Fake Casino Resort, Lottery and Betting Operator Websites, Apps and Booking Sites

Fake casino, lottery and betting sites copy real operators to take your money. Here is how to check official channels for Okada Manila, PAGCOR, Kangwon Land, BK8, HKG99 and more.

Gambling Scams in Asia

Home › Topics › Gambling Scams in Asia › Fake Casino Resort, Lottery and Betting Operator Websites, Apps and Booking Sites

Why impersonation is the scam to watch

Most gambling scams do not invent a brand. They borrow one. A fake site puts a real casino's name in the URL, copies the logo, and waits for you to type in your card details. The same trick works on state lotteries, sports betting operators and even regulators, because a familiar name does the persuading for the scammer.

The same thing happens with booking pages. A traveler searches for a hotel deal, lands on a page that looks like the resort's own site, pays a deposit, and arrives to find no reservation. Okada Manila states plainly that bookings made through unauthorized channels will not be honored and may be fraud1.

If you want the wider picture of how these operations work, see Gambling Scams and Safety in Asia and How to Spot a Scam Gambling Site.

Only one Okada Manila online casino exists

This is the single most useful fact on this page. Okada Manila's official online gaming platform is accessible only through www.okadaonlinecasino.com1. Any other website or app claiming to offer gaming or betting under the Okada Manila name is illegal and unauthorized1.

Only one Okada Manila online casino exists

The operator behind it is Tiger Resort, Leisure and Entertainment, Inc., and the registered domain www.okadaonlinecasino.com appears on PAGCOR's list of service providers and registered domains4. The same domain appears on PAGCOR's list of accredited gaming system administrators and registered domain names5. Okada Online Casino is licensed by the Philippine Amusement and Gaming Corporation and offers electronic casino games6.

So if you see "Okada Manila online casino" on any other address, it is not a regional mirror, a mobile version or a partner site. It is a copy.

A quick check before you deposit:

  • Type the address yourself rather than clicking a link from a message or ad.
  • Compare it character by character with www.okadaonlinecasino.com1.
  • Look for extra words, hyphens or a different ending such as .net, .xyz or .tokyo.
  • If the page asks for crypto only, or promises bonuses far above anything the operator advertises, stop.

Bookings and vouchers: which channels are official and which are fake

Hotel stays, restaurant reservations and show tickets are where impersonation costs you before you even reach a casino floor.

Okada Manila's guidance is that all bookings should be made directly via the official booking site www.booking.okadamanila.com or through reputable travel platforms1. Bookings made through unauthorized channels will not be honored and may be fraud1.

Vouchers are the other weak point. Okada Manila warns that offers for buffets, premium dining, spa treatments, facility access or events sold as vouchers, tickets and promotions outside official or authorized stores may be fake and may not be honored or endorsed by the resort1. That covers the common social media pattern: a page or a private seller offers a discounted buffet voucher, takes payment by transfer, and either disappears or sends a code that does not work at the door.

A practical routine before you pay for any voucher or package:

  1. Check that the seller is the resort itself or a store the resort names as authorized1.
  2. Be suspicious of prices well below the official rate, and of sellers who push you to pay by transfer or crypto.
  3. Keep the listing, the chat and the payment receipt. If the voucher fails, those are what your bank and the police will ask for.
  4. If you already paid, contact the resort through its official site and report the loss to your bank straight away.

Fake sites and apps impersonating BK8, Kangwon Land and HKG99

Three names come up again and again in impersonation warnings, and each shows a different version of the same trick.

Kangwon Land. The real casino is in Jeongseon, Gangwon Province, South Korea, and its official homepage is www.high1.com/casino_eng7. It offers about 200 game types and, as of 2010, 960 video slots8. It does not run an online casino. In August 2026, 58 people were arrested for running illegal gambling sites that posed as Kangwon Land's official online platform10. If a site offers you Kangwon Land games from your phone, it is not Kangwon Land.

BK8. A guide published in August 2026 explains how to verify the real BK8 site by checking the URL, whether sponsorship claims are current, and whether the site makes suspicious promises11. The lesson generalizes: cloned betting brands often lean on sponsorship logos and stale marketing to look legitimate. Check the URL first, and treat sponsorship claims you cannot verify elsewhere as decoration.

HKG99. A consumer guide published in September 2026 describes HKG99 as a cluster of unregulated gambling sites and details common tactics including fake bonuses, fake agents, fake promotions and fake customer support12. The brand name may be real; the person is not.

Across all three, the checks are the same:

CheckWhat a fake usually doesWhat the real operator does
DomainAdds words, hyphens or a different endingUses one registered domain1
AppSends an APK by chat or a linkPoints to an official store listing
AgentDMs you first, offers a bonusDoes not recruit players by DM
PaymentCrypto or transfer to a personUses its own payment channels
SupportPushes you to keep depositingAnswers through official channels

If you have already sent money to a fake agent, Withdrawal Fee Scams explains the "pay to withdraw" pattern, and Fund Recovery Scams explains why the "recovery agent" who contacts you next is usually a second scam.

Phishing emails and fake government alerts: Japan Sport Center and Hong Kong warnings

Impersonation is not limited to casinos. Lotteries, betting operators and government bodies get copied too, and the fake messages often arrive by email or social media rather than through a website.

Phishing emails and fake government alerts: Japan Sport Center and Hong Kong warnings

Japan Sport Center. In September 2026, the Center warned that phishing emails impersonating it are being sent to trick people into revealing personal information through links3. The same organization runs the official sports lottery, and its official winning confirmation page is the place to check a result, not a link in an email3. If a message tells you that you have won and asks you to click through and enter details, treat it as fake and go to the official site yourself.

Official sports Instagram accounts. In August 2026, a warning was issued about fake Instagram accounts imitating an official account. The guidance is direct: do not approve friend requests or follow them, and do not open URLs sent in suspicious direct messages13.

Takarakuji. Japan's lottery operator has confirmed impersonation Instagram accounts of its official Lucky Ambassador account. The genuine handle is @takarakuji.ambassador; the fake is @takarakuji_ambassador14. One character separates them, which is the whole point.

Hong Kong. Betting with online casinos and online e-sports gambling platforms is illegal in Hong Kong, because neither is licensed or exempted there15. That matters for impersonation because a fake site cannot be licensed in Hong Kong either, so any local-looking "licensed" claim is false on its face.

Japan. Using an online casino from Japan is illegal and punishable as gambling, and a foreign license does not change that16. So a site telling you it is "legal offshore" is describing its own paperwork, not your position.

How to check a lottery or betting operator is real

State lotteries and betting operators publish their own official channels, and checking them takes a minute.

Japan (toto). Official partner sites for buying toto are au PAY toto, Rakuten toto, Yahoo! toto and SMBC toto17. Sports lottery sales run 24 hours a day on the official website13. Winning confirmations go through the official confirmation page3. If a site offers to buy tickets for you at a discount, or promises better odds than the official window, that is the classic illegal-operator pitch18.

Japan (keirin and other public racing). Dokanto! tickets are bought through the official voting site CTC and private portals such as Chariloto, K Dreams, Odds Park and WinTicket, though not all portals support it. On-site purchase is available at venues with Chariloto Plaza or Nihon Toter GambooBET terminals after registration19.

China. Zhongcaiwang (zhcw.com) states plainly that it is not a ticket-purchasing platform and that players must buy tickets at offline lottery stations20. Any site claiming to sell lottery tickets online under that name is not doing what it says.

Vietnam. Vietlott advises customers to buy tickets at official sales points and through the Vietlott SMS phone distribution channel, and to follow Vietlott's official Fanpage and Website21. The warning exists because fake agents and fake pages target Vietlott customers.

Philippines. PAGCOR publishes lists of authorized online remote gaming platforms, service providers and registered domains, and accredited gaming system administrators with their registered domain names6. These lists are the reference point when a site claims to be licensed.

A simple rule covers all of them: if the operator publishes a list of official channels, and the site you are looking at is not on it, do not pay.

How to check a PAGCOR license

PAGCOR runs a public verification facility, the PAGCOR Guarantee page, that lets the public check whether an online gaming provider is licensed or not2. It carries a regularly updated list of licensed internet gaming platforms under PAGCOR's oversight22.

How to check a PAGCOR license

To use it, go to the PAGCOR site and open the verification page, then search the operator's name or domain. If the operator is not there, it is not licensed. PAGCOR also publishes the underlying lists as documents: authorized online remote gaming platforms6, service providers and registered domains4, and accredited gaming system administrators with registered domain names5.

Two things worth knowing about the Philippine market. First, other operators in the country cannot obtain a license, and it is illegal for them to offer online gambling23. Second, the 5% franchise tax is levied on PAGCOR's own gaming earnings and remitted to the Bureau of Internal Revenue; it is not a tax on players' winnings24. A site that tells you it is PAGCOR-licensed but does not appear on the lists is neither licensed nor paying that tax.

If you want to check a website, phone number or account more broadly, Scam Check Tools covers the government apps and databases that do it.

If you have been caught by a fake site

Act in this order.

  1. Stop paying. Do not send a withdrawal fee, a tax payment or a verification deposit. Those requests are part of the scam, not a step to your money.
  2. Contact your bank or payment provider. Report the transaction as fraud and ask what can be done. Will the Bank Refund You After a Scam? explains how reimbursement rules differ across the region.
  3. Keep everything. Screenshots of the site, the chat, the payment receipt and the domain. If you booked through a fake Okada Manila booking page, the resort's own guidance is that unauthorized bookings will not be honored and may be fraud, so your records are what you have1.
  4. Report it. In the Philippines, you can raise a suspected fake gambling website with PAGCOR, which publishes contact details for assistance at (02) 8248-9568 and by email25. Where to Report a Gambling Scam in Asia lists the right body for each jurisdiction.
  5. Get support if gambling is the problem, not just the money. PAGCOR provides a self-exclusion option for patrons who feel that they or their relatives are developing a problem with gaming, and a self-exclusion order is enforced in all PAGCOR-operated and regulated gaming facilities regardless of where the application was made26. You can apply by email at ResponsibleGaming@pagcor.ph28. For general assistance, PAGCOR's line is (02) 8248-956825, and the PAGCOR Bingo department can be reached at (02) 523-4151, 523-2064, 536-4942 and 521-1542 local 323 or 38129. Gamblers Anonymous Philippines can be contacted on 0915 938 280826.

One more warning worth repeating: after a loss, people who claim they can recover your funds for a fee are running a second scam aimed at the same victim. Fund Recovery Scams covers how that works.
