Buying Lottery Tickets Online Through Agents and Foreign Lottery Sites

Official lottery apps and sites in Singapore, Japan, Thailand and the Philippines sell tickets online, while China and Vietnam sell through physical stores only. Singapore 4D and TOTO close at 6pm on draw day, and Thailand's Paotang app tickets cost THB 80.

What a lottery agent actually does

A lottery agent, sometimes called a messenger service, sits between you and a lottery you cannot easily reach yourself. You send money, the agent claims to buy a ticket on your behalf or simply takes your bet on the outcome, and if your numbers come up the agent is supposed to pay you. The pitch is usually convenience: you do not have to queue at a shop, you can play a foreign draw from your phone, and the agent handles the paperwork.

The problem is what you actually hold. With an official online channel, the ticket is yours. Thailand's digital lottery, sold through the Paotang app, works that way: the ticket is the property of the buyer, which reduces the risk of someone else claiming ownership6. The same app lets a buyer request the physical ticket by showing proof of purchase from the app, whether or not it won7.

With an agent, you usually hold nothing but a screenshot. In Thailand the Government Lottery Office has said plainly that it has no policy and no contract with online sales agents or automatic vending machines, and that buyers who do not hold the physical ticket may be unable to claim prize money if they win8. That is the practical risk in one line: you can win and still not get paid.

Agents also tend to advertise things that should make you pause. Japan's official guidance on illegal betting describes operators that claim to accept purchases of local horse racing tickets, discount the purchase price, and offer higher odds than the official windows9. Discounts and better odds are the hook. They are also the reason the operator needs your money to keep flowing.

The dividing line is simple. If a licensed operator runs the online channel itself, buying online is legal. If a third party is reselling or taking bets on a draw it does not run, it is not.

Where buying tickets online is legal and where it is not

Vietnam is on the no side. Current regulations do not allow buying or selling lottery tickets over the internet, and organizations or individuals selling lottery online are acting against the law because they are not licensed to run lotteries and the distribution method does not comply with regulations2. That covers both the agent and the buyer.

China is also on the no side, and firmly. Unauthorized sale of lottery via the internet is prohibited, and lottery is generally sold through physical stores1. The China Sports Lottery Administration Center has stated that it has never authorized any internet lottery sales website, mobile app, mini program or social software to sell sports lottery tickets, and has never cooperated with any unit or individual on internet lottery sales11. A separate report puts it bluntly: any sports lottery sold through the internet is illegal12. Telephone sales are restricted too, with cross-province sales by phone prohibited13.

On the yes side, Singapore Pools runs its own online channel for 4D and TOTO, alongside football and motor racing products10. Japan's official Takarakuji site sells tickets online, but only to individual residents of Japan aged 20 or over5. Thailand's Paotang app sells digital government lottery tickets legally at every step, with business permission requested under the Direct Sales and Direct Marketing Act14.

The Philippines has an official online option as well: the PCSO e-Lotto is the Philippine Charity Sweepstakes Office's own platform for buying lotto tickets online15.

China: online lottery sales are illegal, shops are the only channel

If you want to play the lottery in mainland China, you go to a shop. The China Sports Lottery physical store is the only regular and legal channel for buying sports lottery tickets11, and the only official and legal channel to buy football lottery in mainland China12.

Knowing you are in a real store is not hard. Look for clear signage and the China Sports Lottery logo, and check that the shop displays a China Sports Lottery Sales Agency Certificate issued by the lottery center and bearing its official seal1. The certificate should be posted in a prominent position inside the store11.

What happens if you buy online instead? The official guidance is that tickets bought over the internet are likely linked to illegal lottery, private lottery, illegal gambling or fraud, and may make the buyer a participant in criminal activity11. That is the whole warning, and it is worth taking at face value: there is no legitimate online lottery in China to buy from, so anything offering one is selling something else.

Telephone sales exist in a narrow form. Buyers using the telephone to buy lottery must register and open a betting account13, and cross-province sales by phone are prohibited13. For a visitor, the practical answer is the same as for a resident: find a store.

Singapore 4D online: bet types, draw days and the 6pm sales close

Singapore is the easiest place in the region to buy lottery tickets online legally, because Singapore Pools runs the channel itself. You can place Self Pick bets for Ordinary, 4D Roll, System Entry and iBet for draws conducted on Wednesday, Saturday or Sunday3.

The bet types break down like this:

  • Ordinary means selecting four digits in a specific order16.
  • System Entry means selecting four digits and placing bets on all their permutations16.
  • iBet and 4D Roll round out the list17.
  • If you would rather not pick, Quick Pick is available16.

On the app you can place multiple bet types on the same 4D number within the same board, instead of placing them separately, with 4D Roll as the exception4. You can also save up to 20 sets of 4D Favourite numbers4.

Draw days are Wednesday, Saturday and Sunday3. Sales for each 4D draw close at 6pm on draw day, whether you bet online or at an outlet4. If you are betting at a branch, the same 6pm cutoff applies4. TOTO follows the same pattern: sales close at 6pm on draw day, extended to 9pm if the current draw is a cascade draw4.

If you prefer paper, a bet slip takes up to four number combinations of the same bet type18. On a slip you choose Ordinary Bet, Roll Bet, Full System Bet or i System Bet, and no bet type needs to be marked for Ordinary Bet or Roll Bet18. For a Full System Bet you mark four digits, and the total stake is the sum of the marked stake amounts multiplied by the number of Ordinary Bet combinations18. For Ordinary Bet and i System Bet you mark four digits and the total stake is simply the sum of the marked amounts18. Roll Bet is limited to the current draw only18.

One quirk to know: 4D has a sales limit. Bets are not accepted once a selected four-digit number combination has reached the sales limit18. A sold-out combination shows "S'OUT" next to the number on the ticket, and if you selected only a sold-out combination, no ticket is issued at all18.

Prizes are worth knowing before you play. A Big bet pays SGD 2,000 per SGD 1 bet on the 1st Prize17. Singapore Sweep is a separate game, a 7-digit sweepstakes with ticket numbers between 1000000 and 4499999, and it is sold at outlets only19. Sweep tickets can be bought from the end of the previous draw until half an hour before the draw19.

Hong Kong Mark Six: over-the-counter tickets through the Jockey Club

Hong Kong's Mark Six is a 6-out-of-49 lottery game20. It is administered by the Hong Kong Jockey Club on behalf of the government, and the Club is the sole operator authorized by the government to provide horse racing and football betting services21. Its licensed offering is limited to horse racing, Mark Six lottery and football21.

Draws run frequently. Since September 2004, Mark Six draws have been held on Saturdays or Sundays without horse racing, in addition to draws every Tuesday and Thursday, averaging about three draws a week, with some Golden Mark Six draws on Fridays22.

The practical point for a visitor or a new resident is the channel. Mark Six tickets are bought over the counter through the Jockey Club, not through third-party agents. If a site offers to buy Mark Six for you, it is not the Jockey Club, and the ticket is not in your hand.

Thailand's underground lottery (huay tai din): payouts and how it works

Thailand has an official lottery and a parallel unofficial one. The official government lottery sells at THB 80 per ticket23, with a 12 percent ticket discount for agents24. Prizes are paid to the holder of the winning ticket who presents it to claim25. Each draw awards 10,000 two-digit last prizes of THB 2,000 each, drawn once, and the three-digit last prize pays THB 4,000 per set if all tickets are sold, drawn twice25.

Thailand's underground lottery (huay tai din): payouts and how it works

The digital version through the Paotang app costs THB 80 per ticket6, and buyers can choose the number they want at a price not over THB 8023. Every ticket belongs to a retail agent and every ticket is THB 8023.

The underground lottery, huay tai din, is a different animal. It takes bets on the same government draw results but is not run by the Government Lottery Office, and its payout rates are set by the operator, not published by the GLO. The official figures above are the government lottery's, not the underground's. If someone quotes you a rate for two correct digits, that number comes from the operator, and there is no official body standing behind it.

The risks with unofficial channels in Thailand are documented. Tickets sold through online platforms and vending machines may be priced higher than THB 808, and buyers who do not hold the physical ticket may be unable to claim prize money if they win8. On the street, tickets with pretty numbers or in sets can run to THB 110 per ticket and up23.

If you want to buy officially, the GLO's own channels are the app and the quota agent system. Quota agents in Bangkok collect tickets at the GLO office at Don Mueang, provincial quota agents collect at provincial halls or provincial treasury offices, and buyers who order or book receive tickets via Thailand Post at post offices nationwide24.

Resident or visitor: which rules apply to you

The rules mostly follow the channel, not your passport, but there are real differences.

In Japan, online purchase of Takarakuji tickets is limited to individual residents of Japan aged 20 or over5. A visitor cannot open that account. In-person purchases at lottery stands have their own hours: NUMBERS4 is sold from 8:00 to 20:00 daily at lottery stands, with sales until 18:20 on draw days, Monday to Friday27. Online, NUMBERS4 sales run until 18:20 on draw days27. Quick One is purchasable 24 hours a day on the official site in principle all year round, with sales until 23:50 on the final sale day28. BIG is sold at lottery shops nationwide, convenience stores and online29.

In China, the channel rule applies to everyone equally: physical stores only11. A visitor has no online option either.

In Singapore, you need a Singapore Pools account to bet online, and the same 6pm draw-day cutoff applies to online and outlet betting4. Singapore Sweep is outlets only10.

In Thailand, the Paotang app is the legal digital channel14, and the physical ticket matters for claiming8. Whether you are a resident or a visitor, holding the ticket is what protects you.

In Hong Kong, Mark Six is over the counter through the Jockey Club21. In Vietnam, online lottery buying and selling is not permitted for anyone2.

Common Questions

Is it legal to buy lottery tickets online through an agent?

It depends on the country. In China and Vietnam, online lottery sales are banned, so any agent site is illegal. In Thailand, the Government Lottery Office has no contract with online resellers, and buyers without the physical ticket may be unable to claim a prize. Singapore Pools and Japan's official lottery site sell online directly.

What is the legal way to buy a China Sports Lottery ticket?

Walk into a China Sports Lottery physical store. It is the only regular and legal channel. Look for clear signage, the China Sports Lottery logo, and a sales agency certificate posted in a prominent position inside the shop. No website, app or mini program is authorized to sell tickets.

What time do 4D sales close on draw day?

Sales for each 4D draw close at 6pm on draw day, whether you bet online or at an outlet. Draws run on Wednesday, Saturday or Sunday. If you are placing a bet at a branch, give yourself time before the counter closes.

When are Mark Six draws held?

Mark Six draws are held every Tuesday and Thursday, plus Saturdays or Sundays when there is no horse racing, averaging about three draws a week. Some Golden Mark Six draws take place on Fridays. Tickets are sold over the counter through the Hong Kong Jockey Club.

How much does the Thai underground lottery pay for two correct digits?

In the official Thai government lottery, a winning two-digit last number earns its holder THB 2,000, and each draw creates 10,000 such winning tickets. Underground operators set their own rates, which are not published by the Government Lottery Office and carry no official guarantee of payment.

Can I place several bet types on the same 4D number?

Yes. On the Singapore Pools app you can place multiple bet types on the same 4D number within the same board, instead of placing them separately. The exception is 4D Roll, which must be bet on its own and only for the current draw.
