Members' clubs with gambling in Asia: what expats can join
If you live in Asia as an expat, some of the gambling closest to hand is not in a casino at all. It sits inside private members' clubs: country clubs with jackpot machine rooms, jockey clubs with racecourses and betting halls, poker clubs that operate on a membership or entry-fee basis, and hotel casinos in Korea that are structured as members' venues for foreigners.
The pattern repeats across the region, and the table below shows the main types at a glance.
| Country | Type of club | What is on offer |
|---|---|---|
| Singapore | Country and sports clubs | Jackpot machine rooms for members and guests1 |
| Hong Kong | Jockey club | Horse racing, Mark Six lottery, football betting2 |
| Philippines | Licensed poker clubs | Cash games and tournaments at dozens of venues4 |
| South Korea | Hotel casino clubs | Foreigner-only casino floors5 |
| Japan | Sports-lottery membership | Online toto and BIG ticket purchases, 24 hours a day6 |
| Vietnam | Prize gaming clubs | Electronic prize games for foreigners7 |
In the Philippines, the state gaming regulator PAGCOR has long operated its own casino network alongside licensed private clubs; at one count it ran 13 PAGCOR branches in major cities across the three major islands plus 23 members-only VIP clubs, offering games from baccarat and blackjack to roulette, craps, pai gow, stud poker, slot machines and in-house bingo8. Its licensed poker clubs, listed in the official register, run from Metro Manila down to Davao and General Santos City4.
In South Korea, the law itself builds membership into casino design: casino business premises must be operated divided into a members-only area and a general area, and a foreigner-only area may be run separately where needed to attract foreign visitors5. In practice this means most hotel casinos you will encounter as a foreigner are foreigner-only floors, while Korean nationals face their own separate rules.
In Japan, the members' model shows up in sports lottery. Club toto, the free membership scheme of the sports-promotion lottery, lets members buy toto and BIG lottery tickets online around the clock, with no entrance fee and no annual fee6. Japan's integrated-resort legislation, passed with an eye on future casinos, likewise contemplates limits on the number of entries, an entry levy and restrictions on lending, aimed at Japanese nationals and foreign residents of Japan9.
Vietnam has a smaller and more fragile club scene. One venue, King Club, was reported as licensed to provide prize-winning electronic games for foreigners only7. But a 2026 police inspection of the GDC Lucky Club, a prize gaming venue for foreigners in the basement of the Sheraton Nha Trang hotel, shows the practical risk: clubs can operate in a gray zone, and a venue being open is not the same as a venue being secure. If a club cannot show you a license, treat it with caution.
Who may join what differs by country and by your own status. The pages on which country's gambling law applies to you and when an expat counts as a resident explain how your passport, visa and residence status change the answer.
Jackpot rooms: which clubs have them and who can use them
Singapore is the clearest case of gambling inside ordinary social clubs. A number of private clubs there, including well-known country and sports clubs, operate jackpot machine rooms: floors of slot-style machines open to members and their guests. They are regulated separately from the two big casinos at Sentosa and Marina Bay, but they sit inside the same national player-protection system.

That system matters in practice, and it works through three routes:
- Family Exclusion Orders can bar a person not only from the casinos but also from jackpot machine rooms at private clubs, so a relative can apply to have someone excluded across the whole range of club and casino gambling1
- Jackpot Machine Room Self-Exclusion lets you bar yourself from club rooms, with a step-by-step guide published by the national council covering the jackpot rooms at private clubs alongside the casinos10
- Brochures and guidance on jackpot machine room exclusions are published by the same national council, so the process and forms are public10
If you are joining a Singapore club partly for its jackpot room, it is worth knowing that the exclusion system applies from day one: membership does not opt you out. It is also worth asking the club directly about the room's opening hours and machine types, because these vary from club to club and are set by each club's own rules rather than a single national schedule.
The Philippines offers a different kind of club gambling: poker. PAGCOR's register of licensed poker operators lists dozens of clubs, each licensed as a "Poker Room"4. A sample from the official list:
- Metro Card Club, Ortigas business district, Pasig
- Kings Card Club, Boss Poker Club, 9D Poker Club and Poker Brothers, Metro Manila
- Wild Aces Poker Sports Club and FAME Sports Inc. Poker Club
- Blue Sapphire Poker Club, Voyager Poker Club, Prime Poker Club Manila, Supreme Poker Club and Masters Poker Club
- Century Poker Sports Club, Angeles City
- Metro Card Club Davao and Gensan Poker Club, Mindanao
These are cash-game venues rather than social clubs: you walk in, show ID, buy chips at the cage and play. Most run daily cash games and occasional tournaments; stakes and rake are posted in the room.
Jockey clubs and country clubs: how membership differs
The Hong Kong Jockey Club is the region's most famous example of a members' club built around betting. Its betting offer is fixed by its license: horse racing, the Mark Six lottery and football, and nothing else2. Its two racecourses, all Off-Course Betting Branches and its betting websites enforce stringent access controls, and it must not accept bets from minors12.
The Club's betting services are deliberately plain in payment terms: cash betting and account-based betting only, with no credit facilities and no credit card betting allowed2. The eWin web-based betting service is account-based, requires proof of age to open, and later access works by account number and password14. The Club may also limit how often a Betting Account Holder can use a Customer Input Terminal and the amount involved in any transaction on any day or over any period15. One point that matters to expats who travel: betting accounts and betting-related services are intended for use in Hong Kong only and are governed by Hong Kong law, and if you use them from outside Hong Kong, checking and complying with local laws is on you16.
Membership itself is a separate, expensive layer on top of betting. Anyone in Hong Kong can bet at an Off-Course Betting Branch or, with an account, online; membership buys racecourse enclosures, clubhouse facilities and social standing. The Club's headquarters sit at No. 1 Sports Road, Happy Valley3. Fees are substantial and change on a schedule:
| Membership | Entrance fee | Subscription | Effective |
|---|---|---|---|
| Full Membership | HK$1,050,000 | per the Club's schedule | August 1, 2026 |
| Full Membership (S) | HK$525,000 | per the Club's schedule | August 1, 2026 |
| Beijing Clubhouse Individual Membership | RMB600,000 | RMB2,200 monthly | January 1, 2026 |
Singapore's country clubs work on a much smaller scale but the same principle: the Chinese Swimming Club, for example, bills members a monthly Food and Beverage levy, raised from S$10 to S$20 from October 1, 2026, on top of the subscription.
The difference between a jockey club and a country club, in gambling terms, is what the membership actually buys. At a jockey club, betting is open to non-members too; membership buys comfort and access. At a country club with a jackpot room, the gambling itself is usually members-and-guests only, so membership is the ticket. If gambling is your main interest, check which side of that line the club you are considering falls on before paying a large entrance fee.
Points, cards and membership perks at club venues
Several club gambling systems in Asia attach a points or card scheme to play. These are worth understanding before you join, because the details, such as when points expire, are set in the terms rather than advertised at the counter.
Japan's Club toto is the most generous on price: membership has no entrance fee and no annual fee6. The member card itself has no fixed expiry date, though the operator may set one without notice if it deems necessary18. Points earned through the scheme last until December 31 of the third year counting the year the point was granted as year one, so points earned in 2026 expire at the end of 202818. Members can buy sports lottery tickets 24 hours a day through the site, outside system maintenance windows6, and members who bought tickets at a store can also check results through the official site's member menu19.
Japan's keirin bicycle racing has its own points system, and the expiry rule there is much shorter: points are valid for 60 days from 3:00 the day after your final betting date20. If you play at a keirin velodrome or through its online service, treat the points as a short-term credit, not a balance to save.
In Korea, casino operators such as Seven Luck run membership events on a calendar basis; one recent membership event ran from July 1 to September 30, 202621. These are time-limited and change often, so check the operator's current terms rather than relying on what a friend joined under a year ago.
None of these schemes changes the odds of the underlying game. Their value is convenience: a card that tracks your play, a way to buy tickets outside shop hours, or a small rebate structure. Read the expiry rules before you count on the points for anything.
Levies and surcharges on top of membership
Beyond the headline entrance fees and subscriptions, several jurisdictions charge separate levies simply to enter a gambling floor. These are usually not part of club membership at all, and they are charged per entry or per year.
| Place | Who pays | Charge |
|---|---|---|
| Singapore casinos | Citizens and permanent residents | $3,000 annual levy under the Casino Control Act; an earlier version of the provision set it at $2,00022 |
| Singapore casinos | Foreign visitors | No levy22 |
| Thailand casinos (new framework) | Foreigners aged 20 or over | 5,000 baht per entry24 |
Singapore has the best-known example. Under the Casino Control Act, Singapore citizens and permanent residents must pay an entry levy to enter a casino: the figure set out in the legislation is $3,000 for a valid annual membership of the casino, with an earlier version of the provision at $2,00022. The 24-hour pass is $150 for every consecutive period of 24 hours22. Foreign visitors pay no levy; the charge falls only on citizens and permanent residents, which is why it matters to expats who take up PR status. If you are weighing permanent residence, read permanent residents and gambling in Asia first, because PR changes your casino costs in Singapore overnight.
Thailand's new casino framework includes an entry fee for foreigners: 5,000 baht per entry for a foreigner aged 20 or over, under the fee schedule, with a separate item for foreigners under 2024. The regulatory decision also contemplates an entry levy charged to foreigners entering a casino25. If you visit a Thai casino once the framework is running, budget the levy on top of any membership or play budget.
Club-level surcharges are smaller but add up. Singapore clubs commonly bill monthly minimums on food and beverage, like the Chinese Swimming Club's levy rising to S$20 from October 1, 2026, whether or not you dine there that month. When comparing club membership costs, ask for the full annual figure: entrance fee, monthly subscription, any F&B minimum, and any transfer or resignation fee. The headline entrance fee is usually less than half of what you will actually pay in a year.
Where clubs are located and how to find them
Members' gambling venues cluster in predictable places: city-center clubhouses, hotel basements and resort floors. Here is what the official sources show for location.

In the Philippines, the licensed poker clubs are spread across the islands:
- Century Poker Sports Club: 2nd Floor, Casino Filipino Angeles, Century Resort Hotel, McArthur Highway, Balibago, Angeles City
- Gensan Poker Club: Units 6, 7 and 8, Arcade One, East Asia Royale Hotel, National Highway, Lagao, General Santos City
- Metro Card Club: Ortigas business district, Pasig
- Metro Card Club Davao: serving Mindanao
Most are inside or attached to hotels, which makes them easy to find but also means hours follow the hotel's rhythm rather than a casino's round-the-clock schedule4.
In Vietnam, the GDC Lucky Club operated in the basement of the Sheraton Nha Trang hotel at 26-28 Trần Phú Street, Nha Trang, Khánh Hoà province, around the clock, until it was inspected and its foreign players were found to be there illegally26. The lesson for finding clubs in Vietnam: a venue inside a five-star hotel is not automatically a licensed one.
In Korea, foreigner-only casinos sit inside resort hotels. The Hyatt Regency casino on Jeju, for foreigners only, is at 114 Jungmungwangwang-ro 72beon-gil, Seogwipo-si, Jeju Special Self-Governing Province27. The country's Sports Toto headquarters, for the legal sports-betting side, is at 12, Sejong-daero 12, Jung-gu, Seoul28.
In Hong Kong, the Jockey Club's headquarters is at No. 1 Sports Road, Happy Valley, with racecourses at Happy Valley and Sha Tin and Off-Course Betting Branches throughout the city3. In Japan, sports lottery tickets can be bought at shops, and winnings from shop purchases can be collected at shinkin banks handling the sports lottery, some lottery shops that allow payouts, and 7-Eleven stores29.
A practical way to verify any club before you visit: check the regulator's license register first. PAGCOR publishes its list of licensed poker operators with addresses4; Korea's casino rules are visible in the consolidated legislation5; Singapore's club jackpot rooms fall under the national gambling statutes and the exclusion system1. A club that cannot be found in a register, or that asks you to enter through a back door, is not a club you want to play in. If things go wrong abroad, our page on being arrested for gambling abroad explains what your embassy can and cannot do.
Getting help: problem gambling support in the Philippines
Help inside the Philippines is mostly arranged at the venue level. At Winford Resort & Casino Manila, membership officers stationed at the Membership Counters are prepared to assist gaming members who need professional help, and also a member's next-of-kin who has concerns30. LaVie Resort & Casino Manila similarly has staff and gaming officers ready at any time to assist patrons who feel they need professional help for gambling-related concerns30. Beyond the venues, Gamtalk offers an online support community for people with a gambling problem30.
Self-exclusion is also available. A gambling patron who wishes to voluntarily exclude themselves from all casinos in the Philippines can apply by completing a form and submitting the required documents, and family members of the patron may also apply for exclusion under the conditions set out in the Code of Practice31. This works much like the club and casino exclusion systems described earlier, and venue staff can point you to the form.
Elsewhere in the region, similar support exists:
- In Hong Kong, the Ping Wo Fund contributes to counseling, treatment and support for problem gamblers, funded by the Jockey Club's own operations32, and the Problem Gambling Counselling and Treatment Services at Caritas Jockey Club Tsuen Wan run a helpline on 6829 876433
- In Japan, a gambling consultation helpline operates on 0570-007-221, Monday to Friday, except national holidays and the year-end and New Year period34
If you find yourself chasing losses at a club jackpot room or a poker table, the exclusion systems described above are free, confidential and can be started by you or a family member. The general rules in our gambling in Asia overview explain how these support systems fit alongside each country's gambling laws.
