How to apply and activate the card

Start with the betting account, because the card sits on top of it. If you do not already hold a Hong Kong Jockey Club betting account, you apply in person at any off-course betting branch or racecourse1. Bring your HKID card or a valid passport, plus a bank card or bank statement that shows your name and your personal bank account number1. The Club wants to see that the bank account is yours, so a statement with someone else's name on it will not do.

If you already hold a betting account, you do not need to visit a branch for the online side of things. Existing account holders apply online through the registration link and follow the instructions on it1. That covers online betting service access, which is the layer you need before the card and the e-wallet become useful to you.

The application itself is a written one. Under the Club's betting facilities rules, a backer who wants to use an eWallet and internet facility must apply to the Club on the appropriate form in writing, and submit the prescribed deposit and charges, if any5. The same principle runs through the betting account rules: the applicant applies to the Club using a suitable application form and, at the same time, pays or provides any security deposit or guarantee the operator requires6. In practice, most ordinary customers will not be asked for a deposit, but the rule allows the Club to ask.

Once you have the account, the card and the e-wallet work together. The e-wallet holds electronic lottery tickets so they are not lost and can be checked later, and it supports cashless electronic payment4. It can be linked to a personal bank account for FPS transfers, and if you hold an online betting account you can use it directly on the Club's 3-in-1 betting app and Racing Touch4.

Activation is mostly about getting your login and your bank link right. The e-wallet personal password is the same as the personal password on the associated betting account, it has to be entered into a Club betting terminal when you use the e-wallet, and it must be kept confidential7. If you are setting up the app, you will be asked to allow access to your phone's location service, camera and SMS function8. The app setup also asks for your residential address and a login name and password8.

One detail trips people up: the mobile number registered with your selected bank must be the same as the one registered with the HKJC8. If you changed your phone number recently, fix the bank side first. You can update your mobile number through the HKJC Classic 3-in-1 app, or visit an off-course betting branch for help8.

Funds transfer and deposit limits

The main way money moves in and out is FPS instant EFT. By linking your bank account with your betting account, you can transfer funds instantly into and out of your betting account8. It is not a transfer to another person. It moves money between your own bank account and your own betting account, and the matching mobile number rule applies8.

Funds transfer and deposit limits

The Club does not charge an FPS handling fee4. There is also no fee from the Club for an insufficient bank balance, though your own bank may charge fees under its terms and conditions4. So the cost side is simple: the Club's part is free, and your bank's part depends on your bank.

Authentication for FPS instant transfer uses fingerprint authentication or facial recognition, with no password needed4. That is worth knowing if you are used to typing a password every time. Set up biometrics on your phone before you try to move money at a busy moment.

On the deposit side, the Club's payment methods are cash and account betting only. It does not accept credit card account betting and does not provide lending9. The restriction is written into the basketball betting license too, which prohibits accepting credit card bets10. So do not expect to top up the card or the account with a credit card. Fund it from your bank account or with cash.

Withdrawals and deposits at the counter are part of the e-wallet's job. The e-wallet supports bet placement, deposit and withdrawal at racecourses or betting branches, and cashless transactions8. If you prefer doing things in person, that is the route.

Prize money lands automatically. Winnings are deposited into the HKJC e-wallet, and no registration is required even for prizes over HKD 5,000,0004. You do not need to fill in a form to collect a large win, which is one of the practical advantages of holding the e-wallet.

If you are comparing this with other ways of moving money, the HKJC FPS vs bank transfer page sets out the differences, and HKJC FPS deposit and withdrawal fees covers the fee side in more detail. For the wider picture of instant transfers across the region, see FPS, PayNow, DuitNow, PromptPay, UPI and InstaPay.

Question-based login is being retired: what replaces it

The old way of logging in by answering questions is gone. From March 3, 2026, the question-based login method was fully terminated4. If you have not logged in for a while and you are waiting for a question screen, it will not appear.

What replaces it is a one-time password sent by SMS, or biometrics. After one-time password SMS authentication, you no longer need to answer login questions for subsequent logins, and the Club describes this as enhanced account security8. For eWin, the one-time password arrives with the sender name "#HKJC", and after you choose a trusted browser you will not need the one-time password again for the following 24 hours4.

Biometrics are the other route. By using fingerprint authentication or facial recognition, you can log in and access HKJC apps in seconds8. FPS instant transfer uses the same biometric authentication with no password needed4.

If you are locked out, the Customer eCentre is the self-service portal for managing the personal information on your betting account and related services, without queuing at a betting branch or calling the customer hotline8. That is the first place to try before you travel to a branch.

There is also a chatbot. It answers common questions including results and payouts, app downloads, and betting branch and racecourse restaurant information, and after you log in it can give personalized betting account information4. It also handles DoubleS pool reminders, a horse racing and football accumulator calculator, and multimedia replies such as videos and maps4. It is available on the HKJC Online Customer Centre, Racing Touch, eWin and the 3-in-1 betting app4.

Where the card works: apps, telebet and outlets

The card is one of several payment channels the Club accepts. The Club's list of betting services includes:

Where the card works: apps, telebet and outlets
  • The Betting Account
  • Telephone Betting
  • Customer Input Terminal
  • Electronic Funds Transfer
  • Cash Vouchers
  • Electronic Shroff Card
  • Internet Betting
  • Electronic Wallet2

So the card sits alongside the others rather than replacing them.

Rebates are where the card shows up in the rules. Rebates are applicable to cash betting, the Electronic Shroff Card and the eWallet, and they are applicable to Telebet and digital channels including the Online Betting Service (eWin), Classic 3-in-1 and Racing Touch3. If you bet by telephone, the card is a valid way to fund that.

On the app side, FPS instant EFT works through the HKJC betting apps: HKJC Classic 3-in-1, Racing Touch or GoalX8. Log in to one of those to move money. The e-wallet itself can be used directly on the 3-in-1 app and Racing Touch if you hold an online betting account4.

At venues, the e-wallet handles deposit and withdrawal at racecourses or betting branches8. That means you can walk into a branch, move money between your account and the counter, and bet without carrying large amounts of cash.

For watching rather than betting, the HKJC TV app carries live streaming, replays and infotainment with Racing, Football and Mark Six channels, plus news, barrier trials, trackwork videos and raceday statistics, and you can use it without logging in8. It is a separate app from the betting apps, so do not expect your card details to matter there.

If you are working out how the card fits with the rest of the Club's payment options, HKJC eWallet betting account and HKJC cash vouchers cover the neighboring products, and HKJC fund transfer facility explains the transfer side. For paying at counters generally, see paying at lottery shops, betting outlets and racecourses.

Fees and account terms

The fee picture is short. The Club does not charge an FPS handling fee4. There is no Club fee for an insufficient bank balance, but your bank may charge under its own terms and conditions4. Everything else depends on your bank's own schedule.

The account terms are where the formal obligations sit. A backer wishing to use an eWallet and internet facility must apply to the Club on the appropriate form in writing and submit the prescribed deposit and charges, if any5. An applicant opening a betting account must apply using a suitable application form and, at the same time, pay or provide any security deposit or guarantee required by the operator6.

The password rule is strict and worth repeating. The e-wallet personal password is the same as the associated betting account personal password, must be entered into a Club betting terminal when using the e-wallet, and must be kept confidential7. Do not share it, and do not write it where someone else can find it.

If you lose the card, report it immediately in writing to the Club11. That is the requirement for betting account holders under the betting facilities rules11. Do it as soon as you notice, through a betting branch or the online customer center, so the card can be stopped.

One timing rule catches people out on the betting side. For football betting, winnings or refunds not claimed within 60 days of the relevant match day, or refunds not claimed within 60 days of the event that caused the refund, are forfeited12. Keep an eye on anything you have not collected.

The Club's responsible gambling pages set out the account and betting limits it offers, including self-exclusion arrangements, if you want to put controls on your own account9. That is a personal choice, and the tools exist.

Common Questions

Who can apply for an Electronic Shroff Card?

You need a Hong Kong Jockey Club betting account first. If you do not have one, apply in person at any off-course betting branch or racecourse with your HKID card or valid passport plus a bank card or bank statement showing your name and account number. Existing account holders can apply for online services through the registration link.

How do I check my HKJC account balance?

Log in to the HKJC Classic 3-in-1 app, Racing Touch or eWin. Your balance and betting account details are shown there, and the customer service chatbot can also give personalized account information after you log in. Winnings are deposited automatically into your HKJC e-wallet.

Can I use the card for telephone betting?

Yes. The Electronic Shroff Card is one of the payment channels accepted for Telebet, alongside cash betting and the eWallet. Rebates apply to Telebet and digital channels including eWin, Classic 3-in-1 and Racing Touch, so telephone betting is covered.

What happens if I lose my card?

Report the loss immediately in writing to the Club. That is the formal requirement under the betting facilities rules. Report it as soon as you notice so the card can be stopped, and contact the Club through a betting branch or the online customer center.

Is there a fee for the card?

The Club does not charge an FPS handling fee for instant transfers into or out of your betting account. Your own bank may charge fees under its own terms, for example if your balance is insufficient. There is no fee from the Club for insufficient bank balance.

Can I transfer funds to someone else's account?

No. FPS instant transfers link your own bank account to your own betting account, and the mobile number registered with the bank must match the one registered with the HKJC. The facility moves money between your accounts, not to another person's account.

Which documents are needed for the application?

Bring your HKID card or a valid passport, plus a bank card or bank statement showing your name and personal bank account number. New applicants must apply in person at an off-course betting branch or racecourse. Existing account holders can apply online.
