What Takarakuji Online is and who can use it
Takarakuji is Japan's public lottery, and the official site lets you buy it online rather than queueing at a booth. The range is wider than the big jackpot draws people picture. You can buy ordinary lotteries such as Jumbo Takarakuji, plus Loto, Bingo 5, Numbers and Quick One6.
The site is more than a checkout. It carries the features of each lottery, how to buy online, lottery booth information and the sales schedule, so you can check what is on sale before you commit7. You can also put several different lotteries in one cart at the same time, even when the types and purchase methods differ1.
Two conditions decide whether you can use it at all.
The first is age. Buying Takarakuji on the official site is open to people aged 20 or over who have registered as members2. The second is residence. Online purchase is limited to individual residents of Japan aged 20 or over4.
That residence rule is stricter than it sounds. Even if you meet the criteria, you cannot buy Takarakuji online from overseas, and that includes a temporary trip out of the country4. The site is for Japan only, and online purchase from outside Japan is not possible2.
So a visitor to Japan who wants lottery tickets should buy them at a booth, not online. A foreign resident with a Japanese address and a registered account can use the site the same way a citizen can.
Payment methods on the official site: credit card or carrier payment
The official site takes credit card payment or carrier payment1. Carrier payment means the settlement service run by your mobile phone company, such as charging the purchase to your monthly phone bill8.

PayPay is also on the list. The site's terms name affiliated credit cards, carrier payment services provided by telecom operators, PayPay, Takarakuji points, deposited winnings, or a combination of these8. The membership service page puts it plainly: credit card payment, carrier payment and PayPay are available9.
Before any of that, you need to register. To buy on the official site you register:
- your member information
- your payment method
- a bank account to receive prizes10
Both the payment method and the bank account must be in your own name2.
Here is how the pieces fit together:
| What you can use | Where it comes from | When it is charged |
|---|---|---|
| Credit card | Affiliated cards | On the withdrawal date8 |
| Carrier payment | Your phone company, e.g. phone bill | On the withdrawal date8 |
| PayPay | Your registered PayPay account | According to the payment method set in that account8 |
| Takarakuji points | Earned from purchases and campaigns | At the time of product delivery8 |
| Deposited winnings | Prizes held in your account | At the time of product delivery8 |
You can check or change your registered payment method in My Page under Settings, then Payment Method11.
A few practical notes. Some debit cards and prepaid cards that cannot be activated with 3D Secure may not be usable, so if a card is refused that is often why12. And points and deposited winnings are not a universal wallet: they cannot be used to pay for issued-reservation, reserved, or continuous purchases13.
Winnings do not sit around waiting for you to claim them at a counter. Prize money is transferred automatically to the registered receiving account6. For number-selection lotteries, prizes under JPY 10,000 are in principle reflected in My Page as held winnings the next business day after the draw14. Quick One works the same way, with prizes under JPY 10,000 reflected as held winnings on the next business day after you play15.

Where PayPay fits, and where it does not
PayPay is a payment method on the Takarakuji official site. It is not a way to buy lottery tickets anywhere else online. Points earned on the official site are excluded from ATMs, from the internet other than the Takarakuji official site, and from some convenience stores16.
That distinction matters because people often assume a QR code wallet works wherever lottery tickets are sold. It does not. The official site is the online channel, and PayPay is one of the ways to settle there.
There is a separate loyalty layer worth knowing about. You earn 1 Takarakuji point per JPY 100 spent on lottery purchases6. Points are earned by buying on the official site, entering member-only campaigns, or buying at a Takarakuji booth6. Once earned, they can be used both on the official site and at Takarakuji booths6.
If you want a physical card for booth purchases, the Takarakuji point card and mobile point card require membership registration on the official site17. After the procedure is complete, the point card is mailed to the address registered on the site17. Some lottery sales offices do not accept points, including some convenience stores18.
For the sports lottery side, payment works differently. WINNER, the competition prediction lottery, takes net payment and convenience store payment19. If you are paying at a physical outlet rather than online, the mechanics are closer to cash and QR codes at a counter, which is covered in paying at lottery and betting outlets.
Age limits: 19 for the sports lottery, 20 for Takarakuji online
The two systems have different age floors, and mixing them up is the most common mistake.

Takarakuji online is 20 and over, with member registration2. The sports lottery is 19 and over. For sports lottery games, purchase or receipt by persons under 19 is prohibited by law, and prizes cannot be paid to them3. The operator states it as a flat rule: no purchase under 1920. Club toto membership also requires you to be 19 or older3.
So if you are 19, you can buy toto but not Takarakuji online. If you are 20, both are open to you, provided you are a Japan resident with a registered account.
Prize collection has its own thresholds on the sports lottery side. Prizes of JPY 100,000 or less per ticket can be collected at booths or credit unions. Over JPY 100,000 goes through credit unions. Over JPY 500,000 requires a credit union procedure, with cash after 12 business days or a bank transfer. Seven-Eleven has a payout limit of JPY 15,000, and some booths cap at JPY 10,000 or JPY 50,000 per ticket3.
On the Takarakuji side, the online route avoids counters entirely: winnings go automatically to your registered account6.
Playing from Japan: what stays illegal
Playing on offshore casino websites is illegal in Japan, and players have been prosecuted. Gambling on an online casino by connecting from inside Japan is a crime even when the operator is legally run overseas5. That covers free versions and free bonuses, not just paid play21. People who used online casinos as customers have been arrested for the crime of gambling22.
The same logic applies to illegal internet betting operators. Applying to buy tickets or receiving payouts from within Japan is an illegal act under domestic law, and users may be investigated by police and severely punished23. Online pachinko is illegal as well24.
Online casinos are illegal gambling in Japan, and crackdowns are being strengthened25. No casino resort is open in Japan yet.
What is legal is the official channel. Takarakuji, the sports lottery, and the public racing and keirin voting services are the routes that exist. Boat racing has seven special venues that host night races26. Keirin runs night races and midnight keirin, and those can be bought through the official service27. Nagoya racecourse takes internet voting through services including Rakuten Keiba, Odds Park, SPAT4 and JRA Net Voting28.
