Main construction work on the Osaka integrated resort (IR) began in April 2025, according to the building plan summary submitted to the city before work started1.
The project is Japan's first integrated resort with a casino at its core1. It is being developed and operated by MGM Osaka, a company built around the Japanese arm of United States resort operator MGM Resorts International and Orix1. The site covers about 49 hectares and sits next to the former site of the Osaka-Kansai Expo, which closed in October 20251.
It will be 27 storeys above ground and one below, with a height of 126 meters1. Drawings in the summary show the guest room section curving inward when seen from above, giving the building a shape similar to the Bellagio, the fountain-fronted casino hotel MGM operates in Las Vegas1.
Under the enforcement order of the IR Implementation Act, the casino area is limited to 3 percent or less of total floor space1.
Other main facilities include an MICE venue for international conferences and exhibitions, and a second resort hotel with 660 rooms1. The resort hotel will be 13 storeys above ground and one below, 56 meters tall, and will include a studio where guests can try tea ceremony and other activities1.
