Online Gambling Licenses Issued by Asian Regulators

Online Gambling Licenses Issued by Asian Regulators

Across Asia only the Philippines issues a domestic online license, through PAGCOR, while Cambodia suspends casino-based online operations from October 2026. Sites serving Thai and Cambodian players mostly hold Curacao, Anjouan, Mwali, Panama, Isle of Man or Malta licenses.

Which Asian regulators actually issue online gambling licenses

If you are looking for an Asian regulator that hands out online gambling licenses the way Malta or Curacao does, the honest answer is that there is essentially one, and it is the Philippines.

PAGCOR, the Philippine Amusement and Gaming Corporation, is the state body that both operates gaming and regulates it. In practice that means the only legal online gambling available to players in the Philippines runs through PAGCOR itself. Other operators in the country cannot obtain a license, and it is illegal for them to offer online gambling1. Players can only legally join sites operated by PAGCOR1.

That is a different model from Europe, where a regulator licenses dozens of competing private operators. In the Philippines the regulator is also the operator, so there is no queue of companies waiting for an Asian online gambling license from Manila. If a site tells you it holds a Philippine online license and it is not PAGCOR, that claim needs checking before you deposit anything.

Elsewhere in the region, the picture is not "Asia issues licenses" but "Asian players use licenses issued elsewhere." The vast majority of operators that cater to Thai players, for example, hold licenses issued in other jurisdictions, led by Curacao3. The same pattern holds for Cambodia, where the sites residents actually use are licensed in Panama, Anjouan, Mwali, Curacao, the Isle of Man, Malta and similar places4.

So when someone asks which Asian countries license online gambling, the practical answer is: the Philippines does, through PAGCOR, and the rest of the region mostly does not. The licenses you will actually encounter on the sites you can reach are offshore ones. If you want the wider map of who regulates what, see Gambling Regulators and Licenses in Asia: Who Licenses What and How to Check, and for the difference between an operator license and a supplier license, Types of Gambling Licenses Explained: Concessions, Casino, Online, B2B and B2C.

PAGCOR's role is unusual and worth understanding before you sign up anywhere.

The Philippines: PAGCOR is the only legal online operator route

It operates gaming directly and regulates the gaming it operates. That is why the phrase "licensed online gambling in the Philippines" really means "PAGCOR's own online offering." There is no second regulator issuing competing online licenses, and no route for a private company to apply for one1.

PAGCOR has been building out the player-facing side of this. It announced an application designed to let online gaming players use only licensed and regulated platforms5. The same announcement described an online verification facility that allows the public to check whether an online gaming provider is licensed or not5. If you are in the Philippines and want to play online legally, that is the tool to start with.

The regulator has also been public about the problem it is trying to solve. It has warned players against illegal online gambling sites and urged the public to check its list of licensees before accessing offshore gaming sites7. It has separately warned about fake online gaming sites imitating real ones1.

For players, the practical takeaway is simple. If you are in the Philippines, the legal online route is PAGCOR's own platforms. Anything else offering online casino play to you there is outside the licensed system, and PAGCOR has said so repeatedly.

How to verify a PAGCOR license

Verification is the part most people skip, and it is the part that matters most.

PAGCOR's own guidance is to check the list of licensees on the PAGCOR website before you access offshore gaming sites7. That list is the reference point. If a site is not on it, the site is not licensed by PAGCOR, whatever its homepage says.

There is also a verification facility that lets the public check whether an online gaming provider is licensed or not5. Use it the way you would use a company registry: look up the operator, not the logo.

Once you are inside a legal or registered online gaming site in the Philippines, the login process itself includes checks. A one-time PIN is sent to the player's contact number and must be entered accurately, and there is video calling or biometrics verification before log-in1. That is a useful signal in itself. A site that lets you deposit and play with nothing but an email address is not running the Philippine process.

PAGCOR has also said that the list of relicensed operators will include the web addresses of all legal online gaming websites8. That matters because operators rebrand and move domains. Checking the domain, not just the brand name, is the reliable move.

If you want to go deeper on the mechanics, How to Check if a Casino, Betting Site or Lottery Is Licensed walks through the process, and Public Gambling License Registers: Where Each Regulator Lists Its Licensees covers where each regulator publishes its list. Cambodia: online gambling suspended from October

Cambodia is the clearest example in the region of a country moving in the opposite direction.

Cambodia prohibits online gambling for its citizens4. In 2019 the country's Prime Minister formally banned all online gambling, restricting all internet gaming services, and no licenses were to be issued4. That ban has held.

Now there is a further step. Cambodia will suspend online gambling operations conducted from casinos across the country from October 20262. The suspension is described as temporary and applies to online gambling operated or broadcast from casino premises in Cambodia2. In plain terms, the live dealer streams and casino-linked online betting that have been running out of Cambodian casino floors are being shut down from October, with no end date given.

For a visitor or expat in Cambodia, the practical position is this. Land-based gambling at regulated venues is a separate matter, and foreigners and tourists are allowed to gamble at regulated gaming venues there4. Online gambling is not part of that. Cambodian citizens are prohibited from online gambling, and the casino-based online operations that fed those sites are being suspended2.

Limited online licenses in Cambodia: foreign players only

There is no Cambodian online gambling license to apply for, foreign or otherwise.

Limited online licenses in Cambodia: foreign players only

There are no legal Cambodian online casinos, which is why residents who play online use foreign ones4. The sites they use are licensed in jurisdictions like Panama, Anjouan, Mwali, Curacao, the Isle of Man and Malta4. Those are the licenses doing the work, not any Cambodian one.

If you are a foreigner in Cambodia and you want to know what a Cambodian online license would cover, the answer is that the category does not exist. The country banned online gambling outright in 2019 and issues no licenses4. Foreign and tourist gambling is permitted at regulated land-based venues4, and that is the extent of the legal gambling available to visitors on Cambodian soil.

On the offshore sites themselves, the games are not unregulated in the sense of being untested. All featured games must get tested for random outcome generation by certified agencies before they can be offered to customers4. Many casino sites with international licenses now have more than ten thousand titles in their lobbies, drawing on providers including:

  • Play'n GO
  • BGaming
  • Pragmatic Play
  • NetEnt
  • AvatarUX
  • Hacksaw Gaming
  • Blueprint Gaming
  • PG Soft
  • Evolution4

One practical note on enforcement. Playing on foreign sites can constitute illegal gambling for Cambodians, but authorities rarely bother prosecuting locals for this kind of behavior4. That is a description of how it works in practice, not a green light. The formal position is that it is prohibited.

Curaçao licenses: scrutiny after leaked documents and a portal breach

Since Curacao licenses are the ones you will most often meet on sites serving Asian players, it is worth knowing what has been happening to the regulator itself.

In September 2026 the Curacao Gaming Authority disclosed unauthorized access to its online gaming portal. The authority said the access had been contained and the source identified, while a forensic investigation by its service provider continued9. A few days later the CGA issued a statement defending its licensing procedures after documents obtained through that unauthorized access became the subject of international media investigations10.

The leaked material then produced reporting on who actually owns Curacao-licensed gambling companies. One investigation found about 800 owners of nearly 650 Curacao-licensed gambling companies, mostly European, led by Ukraine, the United Kingdom and Cyprus11.

None of this changes what a Curacao license is. A license number or badge on a site's page is a claim, and a claim is only confirmed when the company, domain and activity match an entry in the public register. A Curacao license is governed by the laws of Curacao and the sublicense granted under them12, and operators state this in their own terms. Cloudbet, for example, lists its license as issued by the Curacao Gaming Authority13.

The practical steps are the same as for any offshore license. Check the license number against the regulator's own record, not the operator's marketing page. The Curacao Gaming Authority and Curacao Gambling Licenses explains the structure, How to Verify a Curacao Gambling License covers the check itself, and Curacao's New Gambling Law (LOK) and What Replaced the Curacao Master License System explain why older license numbers look different from newer ones. If you are weighing two options, Curacao vs Malta Gambling Licence and Anjouan vs Curacao Gambling Licence set out the differences.

Gaming system providers: decommissioning of non-accredited B2B platforms

The Philippines has been tightening the supply chain behind online gambling, not just the operators at the front.

Companies that failed to complete fresh accreditation terms by September 30 faced decommissioning of their electronic gaming systems, online gaming platforms, games and gaming equipment, effective October 1, 202614. PAGCOR also published its list of accredited gaming system administrators and registered brands and domain names as of September 17, 202615.

Why this matters to a player: the games you see on a site come from suppliers, and in the Philippines those suppliers now have to be accredited. A platform running games from a decommissioned provider is not operating inside the system. If you are checking whether a Philippine-facing site is legitimate, the accredited administrator list is a second thing to look at alongside the licensee list.

The same logic applies offshore. Anjouan, for instance, requires its licensed operators to provide functional responsible gaming tools, including self-exclusion and deposit limit capabilities17. That is a condition on the operator, and it is checkable in the license record.

Taxes on winnings in the Philippines

If you win in the Philippines, a slice goes to the tax authority.

Taxes on winnings in the Philippines

Five percent of winnings goes to the BIR as franchise tax6. PAGCOR states this in its own annual reporting, and the same figure has been confirmed in a court ruling16. It applies to winnings from PAGCOR-operated and regulated gaming.

So if you are playing on a legal Philippine platform, treat the headline number as pre-tax. The 5 percent is deducted as franchise tax, and it is not something you opt into or avoid by choosing a different game.

For comparison, the treatment of online casino winnings is not uniform across the region. In Thailand, winnings from online casinos, including foreign online casinos, are taxable as assessable income under Section 40 (8) of the Revenue Code18. If you are a Thai player winning on an offshore site, that is the rule that applies to you, regardless of where the operator is licensed.

Self-exclusion and responsible gaming contacts

Licensed operators are required to give you a way to stop, and the tools differ by jurisdiction.

In the Philippines, PAGCOR provides patrons who feel that their relatives or they themselves are developing a problem with gaming with the option of barring them from the gaming venue or site19. Regardless of where the application was made, the self-exclusion order is enforced in all PAGCOR-operated and regulated gaming facilities19. PAGCOR also requires its licensees and operators to keep dedicated personnel and information on responsible gaming available for queries about exclusion and banning, treatment and rehabilitation centers, and support groups20.

For more information and assistance, PAGCOR provides several contact lines.

Singapore's system is the most developed in the region for online self-exclusion. Individuals may apply to exclude themselves from casinos, jackpot machine rooms at private clubs, and Singapore Pools online betting23. The application is available online24, and the exclusion blocks you from casinos, Singapore Pools online betting, and jackpot machine rooms at private clubs25. Organizations with a Corppass account can facilitate group self-exclusion applications for their employees or members, with the individual's consent mandatory23.

Macau runs self-exclusion through physical kiosks as well as online. The Responsible Gambling Information Kiosks let Macau residents and tourists submit self-exclusion applications on their own26, and the kiosks accept self-exclusion applications only26. The kiosks also offer responsible gambling information, electronic applications for self-exclusion and problem gambling family counseling, gambling disorder assessment with a printable behavior report, a 24-hour helpline, and interactive games27.

Offshore regulators handle this differently. The Anjouan Gaming Authority does not provide direct support services to players, but it requires licensed operators to signpost independent support resources28. Malta's authority runs a player hub with safer gambling material29. South Korea's Sportstoto responsible gaming code includes self-diagnosis for gambling-indulged players and self-exclusion30.

If you want to stop, the tool exists in every licensed system described here. Use the one attached to the license of the site you actually play on, and if the site has no such tool, that tells you something about the license.
