Gambling Trips From Macau

Macau residents who want to gamble beyond the city's own casinos can head to South Korea, the Philippines, Singapore, Cambodia or Vietnam. Here is what each destination offers, what entry costs, and the rules that apply to mainland Chinese visitors.

Where Macau players can legally go: the short answer

If you live in Macau, you already sit in the middle of the biggest casino market in Asia, and casinos in Macau are open 24 hours a day3. But plenty of players want variety, or a trip that combines gambling with a different city. The realistic short-haul options from Macau are South Korea, the Philippines, Singapore, Cambodia and Vietnam, and all of them welcome foreign visitors with a passport1.

The catch is that the rules depend heavily on who you are. Mainland Chinese citizens can play freely in Macau itself, but Chinese law reaches further than most: gambling abroad, online gambling and even funding gambling are treated as offenses under Chinese law4. Macau residents, foreign residents and visitors face no such problem abroad. South Korea and Vietnam, meanwhile, restrict their own citizens but roll out the carpet for foreigners, which makes them easy destinations for a Macau-based traveler.

Mainland China: why gambling at home and abroad is off limits for Chinese citizens

This is the one rule that shapes everything else on this page. Under Chinese law, any form of gambling by Chinese citizens is illegal, including online gambling, gambling overseas, and opening casinos overseas that target Chinese citizens as primary customers5. Chinese authorities have stated plainly that leaving the country to gamble, gambling online, or supplying funds and technical support for gambling all violate the Criminal Law and the Public Security Administration Punishment Law4.

Mainland China: why gambling at home and abroad is off limits for Chinese citizens

The practical risk for a mainland Chinese passport holder is that a casino trip abroad is not a private matter: it can follow you home. Macau is the exception, because mainland Chinese and Macao citizens may enter and play freely there1. So if you hold a mainland Chinese passport, Macau is the destination that works without legal worry; the other countries on this page are straightforward only for Macau residents, foreign residents and visitors.

Hong Kong: betting only through the Jockey Club

Hong Kong is an hour away by ferry and has no casinos at all. The legal gambling there is horse racing betting, football betting and the Mark Six lottery, all run through the Hong Kong Jockey Club, which is the only body authorized by the government to operate in those three areas6. The Club's own sites provide access only to its own betting and lottery services, and online gambling is illegal in Hong Kong except for the online betting the Club itself offers8.

For a Macau resident, the interesting part is the crossover. There is a one-way betting arrangement on Hong Kong races for Macau residents, so you can bet Hong Kong racing from Macau10. It does not work the other way: Hong Kong has no plan to allow two-way betting with Macau, and under the Gambling Ordinance it is illegal for a person in Hong Kong to place a bet with any unauthorized bookmaker, wherever the bet is received, including Macau11. Betting with the Macau Jockey Club's off-course betting branches while you are in Hong Kong is a criminal offense12.

Horse racing in Macau ended on April 1, 2024, when the Macau Jockey Club's concession was terminated by mutual agreement with the government, so this betting is no longer available13. The Club does not accept bets from anyone under 18 and allows no credit betting, and it enforces stringent access controls at its racecourses, off-course betting branches and betting websites6. Minimum wagers are low, around USD 1.315.

South Korea: 17 casinos, 16 of them foreigners-only

South Korea has 17 licensed casinos, of which 16 admit foreigners only1. The split is deliberate: the 16 foreigner-only venues compete for inbound players, while a single casino, Kangwon Land in Gangwon Province, is the only one South Korean residents may enter under the Tourism Promotion Act16. Paradise City near Incheon, for example, is a casino exclusively for foreigners18.

For a Macau resident or visitor, that makes South Korea remarkably easy: you walk in with your passport, and the locals cannot. The legal casino gambling age is 1817. What South Korea does not offer is online play: there is no licensing process for online casinos, real-money betting is not allowed, and it is illegal for Korean citizens to participate in any form of online gambling17. So the trip is a land-based one, built around the foreigner-only resorts.

Vietnam: the pilot program and its three locations

Vietnam used to be foreigners-only too, but since 2019 it has run a pilot program allowing Vietnamese citizens to gamble at three locations: Phú Quốc, Hồ Tràm and Vân Đồn1. The program was paused under Decree 145/2024/NĐ-CP and then restored under a new legal framework1.

Vietnam: the pilot program and its three locations

The entry rules split by who you are. Foreign visitors have it easy: you need to be 18 or older, hold a valid passport with an entry or exit stamp, and no entry ticket is required1. Vietnamese citizens face a higher bar: 21 and above, plus proof of regular income of 10 million VND per month or membership in the third or higher personal income tax bracket1. The legal casino gambling age in Vietnam is 1819. For a Macau-based traveler, Phú Quốc and Hồ Tràm in particular are beach resorts where the casino is one part of a longer stay.

The Philippines: Manila's integrated resorts

Manila has built itself into a genuine casino destination, and the flagship is City of Dreams Manila, which opened in December 2014 in the Manila Bay Area2. It is a full integrated resort: six hotel towers carrying three hotel brands, Nüwa Manila, Nobu Hotel and Hyatt Regency Manila, plus the DreamPlay family entertainment center, a live-performance bar, restaurants, retail and gaming20.

Entry to the gaming area requires visitors to be at least 2122. The resort promotes responsible gaming for its guests22. For a Macau traveler, Manila works as a city break: the casinos sit inside resorts with hotels, dining and shows, much like Cotai, and the flight is short. The contrast with Macau is price and pace rather than the games themselves.

Cambodia: NagaWorld in Phnom Penh

Cambodia's main casino destination is NagaWorld in Phnom Penh, a casino resort in the capital23. It is linked to NagaCity Walk, a shopping complex attached to the resort, so a visit can mix gaming with ordinary sightseeing and shopping in one of the easiest-going capitals in the region23.

One thing worth knowing before you go: NagaWorld does not offer or support any online or remote gambling activities24. Anything presented online as NagaWorld is not the casino itself, and the operator has issued consumer alerts to that effect. The land-based resort is the only product.

Singapore: free entry with a passport

Singapore legalized casino gambling in 2004 and now has two large integrated resorts25. The best known is Marina Bay Sands, which packs a casino, the Paiza Club for premium players, theaters, a museum, a shopping mall, convention space, 2,560 hotel rooms and suites, and the rooftop Sands SkyPark into one building26.

Singapore: free entry with a passport

The entry system is the friendliest in Asia for foreign visitors: international visitors enter free, with a passport only1. The entry levy of SGD 100 for a 24-hour pass or SGD 2,000 for a year applies only to Singapore citizens and permanent residents21. Singapore also layers social protections on its own residents: family members of problem gamblers can ask casino staff to refuse entry, and locals face restrictions on using credit cards, promissory notes and borrowing from casinos9. None of that touches a visitor with a passport.

What to check before you book

A few practical points make the difference between a smooth trip and a wasted one.

  • Your passport, not your residence, decides most things. In South Korea, Singapore and Vietnam, the foreigner rules are the easy ones, and your passport is the ticket1. If you hold a mainland Chinese passport, remember that Chinese law treats gambling abroad by citizens as an offense, and Macau is the destination where you may play freely1.

Age limits vary more than you would expect.

DestinationMinimum age
Macau2128
City of Dreams Manila21 for its gaming area22
Vietnam18 for foreign visitors, 21 for Vietnamese citizens1
South Korea1817

Check the specific resort before you travel with anyone under 21.

  • Hotels can be stricter than the law. Sands Resorts Macao, for example, does not allow anyone under 21 to gamble in its hotels or linger in casino areas29, and Galaxy applies the same 21-year rule across its properties30.
  • Betting across borders does not work the way you might hope. Hong Kong racing can be bet from Macau, but Macau racing cannot be bet from Hong Kong, and doing so through Macau's off-course branches is a criminal offense there10.
  • Macau's own rules still apply at home. The city's gaming operators must run responsible gambling programs that inform the public, including tourists, so that people gamble with enough information and without losing control31. During health emergencies, entry conditions can change quickly: at one point visitors to Macau casinos needed a negative test certificate, a temperature check and a valid health code result32.

None of this is complicated, but it is worth an hour of checking before you pay for flights. Know which passport you are traveling on, know the age rule at your destination, and remember that the countries nearest to Macau all treat foreign visitors far more generously than their own citizens.

Common Questions

Can Chinese citizens gamble in Macau or other countries?

Mainland Chinese citizens may enter and play freely in Macau's casinos. Gambling in mainland China itself is illegal, and Chinese law also treats gambling abroad and online gambling by citizens as offenses, so the safest destination for a mainland visitor is Macau.
