Legal online betting in Asia: what actually exists
Most of what people think of as "online betting in Asia" runs on offshore websites. But there is a small, real set of licensed and state-run online channels, and they are worth knowing about because they are the only ones where your money sits with a government-linked operator, the payouts are guaranteed, and there is no question about whether the channel itself is legitimate.
The clearest examples are in Japan, Singapore, the Philippines and Thailand. Japan has two distinct systems: KEIRIN telephone voting, which lets registered members bet on professional keirin bicycle races by phone or internet, and the toto sports lottery, which sells football-prediction tickets online through partner bank sites. Singapore has the Singapore Pools Account, the only official online betting service for lottery, sports and horse racing in the country. The Philippines has PCSO e-Lotto, the official web platform of the Philippine Charity Sweepstakes Office. Thailand has a digital version of its government lottery sold through the Pao Tang app.
Here is the landscape at a glance:
| Country | Official online channel | What you can buy | Who runs it |
|---|---|---|---|
| Japan | KEIRIN telephone voting | Bets on keirin bicycle races | Zenrinkyo1 |
| Japan | toto partner sites | Football-prediction lottery tickets | Banks and payment platforms9 |
| Singapore | Singapore Pools Account | Sports, lottery and horse racing bets | Singapore Pools4 |
| Philippines | PCSO e-Lotto | Lotto tickets | Philippine Charity Sweepstakes Office6 |
| Thailand | Pao Tang app | Digital six-digit government lottery tickets | Retail agents via Krungthai platform10 |
Elsewhere the picture is thinner. In China, official messaging is blunt that online football betting is a criminal offense, with no licensed online channel for it12. South Korea's racing authority sells electronic betting tickets, but the law sets the bar at 21: the Korea Racing Authority Act prohibits selling betting tickets to minors, and for electronic betting tickets it means anyone under 21, who also cannot register to purchase them13. Cambodia, which had allowed online gambling operated from casino premises, moved to suspend it in October 202614.
Japan's KEIRIN telephone voting: who can open an account
KEIRIN telephone voting is the official remote betting system for keirin, Japan's professional bicycle racing sport. It is run by Zenrinkyo, the Japan National Keirin Association's settlement body, and it works alongside an internet voting service that is limited to telephone voting members1.

Membership is for individuals only; corporations are excluded1. To join, you must open two bank accounts in your own name at the designated bank by the date Zenrinkyo specifies:
- a "voting" ordinary deposit account, which holds the funds you bet with
- a "transfer" ordinary deposit account, which you use to withdraw money back out1
The voting account cannot be used for any other automatic transfers; it exists solely for settling keirin bets15.
Once you are a member, betting is straightforward. You call the designated number, give your subscriber number and PIN, then state the velodrome number, race number, betting method, combination number and how many tickets you want, in units of JPY 10015. The ticket types on sale are the standard keirin menu: 2-frame quinella, 2-frame exacta, 2-race quinella, 2-race exacta, trio, trifecta and wide, plus the multi-race Dokanto!7 and Dokanto!4two tickets1.
Voting is accepted from 8:00 a.m. on race day until 3 minutes before each race's scheduled start, with advance sales from 6:30 p.m. the day before until 8:00 a.m. the next morning1. Night races and Midnight Keirin can also be purchased1. Deposits into the voting account are accepted 7:00 to 17:00 normally, extended to 21:00 on night meeting days, 23:50 on midnight meeting days, and 23:50 plus 0:10 to 7:00 the next morning on advance sales days1.
The limits are generous but firm:
| Limit | Amount |
|---|---|
| Maximum daily purchase | JPY 9,990,00015 |
| Maximum bets per day | 3,00015 |
| Maximum single bet | JPY 99,9001 |
| Ticket face value | Multiples of JPY 1001 |
| Applications per day | 99, with up to 25 entries and 999 bets each (50 entries on PC internet voting)1 |
Settlement is automatic. Purchase payments are debited and payouts or refunds are credited to your voting account on the day the race is held, or the next banking day if that day is a bank holiday1. Payouts and refunds are transferred without notice15. To withdraw, you request a transfer from the voting account to your transfer account through the system's dedicated answer service15. Unused funds and payouts can be returned at any time during flexible settlement hours, and in principle a lump-sum settlement is made once a month to all subscribers with a balance1.
A few rules protect the system's integrity:
- You must place your own bets; you cannot have someone else apply on your behalf, and you cannot buy tickets on commission from others1.
- If a meeting is rained off before the 5th race and postponed to the next day, purchases for unrun races are canceled and refunded15.
- Objections about payments, payouts or refunds must be raised with Zenrinkyo within 60 days of the voting day1.
- If you go a full year without placing a single purchase, the contract is terminated without notice1.
There are also self-exclusion options. A subscriber can apply in writing to suspend their own use, and Zenrinkyo suspends promptly; the suspension generally cannot be lifted until the end of the fiscal year following the suspension date1. Family members living with the subscriber, or persons specially approved by the association, can also apply in writing to have the subscriber's voting suspended. The subscriber has 30 days from notice to submit an opinion, and if the suspension stands, it cannot be lifted in principle until the end of the fiscal year following the suspension date1.

Japan's toto via au Jibun Bank: eligibility and limits
toto is Japan's official sports lottery, built around predicting the results of football matches, with related games including BIG, WINNER and DUNK. Unlike KEIRIN voting, you do not join a central betting club. Instead, you buy tickets online through partner sites run by banks and payment platforms. The official toto site lists these partner purchase sites9:
- Rakuten Bank
- PayPay Bank
- Yahoo! toto
- Rakuten toto
- SMBC toto
- au PAY toto
- Docomo SMTB Net Bank
- Jibun Bank
- Docomo Sports Lottery
au Jibun Bank's toto site is one of these official partner channels, linked directly from the toto operator's own pages for buying toto, BIG and WINNER tickets2. If you already bank with au Jibun Bank, the flow is simple: you register on the partner site, buy your tickets, and any winnings are paid into your au Jibun Bank account3.
The age rule is stated plainly on the official site: purchase is prohibited for anyone under 193. This applies to online sales as well, and the operator says it enforces age verification and identity verification at member registration for online purchases3. So a 19th birthday is the gateway to buying toto online, and the verification is not just a checkbox.
Practical notes for the partner sites: purchases are not always possible around system maintenance windows, which typically fall late at night, so if you are trying to buy close to a draw deadline it is worth checking the partner site's schedule. Winnings are transferred to your linked bank account, so there is no separate prize claim process for most online purchases3.
Singapore Pools online account: what you can bet on
Singapore Pools is the state-linked operator that runs lottery, sports betting and horse racing in Singapore, and its online account is the only official online betting service in the country. With a Singapore Pools Account, you can place Sports, Lottery and Horse Racing bets and track your transactions online4.
| Product | What you can do | Minimum bet |
|---|---|---|
| Sports | Pre-match bets until sales close, live bets during the event; Singles, Multiples and live betting; Asian Handicap for account customers only | $15 |
| Horse racing | Bets up to the start of the race; Win/Place on Singapore and Hong Kong races | $54 |
| Lottery | Products such as 4D; a $1 Small bet on the 1st Prize pays $3,000 | $120 |
Placing a bet online follows the usual pattern: select the events you want, choose your bet types, add selections to the Bet Slip by clicking the relevant odds, edit the slip if needed, then place and confirm your bets5. Before betting, check that you have sufficient funds in your account and have not exceeded your Monthly Betting Limit; bets may be rejected if you go over it5.
Who can open one? You must be at least 2118. Foreigners can sign up if they reside in Singapore and hold a valid Singapore Foreign Identification Number (FIN)18. The account can only be used to place bets online and by phone, not at physical outlets21.
Singapore Pools also builds responsible gambling features into the account. Users can set their own deposit limits and betting limits, or apply for a voluntary exclusion order, and the operator's stated product design principles include low minimum bets and a modest first prize tier compared to international standards24. The minimum age for betting or claiming prizes at any branch is 18, but the online account itself requires 2124.
Prize claiming depends on the amount. Singapore Pools' betting outlets pay out prizes of $20,000 or less for all products; larger amounts go through other channels25.
PCSO e-Lotto: the Philippines' official online lottery
The Philippine Charity Sweepstakes Office announced that bettors can buy lotto tickets online through the PCSO e-Lotto, a web-based platform for purchasing tickets online6. This is the official channel, not a reseller or agent site.

Registration is done through the PCSO e-Lotto app, in four steps6:
- Register by mobile or email, providing your phone number.
- Receive an OTP and nominate a PIN.
- Enter your full name, gender, birthday and email.
- Verify your identity with a picture of the front and back of a valid ID plus a selfie photo.
The list of accepted IDs is long and covers most things a resident or foreign national would carry6:
- PhilID/ePhilID, SSS Card, GSIS Card, UMID Card
- LTO Driver's License, PRC ID, PhilHealth ID, TIN ID, Postal ID
- Philippine Passport, OWWA ID
- COMELEC Voter's ID or Voter's Certificate, IBP ID
- Senior Citizen ID, Person with Disability ID
- NBI Clearance, PNP Clearance, Seaman's Book
- Government Office and GOCC IDs
- For foreign nationals: Alien Certificate of Registration ID Card or a DOLE work permit
If you win, the claim process is the traditional one: sign the back of the winning ticket with your name and signature, and bring two valid government-issued IDs with your photo and signature for verification when claiming your prize6.
Thailand's digital lottery via the Pao Tang app
Thailand's government lottery went digital through the Pao Tang app, and it is the one online lottery purchase in the country that is fully official. The digital six-digit government lottery ticket costs 80 baht, with no additional fees or service charges of any kind7. The government has also publicized that tickets should be bought at no more than 80 baht7.
The tickets themselves belong to the retail agents who contracted to sell them on the app's sales platform, so when you buy through Pao Tang you are buying a specific agent's allocated ticket, not a freshly generated one10. The platform project sells through the Pao Tang app and the Thung Ngern app of Krungthai Bank11.
The government has been explicit that the digital channel is legal at every step, with business permission requested under the Direct Sales and Direct Marketing Act B.E. 25458. Its advice to the public is direct:
That last phrase matters: tickets bought through unofficial channels may not be payable.
What Thailand does not have is a legal online casino or sports betting channel. The vast majority of operators that cater to Thai players hold licenses issued in other jurisdictions, led by Curaçao27. Those sites are a different category from the Pao Tang lottery, and the risks of offshore play are covered in online gambling in Asia: the law for players in 12 jurisdictions.
Cambodia suspends online gambling at land-based casinos
Cambodia had become known for online gambling operations run from licensed casino premises, but that era is ending. From October 2026, Cambodia will suspend online gambling operations conducted from casinos across the country14.

The suspension applies to online gambling activities operated or broadcast from casino premises, while ordinary casinos themselves will not be closed14. So the land-based gaming floors continue; what stops is the online operation that some casinos had built on top of them, which the government has linked to concerns about technology scams and money laundering.
Offshore licenses: the Curaçao question
With so few legal online options in Asia, most online gambling that people actually encounter is offshore, and the most common license you will see at the bottom of those sites is Curaçao's. As noted above, the vast majority of operators catering to Thai players hold licenses from other jurisdictions, led by Curaçao27.
A Curaçao license means the operator registered with the Curaçao Gaming Authority, but it does not mean the site is legal where you are. A license issued in one jurisdiction does not override the rules of the country you are sitting in, and in most Asian jurisdictions it changes nothing about your own position as a player. It also does not guarantee much about the operator: in September 2026, an investigation reported that the Curaçao Gaming Authority had granted licenses while significant questions about applicants' ownership and finances remained unresolved, and a researcher reportedly gained access to the authority's licensing portal using a fictitious company and a mismatched email address.
The practical takeaway is to keep the two worlds separate in your mind:
- Official channels (KEIRIN voting, toto partner sites, Singapore Pools, PCSO e-Lotto, Pao Tang): your money sits with a government-linked body, and your recourse if something goes wrong runs through that body.
- Offshore sites with a Curaçao badge: private companies registered far away. If one refuses to pay, your options are the ones described in when an online gambling site won't pay out.
If you are weighing the account risks of using offshore sites at all, see using a VPN to gamble online and restricted countries clauses: when online casinos exclude Asian players.
