Which Lotteries Are Legal in Asia?

State lotteries are legal in Thailand, China, Hong Kong, Japan, South Korea and parts of India and the Philippines. Underground numbers games and foreign lottery sites are not, and buying online is where most players get caught out.

A lottery is the one form of gambling that a large majority of Asian jurisdictions allow in some shape. South Korea lists lotteries alongside casinos, horse racing, cycling, boat racing, sports promotion voting tickets and bullfighting as its legal gambling categories9. Thailand treats the government lottery as legal gambling, in a country where the only legal types are the government lottery and state-run horse racing11. China runs two national lotteries. Hong Kong has Mark Six. Japan has Takarakuji. India has state lotteries in some states. The Philippines has the national lotto and Small-Town Lottery.

What changes from place to place is who sells the ticket, how old you must be, how much it costs, and whether you can buy it online. That last point is where most people get into trouble, because the official answer is almost always no.

If you are a visitor or a foreign resident, the lottery is usually the easiest legal bet in the country. You do not need a casino entry levy, an ID check at the door or a membership card. You buy a ticket at a counter, and the ticket itself is the claim on the prize. The rules that differ for citizens, residents and visitors are mostly about age and where tickets can be sold, not about nationality.

Almost every legal lottery in Asia follows one of two models.

State-run lotteries: the two legal models

The state monopoly. One government office prints every ticket, sets the price, runs the draw and pays the prizes. Thailand's Government Lottery Office is the clearest example. It prints two ticket types, the government lottery and the charity lottery, and it controls the price at THB 802. China's two lotteries work the same way, with the state deciding what games exist and who may sell them.

The licensed operator. A single company or statutory body runs the game under government supervision. Hong Kong's Mark Six sits here: the Hong Kong Jockey Club runs horse racing, football betting and Mark Six, and the government oversees it15. Japan's Takarakuji is a hybrid, with tickets sold through prefectures and cities rather than one national counter6.

The practical difference for you is small. In both models you buy from an official channel, the price is fixed, and the prize is paid by the operator. What matters is knowing which channel is official, because the unofficial ones look almost identical.

Thailand's Government Lottery Office: tickets, age limit and where to buy

Thailand is the market most visitors run into first, because tickets are sold on the street in every city.

The official price is THB 80 per ticket, and that price has applied since the draw of 1 September 20172. The Government Lottery Office prints two ticket types, the government lottery and the charity lottery, from the draw of 2 May 2019 onward13.

The age limit is 20. Buyers must not be under 20 years of age, a rule the office describes as protecting young people from access to the game1. Sales inside schools are also prohibited1. That applies to everyone buying in Thailand, visitors included.

Where you buy matters more than most people expect. The official channels are:

  • Quota agents in Bangkok, who collect tickets at the Government Lottery Office in Don Mueang.
  • Provincial quota agents, who collect at provincial halls or provincial treasury offices.
  • Advance buyers and people who reserve tickets, who receive them through Thailand Post at post offices nationwide16.

The office has been clear that tickets sold through online platforms and automatic vending machines are not official, and that it has no policy or contract with those sellers17. Tickets bought that way can be priced above THB 80, so you pay more for the same chance17.

If you win, the ticket is what counts. Prize money is paid to the holder of the winning ticket who presents it to claim18. You have two years from the draw date to claim a government lottery prize, after which the money goes to state revenue18. Charity lottery winners get ten years18.

Payment works in tiers. Prizes under THB 20,000 are paid in cash. Prizes of THB 20,000 and above are paid by check, and the office also pays through the Bank for Agriculture and Agricultural Cooperatives, Government Savings Bank and Krungthai Bank20. Prizes over THB 20,000 are paid by check from the Krungthai Bank branch at the Government Lottery Office, with stamp duty already deducted12.

The office itself is at 359 Nonthaburi Road, Tha Sai subdistrict, Mueang Nonthaburi district, Nonthaburi province 1100021. Prize claims are handled Monday to Friday, excluding public holidays, from 08.30 to 15.00, with no midday break12. General inquiries go to the Call Center on 0 2528 999913, and advance buyers and people checking a reservation can call the same number between 07.30 and 15.3021.

China's position is simple to state and easy to get wrong. The physical store is the only regular and legal channel for buying sports lottery tickets3. The same rule is repeated for football lottery: the China Sports Lottery physical store is the only official and legal channel to buy football lottery in mainland China4.

A legitimate store is identifiable. It displays clear signage and the China Sports Lottery logo, and it holds a China Sports Lottery Sales Agency Certificate issued by the lottery center and bearing its official seal22. That certificate is posted in a prominent position inside the store3.

The paper ticket is the only prize redemption voucher3. If you do not have the physical ticket, you do not have a claim, whatever a screen shows you.

Age is the other hard rule. Selling lottery tickets to minors is prohibited23, and it is prohibited to sell lottery tickets to, or pay winnings to, anyone under 1824. Lottery tickets also do not return principal and do not pay interest, so the money you spend is gone the moment you buy23.

The games themselves are ordinary sports betting products. The Single-Match Win-Draw-Loss game, for example, offers single-match betting, parlay betting, single betting and multiple betting22.

Hong Kong's Mark Six: format, draws and record prizes

Mark Six is run by the Hong Kong Jockey Club, which also runs horse racing and football betting in Hong Kong15. It is the territory's legal lottery, and it is open to anyone who can buy a ticket at an official outlet.

The draw schedule is the practical detail worth knowing. Since September 2004, Mark Six has drawn on Saturdays or Sundays in weeks with no horse racing, in addition to the draws held every Tuesday and Thursday. Some Golden Mark Six draws are held on Fridays. That averages out to about three draws a week5.

For a visitor, Mark Six is one of the simplest legal bets in Asia. There is no casino floor, no entry levy and no membership. You buy a ticket, you check the draw, and you claim from the operator if you win.

Japan's Takarakuji: nationwide sales by prefectures and cities

Japan's lottery is Takarakuji, sold through prefectures and cities rather than a single national counter. Ordinary tickets, including Jumbo lottery tickets, can be bought through the official site's account system6.

Japan's Takarakuji: nationwide sales by prefectures and cities

Prize collection is where Japan differs from most of the region, because the payout point depends on the size of the win.

Prize per ticketWhere it can be claimed
JPY 100,000 or lessBooths, credit unions or Seven-Eleven stores7
Over JPY 100,000A credit union7
Over JPY 500,000A credit union procedure, with cash available after 12 business days or by bank transfer7

Seven-Eleven caps payouts at JPY 15,000, and some booths set their own limits of JPY 10,000 or JPY 50,000 per ticket7.

The practical takeaway: if you win small, you can collect almost anywhere. If you win big, you need to plan a trip to a credit union and expect a wait.

The house edge: why lotteries return about 50 percent

Lotteries are not built to return most of your money. Japan's sports lottery, the sports toto, pays out 50 percent of sales revenue in prizes7. That is the number to keep in mind when you think about what a ticket is worth.

Half of what goes in comes back out as prizes. The rest funds the operator, the state and the causes the lottery supports. That is not a scandal, it is the design, and it is the same design across the region. A lottery ticket is a cheap entertainment product with a very small chance of a large payout, not a savings plan.

India: Satta Matka and where lottery is banned

India does not have one lottery rule. Lotteries are legal in 12 states and 5 Union territories, and banned in 17 states8. If you are in India and want to buy a legal ticket, the state you are standing in decides whether one exists.

The legal forms of gambling in India are state-run lotteries in some states only, horse racing, rummy card games and casinos in two states8. Everything else sits outside the law.

Satta Matka is the best-known example of what does not. It is an underground numbers game, and it is illegal. The Public Gambling Act 1867 restricted most forms of gambling and specifically made games of pure chance such as Satta illegal8. It is not a lottery in the legal sense, and there is no official channel to buy it from.

Philippines: Small-Town Lottery suspended in Luzon

The Philippines runs a national lottery through the Philippine Charity Sweepstakes Office, plus Small-Town Lottery, a local game with its own draws.

Philippines: Small-Town Lottery suspended in Luzon

The status changed sharply in March 2020. Lotto, digit games and Keno were suspended nationwide starting 4 p.m. on a Tuesday, and outlet operations were suspended with them25. Small-Town Lottery was suspended only in Luzon, while operations in Visayas and Mindanao continued and were monitored every day25.

That is a suspension, not a permanent ban, and the practical advice is the same either way: check the current status with the operator before you buy, because a game that was running last month may not be running today.

What the law does not cover: online sales and gray-market games

This is the part that catches people out, so it is worth being blunt.

Playing on offshore casino websites is illegal in much of Asia, and players have been prosecuted. The same logic applies to lottery sites. In China, unauthorized sale of lottery over the internet is resolutely prohibited22. Every online platform claiming to accept lottery bets is illegal, and there is no such thing as an online lottery in China22. The China Sports Lottery has never authorized any website, app or mini program to sell tickets online, and any sports lottery sold over the network is illegal4.

The risk is not only legal. Tickets bought online in China are likely linked to illegal lottery, private lottery, illegal gambling or fraud, and buying one may make you a participant in criminal activity3. You may also simply never see the money: the paper ticket is the only redemption voucher, and a screen is not a ticket3.

Thailand has the same gap in a different shape. The Government Lottery Office has no policy or contract with online platforms or vending machines selling its tickets, and tickets bought that way can cost more than THB 8017. The Gambling Act does not cover online gambling directly, but it bans nearly all wagering activities27.

Foreign lotteries are a separate trap. They are banned from issuance and sale within China28. If a site offers you a ticket in a draw run in another country, that is not a legal product in the place you are sitting.

The safe pattern across the region is the same everywhere: buy from the official seller, in person, keep the physical ticket, and treat any website offering lottery bets as something other than a lottery.

Common Questions

What is the legal age to buy a lottery ticket in Thailand?

You must be at least 20 years old to buy a Thai government lottery ticket.
