Lump sum or annuity: which payout choice do you actually have
For most players in Asia, this question has a short answer: you do not have a choice, because the lottery pays the whole prize at once.
China is the clearest example. Prize money must be paid in one lump sum, in RMB cash or by cash check1. There is no installment option written into the rules, so a winner collects the full amount at the claim counter and the tax question is settled on that single day. The same one-off structure applies to instant lottery tickets, where the prize printed on a single ticket counts as one winning7.
Where an annuity does exist, it is usually a feature of a specific game rather than a general option. South Korea's combined lottery is the regional example: annuity-style prizes are verified at Donghaeng Lottery Co. and paid from the 20th of the following month6. That is a payment schedule set by the operator, not a menu you pick from at the counter.
So before you plan around a lump sum versus annuity decision, check whether the game you are playing offers both. In China, Japan, Singapore, Hong Kong, Thailand and Vietnam, the standard lottery products pay in one go. If you are holding a ticket from a game that does offer installments, the choice is normally made when you claim, and it is fixed from that point.
How a lump sum is taxed at payout
A lump sum is taxed once, on the full prize, at the moment it is paid. The lottery usually deducts the tax before the money reaches you, so the figure you are handed is already net.

China runs this system in detail. Lottery winnings are treated as incidental income, taxed on the amount of each income, at a proportional rate of 20 percent2. The lottery institution is responsible for withholding the tax and for filing on your behalf8. For a computer lottery win over CNY 3,000 up to CNY 10,000, the institution files a tax-exempt declaration for you; for computer and instant lottery wins over CNY 10,000, it files the tax declaration8.
The definition of "one win" matters here. For computer lottery games, all prizes won by the same person in the same draw of the same game count as one single win8. For instant lottery tickets, the prize on one ticket is one win7. That definition decides whether you cross the CNY 10,000 line, so it is worth knowing before you claim.
Elsewhere in the region, withholding on a lump sum is common even where the structure differs. In the Philippines, a 20 percent withholding tax is deducted from individual jackpot payouts exceeding P10,0009. In Thailand, prize claimants pay income tax withheld at source on the charity lottery, plus stamp duty on government lottery prizes at THB 1 for every THB 200 of prize money or fraction of THB 20010.
| Country | Payout structure | Tax at payout |
|---|---|---|
| China | One lump sum, cash or cash check1 | 20% on winnings above CNY 10,000, withheld2 |
| Japan | One lump sum | No income tax on public lottery prizes3 |
| Singapore | One lump sum | Not taxable4 |
| South Korea | Annuity prizes paid from the 20th of the following month6 | Withheld at claim, rates by band6 |
| Thailand | Cash up to THB 20,000, check above11 | Withholding on charity lottery, stamp duty on government lottery10 |
| Vietnam | One lump sum | 10% on the part above VND 20,000,0005 |
Countries where lottery winnings are not taxed at all
Three jurisdictions in the region take nothing from the winner.
Japan does not impose income tax on public lottery prizes3. The same rule covers refunds on sports promotion voting, which are also free of income tax12. If you win a Japanese lottery, the amount on the ticket is the amount you collect.
Singapore treats gambling winnings as windfalls rather than income, so they are not taxable4. That covers betting and lottery winnings received in Singapore.
Hong Kong does not tax the winner either. Duty is charged to the approved operator instead, at rates that vary by game, which is why the published odds already reflect the operator's costs rather than a deduction from your prize.
For visitors and foreign residents, the practical point is the same in all three: there is no withholding to reclaim and no line to declare on a local return for the prize itself. If you are tax resident somewhere else, your home country's rules are a separate question, and that is where the payout structure can start to matter.
India: flat tax on winnings and the 40% GST on tickets
India taxes winnings as a separate category at a flat rate, deducted before payment. The rate does not depend on your income band or on how long the money takes to arrive.
The bigger recent change is on the ticket side. The GST on lottery ticket sales in Maharashtra rose from 28 percent to 40 percent, effective September 22, 202513. That is a tax on the sale of the ticket, not on your prize, but it feeds directly into the ticket price and into the prize structures the state lottery publishes.
Maharashtra revised its draw structures after the change. The Ganesh Laxmi monthly lottery was given a new prize structure and draw procedure, with draws from July 202614. The Tejaswini monthly draw was revised on the same basis13. Wholesale terms were adjusted too: sellers buying 500 to 10,000 tickets get a 16 percent discount including GST on face value, 10,001 to 25,000 tickets get 20 percent, and 25,001 to 100,000 tickets get 23 percent14. A later order set 16 percent for 500 to 1,000 tickets and 20 percent for 1,001 to 2,500 tickets15.
For a player, the takeaway is simple. The prize you are quoted is the prize before the flat tax on winnings, and the ticket you buy already carries the higher GST. Neither of those is affected by whether you would prefer a lump sum or installments, because Indian state lotteries pay prizes outright.
Vietnam: the VND 20 million tax threshold on lottery prizes
Vietnam taxes prize income, but only above a threshold, and the threshold changed recently.
From July 1, 2026, the taxable amount is the part of a prize above VND 20,000,000 per win5. The rate on prize income is 10 percent under the full schedule16. The same calculation applies to resident individuals and non-resident individuals, so a visitor claiming a Vietnamese lottery prize is taxed on the same basis as a local16.
Before the change, the threshold was VND 10,000,000 per winning, and the taxable figure was the entire prize value above that amount on one ticket in one draw, before any expense deduction5. If you are dealing with a ticket from an earlier draw, the older threshold is the one that applies to it.
Ticket prices are small, which keeps the threshold in perspective. Scratch-and-win tickets come in denominations of VND 2,000, VND 5,000 and VND 10,00017. Manual loto tickets have a maximum denomination of VND 10,000, and multi-entry tickets have a maximum total printed value of VND 50,00017. A prize has to be large before any tax is due at all.
What the payout choice does not change
Choosing between a lump sum and an annuity changes when you are paid. It does not change how a single win is defined, and it does not change the rate that applies to a payment once it is made.
In China, the tax treatment follows the win, not the payment schedule. Winnings are incidental income, taxed on the amount of each income18. The exemption for a single win not over CNY 10,000 continues to apply, and the preferential policy was kept in place after the 2024 announcement19. Tickets sold before September 1, 2024 that were still within the redemption period but not yet redeemed are governed by the announcement2.
The withholding mechanics also stay the same. The lottery institution withholds the tax and handles the filing, whether the amount is a single lump sum or one of a series of payments8. For a CNY 100,000 instant lottery win taxed at 20 percent, that means CNY 20,000 withheld and filed on your behalf8.
What does change with an annuity is timing. Each payment is assessed when it is received, so the total tax depends on the rules in force in each year you are paid. If rates or thresholds move during the payment period, later installments are affected by the new rules, not the ones in place when you won.
How to estimate your tax with a calculator
You can work out the number yourself in a few steps, using the figures that apply where you won.
- Find the threshold. In China, a single win not over CNY 10,000 is temporarily exempt from individual income tax20. In Vietnam, only the part above VND 20,000,000 is taxable5.
- Work out the taxable amount. In China it is the full amount of the win once it is above the threshold2. In Vietnam it is the excess over the threshold5.
- Apply the rate. China applies 20 percent to incidental income8. Vietnam applies 10 percent to prize income16.
- Check who withholds. In China the lottery institution withholds and files, including tax-exempt filing for computer lottery wins over CNY 3,000 up to CNY 10,000 and tax filing above CNY 10,0008.
- For an annuity, repeat the calculation for each payment as it arrives, using the rules in force that year.
A worked example using the Chinese figures: a CNY 100,000 instant lottery win is above the CNY 10,000 exemption, so the full amount is taxable at 20 percent. The lottery withholds CNY 20,000 and files the declaration, and you receive CNY 80,0008.
A worked example using the Vietnamese figures: a prize of VND 30,000,000 is above the VND 20,000,000 threshold, so the taxable part is VND 10,000,000. At 10 percent, the tax is VND 1,000,0005.
If you are comparing a lump sum with an annuity, run the calculation twice: once on the full amount at today's rate, and once on each installment at the rate you expect in the year it is paid. That comparison, not the headline prize figure, is what tells you which option leaves you with more.
Common Questions
Is it better to take a lottery lump sum or annuity?
That depends on your own tax position, not on the lottery. In most of Asia the question does not arise because prizes are paid in one lump sum. Where an annuity is offered, each payment is taxed separately as it is received, so the total tax depends on the rates in force in each year you are paid.
Are lottery winnings taxed in Hong Kong?
No. Hong Kong does not tax lottery or gambling winnings for the person who wins them. Duty is charged to the approved operator instead, at rates that vary by game. If you win Mark Six or a football pool, the amount you collect is yours.
What is the tax rate on lottery winnings in India?
Winnings are taxed at a flat rate as a separate category of income, and the operator deducts it before paying you. Separately, the GST on lottery ticket sales in Maharashtra rose from 28 percent to 40 percent on September 22, 2025, which affects the ticket price rather than your prize.
Do you pay tax on lottery winnings in Vietnam?
Yes, but only on the part of a prize above the threshold. From July 1, 2026 the threshold is VND 20,000,000 per win, and the tax rate on prize income is 10 percent. The same calculation applies to resident and non-resident individuals.
How is tax withheld from a lottery annuity payment?
The lottery or its agent deducts the tax before each payment reaches you and files on your behalf. In China, for example, the lottery institution withholds the tax and handles the filing, so what arrives in your account is already net of tax.
Can you change your mind after choosing a payout option?
Usually not. Where a lottery offers an annuity, the choice is made at the claim stage and is fixed. In jurisdictions that pay prizes in one lump sum there is nothing to change, because the full amount is paid at once.
