Online lottery is banned in Kerala
If you are in Kerala and wondering whether you can buy a lottery ticket on your phone or laptop, the answer is no. The state banned the conduct of online lottery under G.O.(P) No. 4/2005/TD, dated January 13, 2005, issued in Thiruvananthapuram1. That order is still the basis for the state's position, and it has not been reversed.
The ban is not a technicality about how a ticket is delivered. It goes to the nature of the product. Kerala permits lotteries, but only as a paper lottery, and the state lottery department states plainly that only physical tickets are permitted for sale2. There is no online channel, no app, and no website where you can buy a Kerala State Lotteries ticket.
This applies to everyone in the state: citizens, foreign residents and visitors alike. There is no separate rule that lets a visitor buy online, and no rule that lets a resident do it either. If you want to play the Kerala lottery, you buy a paper ticket from a licensed agent.
It is worth separating two things that often get confused. Kerala's lottery rules are about the state's own paper lottery and who may sell it. Kerala has also acted against online games played for stakes, banning online rummy played with stakes by notification GO(P) No. 26/2021/HOME4. That is a separate measure from the lottery ban, but it points the same way: online play for money is not something Kerala permits.
At the national level, the picture has tightened further. The Promotion and Regulation of Online Gaming Act, 2025 imposes a complete ban on all forms of online money games, covering games of chance, games of skill, and any mix of the two, along with their advertising, promotion and facilitation5. If you are looking at an online lottery site that claims to serve Indian players, that is the framework it is operating against.

What the ban order covers
The ban order covers the conduct of online lottery in Kerala1. In practice, that means the state does not permit a lottery to be run over the internet, and it does not permit tickets to be sold that way.

The state lottery department's guidance is specific on the selling side. No agent shall conduct the sale of tickets through the internet or by another means without prior permission of the Director1. So even a licensed agent, someone who is allowed to sell paper tickets, cannot move that business online on their own initiative.
The same guidance rules out a category of games that often gets marketed as a lottery. Two-digit, three-digit and four-digit lotteries based on Kerala Lottery draw results are not permissible in Kerala2. These are the games where an operator takes the official Kerala draw numbers and runs its own betting on them. They are not the Kerala lottery, and they are not allowed.
There is also a rule about where Kerala tickets may be sold. No agent shall sell the tickets of the Kerala State Lotteries outside of the state, directly or indirectly1. That cuts both ways for a reader: if you are outside Kerala, you cannot legally buy a Kerala ticket from an agent in the state, and if you are in Kerala, you are buying into the state's own paper lottery.
Kerala is one of the states where lotteries are permitted, but it is on the list specifically as a paper lottery only, alongside Punjab4. Other states on the permitted list include Maharashtra, Mizoram, Bodoland Territorial Council, Goa, Sikkim, Nagaland, West Bengal and Meghalaya4. That matters if you are comparing what you can do where you live.
A quick summary of what is and is not allowed:
| Type of play | Legal in Kerala? | Where | Who it applies to |
|---|---|---|---|
| Kerala State Lotteries paper ticket | Yes | Licensed agents in Kerala | Anyone who can buy in person |
| Buying a Kerala ticket online | No | Nowhere | Everyone |
| Agent selling tickets over the internet | No, without prior permission of the Director | Nowhere | Licensed agents |
| 2-digit, 3-digit, 4-digit games on Kerala results | No | Nowhere | Everyone |
| Selling Kerala tickets outside the state | No | Outside Kerala | Licensed agents |

Who can sell Kerala lottery tickets
Kerala State Lotteries agencies are issued only through the District Lottery Offices3. That is the route to becoming an agent, and it is a physical, office-based process rather than an online application.
Agents have clear limits on what they can do:
- They must sell physical tickets, since only physical tickets are permitted for sale2.
- They cannot sell above face value: no ticket shall under any circumstance be sold above face value1.
- They cannot take the business online without prior permission from the Director1.
For a buyer, this produces a simple practical test. If someone offers you a Kerala lottery ticket through a website, an app, a social media account or a messaging group, that is not a licensed sale. A legitimate Kerala ticket comes from an agent, on paper, at face value.

How prizes are claimed and taxed
Kerala's own published guidance focuses on what may be sold and who may sell it. For the mechanics of claiming, the clearest official rules come from other Indian state lotteries, and they show the pattern to expect. In Maharashtra, a winner submits the original ticket to the government, and only one prize may be claimed per ticket6. Sikkim's rules add that tampered tickets are not entitled to any prize, that PAN and a copy of the PAN card are required for income tax deduction on winnings above ₹10,000, and that the winner's name, address and photo are published in newspapers, magazines, television, radio, outdoor media, social media and online websites7.
In Maharashtra, a claim must be made within 90 days from the draw date, with the original ticket8. Prizes above Rs 10,000 must be claimed from the Deputy Director, Maharashtra State Lottery, Vashi, Navi Mumbai8. The office address is T-Block, 1st Floor, Plot No.7, Dana Bazar, A.P.M.C. Market, Sector 19B, Vashi, Navi Mumbai 400 7059. Official results are published on the official website and in selected newspapers8.
Maharashtra's rules also show two conditions that catch people out. The winner must submit the original ticket to the government to claim any prize, and only one prize may be claimed per ticket10. The same requirement appears in the state's monthly scheme decisions: the original ticket must be presented to the government12.
Sikkim's terms set out the paperwork in more detail. Every winner or claimant must submit a claim in the prescribed form for all prizes exceeding Rs 10,000, whether on a single ticket or in aggregate6. Submission of a PAN number along with a copy of the PAN card is a must for deduction of income tax on any lottery winnings above Rs 10,0006. Tampered tickets are not entitled to any prize, and anyone claiming with a tampered ticket is liable to be sued in a court of law6. Winners of prizes above Rs 10,000 may also have their name, address and photo published in newspapers, magazines, television, radio, outdoor media, social media and online websites6.
Nagaland's rules add a deadline and a threshold. Every winner or claimant should submit a claim in the prescribed form for all prizes exceeding Rs 10,000 in a single ticket13. All claims must be submitted with a complete application form and supporting documents to the Directorate or Nodal Officer within 30 days from the date of the draw published in the official gazette13.
On tax, the position in India is that GST is levied on lottery ticket sales at prevailing rates under the Goods and Services Tax Act 20177. The rate on lottery ticket sales is 40 percent, raised from the previous 28 percent, applied from September 22, 202514. Maharashtra's scheme notices repeat that GST is recovered on ticket sales at prevailing rates under the GST Act 201716.
That 40 percent is a tax on the sale of the ticket, built into the price you pay, not a deduction from your prize. Income tax on winnings above Rs 10,000 is a separate matter, and that is where the PAN requirement comes in6.

Claim deadlines elsewhere in Asia
If you play lotteries in more than one country, deadlines are the detail most likely to cost you money. They vary widely, and they are strict.
In Thailand, winners of the government lottery have the right to claim the prize within 2 years from the draw date, after which the money goes to state revenue18. For the Thai charity lottery, the claim period is 10 years from the draw date, after which the money also goes to state revenue19.
In Vietnam, the claim period for a winning ticket is 60 days from the date the result is determined, and after that the winning ticket no longer has claim value20. Claims are accepted and paid at least 60 minutes after the results are officially announced on the Vietlott website20. Vietnam also states that buying lottery tickets over the internet is not permitted under lottery business law regulations21.
In China, Super Lotto winners must claim within 60 natural days from the draw date at a designated location, and unclaimed prizes count as forfeited, with the forfeited money going to the lottery public welfare fund22.
In Japan, online purchase of Takarakuji tickets from outside the country is not possible, including for eligible buyers who are temporarily abroad on travel24.
The pattern is consistent: a fixed window, an original ticket, and a designated place to claim. If you are holding a ticket from any of these games, check the deadline before anything else. Unclaimed Lottery Prizes sets out the deadlines and where the money goes when nobody claims.
What this means if you are in Kerala
If you are a visitor or a new resident in Kerala, the practical position is straightforward. You can buy a Kerala State Lotteries paper ticket from a licensed agent, at face value, in person. You cannot buy it online, and no one can legally sell it to you online.
If you are outside Kerala, you cannot legally buy a Kerala ticket from an agent in the state, directly or indirectly1. If you are looking at an online lottery site that appears to offer Indian state lottery games, remember that online lottery is banned in Kerala1 and that the national framework bans online money games outright5.
If you win, treat the ticket as the asset. Claims in Indian state lotteries generally require the original ticket, a prescribed form above the threshold, and PAN details for tax deduction above Rs 10,0006. Deadlines are short: 90 days in Maharashtra8, 30 days in Nagaland13. Do not laminate, fold or damage the ticket, and do not hand it to anyone who is not part of the official claim process.
