How withholding on winnings works
Withholding means the operator or lottery company takes the tax out before the money reaches you. You do not write a check later; the deduction happens at the counter or in the app. What differs between countries is what happens next.
In some places the withheld amount is final. The tax authority treats it as the whole bill, and you have nothing to file and nothing to claim. In others, the withheld amount is a credit. It counts against your total tax for the year, and if too much was taken, a return gets the difference back. A third pattern is a refund built into the system itself, where the operator or the year-end calculation returns money to you directly.
The practical question for a winner is simple: is the tax I see on my payout slip the end of it, or the start of a calculation? The answer decides whether you need to keep documents, file a return, or do nothing at all.
China: 20% on incidental income and the CNY 10,000 exemption
China taxes lottery winnings as incidental income at a flat 20 percent rate1. But most small wins never reach that rate, because a single lottery win of CNY 10,000 or less is temporarily exempt from individual income tax7. That exemption has been in place since the 1990s and continues after the 2024 announcement that set the current rules9.

The line is bright. If a single win is CNY 10,000 or less, no tax. If it is over CNY 10,000, the full amount is taxed at 20 percent, not just the part above the threshold1. A CNY 12,000 win is taxed on CNY 12,000, giving CNY 2,400 of tax, not on the CNY 2,000 above the line.
The lottery institution does the work. It withholds the tax and files the return on your behalf11. For computer lottery wins over CNY 3,000 up to CNY 10,000 inclusive, the institution files an exemption declaration for you. For computer and instant lottery wins over CNY 10,000, it files the tax return11. You are not left to work out the paperwork yourself.
One worked example from the official guidance: a CNY 100,000 instant lottery win is taxed at 20 percent, so CNY 20,000 is withheld, and the lottery agency handles the filing12.
What counts as a single win in China
This matters more than it sounds, because the CNY 10,000 test applies to a single win, and a single win is defined by rules, not by how many tickets you hold.
For computer lottery, all prizes won by the same person in the same draw of the same game count as one single win11. So if you hold several tickets in one draw and they win a total of CNY 11,000, that is one win over the threshold, and the full amount is taxed. You cannot split it into smaller wins to stay under CNY 10,000.
For instant lottery, scratch cards, the prize of one ticket counts as one single win12. Each card stands alone.
The practical effect: with computer lottery, check the total across your tickets in a draw before assuming you are under the exemption. With scratch cards, each card is its own test.
Vietnam: 10% on the amount above the tax-free threshold
Vietnam taxes winnings at 10 percent on the full-rate schedule2. The taxable amount is the part of the prize above the threshold, not the whole prize. Under the rules in force through mid-2026, the threshold is VND 10,000,000 per win2.
So a VND 50,000,000 lottery prize has taxable income of VND 40,000,000, and tax of VND 4,000,000. The first VND 10,000,000 is not taxed. The formula is taxable income multiplied by 10 percent2.
The threshold applies per win, regardless of how many times you receive the money2. It also applies to both resident and non-resident individuals; the calculation method is the same for each2.
If a prize is shared, the taxable income is divided among the winners. Where one prize has multiple winners, each person's taxable income is their share, and winners need legal proof of the split, otherwise the income is counted for one individual2. Multiple prizes in one game are taxed on the total value2.
Vietnam's raised threshold and what changed
From July 1, 2026, the threshold rises. Under the Personal Income Tax Law 2025, taxable income from winnings is the prize value above VND 20,000,000 per win3. The rate stays at 10 percent3.

That doubles the tax-free band. A VND 50,000,000 prize under the new threshold has taxable income of VND 30,000,000 and tax of VND 3,000,000, compared with VND 4,000,000 under the old threshold. A prize of VND 20,000,000 or less falls out of tax entirely.
If you are claiming a prize that straddles the change, the date of the win and the law in force at that time decide which threshold applies. For prizes won before July 1, 2026, the VND 10,000,000 threshold governs.
India: 30% TDS on net winnings from gaming apps
India's real money gaming apps deduct tax at 30 percent on your net winnings, either when you withdraw or on March 31, the end of the financial year4. Net winnings are your total withdrawals minus your total deposits over the period, not the gross amount you win on a single hand.
The examples make it concrete. Deposit INR 2,000, withdraw INR 3,000: net winnings are INR 1,000, tax at 30 percent is INR 300, and you receive INR 2,7004. Withdraw INR 2,000 against INR 2,000 of deposits: net winnings are zero, no tax, and you receive INR 2,0004.
Across a year, the app tracks the running total. Total withdrawals of INR 9,000 against total deposits of INR 8,000 give net winnings of INR 1,000. If INR 300 of tax was already deducted earlier, no further tax is taken, because the same net winnings are not taxed twice4.
When TDS is deducted and how the calculation resets each financial year
The deduction happens at two points. The first is when you withdraw: the app checks your net winnings position and takes 30 percent of any positive figure4. The second is March 31, when the app does a year-end check on any net winnings not yet taxed4.
The calculation resets each financial year. From April 1, 2025, all TDS calculations restarted, with any balance on March 31, 2025 treated as a withdrawal and the remainder carried forward4. The same reset applies each year after that.
If tax was already deducted on positive net winnings at withdrawal, it is not deducted again on the same net winnings at the year end4. The March 31 check only catches amounts that have not yet been taxed.
You can see the calculation before you commit. On most apps, the tax calculation is shown on the withdrawal page, so you can check the net winnings figure and the deduction before confirming4.
Claiming a refund of tax withheld on winnings
This is where the answer to the reader's question lives, and it differs by country.

In India, if your net winnings are negative at the end of the financial year, meaning your deposits exceeded your withdrawals, you may be eligible for a tax refund, claimed while filing your tax return4. The app does not refund excess tax directly to you; the refund route is the return. That is the clearest case in Asia of withheld gaming tax coming back.
In China, the system is built so that most winners never overpay. The exemption for wins up to CNY 10,000 is applied at source, and the lottery institution files the exemption or the tax return for you11. There is no separate refund claim for an ordinary winner, because the correct amount is taken at the counter.
In Vietnam, the tax is withheld on the taxable portion at the time of payment, and the calculation is straightforward: prize above the threshold, times 10 percent2. There is no over-withholding to reclaim in the ordinary case.
In South Korea, the position depends on the type of win.
| Type of win | Amount | Tax treatment |
|---|---|---|
| Lottery | KRW 2,000,000 or less | Tax-free5 |
| Lottery | Over KRW 2,000,000 up to KRW 300,000,000 | Withheld at 22 percent5 |
| Lottery | Over KRW 300,000,000 | Withheld at 33 percent5 |
| Sports betting refunds | Payout rate of 100 times or more, or refund per individual bet of KRW 2,000,000 or more | Other income tax of 20 percent plus resident tax of 10 percent of that other income tax withheld13 |
In Japan, some prizes are taxed by separate withholding at source, and no final tax return is possible for them6. That means no refund route through a return for those particular prizes.
The pattern to remember: a refund needs a system where the withheld amount is a credit, not a final tax. India's net winnings regime is the one in this group that openly provides for a refund when the year ends negative.
Who withholds the tax: operators and lottery companies
The entity that pays you is usually the entity that withholds. In China, lottery agencies and sales outlets are responsible for withholding personal income tax, filing exemption declarations for computer lottery single wins over CNY 3,000 up to CNY 10,000 inclusive, and filing tax returns for computer and instant lottery single wins over CNY 10,00011. The winner does not file separately for those amounts.
In South Korea, refunds are paid after tax is deducted under the Income Tax Act and related laws14. For sports promotion voting tickets, the refund is paid net of the statutory deduction15. For race tickets, the refund is the total sales minus sales profit and taxes, divided among winning units16.
In the Philippines, the charity horse race sweepstakes system deducts 5 percent of the total prize fund and pays it to the Bureau of Internal Revenue within ten days after each sweepstakes, in lieu of income tax on the prize winners17. That is a withholding at the fund level rather than the individual level.
In Thailand, government lottery prizes carry a stamp duty of 1 baht per 200 baht or fraction of 200 baht of prize money, and charity lottery prizes carry withholding tax at 1 percent of the prize money18.
The practical takeaway: the operator or lottery body handles the deduction, and in most of these systems it also handles the filing. Your job is to keep the payout slip and, where a return is possible, the record of what was taken.
Resident and non-resident winners: does the tax differ
In Vietnam, the calculation method applies to both resident and non-resident individuals2. The 10 percent rate and the threshold work the same way for each.
In China, the withholding and filing duties sit with the lottery institution regardless of who the winner is, and the exemption for a single win up to CNY 10,000 applies to the win, not to the winner's status11.
In Thailand, a foreign winner claiming a government lottery prize needs to show a passport or an official government-issued document together with the winning ticket18. The claimant's details are recorded before payment, and the claimant confirms the payout details, including the prize amount and the tax or levy, with an electronic signature19.
In South Korea, the tax treatment attaches to the type of refund and the amount, not to nationality5.
If you are a visitor or a non-resident, the withholding usually happens the same way as for a local. What can differ is your home country's treatment of the prize, which is a separate question from whether the Asian jurisdiction refunds anything.
Documents you need to claim or check
The paperwork is modest, but it matters if you want to check a calculation or claim a refund later.

- The winning ticket or payout record. In China, the winning ticket is the only proof for claiming a prize, and tickets that are altered or damaged beyond identification cannot be redeemed20. Keep it intact.
- Your ID. In Thailand, a government lottery claim at the office requires the winning ticket signed on the back and an ID card, and a foreign winner shows a passport or official document18. The claimant's national ID or official card details are recorded19.
- The tax calculation screen or slip. In India, the tax calculation is on the withdrawal page, so you can see the net winnings and the deduction before you confirm4. Save it if you may file a return.
- Proof of a shared prize. In Vietnam, where one prize has multiple winners, winners need legal proof of the split, otherwise the income is counted for one individual2.
For a large Chinese payout, the lottery institution registers your real-name identity and redemption details when a computer lottery payout exceeds CNY 3,000, and you are expected to cooperate with the registration11.
Worked examples with the figures that apply
China, single win over the line. A CNY 12,000 computer lottery win in one draw is over CNY 10,000, so the full amount is taxed at 20 percent, giving CNY 2,400 of tax1. If the same person held several tickets in that draw totaling CNY 12,000, it is still one win and still fully taxed11.
China, instant lottery. A CNY 9,000 scratch card win is under CNY 10,000, so it is exempt, and the institution files the exemption if the amount is over CNY 3,00011. Each card is its own win12.
Vietnam, before July 2026. A VND 50,000,000 prize has taxable income of VND 40,000,000 and tax of VND 4,000,000 at 10 percent2.
Vietnam, from July 2026. The same VND 50,000,000 prize has taxable income of VND 30,000,000 and tax of VND 3,000,000, because the threshold is VND 20,000,0003.
India, withdrawal. Deposit INR 2,000, withdraw INR 3,000: net winnings INR 1,000, tax INR 300, payout INR 2,7004.
India, year end. Net winnings of INR 500 give a 30 percent tax of INR 150. If INR 100 was already deducted, the remaining INR 50 comes out of the closing balance of INR 1,000, leaving INR 950 carried forward4.
India, negative year. Total withdrawals of INR 5,000 against total deposits of INR 6,000 give net winnings of minus INR 1,000, and no tax is deducted4. At the year end, that negative position may support a refund claim when you file4.
South Korea, lottery. A win of KRW 2,000,000 or less is tax-free. A win over KRW 2,000,000 up to KRW 300,000,000 is withheld at 22 percent, and over KRW 300,000,000 at 33 percent5.
Common Questions
Can I get back tax that was withheld on my winnings?
Sometimes. Where the tax is a final withholding, no. Where it is deducted as a credit against your total tax, you can claim the difference through a return. In India, players whose net winnings are negative at the end of the financial year may be eligible for a refund when they file.
Do I have to include exempt lottery prizes in my annual tax return?
In China, a single lottery win of CNY 10,000 or less is exempt and the lottery institution files the exemption for you, so you do not report it yourself. In Japan, certain sweepstakes prizes are taxed by separate withholding and no final return is possible.
How is tax calculated if I win several prizes in the same draw?
In China, all prizes won by the same person in the same draw of the same game count as one single win, so they are added together before the CNY 10,000 test. In Vietnam, multiple prizes in one game are taxed on the total value.
Where can I check the tax calculation on my gaming account?
On most Indian real money gaming apps, the tax calculation is shown on the withdrawal page. You can see the net winnings figure and the 30 percent deduction before you confirm the withdrawal.
Is tax deducted again at the end of the financial year on winnings already taxed at withdrawal?
No. In India, if tax was already deducted on positive net winnings at withdrawal, the same net winnings are not taxed again on March 31. The year-end check only catches amounts not yet taxed.
What happens if my net winnings are negative at the end of the financial year?
In India, if your net winnings are negative at the end of the financial year, you may be eligible for a tax refund, which you claim while filing your tax return. The app itself does not refund excess tax directly.
Who registers my identity when I claim a large lottery payout?
In China, when a computer lottery payout exceeds CNY 3,000, the lottery institution registers your real-name identity and redemption details, and you must cooperate with the registration. In Thailand, the claimant's ID details are recorded before payment.
How much tax would I pay on a VND 50,000,000 lottery prize?
Under the rules in force to mid-2026, taxable income is the amount above VND 10,000,000, so VND 40,000,000 is taxed at 10 percent, or VND 4,000,000. From July 1, 2026, the threshold rises to VND 20,000,000.
