Taxes casinos pay vs taxes players pay
When you read that a casino is "heavily taxed," the tax almost always falls on the operator, not on you. Governments across Asia take a slice of the casino's gross gaming revenue, and the casino builds that cost into its house edge and payout structure. Your winning bet pays what the game says it pays, and the operator settles its tax bill separately.
Macau is the clearest example. Gaming operators there pay a special gaming tax of 35 percent of revenue, plus about 5 percent more that goes to cultural, tourism and urban development support projects1. The tax is paid in twelfths, monthly, at the Macau finance office by the tenth day of the following month6. None of that comes out of your chip stack when you cash out.
There are a few places where a tax does touch the player directly, and this page covers each one:
- Withholding at the cashier. Some operators deduct tax before paying large prizes. Corona Resort & Casino on Phu Quoc, for example, states that casino winnings in Vietnam fall under personal income tax and that the casino usually withholds the tax at source for large prizes7.
- Taxes on the prize itself. In the Philippines, 5 percent of winnings goes to the Bureau of Internal Revenue as franchise tax, deducted from what players win at PAGCOR-run gaming8.
- Entry levies. Singapore and Kangwon Land in South Korea charge for the door rather than the win. These are flat fees, not a percentage of anything you take home.
- Confiscation in edge cases. In Macau, if a person who has been banned from gaming wins, the winnings, after deducting losses, vest in the Macau SAR government rather than the player9.
The distinction matters because players often assume a big jackpot will be trimmed at the cage. In most of the region it will not be. If you want the wider picture across lotteries, sports betting and racing as well, see our guide to tax on gambling winnings in Asia, and for how operators' costs reach players indirectly, see how gambling duties affect players.
Macau: what the casino pays and what you owe at home
Macau is the largest casino market in Asia, with casinos open 24 hours a day10. The tax structure is simple from a player's point of view: the operators pay the 35 percent special gaming tax described above, and there is no tax on the winnings of ordinary recreational players. When you color up your chips at the cashier, you receive the full amount.

What happens after that is a different question. Macau does not tax your win, but your home country might. If you are a resident elsewhere, a large win in Macau may count as income or a windfall under your own country's rules, and bringing the cash home can raise its own questions about declarations and transfers. That is covered in detail on our pages about home-country tax on winnings and taking casino winnings home.
Under one Macau rule, if a person is under a gaming ban and plays anyway, the government claims both their winnings and the revenue the casino earned from them, in each case after deducting losses9. In every other case, a Macau win stays yours.

Japan: online casino winnings are taxable income for players
Japan has no full-scale casinos open yet, so the casino-winnings question there is mostly about online play, and the answer has two parts that pull in opposite directions.
First, the tax side. Japan taxes windfall income, including gambling winnings, at progressive income tax rates. The scale is easy to see in the official example of a JPY 100 million lottery prize, which carries JPY 16.9 million in income tax12. Winnings paid by bank transfer above JPY 500,000 come with a small transfer fee deducted from the payout: JPY 154 including tax at ordinary banks, or JPY 50 including tax at Japan Post Bank13. So if you have taxable gambling income in Japan, the tax office expects its share.
Second, the legality side, and this is where online casinos specifically are concerned. Gambling at online casinos by connecting from within Japan is a crime, even if the operator is legally licensed overseas11. The National Police Agency states this plainly, and the Consumer Affairs Agency adds that players who used online casinos as customers have actually been arrested for the crime of gambling14. A research paper for the police makes the same point in legal terms: using a smartphone in Japan makes it a domestic crime, a foreign license does not justify it, and not knowing it was illegal does not negate intent15. Independent legal guidance adds that repeat play can bring the heavier habitual gambling charge16, and the government's basic plan on gambling countermeasures, adopted in March 2025, commits to strengthening crackdowns on online casinos and other illegal gambling17.
So the honest summary for Japan is: winnings are taxable income, but the online casinos most associated with them are illegal to use from inside the country. If you are living in Japan and have taxable gambling income from legal forms of play, the mechanics of how it is calculated are on our page about how taxable winnings are calculated. For what you can legally play in Japan, see can I gamble in Japan?.
Vietnam: lottery winnings tax threshold of VND 20 million
Vietnam is where the rules are changing, so dates matter. From July 1, 2026, the new Personal Income Tax Law redraws the map: winnings from betting remain taxable, but winnings from casino play are exempt from personal income tax4. The taxable part of a prize is only the value exceeding VND 20 million per win, taxed at 10 percent4.
Before that date, the threshold was lower. Under the older rules in Circular 111/2013/TT-BTC, the taxable income from a prize was the value exceeding VND 10 million, and for lottery wins specifically it was the entire prize value above VND 10 million on a single ticket in one draw, before deducting any expenses18. If you won a prize in the first half of 2026, the old threshold applies; from July 2026 onward, the first VND 20 million of each win is tax-free.
In practice at the casino, the operator may handle the paperwork for you. Corona Resort & Casino Phu Quoc states that casino winnings fall under personal income tax rules and that the casino usually withholds the tax at source for large prizes7. Withholding at the cage is covered in more detail on our page about withholding tax on winnings.
Vietnamese nationals face extra conditions at the door that function like a tax on access. To enter a casino business point, a Vietnamese player must prove regular income of at least VND 10 million per month, or be subject to personal income tax from bracket 3 or higher, and they pay an entry ticket of VND 1 million per 24 continuous hours or VND 25 million per month19. Foreign visitors do not face these requirements.
For a sense of the prize scale in the lottery world, Vietlott's Keno pays fixed amounts by spot and match: a spot 10 ticket matching 5 winning numbers pays VND 20,000 at the lowest stake level, with larger fixed payouts at higher stake levels20. The taxation of betting business generally follows current tax law, as the government reaffirmed when it tightened betting regulations21. Singapore: entry levy, not a winnings tax, at the two licensed casinos
Singapore takes the opposite approach to Macau: the player-facing charge is at the entrance, not at the cashier. Winnings from betting or lottery in Singapore are not taxable, because they are windfalls and not considered income, and you do not need to declare them in your Income Tax Return2. That principle extends to the casino floor.
What Singapore citizens and permanent residents pay instead is the entry levy under section 116 of the Casino Control Act. A casino operator must not allow any Singapore citizen or permanent resident to enter or remain on casino premises unless the person has paid it2. Visitors who are neither citizens nor permanent residents do not pay the levy2.
A few practical points on how the levy works:
- If you buy a levy in advance, its validity period starts at the earlier of your first entry after purchase, or 6 hours after the time of collection22. Buy it too early and you burn hours before you even walk in.
- There is no refund for a patron who purchased an entry levy but was unable to use it23.
- The levy does not apply to people entering for work or official duties: casino employees, inspectors, police officers, officers of the Central Narcotics Bureau, the Corrupt Practices Investigation Bureau, civil defense, the Inland Revenue Authority of Singapore, and other prescribed persons24.
The Gambling Regulatory Authority administers the levy, and its guidance is the place to check current amounts before you go23. For the wider picture of what you can play in Singapore, see can I gamble in Singapore?.
South Korea: taxes built into Kangwon Land admission tickets
Kangwon Land, in Jeongseon-gun, Gangwon Province, is the only casino in South Korea that admits Korean citizens as well as foreign visitors25. It is also the clearest example in Asia of a tax that is literally your ticket.

The admission fee is KRW 9,00025, and the entire ticket amount is a tax collected in full by the state3, breaking down as follows under the Individual Consumption Tax Act3:
| Tax component | Amount |
|---|---|
| Individual consumption tax | KRW 6,3003 |
| Education tax | KRW 1,8903 |
| Additional tax | KRW 8103 |
So when you pay at the door, you are paying three taxes at once, and nothing of it goes to the casino as a fee.
Foreign passport holders are exempt from the entry tax, as are Korean citizens holding an overseas permanent residence passport under the Overseas Emigration Act; you must show the passport, and a driver's license is not accepted for this purpose3. Parking at the resort is free25.
On the winnings side, Korean law treats slot machine winnings as other income. Article 21 of the Income Tax Act lists prizes and dividends received from using slot machines, including video games, coin-operated machines and similar devices as taxable other income26. For prize winnings generally, the withholding brackets are: winnings of KRW 2,000,000 or less are tax-free, and winnings over KRW 2,000,000 up to KRW 300,000,000 are withheld at 22 percent, made up of 20 percent income tax plus 2 percent resident tax27.
Practical entry rules at Kangwon Land: the casino is open from 12:00 to 06:00 the next day3; entry is barred for anyone under 20, local residents, persons subject to entry restrictions, and anyone intoxicated3. Korean nationals can identify themselves with a resident registration card or driver's license, but a passport alone is not accepted without a resident registration copy, because it cannot confirm your place of residence3. Where to confirm the rules before you play
Rules shift, and several of the figures on this page have changed within the last two years: vietnam's threshold moved from VND 10 million to VND 20 million in July 2026, and singapore's daily levy rose from S$100 to S$150. Before a trip where tax matters, confirm with the source that owns the rule.
- Macau: the Gaming Inspection and Coordination Bureau publishes the concession terms and tax rules; the 35 percent rate and payment mechanics are in the official consultation report and Law No. 16/20011.
- Japan: the National Police Agency and the Consumer Affairs Agency publish the current position on online casinos, and both state clearly that playing from within Japan is a crime even on overseas-licensed sites11.
- Vietnam: the Personal Income Tax Law 2025 and its guidance set the thresholds; the law firm summaries at thuvienphapluat.vn track the changes as they take effect4.
- Singapore: the Gambling Regulatory Authority's entry levy page is the authoritative source for amounts and refund policy23.
- South Korea: Kangwon Land's own casino pages set out the ticket taxes, ID requirements and hours3, and the Income Tax Act text covers slot winnings26.
Two habits are worth keeping anywhere in the region. First, understand how the payout pool works where you bet: in pari-mutuel products such as horse racing, government tax and commission are deducted from each betting pool before winnings are calculated, so the operator's take is already out of the dividend you are quoted29. Second, if you are playing online anywhere, verify who regulates the operator before you deposit, the way the UK Gambling Commission tells players to check that a business holds its license30. If tax has already been withheld from a prize, our page on getting back tax withheld on winnings explains when a refund or credit is possible, and if you are unsure whether a win crosses a taxable line at all, start with tax-free thresholds for prizes in Asia.
Common Questions
Do I have to pay tax in my home country on winnings at a Macau casino?
Macau itself does not tax the winnings of recreational players; the 35 percent special gaming tax is paid by the casino operators on their revenue. Whether your home country taxes the money you bring back is a separate question, and it depends on your own tax rules, so check with your home tax authority before you travel.
What is the entry levy for Singapore citizens and permanent residents?
Singapore citizens and permanent residents pay S$150 for every consecutive 24-hour period of casino entry, or S$3,000 for a valid annual membership. The levy was raised from S$100 to S$150 by a 2024 amendment. Visitors who are not citizens or permanent residents do not pay it.
How much of PAGCOR's income goes to the Philippine Sports Commission?
A 2026 Supreme Court ruling ordered PAGCOR to remit 5 percent of its gross income to the Philippine Sports Commission, replacing the previous method of computation and sharply raising the mandatory remittances. Separately, 5 percent of winnings goes to the Bureau of Internal Revenue as franchise tax.
What taxes are included in a Kangwon Land admission ticket?
The full KRW 9,000 admission ticket is a tax collected entirely by the state. It breaks down into KRW 6,300 of individual consumption tax, KRW 1,890 of education tax and KRW 810 of additional tax, under the Individual Consumption Tax Act. Foreign passport holders are exempt from the entry tax.
Is the tax rate on Japanese gambling income changing?
Yes, in one respect. For income arising on or after January 1, 2027, the reconstruction special income tax rate falls to 1.1 percent, and a new defense special income tax of 1 percent of the income tax withheld is collected together with it. The progressive income tax rates on windfall income themselves are not changing.
Does the VND 20 million threshold apply to all lottery prizes?
From July 1, 2026, the taxable part of a prize is only the value exceeding VND 20 million per win, and it is taxed at 10 percent. Before that date the threshold was VND 10 million. The threshold applies to prize winnings generally, so it covers lottery prizes as well as winnings from betting and wagering.
Who can I contact at Kangwon Land Casino about entry rules?
Call the main switchboard at +82-1588-7789. For security matters there is a separate security situation team at +82-033-590-6255 or 6256. Bring an accepted ID: Korean nationals can use a resident registration card or driver's license, while foreign visitors must show a passport.
