Deltin casinos are shut until further notice and no bookings are accepted

The single most important practical fact on this page: Deltin says on its own website that all its casinos are shut until further notice and no bookings will be accepted¹. The same notice appears across the company's property pages, including those for Deltin Suites and Deltin Zuri, and the company attributes the closures to Covid-19 measures adopted by the Government of India⁷. There is no reopening date on any of the pages.

The Deltin Suites offers page currently shows "No offers available at the moment," which fits the same picture⁹.

For context on what the properties were like when trading, the entry rules the company published are still worth knowing:

• Guests will not be permitted onboard or into Deltin Casinos in an inebriated state¹⁰
• Cards belonging to joint account holders and companies will not be accepted for payment¹⁰
• For online or call-center bookings made after midnight for the same day, guests were allowed inside the casino only after 9:30 a.m.¹⁰
• Entry packages for children and infants were limited¹¹
• The entry package for each Deltin Casino was different, so a package bought for one property did not get you into another³

Delta Corp Limited: the company behind the Deltin casinos

Delta Corp Limited is the parent company, and it describes itself as India's only listed gaming and hospitality company³. Its casino-facing brand is Deltin, and its portfolio has covered both offshore vessels and hotel-based casinos, plus hospitality.

The company's own summary of its position: Delta Corp holds three of the six offshore gaming licenses issued in Goa and operates a land-based casino in Goa². It also owns and operates Deltin Suites in Goa and The Deltin in Daman, both five-star properties with recreational and MICE (meetings, incentives, conferences and exhibitions) facilities².

The company's history shows how the portfolio was assembled:

• 2014: Delta Corp launched The Deltin in Daman, described in its filings as India's largest luxury gaming resort, and the resort received five-star accreditation that year¹²
• December 2015: Business Standard reported that Delta Corp had been granted a license to operate a casino at its hotel Deltin Suites in Goa, and noted the company had recently started a first-of-its-kind integrated casino resort in Daman¹³
• 2016: The Government of Goa granted Delta Corp a license to operate the vessel M V Royale Flotel, the ship that became Deltin Caravela, on the Mandovi River¹²

Ownership of the individual properties is spread across Delta Corp group entities. Deltin Suites and Deltin Royale are operated by Delta Corp Limited itself, while Deltin JAQK is operated by Highstreet Cruises and Entertainment Private Limited, a group company¹⁴. The Goa government's official casino register lists the offshore vessel M.V. Horseshoe Casino under M/s Delta Corp Limited and M.V. Royale Flotel under Delta Pleasure Cruise Co. Pvt. Ltd., another group entity¹⁵.

Beyond India, the group's reach has extended to Nepal, where Deltin Nepal Private Limited has operated a casino in the Marriott Hotel premises⁴. The Goa properties: Deltin Caravela, Deltin Suites, Deltin Zuri, Deltin Denzong and the Dhargal integrated project

Here is the whole portfolio at a glance:

Deltin Caravela. The Caravela is the trade name of the M V Royale Flotel, a licensed offshore gaming vessel on the Mandovi River in Goa¹². The Goa register lists the vessel under Delta Pleasure Cruise Co. Pvt. Ltd.¹⁵. Like every other Deltin property, it is shut until further notice¹.

Deltin Suites. This is the company's hotel casino in Nerul, on the Nerul to Candolim Road at Fadtewada, Nerul, Bardez, Goa 403114³. It is an 86-room, all-suite five-star hotel⁴, and Deltin calls the casino here its first onshore casino in Goa³. When open, the casino operated 24x7 and offered popular table games including Roulette, Blackjack and Maang Patta, an Indian card game, among others⁷. The hotel's facilities include a casino, meeting room, business center, board room, gym, spa, pool, creche and recreation room¹⁶.

Deltin Zuri. Deltin Zuri operated at the Zuri Varca, Goa White Sands Resort and Casino at Varca in south Goa. The Goa government register lists that resort under M/s Silver Springs Pleasure Resorts Pvt. Ltd., with Deltin running the casino operation¹⁵. The Deltin Zuri page carries the same closure notice as the rest of the group⁸.

Deltin Denzong. This is the group's casino in Sikkim, at the Deltin Denzong venue listed on the company's site⁴. One rule matters here if you live in Sikkim: the state government banned the entry of local people to casinos by notification in July 2016, so Sikkimese residents cannot enter, while visitors from outside the state can¹⁴. Deltin Town / Dhargal integrated project. The Dhargal project is Delta Corp's planned integrated casino resort in Goa, part of the industry's longer-term move from river vessels to large land-based destinations. With all Deltin properties shut and no bookings accepted, the company's current website carries no operating details, prices or opening dates for the project, so there is nothing practical to book or plan around yet¹.

Across the group, Deltin Royale, Deltin JAQK and Deltin Suites have provided different combinations of gaming and hospitality, with Deltin JAQK positioned as a casino and entertainment option with gaming areas, restaurants, bars and entertainment facilities¹⁷. Deltin JAQK has traded as a Goa casino since 2008, and Deltin Royale has been billed as the flagship, operating 24/7 when open¹.

Licensing: what Delta Corp holds for its Goa casinos

Delta Corp's licenses are real and verifiable, which is worth knowing in a market where many "casino cruises" have operated on shakier ground. The company holds three of the six offshore gaming licenses issued in Goa, and it operates a land-based casino in the state as well².

The onshore side rests on a 2015 license: Delta Corp was granted a license to operate a casino at its hotel Deltin Suites in Goa, and the property appears in the Goa government's official register of onshore casinos under Delta Corp. Ltd.¹³. The offshore side includes the 2016 Government of Goa license for the M V Royale Flotel, the Deltin Caravela, to operate on the Mandovi¹². The same government register lists the group's M.V. Horseshoe Casino as an offshore casino under M/s Delta Corp Limited¹⁵.

Onshore casinos in Goa: the legal position for players

Gambling in Goa works differently from most of India, and this is the one piece of law you need. Under the Goa, Daman and Diu Public Gambling Act 1976, casinos may only be set up in five-star hotels or offshore, and only with prior approval from the government¹⁸. That Act lets the Government authorize electronic amusement and slot machine games in five-star hotels, and table games and gaming on board vessels offshore⁵. That is why every onshore casino in the state operates inside five-star hotel premises, and why the offshore ones float on the Mandovi¹⁹.

For you as a player, the practical points are these:

• Goa has government-licensed casinos, and playing at a licensed one is legal²⁰
• Within India as a whole, casinos are allowed only in Sikkim, Goa and the Union Territory of Daman²²
• An earlier complete ban on local Goans entering and gambling at casinos applied to the offshore casinos on the Mandovi, and the state has since issued a notification prohibiting entry to anyone under 21⁶
• If you visit: bring photo ID, be over 21, and expect the age check at the door
