Japan's House of Representatives has published Bill No. 74 of the 208th Diet session, a bill to partially amend the Act on Securing Quality and Proper Operation of Specified Certified Gambling Business, the Gambling Business Act and the Electricity Business Act1. The bill appears on the lower house's legislation database dated 22 June 20221.

The bill's title is given as "Act on Partial Amendment of the Act on Securing Quality and Proper Operation of Specified Certified Gambling Business"1. Its opening clause states that the Act on Securing Quality and Proper Operation of Specified Certified Gambling Business is to be partially amended1. The same clause also amends the Gambling Business Act and the Electricity Business Act1.

The published text sets out amendments across a wide range of provisions, including the definition of a certified high-standard gambling business operator, the handling of records, the appointment of gambling supervisors and gambling officers, and the treatment of equipment that forms part of a specified facility1. The bill also provides for a system to verify the technical standards of such equipment1.

The text includes a provision on the "requirements for certification" for a certified high-standard gambling business operator1. It also sets out grounds for the revocation of certification, including where a gambling-related disaster has occurred at the business premises1.

What it means for players

The bill concerns the licensing and supervision of specified certified gambling businesses, the category that covers integrated resort casinos in Japan. It does not change the rules that apply to individual players, and it does not create any new form of legal gambling for residents or visitors. The changes it sets out relate to how operators are certified, how their records and equipment are checked, and how their certification can be withdrawn. For anyone gambling in Japan, the practical position is unchanged by this bill: casino gambling remains restricted to the licensed integrated resort framework, and the day-to-day rules for players are not addressed in the text published here. What happens next

The bill has been submitted to the House of Representatives1. No date for debate, committee stage or a vote has been reported. Whether the bill has passed, been amended or lapsed is not stated in the published text.
