How to Tell if a Lottery Is Official

How to Tell if a Lottery Is Official

Across Asia, official lotteries are run by a single named operator in each place: the Hong Kong Jockey Club, Korea's Sports Toto, Macau Lottery Company and state bodies in Japan, China and Thailand. Here is how to recognize a genuine ticket, seller or website, and how to spot a fake.

Lottery scams work because the real thing looks ordinary. A genuine ticket comes from a shop counter, a printed schedule and a named operator that has run the same draw for years. A fake borrows all of that: the name, the logo, the draw days, sometimes even the results. The way to tell them apart is not a feeling about how professional a site looks. It is knowing who the operator is in each place and checking that the ticket, seller or website actually belongs to them. This page walks through the official lotteries across Asia one by one, then covers the warning signs of a fake and the things no official lottery will ever do.

Who runs the official lottery, place by place

In most of Asia a lottery is not a free market. One organization holds the right to run it, usually on behalf of the government, and nobody else may sell tickets in that game. That single fact is your main checking tool.

In Hong Kong, the Hong Kong Jockey Club is the sole operator authorized by the government to provide horse racing and football betting, and it administers the Mark Six lottery on behalf of the government1. Its betting services are limited to those three products: racing, football and Mark Six1. So anything in Hong Kong calling itself a lottery outside those channels is not official.

One named operator holds the rights in each place, and the products and channels differ from country to country:

PlaceOperatorProducts and channels
South KoreaSports Toto, operated under the Korea Sports Promotion FoundationState sports betting product, with retail outlets nationwide and online sales through the Betman site5
MacauMacau Lottery Company LimitedSports and instant lottery products; selects the leagues, sets the odds and runs its own network of betting centers7
JapanJapan Sports Promotion Service and the official takarakuji networkSports promotion lottery (toto, BIG, WINNER and DUNK) through official channels; numbered lotteries like Loto 6 and the Jumbo draws through the takarakuji network8
ChinaThe stateWelfare Lottery and Sports Lottery, sold through licensed offline stations11
ThailandGovernment Lottery OfficeThe national lottery, the only legal source of government lottery tickets12

Once you know the operator's name, the check is simple: does the ticket, shop or website belong to that operator or an agent it has appointed? The sections below give the details for each game, and our page on how to check if a lottery is licensed covers the general method.

Mark Six: the Hong Kong Jockey Club's pick-6-from-49 game

Mark Six is a 6-out-of-49 lottery game: you pick six numbers from 1 to 49, and prizes depend on how many you match1. It is the only lottery in Hong Kong, and the Hong Kong Jockey Club runs it under a license issued by the government, alongside its licenses for horse race betting and football betting13.

Draws are regular and public. The standard schedule is Tuesday and Thursday, with additional draws on Saturdays or Sundays when there is no horse racing, which averages out to about three draws a week14. Some special snowball draws, where the jackpot pool is boosted, have been held on Fridays14. Draw results are published by the Club, and the prize structure is fixed: of the money staked, 54 percent goes to winners as dividends, 15 percent goes to the Lotteries Fund, and 6 percent is the Club's commission15. That kind of published split is typical of an official lottery and is one more thing a fake site will not have.

Where you can buy matters as much as what you buy. Under the Club's own lotteries rules, internet entries may only be tendered through the Club's official website or websites approved or operated by the operator16. In practice that means the Club's site and its apps. A third-party site offering to buy Mark Six entries on your behalf is not part of the official system, and a ticket it produces is not an official entry.

Hong Kong's gambling policy keeps betting to a small number of regulated channels: the Jockey Club's racing, football and Mark Six, plus a few licensed activities such as mahjong parlors17. That narrowness is worth remembering. If a Hong Kong site offers you casino games, slots or a "Hong Kong lottery" that is not Mark Six, it is operating outside the regulated channels, and you can read more about the risks on our page about playing on unlicensed sites.

Sports Toto: South Korea's state sports betting

South Korea's Sports Toto is a sports prediction product, not a numbers draw. You predict outcomes of real matches, and payouts depend on the type of ticket. There are two main structures: a fixed refund rate type, which returns 50 percent of sales as prizes, and a fixed odds type, which returns 50 to 70 percent of sales depending on the product2. Overall, about 60 percent of sales comes back as refunds and about 40 percent is receipts2.

The games cover sports such as baseball, with products like Baseball Toto Match, which allows multiple-purchase entries where you combine several predictions on one ticket18. Stakes are small: the minimum bet is KRW 100 and the maximum is KRW 1,0002. There is also a purchase limit of KRW 100,000 per person per round, both offline and on the Betman online site2, and the terms require compliance with a one-person-per-draw purchase limit19.

Buying is straightforward. Offline, you visit a nearby Toto retail outlet, check the posted sales schedule for the round you want to enter, and choose your game at the counter20. Online, sales run through the Betman site, where a self-exclusion and self-assessment program pops up for players5. You must be at least 19 years old to take part or claim a prize; minors under 19 are not allowed5.

Two practical points help you confirm you are on the official product. First, Sports Toto publishes its own notices: in 2026, for example, it announced an overhaul of its Proto win-type and record-type products from April 21, with sales stopped from 19:00 on April 13 and all services suspended from midnight on April 14 for a system replacement, then refunds resuming at midnight on April 21 and sales from 14:00 the same day21. A site that keeps selling during an announced suspension is not the official one. Second, the operator's address is published in Seoul, at 12, Sejong-daero 12, Jung-gu5. Official pages carry that; copies usually do not.

Note that real-money online casino games, lotteries and bingo are generally prohibited in South Korea because of their speculative nature22. Sports Toto is the exception because it is the state product. Anything else offering you a "Korean lottery" online is not it.

Instant lottery in Macau: sold at cash betting centers

Macau's instant lottery is a small, physical product with a short history. Tickets used to be sold mainly on the ferries between Hong Kong and Macau, but since July 13, 2002 they have been sold only at the cash betting centers of Macau Lottery Company Limited3. The company runs 14 betting centers in Macau, where you can bet at the counter, by telephone or over the internet3.

That single fact is your authenticity check for Macau instant tickets: if someone offers you an instant lottery ticket anywhere other than a Macau Lottery Company cash betting center, it is not the official product. The same company runs Macau's sports betting, selecting the leagues and setting the odds and handicaps for customers to bet on7.

The betting centers sit alongside Macau's casinos, which are open 24 hours7. Payout rules are set out in Macau's own legislation: for sports bets, winnings equal the stake multiplied by the fixed odds at registration, with the stake included, settled in MOP or HKD in the currency used when the bet was accepted, and they must be collected within 30 days of the official announcement of results or the right to them is lost23. A published payout deadline like that is characteristic of an official product. A site that lets winnings sit indefinitely, or that changes the odds after you bet, is not following the official rules.

Other official lotteries: Japan, China and Thailand

Japan. Japan has two families of official lottery. The sports promotion lottery covers toto, BIG, WINNER and DUNK, sold through lottery shops displaying the sports toto logo, convenience store multimedia terminals and copiers (for toto and BIG), lottery stands, and the official website and partner sites such as SMBC toto, Rakuten toto, Docomo Sports Lottery and Docomo SMTB Net Bank24. You cannot reserve or buy toto online from anywhere other than the official and partner sites25. The numbered lotteries include Loto 6, which draws every Monday and Thursday10, and the Jumbo draws, seasonal big-prize lotteries sold through the official takarakuji network27. If you buy on the official site, you can check your ticket's results on your member page11. The minimum age is 19, and purchase from overseas is not permitted28.

China. China's official lotteries are the Welfare Lottery and the Sports Lottery, sold at offline lottery stations. The main games include Shuangseqiu (the double-color ball game), 3D, Pulele 3D (PL3), the Super Lotto (Da Le Tou) and Qixingcai (the seven-star game)30. Here is the crucial point for spotting fakes: China's official online platforms, including the Sports Lottery's official app, mini-programs and public accounts, do not offer lottery sales functions at all32. The lottery information site zhcw.com states plainly on its game pages that it is not a purchasing platform and that tickets must be bought at offline lottery stations30. So any website offering to sell you Chinese lottery tickets online is, by definition, unofficial. Prizes also cannot be redeemed by or for minors, and anyone who forges or alters a winning ticket or fraudulently claims a prize is handed to the judicial authorities33. Lottery tickets do not return principal or pay interest; they are a pure play35.

Thailand. The Government Lottery Office runs the national lottery, which is a form of gambling that is legal in Thailand36. Prize claims have conditions: the recipient must be at least 20 years of age, and the office states it will take legal action, criminal or civil, against dishonest or unlawful claimants37. One warning that matters for visitors: the Government Lottery Office has no policy or contract with agents selling government lottery tickets through online platforms or automatic vending machines, so tickets sold that way are not official38. Buy from licensed vendors, not machines or websites.

Signs a lottery is fake or unauthorized

Putting all of the above together, the warning signs of a fake or unauthorized lottery are consistent across countries:

  • The operator's name does not match. Every official lottery in this page has one named operator. A site selling "Mark Six" that is not the Hong Kong Jockey Club or an approved channel, or a site selling Chinese lottery tickets online, is not official16.
  • The sales channel is wrong for the country. Macau instant tickets exist only at Macau Lottery Company cash betting centers; Chinese tickets only at offline stations; Thai government tickets only from licensed vendors, never from vending machines or online platforms3.
  • The draw schedule or results do not match the official ones. Official draws are published in advance, like Mark Six's Tuesday and Thursday schedule with weekend draws, and Loto 6's Monday and Thursday draws14. Unofficial lottery results pages that differ from the operator's own are a red flag.
  • The site sells during an official suspension. Sports Toto's 2026 system replacement stopped all sales for a week with published dates21. An official channel stops; a fake keeps selling.
  • The ticket cannot be verified with the operator. Official products give you a way to check: Japan's official site lets you check purchased tickets on your member page, and Hong Kong entries exist only through the Club's approved channels11.
  • The site claims you have won a lottery you never entered. This is the classic advance-fee scam. No official operator in this page notifies winners that way for a draw you did not buy into.

If you want the general method for verifying any gambling operator, not just lotteries, see our guides on how to check a gambling license and the public registers where regulators list their licensees. For the specific trick of cloned seals and invented license numbers, see fake gambling license claims.

One more point on age, since fakes rarely enforce it: official lotteries do. Korea and Japan require buyers to be at least 195, Thai prize recipients must be at least 2037, and Chinese agents may demand proof of age when it is hard to tell whether a buyer is a minor, with sales and prize payment to minors prohibited34. A seller who does not care how old you are is a seller outside the official system.

What official lotteries do not cover

Just as useful as knowing what official lotteries do is knowing what they never do. If you see any of the following, you are not looking at an official product:

  • Online sales where the country forbids them. China's official platforms sell nothing online32. Thailand's Government Lottery Office has no contract with online sellers or vending machines38. Japan's sports lottery cannot be bought from overseas29.
  • Games outside the licensed list. The Hong Kong Jockey Club's betting services are limited to horse racing, Mark Six and football1. Hong Kong policy confines gambling to those regulated channels plus a few licensed activities like mahjong parlors17. Anything else offered to Hong Kong players is outside the system.
  • Principal or interest on tickets. Chinese lottery tickets do not return principal and do not pay interest35. No official lottery is an investment, and any site describing one that way is misrepresenting the product.
  • Tickets that bypass the operator's verification. Official entries can always be traced: Hong Kong internet entries exist only through the Club's approved websites16, and Japanese tickets bought online can be checked on your member page11. A ticket that cannot be checked with the operator is a ticket the operator never sold.

The practical habit is simple. Before you buy, name the operator. If you cannot say who runs the lottery and confirm the seller belongs to them, do not buy. If you have already played on a site that turns out to be unofficial, our page on the risks of playing on unlicensed sites explains what that means for your money, and how to complain to a gambling regulator covers where to report it.

Common Questions

Who operates the Mark Six lottery?

The Hong Kong Jockey Club administers Mark Six on behalf of the Hong Kong Government. It is the only body authorized to run horse racing and football betting there too, so any other site offering Mark Six tickets is not official.

Where can I buy Sports Toto tickets in South Korea?

At Sports Toto retail outlets across the country, and online through the Betman site. Offline sales run during outlet opening hours, and there is a purchase limit of KRW 100,000 per person per round, online and offline.

How much does a Macau instant lottery ticket cost?

Macau instant lottery tickets are sold at Macau Lottery Company cash betting centers. The company runs 14 betting centers in Macau, where you can also place sports bets at the counter, by telephone or over the internet.

What are the Mark Six draw days?

Mark Six normally draws on Tuesdays and Thursdays, with extra draws on Saturdays or Sundays when there is no horse racing scheduled, averaging three draws a week. Some special snowball draws have been held on Fridays.

Can Muslims buy Sports Toto tickets in Malaysia?

Sports Toto in Malaysia is a separate company from South Korea's Sports Toto. The rules described on this page for purchase limits and minimum age apply to the Korean games, not to the Malaysian operator.

What is the minimum age for Sports Toto?

In South Korea you must be at least 19 years old to buy Sports Toto tickets or claim prizes. The same 19-year minimum applies to Japan's sports promotion lottery, including toto, BIG, WINNER and DUNK.

How do I check if a lottery website is authorized?

Check who the official operator is in that country and whether the site belongs to it. In China, for example, official online platforms do not sell tickets at all, so any Chinese site offering online lottery purchase is not official.
