Two doors, two sets of rules
A casino trip in Asia takes you through two separate doors, and each has its own rules. The first door is the border: whether you need a visa, how long you can stay, and what the immigration officer stamps in your passport. The second door is the casino entrance, and here the rules are usually about something different: your nationality, your age, and whether you live in the country or are just visiting.
The two doors do not always match. A visa that lets you into a country does not automatically give you the right to enter a casino there. In Macau, the law is explicit that the right to enter a casino, especially the gaming rooms, is reserved, meaning entry is a government permission rather than a right of residents and tourists5. In practice, foreign visitors with a passport walk into most Asian casinos without fuss, but the distinction matters in places like South Korea and Singapore, where locals and foreigners are treated very differently at the door.
So when you plan a trip, check both things: the entry rules for your nationality at the border, and the casino entry rules for your status, whether tourist, foreign resident or citizen. The rest of this page walks through each of them, country by country, and points out where the two sets of rules interact. For the wider picture of gambling as a visitor in Asia, see gambling as a visitor in Asia.
Destinations where the casino mainly wants your passport
The easiest casino destinations in Asia for foreign visitors are the ones where the border formalities are light and the casino door is open to anyone with a valid passport.

Vietnam is a good example. Gambling is straightforward and legal for foreigners at any of the country's licensed casinos, provided you are 21 or older and carry your original passport, and foreigners pay no entry fee at any casino1. The border side depends on your nationality, as Vietnam handles visa-free entry, e-visas and visas on arrival differently for different passports, but once you are in the country, the casino itself only asks for that passport.
Singapore is similar at the casino door. International visitors enter the casinos free of charge, with a passport only2. The city-state's two integrated resorts sit on Sentosa and at Marina Bay, both easy to reach, and foreign visitors face no levy and no special paperwork beyond standard immigration. For details on the resort side, see Resorts World Sentosa.
South Korea's casinos are built around foreign visitors. Venues such as Paradise Casino Paradise City near Incheon and Majesta Jeju Casino on Jeju Island are foreigners-only establishments, and the rule at most of them is simple: passport required, Koreans not admitted6. Paradise City states plainly that it is a casino for foreign nationals and holders of overseas permanent residency, with Korean nationals barred from entry8. The one exception is Kangwon Land, the remote casino in Jeongseon County, Gangwon Province, which is the only casino in the country open to Korean citizens. It is open all year without holidays, and parking is free9.
The Philippines rounds out the picture. PAGCOR-licensed venues include dedicated foreign exchange gaming pits, where only persons with foreign passports, or certificates of identity for Hong Kong patrons duly issued by the government of their residence, are allowed to play11. Poker rooms operate under PAGCOR licenses as well, with licensed poker operators listed on the regulator's register11.
In all of these places, the practical point is the same: the casino checks your passport and your status, not your visa. A tourist on a visa-free stay, an e-visa or a full visa all look the same at the casino door, as long as the passport is valid.
Chinese group tourists and mainland visitors
Mainland Chinese visitors are the single largest group of casino travellers in Asia, and their entry arrangements work differently from everyone else's.
The headline fact is that mainland Chinese and Macao citizens may enter Macao and play at the casinos freely2. Macao is the natural destination for mainland gamblers, reached through the border crossings at Zhuhai, the ferry terminals and the bridge to Hong Kong. For the mechanics of those crossings, see getting between Hong Kong, Macau and Zhuhai.
Mainland travellers normally visit Macao under individual or group travel schemes, and group package tours have long been the backbone of the market. What matters for the casino is simply that the traveller is lawfully in Macao; the casino does not distinguish between a visitor on a group tour and one traveling individually.
One caution for mainland visitors: the casinos of Macao are legal, but online gambling aimed at the mainland is not. When Chinese authorities shut down the Dafa 888 online gambling operation, they noted that the website was entirely in Simplified Chinese and required gamblers to remit funds from bank cards within China, a clear sign of who it was built for12. A Macao casino trip is legal for mainland visitors; gambling online from the mainland is a different matter entirely.
E-visas and visas on arrival
Many Asian countries now handle short visits through online applications, and this has made casino trips far easier to arrange at short notice. Vietnam in particular has made its e-visa process central to tourism, and the e-visa is the document most foreign casino visitors to Vietnam arrive on. What the casino needs from you is unchanged: a valid passport and lawful entry. The pilot scheme for Vietnamese players spells this out, requiring foreigners and overseas Vietnamese to hold a valid passport and lawful entry documents13.
The key thing to understand is that the e-visa gets you through the border, and the passport gets you through the casino door. Vietnam's licensed casinos, such as Hoiana Resort & Casino near Hoi An and Casino Hoang Gia (Royal Ha Long), admit foreigners and overseas Vietnamese with valid passports, with Royal Ha Long mainly serving those two groups13. Neither venue asks how you obtained your visa, only that your documents are in order.
A few practical points for e-visa travellers:
- Apply well before you fly. Processing times vary, and a casino trip booked around a holiday period can collide with application backlogs.
- Carry the printed approval with your passport. Immigration officers and casino staff both want to see paper, not a phone screen.
- Check the validity window. An e-visa that starts on the wrong date is as useless as no visa at all.
- Remember the age rule. Vietnam's casinos require players to be 21 or older, so a young traveller with a valid visa still cannot enter1.
For overseas Vietnamese, the rules are friendlier than for citizens resident in Vietnam: a valid passport and lawful entry are enough at the licensed venues13. Vietnamese citizens face a separate set of conditions at the pilot casinos, which this page comes back to further down, in the section on which rules apply to residents and visitors.
Transit without a visa: leaving the airport on a layover
A layover can be long enough for a casino visit, and some Asian destinations are set up for exactly that. Seoul is the classic case: Seven Luck Casino, the foreigners-only venue operated by Grand Korea Leisure, runs an airport information desk, so a traveller landing at Incheon can get directions and shuttle information on arrival14. The casino at Paradise City is close to Incheon Airport as well, making a layover visit genuinely practical.
Whether you may leave the airport at all depends on the transit rules of the country and your nationality. Some Asian countries allow visa-free transit for certain passport holders, letting you exit the airport for a set number of hours; others require you to stay airside. The rules vary by nationality, and our page on gambling during a layover goes into the detail.
One illustration of how shipboard rules can work comes from the cruise side. When the Malta Gaming Authority approved casinos on cruise liners visiting Malta, the conditions attached to that approval stipulated, for instance, that only those persons listed on the passenger manifest of that particular voyage can gamble at the vessel's casino15. That is Malta's requirement for liners calling at its ports rather than a rule for every cruise casino, but it shows how shipboard play can be tied to the manifest rather than to a visa: a transit passenger who has not embarked as a passenger has no place on the manifest, so a cruise casino is not an option during a layover in that setting. See cruise ship casino rules for how shipboard gambling works in Asian waters.
Resident or visitor: which rules apply to you
This is where Asian casino rules diverge most sharply from the rest of the world, and it is the question that decides whether you can walk in at all.

In Singapore, the split is financial. A casino operator must not allow any Singapore citizen or permanent resident to enter or remain on casino premises unless the person has paid the entry levy16. Foreign visitors enter free. The levy is not refundable for a patron who has an exclusion order, visit limit or other entry restrictions imposed by the casino operator17. Family members of problem and pathological gamblers can also ask casino staff to refuse entry to a relative, and Singapore citizens face restrictions on using credit cards, promissory notes and borrowing from casinos18.
In South Korea, the split is absolute. Casino operators must not allow Korean nationals to enter, with the exception of overseas emigrants under the Overseas Emigration Act; travel agency staff and visitors may enter with a visitor badge but must not be allowed to play19. The foreigner-only gaming area rules state plainly that Korean nationals must not be allowed into the foreigners-only area of a casino premises20. South Korean residents are not permitted entry into licensed casinos except for the facility in Gangwon Province, which is Kangwon Land3. Overseas emigrants, meaning Korean nationals who have permanently moved abroad, are the one group that can cross the line, and the document checks for them are stricter, as covered below.
In Japan, where integrated resorts are beginning to open under the 2018 law, the rules were designed with the same split in mind. The law imposes limits on the number of entries, an entry fee levy, and restrictions on lending by casino operators, for Japanese nationals and foreign residents in Japan22. So a foreigner living in Japan is treated more like a Japanese national than like a tourist.
In Vietnam, the pilot scheme at Phu Quoc allows Vietnamese citizens to gamble if they meet strict conditions: verified monthly income of 10 million VND or more and no criminal record related to gambling1. Overseas Vietnamese with valid passports are treated like foreigners at the licensed casinos13.
The general pattern: a tourist passport is the golden ticket, foreign residency is treated case by case, and citizenship of the country you are in usually brings restrictions rather than privileges. Our page on expats vs tourists works through the residency statuses in detail.
Documents checked at the border and at the casino door
The border and the casino check different documents, and it pays to have both sets ready.
At the border, the usual applies: passport, visa or entry approval, and sometimes proof of onward travel. Thailand, which is moving toward licensed casino entertainment complexes, has drafted player identity verification rules that show the direction of travel: foreigners must present a passport or an equivalent document, and player identity verification may be done in person by an official, with facial recognition also written into the draft rules23.
At the casino door, the checks depend on who you are:
- Foreign visitors in South Korea: operators must directly verify one or more of the following: passport, travel certificate, diplomat ID, US military ID card, seaman's book, alien registration card, overseas Korean domestic residence report card, or permanent resident card19. In practice, a passport is what most visitors show. Paradise's venues spell it out: passport required, plus an alien registration card or foreign nationality compatriot domestic residence report card where applicable, and a certificate of foreigner registration facts if needed24.
- Overseas emigrants in South Korea: the checks are heavier. Operators must verify each person's passport, proof of permanent residency issued by the country of emigration, such as a green card, and a copy of the resident registration abstract, among other documents designated by the culture ministry19. Paradise Jeju asks for a passport with the departure stamp of the country of migration, plus a permanent residency card or overseas migration report confirmation, and notes that airline tickets or local card statements may substitute for missing stamps24.
- Foreign visitors in Vietnam: a valid passport and lawful entry documents13.
- Everyone in Macau: casino staff supervising entry may request proof of age and deny entry to those who refuse25.
The practical tip is simple: carry your passport, not a copy, and keep it on you rather than in the hotel safe. In Korea especially, the alien registration card held by foreign residents is the document that unlocks the foreigners-only casinos, and without it you may be turned away even with a passport.
Macau: entry rules and what is on for visitors
Macau is the easiest major casino destination in Asia to enter and enjoy. Mainland Chinese and Macao citizens enter and play freely2. The casinos are open 24 hours4, and a number of the larger ones run a free direct shuttle bus service to and from the border crossings, with free casino shuttle buses available at all the entry ports and some tourist hotspots4.
At the casino door, the rules are about age and conduct rather than nationality. Persons under 21 are not allowed to enter4. Concessionaires may bar persons they deem unsuitable from entering or remaining, subject to a non-discrimination principle covering sex, race, nationality, residence, language or religion27. Entry is also barred to persons suffering from a notorious psychic anomaly, under the same law25. The underlying principle, dating back to the original gaming law, is that entry to casinos is a reserved permission, not a right5.
Getting around is free and easy. The MGM shuttle route connects MGM Cotai, the Taipa Ferry Terminal, Macau International Airport, the Macau Outer Harbour Ferry Terminal and MGM Macau, running from 9:00 to 21:45, roughly every 15 minutes, with the Outer Harbour stop temporarily relocated to the Jai Alai entrance area29. The Grand Lisboa similarly notes that its Macau Ferry Terminal shuttle stop has moved to Jai Alai Oceanus until December 15, 202630. MGM Cotai itself, the integrated resort on the Cotai Strip, opened on February 13, 201829, and MGM's premium amenities there include gaming lounges, stadium-style electronic table game terminals, and villas such as The Mansion and the Emerald Villa aimed at high-end customers31.
Macau's casino market has deep roots: the gaming concession framework goes back decades, with the 1997 concession contract listing nine casinos, including Casino Lisboa, the Jai Alai Casino and the Kam Pek Casino5. Today's market is far larger, but the shuttle buses, the 24-hour floors and the border-crossing traffic remain the everyday reality of a Macau casino visit.
One historical note on health rules: during the pandemic period, people wishing to visit Macao casinos were required to provide a nucleic acid test certificate, undergo a body-temperature check and present a valid green Macao Health Code result32. Those requirements belong to 2020 and are no longer in force, but they show how quickly casino entry conditions can change, which is a good reason to check current rules before any trip.
Events worth timing a trip around
Macau's calendar gives you reasons to visit beyond the gaming floors, and October 2026 is a busy month.

If you can time a trip around poker, the Asian Poker Tour gives you several anchors.
| Stop | Location | Dates |
|---|---|---|
| Season kickoff | Ho Chi Minh City, Vietnam | January 9 to 2033 |
| First-ever stop | Tokyo | February33 |
| First-ever stop | Taiwan | February33 |
| Weeklong festival | Paradise Casino, Jeju | March 22nd to 28th33 |
Also worth planning around, a casino project in Vietnam backed by VinaCapital and VMS Investment Group is due to open this year34. A brand-new resort opening means fresh gaming floors and hotels running at full tilt, and it lands alongside the Ho Tram pilot that lets eligible Vietnamese play there for five years from November 26, 2025, so the property should have a lively local crowd too.
For something farther afield, the Asian Poker Tour heads to Ti Vegas Casino in Grand Bay for eight days for the €900 buy-in Asian Series Mauritius35. An eight-day festival at a single venue makes it easy to build a whole trip around, with plenty of side events and time on the island between sessions.
If you are planning around peak periods generally, our page on peak travel periods at casino destinations covers Golden Week, Chinese New Year and the other crowded weeks worth knowing about.
What a visa does not allow
The clearest way to put it: a visa gets you into the country, not into the casino, and it never exempts you from the rules that apply to your status.
Japan's rules illustrate the point precisely. Even after the integrated resort law takes effect, people under 20, members of organized crime groups (boryokudan), those with an unpaid admission fee and those exceeding the entry limit are banned from entering a casino36. A foreign resident of Japan with a valid visa is subject to the entry limits and the entry levy designed for residents, while a tourist is not22.
South Korea's rules are the sharpest example. The Tourism Promotion Act states that casino operators must not allow Korean nationals to enter, excluding overseas emigrants37, and the foreigner-only venue rules repeat it: Korean nationals must not be allowed into the foreigners-only casino floor20. A Korean citizen holding a valid visa for any country in the region still cannot enter a foreigners-only casino in Seoul or on Jeju. Meanwhile, a foreign passport holder who has done nothing but step off a plane walks straight in.
Singapore adds a financial dimension: the entry levy applies to citizens and permanent residents only, and even after paying, a person with an exclusion order or visit limit imposed by the operator gets no refund and no entry16. Exempt officials and employees who enter casino premises without paying the levy do so on the condition that they do not participate in any game while on the premises38.
And in one corner of the world of gambling, no visa helps at all: under the conditions Malta attaches to casinos on cruise liners visiting its ports, only passengers listed on the voyage's manifest may gamble15. If you are not on the manifest, you are not playing there, whatever documents you carry.
The takeaway for any casino trip in Asia: sort out your entry documents for the border, then check the casino's rules for your nationality and residency before you go. The two checks take minutes, and they are the difference between a smooth night at the tables and a walk back to the hotel.
Common Questions
Do I need a visa to visit a casino in Asia?
It depends on your nationality and the country. Many Asian casino destinations admit most foreign visitors without a visa or through a simple online application, and the casino itself usually only needs to see your passport. Check the entry rules for your nationality before you book.
Can Chinese tourists enter Macau without a visa?
Yes. Mainland Chinese citizens and Macao citizens may enter and play at the casinos freely. Macao casinos are open 24 hours, and larger casinos run free shuttle buses from the border crossings.
What is the REM hotel opening date in Macau?
REM, the new luxury hotel at City of Dreams Macau, officially celebrates its grand opening in October 2026, after an invitation-only preview period earlier in the year.
Where is the Macau Ferry Terminal shuttle stop now?
The shuttle stop for the Macau Outer Harbour Ferry Terminal has been temporarily moved to the Jai Alai Oceanus stop, and it stays there until December 15, 2026. Casino shuttle routes also list the terminal as temporarily relocated to the Jai Alai entrance area.
Can I leave the airport during a layover in Asia?
It depends on the country and your nationality. Some airports allow visa-free transit for certain passport holders, and casinos near airports, such as Seven Luck in Seoul with its airport information desk, are set up for layover visitors. Always check the transit rules for your nationality first.
When is the Lion Dance Championship at MGM Macau?
The 13th International Lion Dance Championship 2026 MGM CUP takes place on October 10 and 11, 2026, at Barra Square in front of the A-Ma Temple, with 25 teams from 14 countries and regions competing.
