What a Curacao Master Gaming License is
Curacao has licensed online gambling operators for decades, and the paperwork you see on casino sites reflects two different eras of that system.
The older model is the Master Gaming License. Under it, a company held a master license and could issue sublicenses to individual operators. That is why some sites describe themselves in roundabout ways. Glory Casino's own page simply lists "Curacao Master Gaming License" as its license4. Pinnacle operates under the license of Ragnarok Corporation N.V., issued by the Gaming Control Board of Curacao, with a company number and a Willemstad address3. ACR Poker's terms say the license to play its games is governed under the laws of Curacao and a sublicense granted to International Processing Services S.A.6. If you see a sublicense arrangement like this, it is not automatically a problem, but it does mean the name on the license will not be the name of the casino brand.
The newer model is direct licensing by the Curacao Gaming Authority, usually shortened to CGA. These licenses carry numbers in the OGL format. Stake states it is licensed by the Curacao Gaming Authority under license number OGL/2024/1451/09182. Roobet says it is licensed by the Government of Curacao under license OGL/2024/687/04277. Casino Days describes itself as operating under Curacao's e-gaming license No. OGL/2023/159/00768.
You will also see the older regulator names still in use. Bitcasino says it is licensed and regulated by the GCB, the Curacao Gaming Control Board9. Casino Khajana's terms say it is regulated and authorized by the Curacao Gaming Control Board, license No. OGL/2023/159/007610. TrustDice says it is licensed and regulated by the Curacao Gaming Authority11. GCWIN99 says it is licensed and regulated by the Government of Curacao and operates under the master license of Gaming Services12. These are not all the same thing, and the differences matter when you go to check.
For a plain explanation of how master licenses and sublicenses work, see Master Licenses and Sublicenses in Online Gambling. Where to check a license: the regulator's register
The Curacao Gaming Authority publishes a license register, and it is the only place that counts. A seal image, a badge in a footer or a link to a validation page on the operator's own domain is a claim by the operator, not a record kept by the regulator.

The practical steps are the same every time:
- Find the license number on the casino site. It is usually in the footer, on the terms and conditions page, or on an "about" or "licensing" page.
- Note the company name as well as the brand name. These are often different. The brand is what you see; the company is what holds the license.
- Note the domain you are actually on, exactly as it appears in your browser.
- Open the Curacao Gaming Authority register and search for the license number, the company name, or the domain.
- Compare what you find against what the site told you. All three should line up.
Some operators link to a validation page that shows a seal. IgnitionCasino.eu, for example, links to a Curacao eGaming verification page for its domain13. That kind of link is useful, but check where it points. If the validation page sits on the casino's own domain rather than the regulator's, it proves nothing. The same principle applies to any regulator: the record has to live with the regulator. Our guide to Public Gambling License Registers: Where Each Regulator Lists Its Licensees covers how registers differ across jurisdictions, and How to Check if a Casino, Betting Site or Lottery Is Licensed walks through the general method.
One more thing worth knowing: Curacao licenses are not the only ones you will meet, and they are not the strongest. A comparison of regulator oversight ranks the UK Gambling Commission, the Malta Gaming Authority, Curacao eGaming and PAGCOR on segregated accounts, RNG audit frequency and dispute resolution, and Curacao sits below the European regulators on most of those measures. That does not make a Curacao license worthless, but it tells you what to expect if something goes wrong. Curacao vs Malta Gambling Licence sets out the differences.
Details to match: company name, license number and domains
This is where most checks succeed or fail. A license number on its own is close to meaningless. What you are looking for is a match across three things: the company, the number, and the domain.
Take a real example. Casino Khajana's terms page gives license No. OGL/2023/159/0076, held by a company regulated by the Curacao Gaming Control Board, for the purpose of providing interactive games of chance via its website10. Casino Days gives the same number, OGL/2023/159/0076, describing it as Curacao's e-gaming license8. Two different brands showing the same license number is not automatically fraud, because one license can cover several brands under the same group. But it does mean you need to check the register entry carefully to see which domains that license actually covers. If the domain you are playing on is not listed, the license does not cover it.
The same care applies to company names. Pinnacle's terms name Ragnarok Corporation N.V. at a specific address in Willemstad with a company number3. That is the kind of detail you can match against a register entry. A site that says only "licensed in Curacao" without a company name, a number or a domain is giving you nothing to check.
A worked example of how this goes wrong: a site displays "8048/JAZ" in its footer. That number format appears on a very large number of sites, often with no company name attached and no matching register entry. Guidance on verifying casino licenses is blunt about it: ignore generic "8048/JAZ" claims unless you can match company, domain and activity in the public register5. If you cannot match all three, treat the claim as unverified.

Licenses that have been revoked or surrendered
A license that existed last year may not exist now, and the register is where you find out. Curacao publishes an enforcement register alongside the license register, and it records revocations with dates.

Revocation is not unique to Curacao. The Kahnawake Gaming Commission suspended a client provider authorization in March 2026, requiring the affected sites to stop offering interactive gaming. The UK Gambling Commission's public register shows a non-remote license surrendered with an end date of November 19, 2025. The pattern is the same everywhere: the register is updated, and the operator's own website often is not.
What this means for you in practice is simple. Check the register before you deposit, not after. If a license has been revoked, the operator has no regulator standing behind it, and if you have a balance on the site, getting it out becomes a matter of the operator's goodwill rather than any process. Our page on What Happens When a Gambling License Is Suspended or Revoked goes through what players can realistically do, and Regulator Warning Lists and Blacklists of Unlicensed Gambling Sites explains how warning lists work.
Red flags when a check does not add up
Most bad checks fail in recognizable ways. Here is what to look for.
The number leads nowhere. You search the register and get no result, or a result for a completely different company. This is the clearest signal there is.
The regulator name is misspelled or invented. Names like "Maltaa" or "UK Gamblin Comission", and jumbled numbers that lead nowhere, are major red flags on rogue casino sites5. A regulator that cannot be spelled correctly on its own licensee's website is not a regulator that is checking anything.
The seal links back to the casino. A verification badge that resolves to the operator's own domain, rather than the regulator's, is decoration.
The company name is missing. If the site will not tell you which legal entity holds the license, you cannot check it, and that is the point.
Reviews do not exist or look staged. No verifiable customer reviews, or only staged testimonials, is a standard warning sign on betting scams14.
Verification requests go somewhere odd. A legitimate operator asks for documents through its own secure account area, with a ticket trail. Requests for your password, a one-time code, a UPI PIN or remote access to your phone are not verification, they are theft. So are document uploads requested by unofficial email with no ticket trail, or via suspicious domains and shortened links. A real operator can also explain why it needs a specific document15.
The site never asks who you are. Licensed operators require proof of identity and other documents before releasing a payout, including government-issued ID, proof of residence and proof of ownership of the deposit method16. Thresholds vary: Ruby Fortune verifies identity at EUR 2,000 or more in single or cumulative transactions17, and Duel Casino typically verifies at EUR 1,000 to 2,000 cumulative transaction volume18. FortuneJack may request verification regardless of deposit amount if it detects suspicious activity19. A site that lets you deposit and play freely but has no verification process at all is not behaving like a licensed operator, and a payout is where that catches up with you.

Common Questions
Is online gambling legal in Curacao?
Yes. Curacao allows all forms of online gambling and licenses operators to run from the island. That is separate from whether a Curacao-licensed site may legally accept your bets where you live, which depends on your own country's rules.
Is Glory Casino licensed in Curacao?
Glory Casino's own page states it holds a Curacao Master Gaming License. Treat that as a claim to check, not proof. Look up the company name, license number and domain in the Curacao Gaming Authority register and confirm all three match.
What is a Curacao Master Gaming License?
It is the older Curacao licensing model, where a master license holder could issue sublicenses to individual operators. Newer licenses are issued directly by the Curacao Gaming Authority under the LOK framework, and carry numbers in the OGL format.
How do I find a license number for a Curacao casino?
Check the footer or terms page of the casino site, where the license number is usually printed. Then look that number up in the Curacao Gaming Authority register and confirm the company name and domain listed there match the site you are on.
What happens if a Curacao license is revoked?
The operator loses its authorization to offer games, and the revocation is recorded in the regulator's enforcement register. If you have a balance with a site whose license was revoked, expect withdrawals to become difficult and complaints to have no regulator to go to.
Can a Curacao license be checked for free?
Yes. The Curacao Gaming Authority publishes its license register and enforcement register publicly, and checking a license costs nothing. You only need the operator's company name, license number or domain to search.
Who issues Curacao gambling licenses?
The Curacao Gaming Authority issues licenses today. Older licenses were issued under the Curacao Gaming Control Board and the master license system, and some sites still display those older names and numbers.
