The Philippine Charity Sweepstakes Office (PCSO) announced on December 18, 2024 that its lottery draws will be broadcast on Intercontinental Broadcasting Corporation's IBC-13 and on Digital 8 Inc.'s D8TV, with the new broadcasts beginning December 31, 20241. The partnership was presented at a press conference in Makati attended by PCSO Assistant General Manager Atty. Lauro Patiag, IBC-13 President and CEO Jimmie Policarpio, and Digital 8 Inc. President Jay Ruiz1.

The draws will air at 2:00 PM, 5:00 PM and 9:00 PM, Monday through Sunday, and will feature Ultra Lotto 6/58, Grand Lotto 6/55, Super Lotto 6/49, Mega Lotto 6/45 and Lotto 6/42, along with the daily 6D, 4D, 3D and 2D Lotto games1. Viewers can watch on analog and digital IBC-13, D8TV and IBC DWAN 1206 AM, with livestreams on the official websites, Facebook pages and YouTube channels of PCSO, IBC-13 and DWAN 12061. The report describes this as the first time televised lotto draws in the Philippines will be carried on both analog and digital channels1.

Policarpio said a public bidding was held and that IBC-13 met and complied with the requirements to obtain the partnership1. Ruiz said D8TV will provide the tools and equipment for producing the raffle draws and will make the presentation more informative for viewers1. IBC-13 has recently launched digital terrestrial TV transmitters in Baguio and Davao, adding to existing stations in Iloilo and Cebu1.

On responsible gaming, Patiag said PCSO has attained Level 2 certification and is targeting Level 3 accreditation next1.

"Meron tayong tinatawag na World Lottery Association. And PCSO is a member. So we are complying and adhering to the practices. Good practices of lottery gaming providers and operators all over the world. Responsible gaming is one of those requirements."
Atty. Lauro Patiag, PCSO Assistant General Manager1

He said responsible gaming covers protecting the public and the youth who are enticed to gamble, and limiting excessive gambling, and that there will be reminders to the public1.

What it means for players

The change affects where players in the Philippines can watch the draws rather than how the games themselves work. From December 31, 2024, the draws move to IBC-13 and D8TV, so anyone used to following results on the previous broadcaster will need the new channels, the DWAN 1206 AM radio feed, or the livestreams on the PCSO, IBC-13 and DWAN 1206 websites, Facebook pages and YouTube channels1. The three daily broadcast slots, at 2:00 PM, 5:00 PM and 9:00 PM, cover the same major lotto games and the daily digit games1. PCSO's stated responsible gaming certification and its public reminders are part of the same arrangement1. Details of ticket sales, prize structures and who may play are unchanged in the announcement and have not been reported as part of it.

What happens next

The new broadcasts begin December 31, 20241. PCSO is targeting Level 3 responsible gaming accreditation after reaching Level 21. IBC-13's new programs, including Cooltura, Legally Speaking, Sayanista, Kalye Sining and Barangay Trese, are set to launch in the first quarter of 20251.
