What the LOK is and when it entered into force
Before the LOK, Curacao worked on a two-tier system. A handful of master license holders sat at the top, and hundreds of gambling sites operated underneath them on sub-licenses. The LOK ended that. It abolished the master and sub-license structure and moved to direct licensing, with the CGA issuing licenses straight to operators2.
The reform also raised the compliance bar. The new framework introduced direct B2C and B2B licensing with higher requirements than the old sub-license arrangement3.
For a player, the practical effect is simple. A Curacao license is no longer something a site holds indirectly through someone else. It is issued to a named company, with a license number you can look up.
What changes for operators under the new law
The biggest change is who holds the license. Under the old system, an operator could point to a master license holder and say it was covered. Under the LOK, the license is issued directly to the operating company, and that company's name appears alongside the license number.

You can see this in how operators now describe themselves.
- Pinnacle states it operates under the license of Ragnarok Corporation N.V., issued by the Gaming Control Board of Curacao, with a company address in Willemstad6.
- Roobet says it is licensed to conduct online gaming operations by the Government of Curacao under license OGL/2024/687/04273.
- Stake is licensed by the Curacao Gaming Authority under license number OGL/2024/1451/09184.
The format is consistent: OGL, then the year, then two number blocks. Casino Days describes itself as operating under Curacao e-gaming license No. OGL/2023/159/00767. When you see a number in that shape, you are looking at a direct license rather than an old sub-license reference.
Licenses revoked and enforcement under the new regime
If a license is suspended or revoked, the site may keep trading while it sorts out its paperwork, or it may not. The register is the place to look. For more on what a revocation means in practice, see what happens when a gambling license is suspended or revoked.
Online gambling in Curacao: legal status
Online gambling is legal in Curacao itself. All forms of online gambling are legal there, and the government offers packages for operators, network providers and others in the sector8.
That is the licensing side. What matters more for most readers is where you are sitting when you play. A Curacao license is issued by Curacao, under Curacao law, and it does not override the gambling rules of the country you are in. Operators say this themselves in their terms. Dafabet describes itself as licensed and regulated in compliance with the laws and regulations of Curacao to conduct remote betting and gaming business9, and its Japanese-language terms say the same thing about operating under Curacao law and regulation10.
So the honest answer is: Curacao licensing is real and regulated, but it is not a permission slip for you to gamble anywhere. Whether you can legally play at a Curacao site depends on your own country's rules, not on the license.
A few examples from around the region show how much this varies. In Hong Kong, all gambling activities are illegal except those expressly authorized under the Betting Duty Ordinance, those licensed by appointed public officers, and those exempted under Section 3 of the Gambling Ordinance11. Online gambling there is illegal except for online betting offered by the Hong Kong Jockey Club12. In Macau, online gambling regulations exist but are limited to horse racing and sports lottery products13.
If you want the country-by-country picture, the Hong Kong guide and the Macau guide cover those two in detail, and the regulators and licenses overview explains how licensing jurisdictions differ.
How to check a Curacao license now
The old way of checking was to look for a Curacao eGaming seal and click through to a validation page. Some sites still carry that. IgnitionCasino.eu, for instance, points to a Curacao eGaming verification seal14. Older operators still describe themselves in older language: Glory Casino says it holds a Curacao Master Gaming License15, and LuckyTaj says it is licensed and regulated by the Curacao government, operating under the master license of Gaming Services Provider N.V.16. Black Chip Poker's terms say the license to play is governed under the laws of Curacao and the sublicense granted to International Processing Services S.A.17, and ACR Poker uses the same wording18.
Those references describe the pre-LOK world. They are not necessarily dishonest, but they are not the current framework either. Under the LOK, the reference point is the CGA.
Here is a practical way to check:
- Find the license number on the site, usually in the footer or the terms and conditions. Look for the OGL format.
- Note the company name attached to it. It should be a named B.V. or similar, not a brand name.
- Check the number against the CGA's own records and its enforcement register, not against a seal image on the site5.
- If the site only shows a master license or sublicense reference with no OGL number, treat it as an older arrangement and check whether it has been migrated.
Operators that describe themselves under the current framework use the CGA name directly. TrustDice.win says it is licensed and regulated by the Curaçao Gaming Authority19. Jack says Data Link Digital B.V. is licensed and regulated by the Curacao Gaming Authority20. me88 says it is licensed by the Curacao Gaming Authority21. Casino Khajana's terms say it is regulated and authorized by the Curacao Gaming Control Board22, while its operator page refers to a Curacao Gaming Commission license. The naming has shifted over time, and older pages often use older names for the same regulator.
For a step-by-step walkthrough, see how to verify a Curacao gambling license. If you want to understand what the master license system was and why it ended, what replaced the Curacao master license system covers that. And if you are comparing jurisdictions, Curacao vs Malta sets out the differences.
One more thing worth knowing: a Curacao license covers the operator, not the game supplier. 7BitCasino states that all games are regulated under the license of Curacao, but the underlying game studios are separate businesses. If you want to know whether the games themselves are fair, that is a different check, covered in how to check RNG fairness audits.
What this means if you play at a Curacao site
If you already play at a Curacao-licensed casino, the LOK changes little about your day-to-day experience. You still sign up, deposit, play and withdraw the same way. What changed is behind the scenes: the company running the site now holds its own license rather than renting coverage from a master license holder, and it has to meet the CGA's standards on responsible gaming and dispute resolution2.
The practical things to check before you deposit:
- The license number is in OGL format and matches a named company3
- The company name on the license matches the operator named in the terms6
- The license is not on the CGA enforcement register5
- There is a route to an independent dispute resolution body if something goes wrong2
If a site cannot show you a current license number, or shows only a master license or sublicense reference with no OGL number, that is worth weighing before you deposit. It does not automatically mean the site is a scam, but it does mean you cannot easily check who is responsible for it.

Common Questions
When did the LOK take effect?
The National Ordinance on Games of Chance, known as the LOK, entered into force in December 2024. From that point the Curacao Gaming Authority took over licensing and regulation under the new framework, replacing the old master license structure that had been in place for years.
What happened to the old sub-licenses?
They expired in early 2025. The LOK abolished the master and sub-license structure, so operators that previously held a sub-license under a master license holder had to apply directly to the Curacao Gaming Authority for their own license.
Do B2C operators need ADR contracts?
Yes. Under the new regime introduced in 2025, all B2C operators must contract with an independent dispute resolution body certified by the Curacao Gaming Authority. The CGA published its ADR Role and Certification guideline on September 8, 2025.
Which licenses have been revoked under the LOK?
The CGA revoked two licenses effective January 20, 2026: OGL/2024/775/0363 held by Sapphire Curacao, and OGL/2024/499/0222 held by Nexo Global N.V. Revocations are listed in the CGA enforcement register.
What is the CGA's Responsible Gaming Policy?
It is a policy document the Curacao Gaming Authority published on April 17, 2025, version 1.0, setting out what licensed operators must do to protect players. It covers the standards operators are expected to meet under the LOK.
How do I check a Curacao casino license?
Look for a license number in the format OGL/year/number/number, then verify it against the Curacao Gaming Authority's own records rather than trusting a seal on the site. License numbers and the operator's registered company name should match what the CGA shows.
