Garden

Garden is not one venue. It is a name that turns up in betting and racing listings across Asia, most often as a trackside beer garden at a racecourse, and the rules depend on which one you walk into.

What "Garden" actually refers to

If you have seen "Garden" on a betting slip, a racecard or a travel listing and assumed it was a casino, you are not alone. In practice the name shows up in a few different places, and none of them is a single building you can point at on a map.

The most common use is a trackside beer garden. At Happy Valley Racecourse in Hong Kong, the beer garden is a standing area where you can socialize with friends over a cold beer and quick bites from a food truck while cheering on your favorites on the track1. It is a social space attached to a racecourse, not a gambling floor in its own right, though you are standing inside a venue where betting is the main event.

The second use is as a meeting or venue label in racing and betting paperwork. Singapore Pools lists meeting codes that include Perth, Australia and South Africa, which is how overseas race meetings get filed on a bet slip13. Hong Kong's betting rules define a betting location as including the Sha Tin and Happy Valley racecourses, off-course betting centers, and any other premises the operator approves from time to time, including its official website and approved internet sites14. If you see "Garden" attached to a meeting or a location code, that is the kind of listing it belongs to.

The third use is looser still: "garden" turns up in the names of hotel and resort facilities attached to casinos and racecourses across the region. The practical answer is the same in every case. Work out which venue you are actually going to, then check that venue's own entry rules, because they differ sharply from country to country.

Where it is and how to get there

Because the name is not tied to one address, the honest answer is that the location depends on which Garden you mean. A few concrete anchors are worth knowing.

In Hong Kong, the trackside beer garden sits inside Happy Valley Racecourse, which is on Hong Kong Island and is one of the two racecourses operated by the Hong Kong Jockey Club, alongside Sha Tin14. Happy Valley is the Wednesday night meeting venue and is walkable from the surrounding Wan Chai and Causeway Bay area.

In Japan, the equivalent social and betting spaces are the JRA betting windows and the off-course ticket sales venues known as BAOO, which are off-course win-bet ticket sales locations15. The Japan Racing Association runs a network of these, and entrance to a WINS betting facility is free16. If you are heading to a racecourse rather than a betting window, the JRA publishes a go-racing guide covering how to attend16.

In Korea, the casino side of things is concentrated in specific resorts. Paradise Casino Jeju Grand sits inside the Maison Glad hotel at 80 Yeon-ro, Jeju City, in the Yeon-dong area of Jeju Special Self-Governing Province, close to Jeju International Airport with convenient transport access10. Jeju's foreigner-only casinos cluster around the island's hotel strip, which makes them easy to reach from the airport.

For anything else carrying the name, treat the venue's own address listing as the source of truth and check it before you travel.

Entry rules and who is allowed in

This is where the differences matter most, and where a single wrong assumption can end your evening at the door.

Racecourse beer gardens and betting windows. These are the most open venues in the region. Entrance to a JRA WINS betting facility is free16. At Japanese keirin velodromes, people under 20 may enter the venue, and those under 15 pay no entry fee at all7. That makes the velodrome one of the few gambling-adjacent venues in Asia where a family can walk in together.

Casino floors. Here the age bar rises and ID becomes mandatory. Singapore's Livewire venues at Majestic and Marina Bay Sands both require all guests to be at least 21 years of age to enter2. In Korea, Seven Luck Casino's Gangnam COEX branch admits visitors aged 19 or older, and the Seoul Dragon City branch sets the same 19-year threshold4. Kangwon Land Casino also sets its minimum at 196.

Foreigner-only casinos. Korea operates a split system. Paradise Casino Walkerhill is a foreigners-only casino for those aged 19 or older, and you must carry your passport so staff can verify both your age and your nationality at the entrance9. Paradise Casino Jeju Grand is described as a foreigners-only casino facility inside the Maison Glad hotel11. Jeju KAL Hotel Casino is likewise a foreigners-only casino12. If you hold a Korean passport, these doors are closed to you.

The exception. Kangwon Land Casino is the one venue in Korea where both Koreans and foreigners may enter6. If you are a Korean national who wants a casino floor rather than a racecourse, that is the practical option.

Age limits at Japanese betting venues. Diamond Turn does not permit entry to anyone under 20 years old, and that includes infants and preschool children8. So while the keirin velodrome welcomes under-20s, a Japanese betting shop with a Diamond Turn counter does not.

Games on offer

What you can actually play or bet on depends on the venue type.

At the racecourse. The main product is horse racing betting, placed on course or through the operator's approved channels. Hong Kong's rules cover betting at the two racecourses, off-course betting centers and approved internet sites14. Singapore Pools handles horse racing bets placed using bet slips13.

At Japanese betting windows. The JRA network covers win-bet ticket sales at its off-course venues15. Alongside racing, Japan runs a national sports lottery with several distinct games18:

  • BIG
  • toto
  • WINNER, which covers soccer and basketball19
  • DUNK, the basketball-focused game18
  • GROWING

At casino floors. Korean foreigner-only casinos such as Paradise Casino Walkerhill offer table play alongside a bar for food and drinks and a currency exchange on site9. In the Philippines, licensed venues list electronic casino games, sports betting and specialty games among their offerings, and live gaming tables are a separate licensed category20.

At the beer garden. Cold beer and quick bites from a food truck, with the racing as the backdrop1. That is the whole product, and it is a good one.

Opening hours and dress code

Opening hours vary by venue type, and the region does not run on a single schedule.

Race meetings follow their own calendar. Happy Valley runs its night meetings, and the beer garden operates around them1. Japanese racing and betting facilities keep their own published hours, and the JRA guide sets out what to expect on a race day16.

For casino floors, the practical rule is that they generally run late into the night and often around the clock, with the door policy enforced at all hours. The age and ID checks do not relax after midnight.

On dress code, the region's casino floors expect smart casual at minimum, and the racecourse beer garden is genuinely casual: you are standing outdoors with a drink in hand1. If you are heading to a casino floor straight from a day out, it is worth changing out of beachwear before you arrive.

One concrete rule worth knowing: at Tokyo City Keiba, the stands are entirely non-smoking, and if you want to smoke you must use the designated smoking areas8. Do not assume you can light up wherever you are standing.

Payments and currency

Currency handling splits along the same lines as everything else.

Payments and currency

At casino floors. Paradise Casino Walkerhill has a currency exchange on site alongside its bar, so you can convert before you sit down9. That is the practical setup at most foreigner-only casinos in Korea: you arrive with your own currency, exchange on the property, and play in the house currency.

At Japanese betting venues. The toto and sports lottery system runs on a membership model. A Club toto membership card can be upgraded later to add net payment and convenience store payment if you applied by mail20. If you are buying at a physical window rather than online, you are dealing in cash.

At the racecourse. Betting is placed through the operator's own channels, whether that is a bet slip at a counter or an approved internet site13. Bring local currency for the beer garden, since food trucks at a racecourse are a cash-first environment.

Nearby accommodation and facilities

If you are building a trip around one of these venues, the facilities on site are worth knowing before you book.

Paradise Casino Jeju Grand is inside the Maison Glad hotel, which puts accommodation, the casino floor and the airport transfer all in one place, with convenient transport access to Jeju International Airport10. Parking is available at the property11.

Jeju KAL Hotel Casino also has parking available on site12. Seven Luck Casino Seoul Dragon City lists parking among its guest facilities5.

Kangwon Land Casino goes further, with a restaurant, a bar, a shopping mall and other convenience facilities alongside the gaming floor6. That makes it a self-contained stop rather than a single-room visit, which matters if you are traveling there specifically.

For the Hong Kong beer garden, the venue is inside Happy Valley Racecourse, so accommodation means staying on Hong Kong Island and walking or taking a short ride to the track1.

Common Questions

What is the minimum age to enter Garden?

It depends on which Garden you mean. A trackside beer garden at a racecourse is open to all ages. Casino floors in the region generally set the bar at 19 or 21, and Japanese betting windows such as Diamond Turn bar anyone under 20, including small children.

Do I need to bring ID?

Yes, for anything with a betting or casino floor. Casinos in Korea check passports or government-issued photo ID at the door, and player registration requires a photo ID showing your full name and date of birth.

Is there an entry fee?

Usually not. Entrance to Japan Racing Association betting windows is free, and at Japanese keirin velodromes anyone under 15 pays nothing at all. Casino floors in the region do not charge admission either.

Is smoking allowed inside?

At Tokyo City Keiba the stands are entirely non-smoking and you must use the designated smoking areas. Rules vary by venue, so check at the door rather than assuming.

Is there parking on site?

Several venues in the region do have parking. Paradise Casino Jeju Grand, Jeju KAL Hotel Casino and Seven Luck Casino Seoul Dragon City all list parking as available for guests.

Can foreigners enter Garden?

At foreigner-only casinos in Korea, yes, and that is the whole point: Korean nationals are not admitted. At Kangwon Land, by contrast, both Koreans and foreigners may enter. Racecourse beer gardens are open to everyone.
