Tamil Nadu has amended the Tamil Nadu Online Gaming Authority and Regulation of Online Games Rules, 2023, substituting a new application form for a Certificate of Registration. The amendment, numbered SRO A-13/2026, was made under G.O. Ms. No. 201, Home (Police-VII), dated 18 June 2026, and published in the Tamil Nadu Government Gazette on 8 July 20261.
The change was made under sub-section (1) of section 24 of the Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Act, 2022 (Tamil Nadu Act 9 of 2023)1. The notification states that in the ANNEXURE to the rules, "for FORM-I, the following FORM shall be substituted namely"1. The new form is headed "APPLICATION FOR CERTIFICATE OF REGISTRATION (Under sub-section (3) of section 10 of the Act)" and is addressed to the Secretary, The Tamil Nadu Online Gaming Authority1.
The new FORM-I collects applicant details including name, father's name, Aadhaar number, residential address, email and mobile number, and whether the applicant holds a registration certificate in other states1. It also asks for company details such as name and address, nature of the company, whether it is ISO 27001:2013 certified, and the names and addresses of proprietors, directors or partners1.
Game hosting details required include the name and location of the gaming server, gaming website and app development details, DNS and URL information, and Google Play and iOS App Store account details1. The form asks about embedded technologies, listing "(a) Artificial Intelligence (Al) in gaming-type/role of Al in game process", BOTs and their role, and the method of RNG used, either TRNG or PRNG1.
A game particulars section asks for game name, gaming restriction by age, game category, hosting platform, subscription type (paid or free) and payment mode (banking mode or crypto)1. A safety and authentication section asks about user authentication method, including "(a) Email / Mobile with OTP or password", single or two factor authentication, whether monetary limits are fixed daily, weekly or monthly, player health control alerts, playing hour limits for adults and children, and any self-exclusion facility1. It also asks: "5.4 Whether Gambling/Betting/Wagering involved in any form Yes/No"1.
The form requires enclosures of address proof, Aadhaar proof and company or firm details, and a declaration that the particulars are true and correct1. It is signed by K. Manivasan, Additional Chief Secretary to Government1.
What it means for players
The amendment changes the paperwork operators must file to register with the Tamil Nadu Online Gaming Authority. It does not itself change what games are permitted or banned in the state. The new form asks operators to declare whether gambling, betting or wagering is involved in any form, and to state whether they offer monetary limits, playing hour limits and self-exclusion tools. Players in Tamil Nadu who use registered operators may see those operators required to supply more detail about servers, apps, authentication and player protections. The notification does not state any change to player-facing rules, and no enforcement or compliance deadline is given in the gazette text.
What happens next
The gazette does not set out a deadline for operators to file the new FORM-I, and no further steps are stated in the notification. The form applies to applications for a Certificate of Registration under the 2023 rules.
