8, but the episode shows the pattern: when a store's rules and a product do not match, the operator routes you to a direct download.
Licensed operators go the other way. The Hong Kong Jockey Club's mobile betting app supports iPhone, iPad, Android phones and Windows phones, distributed through official channels1. The difference between a Jockey Club app and an offshore casino APK is not the technology, it is who stands behind it.
What sideloading an APK involves
Sideloading means installing an app from a file rather than from a store. On Android you download an APK file, allow installation from unknown sources in your settings, and install it yourself. On iPhone this is not normally possible, which is why offshore operators instead tell iOS users to add a web app icon or use the mobile site.
The practical risks are worth understanding before you do it:
- No review. An APK bypasses the store's review entirely, so nothing checks what the file actually does.
- Fake and modified files. Fake or modified APKs are a known problem in this space, and a file that claims to be a betting app can carry anything else alongside it.
- Direct device access. You hand the operator direct access to your device, with no store update channel or removal mechanism.
- Payment exposure. An app installed this way will ask you to deposit with someone, and the methods are often the same informal channels described on our page about gambling bank account renting.
Licensed betting apps: Korea, Hong Kong, Macau, Singapore and Vietnam
A small set of jurisdictions run official betting channels that reach your phone. Here is the full picture at a glance:
| Place | Legal product | How it reaches your phone |
|---|---|---|
| Hong Kong | Horse racing, football, Mark Six | Jockey Club mobile app, online and telephone betting1 |
| Macau | Football and basketball betting | 14 betting centers, counters, telephone and internet4 |
| South Korea | Horse racing, cycling, boat racing, lotteries, sports promotion voting tickets, bullfighting | Official channels for each product2 |
| Singapore | Football and motor racing betting | Singapore Pools online, outlets and LiveWire venues3 |
| Vietnam | Football betting pilot, with expansion to be decided by the Prime Minister | Licensed pilot channels17 |
Vietnam treats sports betting as a form of paid entertainment, a conditional business under strict state control rather than an open market. The pilot began with football betting, with expansion to other sports products to be considered and decided by the Prime Minister17.
Singapore Pools offers sports betting online, alongside bet slips at outlets and live betting at LiveWire venues, with football and motor racing among the products offered since March 19993. Hong Kong restricts gambling to horse racing, football betting and the Mark Six lottery run by the Hong Kong Jockey Club, plus licensed activities such as mahjong parlors18. Macau's sports betting runs through a single licensed operator, covered below.
Hong Kong: the Jockey Club app
Hong Kong's legal betting is a monopoly. The Betting Facilities Rule defines lawful betting as betting connected with horse races, football matches and lotteries conducted by the operators in Hong Kong, meaning the Jockey Club15. Everything else is outside the system.
The Jockey Club's channels include:
- The mobile betting app, covering racing, football and Mark Six1
- The online betting service1
- Telephone betting and the 1886 automated telephone betting system1
The app and the online betting service are the lawful ways to place a bet from your phone in Hong Kong.
Two things catch people out:
- Betting with any website other than the Jockey Club's, even one registered overseas, is illegal under the Gambling Ordinance, which states that any unauthorized gambling activity is unlawful except where permitted by law19.
- Online casinos and online e-sports gambling platforms are neither licensed nor exempted in Hong Kong, so betting with them is illegal too20.
One genuine gray area resolved in players' favor: simulated gambling mobile games, the ones that mimic casino play without real-money betting, do not break the law in Hong Kong, because they only simulate gambling and do not wager real money21. If you enjoy casino-style games without stakes, that is the category that exists legally. Our page on free social casino apps goes into this distinction.
Macau: football and basketball through one operator
Macau's sports betting is run by Macau Lottery Company Limited, which selects the leagues from around the world and sets the odds and handicaps for customers to bet16. The company operates 14 betting centers in Macau, where you can bet at counters, by telephone or via the internet4.

The minimum age for horse racing, football and basketball betting in Macau is 1822. Casino gambling in Macau has a higher age threshold, but the sports products covered here remain at eighteen.
South Korea: overseas apps are covered too
South Korea's list of legal gambling is short, and internet gambling is explicitly on the illegal list alongside hwatu, poker and adult game rooms2. What trips up many players is the assumption that an app operated outside Korea is outside Korean law.
It is not. A 2022 Supreme Court ruling held that betting from within South Korea on an overseas sports gambling site, receiving something similar to a sports promotion voting ticket through an information network and winning property, constitutes gambling using prohibited similar acts punishable under the National Sports Promotion Act, and that the same punishment applies "even if the site is operated outside Korea by a foreigner"23. So an offshore betting app aimed at Korean users is not a loophole, it is the same offense with a foreign server.
Japan: online casino apps are off limits for players
Japan is the jurisdiction where the app question comes up most, because offshore casinos actively court Japanese players11. The official position is unambiguous: gambling on online casinos from Japan is a crime even when the operator is legally run overseas, and this covers baccarat, slots, sports betting and anything else conducted online, regardless of the game's name or content5.
This is not theoretical. The Consumer Affairs Agency notes that people who used online casinos as customers have actually been arrested for the crime of gambling6. A police research paper explains the reasoning in three points24:
- Using a smartphone from within Japan makes it a domestic crime.
- A foreign license does not justify it.
- A mistaken belief that it was legal does not negate intent.
The same logic applies to betting on horses through illegal internet operators, which is a criminal act even when the operator is located overseas25.
The contrast that surprises people: gambling at a casino abroad, physically, is not punishable under Japanese law, because the acts occur entirely abroad24. The crime is in the connection from Japan. That is why the app matters so much here, since an app on your phone is by definition used from inside the country. For more on how enforcement has actually played out, see our page on player arrests for online gambling.
Free games and points count too: where Japan draws the line
The Japanese guidance goes further than most people expect. The prohibition covers paid versions, and also free versions and free bonuses, meaning points5. The National Police Agency repeats that free versions must not be used either26. So a "free play" casino app that awards points is treated the same as a real-money one, because the points are the operator's stake substitute.

Online pachinko is in the same category, illegal in Japan5. If you want a legal flutter on your phone in Japan, the state products are the route: sports promotion betting like DUNK, where winnings of JPY 100,000 or less are paid in cash on the spot at credit unions handling sports lottery and some lottery sales offices27.
India: why Dream11 does not take bets on real teams
India's most-downloaded gambling-adjacent app is Dream11, a fantasy sports platform. Its paid contests are not bets on real teams. You pick a virtual team of real players and score points based on their performance, and the courts have accepted that the outcome depends predominantly on skill. In 2017, when a user lost money on Dream11 and filed a case, the court agreed with the firm's stance that betting on the platform depends predominantly on skill7.
That skill distinction is what keeps Dream11 on the right side of India's betting laws, and it is why the product is built the way it is. The terms also restrict paid play: users from Telangana, Assam, Odisha, Nagaland and Sikkim cannot play for money7. The app is listed on Google Play and the Apple App Store in India8.
Sikkim: the one Indian state with licensed online gambling
One Indian state went further than fantasy sports. Sikkim introduced the Online Gambling Regulation Act in 2008, legalizing several gambling verticals, online casino included, and PlayWin became the first online gambling site to officially obtain a license to offer its content to Indian players28. Sikkim remains the exception in India rather than the rule, and its licensed products sit alongside the state-by-state patchwork that keeps Dream11 out of five states.
Cambodia: online gambling at casinos suspended
Cambodia has no regulated online casinos, not only for residents but for anyone in the country, after the Prime Minister formally banned all online gambling in 2019 and restricted internet gaming services29. The land-based casinos stayed open, but the online operations run from them did not.
The timeline tells the story:
- 2019: The Prime Minister formally bans all online gambling and restricts internet gaming services29.
- October 2026: Cambodia suspends online gambling operations conducted from casinos across the country, a decision described as part of efforts against technology-related scams and money of unclear origin9.
The suspension applies to online gambling activities operated or broadcast from casino premises, while ordinary casinos will not be closed, and it is described as temporary9. For players, this means the apps and sites that once served Cambodia from those casino floors are going dark. Our page on gambling in Cambodia covers the land-based side.
Malaysia and blocking apps on your own phone
Malaysia licenses no gambling apps, and the practical reality for players there is a combination of network blocking and payment friction, covered on our page about why betting sites get blocked in Asia. On the personal side, the widely shared advice is to use a free gambling website blocker app to keep yourself off these sites, with software such as Bet Blocker and GamBan able to block unwanted websites or set time limits10. If you are trying to cut down, our page on blocking gambling sites on your own devices walks through the tools.

Who can play
Who may use what depends on where you are and, in some cases, your status. In Hong Kong, the Jockey Club's app and channels are open to anyone in Hong Kong, while betting with any other site is illegal for everyone19. In Macau, sports betting is open from age 1822. In South Korea, the legal products are open to all, but overseas betting sites are punishable for anyone betting from within the country, citizen or visitor23. In Japan, the online casino ban applies to anyone connecting from inside Japan, resident or tourist, while physically gambling at a licensed casino abroad is not punishable24. In India, Dream11's paid contests are closed to users in five states regardless of nationality7. In Cambodia, no regulated online gambling exists for anyone within its borders29.
Common Questions
Is it legal to download a gambling app in Japan if the operator is licensed abroad?
No. Japanese authorities state that connecting from inside Japan to gamble on an online casino is a crime even if the casino is legally operated overseas. Players have actually been arrested for using online casinos as customers.
Do free-to-play casino apps with bonuses fall under Japan's gambling ban?
Yes, according to official Japanese guidance. The prohibition covers paid versions and also free versions and free bonus points, so a free-play casino app connected to an online casino operator is treated the same way.
What sports can I bet on legally through apps in Hong Kong?
Only horse racing, football betting and Mark Six lottery, all run by the Hong Kong Jockey Club. Its mobile app covers those products. Betting with any other site or app, even one registered overseas, is illegal.
Who operates sports betting in Macau?
Macau Lottery Company Limited. It selects the football leagues, sets the odds and handicaps, and runs 14 betting centers where you can bet at counters, by telephone or over the internet.
Which sports betting channels are available in South Korea?
Legal gambling is limited to casinos, horse racing, cycling racing, boat racing, lotteries, sports promotion voting tickets and bullfighting. Betting on overseas sports gambling sites from within Korea is punishable even when the site is run abroad.
Can Dream11 users bet on real teams in India?
No. Dream11 runs paid fantasy contests built around player performance, not bets on real team results. A 2017 High Court ruling agreed the outcome depends predominantly on skill, which is why the contests are not treated as betting.
