Why a licensed betting app can stop working when you cross a border
You open the same app, on the same phone, with the same login, and it simply will not cooperate. The most common reason is not a technical fault: licensed betting apps in Asia are deliberately built to serve one country only, and the moment your connection appears to come from somewhere else, the app or website blocks you.
Singapore Pools is the clearest example. Its account terms state plainly that account holders may only place bets from Singapore, and that placing bets through the website or mobile app from foreign IP addresses is prohibited1. The company also reserves the right to suspend or close an account without notice if it believes the account is being used for prohibited purposes1. In practice, the block happens before any of that: the Singapore Pools website and mobile app, including the online registration form, cannot be accessed from overseas at all5.
The same pattern repeats across the region. Japan's official lottery site states that purchases from overseas are not permitted4, and the Japan Racing Association says its online voting service is not available for purchasing from outside Japan6. If you are used to betting at home through one of these official channels, the practical answer when you travel is that the account waits for you until you return.
This is also why the question of using a VPN to gamble online comes up so often, and why it is a separate problem: the block is a condition of your account, not just a technical obstacle. If you want the wider picture of which licensed online accounts exist in Asia at all, see legal online betting options.
Geo-blocking and licensing: how apps decide where you are
Apps do not guess your location from the phone's clock. They read the IP address your device is using to connect, which is assigned by the network you are on, whether that is your home wifi, a hotel network or a foreign mobile carrier. When that IP address resolves to another country, the service can refuse the connection outright.

Singapore Pools works this way. Its terms prohibit betting through foreign IP addresses1, and its own support pages confirm the effect: the app is not accessible from overseas7, and neither is the website, including the registration form5. There is no setting on your phone that changes this, because the check happens on the operator's side.
The reason is licensing. Singapore Pools is the only operator licensed by the Gambling Regulatory Authority to provide remote gambling services in Singapore8, and that license covers services in Singapore, not the world. A bet accepted from a hotel in Bangkok or a flat in London would sit outside what the license permits, so the operator blocks it at the door. Japan's official betting services take the same approach for the same reason: the lottery stipulations and JRA voting rules both exclude purchases from overseas4.
One point worth knowing: the block is not always perfect or instant. But a gap in the fence is not permission. The account terms still say bets must come from Singapore1, and an operator that discovers foreign access can suspend or close the account without notice1. If you are curious how offshore sites handle the same problem, see restricted countries clauses.
Singapore Pools: what the licensed app offers
Inside Singapore, the Singapore Pools Account is the only official online betting service, covering lottery, sports and horse racing9. The company describes itself as the only legal lottery and sports betting operator in the country10, and it is the only operator licensed by the Gambling Regulatory Authority to provide remote gambling services8.
The products on offer include TOTO, 4-D, and betting on football matches, motor racing and horse racing11. Through an account you can place sports, lottery and horse racing bets and track your transactions online2.
Who can offer it matters here. Singapore Pools is the only operator licensed by GRA to provide remote gambling services, and the only one licensed to provide lotteries, sports betting and remote gambling services in Singapore9. A Singapore Pools betting account is the only official online betting service, and it lets you place lottery, sports and horse racing bets online9.
Two groups cannot open an account: bankrupts and people under a casino exclusion order12. There is also exclusion by law: tenants and occupiers on the HDB Public Rental Scheme, recipients of ComCare Short-to-Medium-Term and Long-Term assistance, recipients of Legal Aid from the Legal Aid Bureau, and undischarged bankrupts are not permitted to open or hold a Singapore Pools online betting account13.
When you open the account you set a monthly deposit limit and a monthly betting limit1. You can change these through the website or app; increases take effect after 24 hours, while reductions apply immediately1. Bets are rejected if you exceed your monthly betting limit or lack funds in the account14.
Singapore Pools betting channels: outlets, online account and mobile app
Singapore Pools runs three main betting channels, and they do different things.
Outlets. Physical branches take pre-match sports bets up until sales close, before the event starts, during outlet operating hours15. Horse racing bets can be placed at selected outlets only16. All betting branches accept cash and NETS only12. One limitation to know: bets placed at outlets cannot be tracked, so if you want a record of your bets you need an account and to bet online16.
The mobile app. The Singapore Pools app gives access to online betting services, lottery results, sports fixtures and results, and lets you place bets at outlets by QR code instead of paper bet slips, with no sign-up required for that function7. The updated app also lets you save your favorite 4D and TOTO numbers, add football events to a watchlist, and watch live streaming of horse races with in-app betting9. On iOS it is on the App Store; Android users must download the official app from the Singapore Pools website, since it is not on the Google Play Store due to Google's internal policy7. The app works best on recent Android and iOS versions, and beta versions are not supported5.
The account. The Singapore Pools Account is for online and phone betting only; it cannot be used at outlets16. Login requires a one-time password sent to your mobile phone12. Deposits into the betting account are accepted by cash, NETS, eNETS and personal bank account debit transfer12. Note that Singapore Pools will not at any time provide loans, credit or any other form of financial assistance to enable bets10.
Sports betting rules: pre-match windows, live betting and minimum stakes
Sports betting with Singapore Pools splits into two windows.

Pre-match betting. You can place pre-match sports bets up until sales close, before the start of the event2. At outlets this is limited to outlet operating hours15; online, you bet through your account.
Live betting. Live sports bets can be placed while the event is ongoing2. At outlets, live betting is available at Livewire venues14.
The minimum stake online is $117. Before you place a bet, check that you have sufficient funds in your account and have not exceeded your monthly betting limit, or the bet will be rejected14.
Placing a bet online works like this: select the event or events you want, choose your bet types, add selections to the Bet Slip by tapping the relevant odds, edit the Bet Slip if you need to, then place the bet and confirm17. For a football singles bet, once you make a selection it is added to the bet slip; you enter your stake, the potential payout for that stake is shown, and you click "Place Bet" and then "Confirm"18.
One bet type is online-only: Asian Handicap is offered to Singapore Pools Account customers through the online channel only14. TOTO ordering is also exclusive to account holders9.
If you bet at an outlet instead, the singles ticket you receive shows the competition, the event, the bet type and selection, and the stake and potential payout15. After submitting the bet slip and payment at the counter you get a ticket; check the details, keep it safe, and remember that only valid tickets are accepted as proof of winning15. Every bet slip and ticket also carries a "Play Responsibly" message and helpline number on the back19.
Lottery and horse racing through a Singapore Pools Account
Beyond sports, the account covers the lottery products and horse racing.
Lottery. TOTO and 4-D are the core products11, and the app's saved-numbers feature makes repeat entries quicker9. The official lottery stipulations add one relevant point for travelers: purchases from overseas are not permitted4, which matches the account terms described earlier.
Horse racing. Horse racing bets can be placed right up to the start of the race through the account2. At outlets, horse racing bets are available at selected outlets only16. The game rules allow bets placed physically at outlets, selected authorized retailers or betting centers, or remotely through the website or mobile app via a remote betting account20.
Singapore Pools operates totalisator betting on overseas races, with its pools commingled with overseas totalisators20. Its commission on win, place, forecast, place forecasting and double betting where it receives overseas pools is 18%20.
Prize claiming has a practical limit: betting outlets pay out prizes of S$20,000 or less for all products, so larger wins go through other channels10.
Self-exclusion applies to the online account too. A self-exclusion order blocks you from casinos, Singapore Pools online betting, and jackpot machine rooms at private clubs21. If you hold an account, you lose access to it; if you do not, you cannot open one22. The exclusion stays in force until you successfully apply for revocation through the National Council on Problem Gambling, online via SingPass22. Account holders can also set their own deposit and betting limits as a self-control measure12. Applications can be made online via the NCPG website using SingPass, or in person at ServiceSG centers including Bukit Canberra, Our Tampines Hub and One Punggol22.
KEIRIN.JP: how Japan's licensed online betting works
Japan's other big licensed online betting service is KEIRIN.JP, the official internet voting site for keirin, the country's professional track cycling. Where Singapore Pools is a single operator with one app, KEIRIN.JP is a voting platform that members access through linked payment services, with terms set per service.

The betting itself is built around "bets" as a unit. A bet represents the number of combinations of selections: a normal vote is one selection equals one bet, while formation votes consume multiple bets23. For example, a 3-renpaku formation selecting two different rider numbers each for first, second and third, all different, comes to 8 bets23.
There are several ways to vote:
- Normal voting lets you pick your selections directly23
- Odds voting lets you specify selections from the odds screen23
- Kimeuchi lets you place the same selections across multiple velodromes and races23
- Dokanto! offers the Dokanto!7 and Dokanto!4two formats23
Wide (nagashi) and box betting are done on the normal betting screen by selecting multiple numbers, as there is no dedicated screen for them on the PC or smartphone sites24.
The race screens carry useful detail. Betting closing times and scheduled start times are shown, and any changes are displayed in red23. Gear changes show the old number struck through with the new number below; changes between the previous race and confirmation of next-day entries are in black, same-day changes in red, with arrows for decreases and increases23. Non-starting riders are marked, replacement riders are marked, and riders joining by additional arrangement are marked as such23. Results tabs show the most recent four months of results, and event-specific results for the past year23.
Two rules to know before you start. First, once a bet is accepted it cannot be canceled under any circumstances24. Second, after a certain number of failed login attempts your login becomes unavailable, and you must contact the KEIRIN official voting CTC to get it restored25.
Members earn official points based on betting amount, though refunds and bets placed through private sites do not count25.
KEIRIN.JP limits: 99 bets a day, 3,000-bet cap and purchase limits
KEIRIN.JP enforces hard daily limits, and they are worth knowing before you plan a betting session.
| Limit | Cap |
|---|---|
| Bets per day | 3,0003 |
| Applications per day | 993 |
| Bets per application | 9993 |
| Applications per day (PC internet voting) | Up to 50 applications of 999 bets3 |
| Purchase limit per bet | JPY 99,9003 |
| Purchase limit per day | JPY 9,990,0003 |
So a day's betting tops out at 3,000 bets and JPY 9,990,000, spread across up to 99 applications, each holding up to 999 bets3. If you vote by PC internet, the application count rises to 50 applications of 999 bets each3.
One detail that catches people out: a bet is consumed by more than voting. Each deposit instruction, settlement instruction and transfer request also consumes one bet from your daily count23. The deposit button is not displayed for general bank members23.
If you try to vote on a race that has already closed or finished, the vote is simply not accepted. The vote result screen shows whether your bet was accepted, and if not, the reason, such as the closing time having passed or an error23. The results tab cannot be selected before a race ends23. And because accepted bets cannot be canceled24, a missed closing time is final.
A related fee rule: when transferring funds from your ordinary account to the Japan National Keirin Association account, the transfer fee applies even if you do not vote, or your vote cannot be accepted due to natural disasters, communication failures or other unavoidable circumstances26.
