Gambling Trips From Thailand

Casino trips from Thailand mean Poipet's border casinos a crossing from Bangkok, NagaWorld's 600 tables in Phnom Penh, Corona Resort on Phu Quoc island, or Manila's Resorts World. Here is what each offers, what it costs, and how to get in.

Where Thais can legally gamble abroad: the short answer

Thailand permits only a narrow slice of gambling at home: state-controlled horse racing, the official lottery, and betting on some sports such as boxing7. Casinos and most other forms of gambling are illegal, and the laws apply to foreigners as well as Thai citizens, with jail pending deportation, fines, and deportation among the responses authorities have used8. Illegal gambling nonetheless takes place throughout the country, including underground games like Pok Deng9.

That leaves a trip abroad as the straightforward route to a legal casino session. The realistic options from Thailand are:

  • Cambodia, whose border casinos were built for Thai visitors and sit only a border crossing away
  • Phnom Penh, home to NagaWorld, the country's only licensed city casino
  • Vietnam, whose casinos are open to foreign passport holders, including Thais
  • The Philippines, where both locals and international visitors can play

Thailand itself may eventually join this list. The government has been moving on an entertainment complex bill that would legalize casinos at proposed sites in Bangkok, on the holiday island of Phuket, and three other locations11. Under the draft rules, foreigners would be free to play, while Thai citizens would face an entry fee and proof of at least 500,000 baht in bank savings, and people under 20 would be kept out12. Until that opens, the border is where the action is.

Cambodia: border casinos built for Thai visitors

Cambodia's casinos cluster in the border towns of Poipet, near Thailand, and Bavet, bordering Vietnam, with others in the coastal destinations of Koh Kong and Sihanoukville8. Around a dozen casinos of varying sizes line the Thai-Cambodian border at Poipet, Pailin, O'Smach and Koh Kong1.

Cambodia: border casinos built for Thai visitors

Poipet is the one that matters most for Thais. Its casinos are allowed to operate legally, and they cater to Thais, thousands of whom cross the border at weekends to gamble, alongside visitors from China, South Korea and Malaysia14. The Star Vegas Club and Casino in Poipet is described as the closest legal gaming destination to the Bangkok area, sitting directly on the border between Cambodia and Thailand8. Poi Pet as a whole attracts a large number of visitors from Thailand, as well as locals working in the town15.

A few practical notes for a Poipet trip:

  • Who can play: Cambodia's casinos are open to foreigners and tourists, which includes Thai citizens crossing for the day6. Cambodian citizens themselves are barred from gaming, except those holding foreign passports8.
  • Age: The legal casino gambling age in Cambodia is 18, and minors under 18 are restricted from playing6.
  • What to expect: These are border casinos, not luxury resorts. They exist for the weekend cross-border crowd, so expect a busy, functional floor rather than the integrated-resort experience of Phnom Penh or Manila.
  • A caution on the wider border area: Many scam gambling and betting sites operate in the Vietnam-Cambodia border region, linked to scam casinos and human trafficking, so stick to established venues rather than anything advertised to you informally16.

The border economy here is sensitive to politics. When the Thai-Cambodian border closed after anti-Thai rioting in January 2003, casino employees on the Cambodian side suffered immediately, a reminder of how dependent these towns are on Thai traffic1. Cambodia's own history matters too: the 1996 law that licensed the casinos prohibited almost all gambling for Cambodian residents, which is why the industry has always been built around foreign visitors8. After Cambodia banned online gambling, half the casinos in Sihanoukville closed, with some 8,000 Cambodian workers laid off and some 200,000 Chinese nationals leaving the country, so the industry has refocused on land-based border traffic8.

Phnom Penh: NagaWorld, the country's only licensed city casino

If you want a full resort experience rather than a border hall, NagaWorld in Phnom Penh is the destination. It owns and operates the only licensed casino in Phnom Penh17, and holds an exclusive right to operate a casino in the capital and within a 200 kilometer (124 mile) radius of the city, except the Cambodia-Vietnam border area, Bokor, the Kirirom Mountains and Sihanoukville18. That exclusivity is why no competitor has opened in or around the capital.

The scale is serious. NagaWorld offers 600 gaming tables and more than 5,000 gaming machines, and boasts 1,700 guest rooms2. Earlier in its life the property had 172 tables and 1,543 machines, with 700 rooms including 500 five-star accommodations at less than half of Macau prices10, so it has grown substantially. The complex was planned with eight levels of gaming halls, several arcades, a 5-star hotel, two retail areas, a spa, a ballroom, a business center, a karaoke lounge and a variety of restaurants and bars19, and it has since added NagaCity Walk, a linked shopping complex20.

What it costs to play: main floor baccarat squeeze games start at a pricey $100 per hand2. Lower-stakes tables and the machine floors are the alternative if that is beyond your budget. As in the border towns, the venue is for foreigners and tourists; Cambodians are barred, though reporting over the years has found the no-locals policy only loosely enforced, with no ID checks observed at gaming tables3.

One thing NagaWorld is not: an online option. The operator states clearly that it does not offer or support any online or remote gambling activities, and it has issued consumer alerts about sites falsely using its name21. If you see NagaWorld branding online, it is not the real thing.

Vietnam: casinos for foreign passport holders only

Vietnam legalized brick-and-mortar casinos in the pursuit of economic stabilization, but for over a decade locals were banned from land-based casinos before being allowed in under conditions22. The core rule for travelers: at present, only foreign passport holders can enter and gamble in Vietnam's existing casinos16. Before the pilot program, casino gambling was allowed only for foreigners and overseas Vietnamese4. The country had eight casinos for foreign passport holders only as of 20173.

The venue most relevant to a trip from Thailand is Corona Resort & Casino Phu Quoc, in the Bai Dai area of the Phu Quoc special zone. Phu Quoc is an island off Vietnam's south coast, reachable by flight, and the resort is the best-known casino destination open to foreign visitors. The practical details from the resort's own terms:

  • Entry: Foreign customers must present a valid original passport, including visa and entry or exit stamps, at registration4
  • Entry fee: The casino entry fee is waived for foreign customers4
  • Age: You must be 18 or older with full civil capacity4
  • Dress: Business formal or smart casual is recommended; sleeveless tops, swimwear and sleepwear are strictly prohibited, no clothing with offensive phrases, graphics or patterns, and shoes must be worn on the casino floor4
  • Contact: The main number is (+84) 297 222 8888, and the email is mkt.management@casinocorona.vn4

Note that Vietnam's rules for locals are different from yours as a visitor: locals are still not allowed to gamble online in the country, and authorities sought higher entry fees for locals at land-based casinos to simplify verifying their financial eligibility22. None of that applies to a Thai visitor with a passport.

The Philippines: the most open option in the region

The Philippines is the outlier in Southeast Asia: both domestic citizens and international visitors may gamble, with relatively relaxed conditions5. That makes it the most open option in the region for a Thai traveler who wants a destination casino city rather than a border crossing.

The flagship is Resorts World Manila, which opened on August 28, 2009 as a $700 million complex in a former air force base, in front of the capital's new airport terminal24. It launched with a 30,000 square meter (323,000 square feet) casino and 100 tables ready on day one, making it the Philippines' biggest casino at the time, with plans for 300 tables and more than 1,000 slot machines once all three floors were ready, plus three hotels with 1,574 rooms24. Being directly in front of the airport terminal makes it about as convenient as a casino destination gets for a flying visitor.

For online play, the Philippines is also unusually permissive. Players from the country are free to place bets across international online casinos that accept them, and while they cannot join local online casino sites, they are allowed to frequent offshore-based casinos23. Transactions with digital currencies are completely legal in the Philippines, and 646 casinos were found accepting players from the country that offer Bitcoin23. Players are not fined for joining offshore operators23. Payment options at international sites serving the market include Neteller, Skrill, Paysafecard, ecoPayz, wire transfers and credit or debit cards25.

Online gambling from Thailand: what the region allows

If a physical trip is not on the cards, the online picture from Thailand is a gray zone. The Gambling Act does not cover online gambling directly, but it bans nearly all wagering activities, and there are no online casinos approved or regulated by the Thai government26. In practice, many residents of Thailand simply take to the global marketplace and gamble online with offshore operators27. The same gray zone applies to online gambling in Thailand generally, and to poker in Thailand.

Online gambling from Thailand: what the region allows

The regional picture for comparison:

  • Vietnam: Online poker is restricted but not downright illegal, accessible in practice with minimal risk of domain blocks or payment disruptions, and users report no ISPs blocking online poker28. Locals are still not allowed to gamble online22.
  • Cambodia: Using foreign sites can constitute illegal gambling for Cambodian citizens, but authorities rarely bother prosecuting locals for it6.
  • The Philippines: As above, offshore play is open and crypto is fully legal23.

Minimum ages and entry requirements by country

A quick reference for the ages and entry rules you will face on a gambling trip from Thailand:

CountryMinimum casino ageWho can enterKey entry requirement
Cambodia186Foreigners and tourists; Cambodians barred8Passport; border crossing from Thailand
Vietnam1822Foreign passport holders only16Valid original passport with visa and entry or exit stamps4
PhilippinesNot covered in this guideCitizens and international visitors5Standard resort entry
Thailand (planned)2012Foreigners freely; Thais with entry fee and 500,000 baht in savings12Not yet in force

A few points worth knowing beyond the table:

  • The legal casino gambling age in Thailand itself is listed as 18 by regional references26, but the entertainment complex bill sets the casino entry age at 20 and prohibits individuals under 20 from entering the venues12.
  • Singapore, for comparison if your travels extend that far, sets its minimum age for citizens and permanent residents entering casinos at 21 under its Casino Control Act 200629.
  • Vietnam's only racecourse closed in 2011, so there is no horse racing option there11; Macau abolished its horse racing in April 2024, leaving casinos as its only public gambling11.
  • In the Philippines, people under 21 are barred from buying horse-racing betting tickets, with entry to racecourses unclear; that is a betting-ticket rule, not a casino entry age11.
