Poker in Japan

Poker in Japan

Poker in Japan centers on the Japan Open Poker Tour (JOPT), which runs multi-day festivals in Tokyo, Osaka and Sapporo with prize pools advertised in the millions of dollars. Winners receive player contracts, entry tickets and sponsor benefits rather than cash. Here is how the scene works.

Japan's gambling landscape is unusual. Gambling is basically illegal, but a set of exceptions exists under separate laws, covering public racing bets, pachinko-style games and, more recently, a small number of licensed resort casinos6. Poker sits in a strange corner of this picture.

Live poker tournaments are not among the authorized gambling forms, so they are run as "amusement" events rather than gambling events. That is why a tour like JOPT can operate openly, advertise large prize pools, and still pay no cash: the entry fee is treated as a deposit covering tournament expenses such as venue fees and staffing, and the prizes are structured as something other than money2. For a deeper look at the wider scene, see our page on poker tournaments in Japan.

For the practical risk in one sentence: playing in an organized tournament at a JOPT venue is a normal, public activity, but private cash games for money fall under the general gambling prohibition, and online play from Japan is treated as a crime4.

Why tournaments offer no cash prizes

The reason is structural, not stinginess. Operators state plainly that it is not legally possible to offer cash prizes for the winner of a poker tournament in Japan, because activities related to gambling are restricted by law2. So the industry built a workaround.

Why tournaments offer no cash prizes

Instead of cash, top finishers are offered an optional player contract, a commission agreement with Poker Guild Co., Ltd. Under the contract, the company covers domestic travel costs, overseas tournament entry fees and airfare as a commission fee3. The contract cannot be used for cash games, is non-transferable and non-shareable, and must be signed in person at the venue on the same day you win, with photo ID3. Some stops also describe the prize as USDT (Tether) or a player contract2.

This has a family resemblance to how pachinko has worked for decades: balls are exchanged for prizes at the parlor, and prizes for cash at a separate kiosk outside, a system that developed to work around the gambling rules7. Poker's player contracts are the modern, more formal version of the same idea.

Japan Open Poker Tour (JOPT)

The Japan Open Poker Tour is the centerpiece of Japanese poker. It runs multi-day festival-style stops with a Main Event plus a full schedule of side events, staffed by professional dealers1. Recent and upcoming stops give a sense of scale:

StopVenueAdvertised total prize pool
JOPT 2025 Tokyo #02Tokyo$3.3M8
JOPT 2026 Tokyo #01Bellesalle Takadanobaba, Tokyo$3.0M1
JOPT 2026 Osaka #01Dojima River Forum, Osakanot stated9
JOPT 2026 Sapporo #01Sapporonot stated10

In Tokyo, the Main Event and all side events take place at Bellesalle Takadanobaba; in Osaka, at the Dojima River Forum1. Satellite tournaments let players win entry tickets to the main events at a lower cost, and invitation tickets won in satellites are valid only at the named JOPT stop, with an expiry date2.

Prizes across JOPT events include trophies, medals, entry tickets for future JOPT events, and benefits from sponsoring companies2. For everything on the tour itself, see our dedicated page on the Japan Open Poker Tour (JOPT).

Other live tournaments and poker rooms

JOPT dominates, but it is not the whole scene. The tour's own structure points to a wider network: Main Event entry entitlements can be won through partner-venue satellites, which means other poker venues and clubs run qualifying games feeding into JOPT12. Side events at each stop also run the full range of formats, from NLH to PLO double-board bomb pots, each following the JOPT Official Rules3.

Compared with cash games in other countries, live poker in Japan is a one-table-at-a-time, higher-rake environment in the few places it exists at all, since cash play is the legally sensitive part13. Most live "poker rooms" in Japan are therefore tournament-focused amusement venues, poker bars, or clubs tied into the JOPT ecosystem rather than card rooms spreading cash games.

How to enter a JOPT event: the GameID requirement

Every JOPT participant, Japanese or foreign, needs the GameID app. It is free, and you must install it and complete registration by the day before the event, then show it at the counter2. Two practical details:

How to enter a JOPT event: the GameID requirement
  • Set your country to Japan in the app2
  • If you do not have a Japanese phone number, enter all zeros, for example 00000000002

For international visitors, JOPT runs a special sponsorship program for the Main Event, available only to eligible international players visiting Japan for a short stay12. The process is:

  1. Complete the special sponsorship procedure at the venue, using one of the payment methods provided there12
  2. Receive an invitation to the Main Event and be granted an entry entitlement12
  3. Present your passport at the venue; JOPT staff confirm eligibility based on your landing permission information12

Note that even non-Japanese nationals may not be eligible depending on residency or stay status in Japan and other circumstances, so a long-term foreign resident is not automatically in the same position as a short-stay visitor12. For the Main Event generally, players must hold an entry entitlement obtained through a partner-venue satellite or meet the participation requirements established for that event12.

A few entry rules worth knowing before you go:

  • You may enter each tournament or flight up to four times in total, under a 3 re-entry cap system, except in satellite events14
  • You must be seated before the registration deadline or your entry is canceled, and entries cannot be canceled once play has started14
  • If a minor wins a prize, a parental consent form and ID verification documents are required2
  • If a tournament is canceled, JOPT will try to reschedule and is not liable for compensation beyond the entry fee already paid14

Rules, languages and house rules

JOPT tournaments follow international poker rules and adopt the rules of the Tournament Directors Association (TDA)2. The hierarchy is clear: JOPT's own official rules take priority, other matters are supplemented by the Poker TDA Rules, and in a conflict between TDA Rules and house rules, the house rules prevail14.

The official languages at JOPT tournaments are Japanese and English, and player guides are published in Japanese, English, Chinese and Korean, which tells you a lot about who attends14. Tournament staff may ask to see your membership app or ID for identity verification, and you must comply; if the entrant and the player turn out to be different people, disqualification, loss of eligibility or cancellation of the player contract can follow14.

One rule that catches people out: you must be present when your chips run out to place. If you are absent, the ranking is treated as "absent" and no prize is awarded, unless you declared the absence in advance or your GameID is verifiable, in which case your ranking at the time your chips ran out stands11. Also, players diagnosed by a doctor with an infectious disease such as influenza may not participate, and JOPT can order play stopped and removal if you are deemed a risk to other players11.

Online poker in Japan

Online poker from inside Japan is a different matter from the live scene. Japanese guidance is blunt: connecting from Japan to gamble at online casinos, including overseas-licensed sites, is a crime, and even free versions must not be used4. A government plan likewise names online casinos as illegal gambling subject to strengthened crackdowns5, and a Diet answer confirmed that the Penal Code's gambling provisions apply to acts on the internet even though the law predates it5. There are no licensed and regulated online casinos operating inside Japan15.

The practical takeaway for anyone in Japan, resident or visitor: the live tournament scene is the open, public way to play poker in the country, and the online route carries real legal risk. Our page on online poker in Japan covers this side in detail.

Offshore casinos and the gray area

Despite the official position, offshore sites actively court Japanese players: many offshore casinos welcome players from Japan, list Japanese among their supported languages and Japanese Yen among supported currencies, and well over 99% of online operations are licensed somewhere16. Some operators frame the situation as a gray zone, arguing that Japanese law prohibits opening or providing gambling venues inside Japan, not accessing overseas-licensed casinos from Japan15.

Offshore casinos and the gray area

Japanese authorities do not read it that way, as the guidance above shows4. So the "gray area" is really a gap between what offshore operators say and what Japanese officialdom says, and anyone relying on the operators' reading is taking that risk on themselves. Offshore sites serving Japan also offer live dealer games like blackjack, baccarat, roulette, Dragon Tiger and Sic Bo, plus game shows16, but the same legal question hangs over all of it. See our page on online gambling in Japan for the full picture.

What Japanese law does not cover

Japanese gambling law is a general prohibition with specific exceptions, and it was not written with poker in mind. Gambling is prohibited as a general rule, with statutory exceptions such as government-authorized horse racing and certain land-based casino operations17. Notably, poker is on the list of permitted casino games for the licensed resort casinos: the enforcement rules name Caribbean stud poker, three card poker, Texas hold'em bonus, Mississippi stud poker, let it ride, Omaha poker, Texas hold'em poker and poker tournaments7. So cash-prize poker does have a legal home in Japan, just only inside the licensed casino resorts, such as MGM Osaka, and not at amusement tournaments or online.

That is the shape of poker in Japan: a lively, professional, tournament-first live scene that pays in contracts and tickets; a licensed casino route where real-money poker tables are permitted; and an online world that the government calls illegal and offshore operators call gray.
