The off-track betting facility off Niigata ended sales of horse racing betting tickets on 31 December 2025 and completed its payout operations on 2 March 2026, according to a listing of off-track betting sites in Japan1. The closure was recorded in the same entry that tracks the opening and closing dates of betting outlets across the country1.

Off-track betting sites, known in Japan as 場外勝馬投票券発売所, sell betting tickets away from the racecourses where racing is held1. The Japan Racing Association (JRA) uses the WINS name for its directly operated outlets, a label derived from "Winning Spot" and "Week-end IN Spot," while smaller sites are called Light WINS and racecourses that sell on non-race days use the Park WINS name1.

The closure sits within a broader pattern of changes to the JRA's off-track network. Friday sales ended at all outlets in 2022, leaving telephone and internet betting as the only Friday channels1. J-PLACE Kushiro is scheduled to end operations on 28 September 2026, and WINS Shibuya is set to close temporarily at the end of 2026 for renovation work1.

Tickets issued through the JRA system and those sold at J-PLACE are not interchangeable, and a ticket bought through the JRA system cannot be paid out or returned at a J-PLACE location, with limited exceptions1. Sales at all outlets close two minutes before the scheduled start time of a race1.

What it means for players

For anyone who bet at off Niigata, the site no longer accepts wagers and no longer processes payouts. Tickets bought there before 31 December 2025 that were not settled before 2 March 2026 have no outlet at that location to be cashed. The JRA's remaining network of WINS, Excel, Light WINS and Park WINS sites, plus J-PLACE locations, continues to operate, but the split between the two systems means a ticket bought through one cannot be settled through the other1. Players who used off Niigata as their local outlet face longer travel to the nearest remaining site, and Friday betting is available only by telephone or internet1. No replacement facility for off Niigata has been reported.

What happens next

J-PLACE Kushiro is scheduled to end operations on 28 September 20261.

WINS Shibuya is due to close temporarily at the end of 2026 for renovation1.
