The latest amendment to the model implementation rules for small motorcycle racing (autorace) took effect on 1 December 2023, according to the JKA, the foundation that oversees the sport in Japan. The amendment was adopted at the 219th meeting of the small motorcycle racing operations council on 30 November 20231.
The rules, first issued at the 147th meeting of the same council, set the framework that municipal operators follow when running races under the Small Motorcycle Racing Act (Act No. 208 of 1950)1. The text published by the JKA carries the commencement line "この規則は、2023年12月1日から施行する。"1.
The document covers the conduct of race meetings, from the appointment of officials to the settlement of results. Among its provisions, races are run in two types, open races and handicap races, and in categories that in principle include qualifying rounds, semifinals, the final, special selection races, selection races and general races1. Race distance is set at 1,100 meters or more, and races are run in the direction that keeps a rider's left hand on the inside1.
The rules also set out rider and machine requirements. Machines must be the two-wheeled Class A type defined in the Ministry of Economy, Trade and Industry notification on vehicle standards, and must be owned by the rider and registered with the JKA1. Riders are in principle entered once per day, and the number of machines in a race is set for each meeting within the limit that allows at least 1.5 meters of track width per machine on the start line1. Frame colors run from white for frame 1 through black, red, blue, yellow, green and orange to pink for frame 81. Riders must wear hard helmets marked to Japanese Industrial Standards or SNELL standards, and are barred from using drugs or other substances to temporarily raise racing ability1.
The rules also describe disciplinary powers. A disciplinary council may caution a rider or suspend a rider from races held by the city for a period of up to one year, and in more serious cases may suspend a rider for up to three years or bar the rider from involvement1. An appeal against a sanction must be filed in writing within one month of the day the sanction is notified1.
What it means for players
The amendment concerns how race meetings are run, not the bets on offer. The rules list five types of win-machine betting: single win, place, straight two-horse combination, combination two-horse, and the multi-race type that combines two or more races on the same day into one entry1. The straight combination method is split into two-horse and three-horse versions1.
For anyone betting on Japanese autorace, the practical effect is that the operating framework behind the races was updated as of 1 December 2023. The rules also set out when a race is void, including if no machine reaches the finish line, if a rider and machine are reduced to one, or if a lap announcer gives a wrong lap call, and state that a void race cannot be rerun for any reason1. A restart after an improper start cannot exceed three attempts1.
What happens next
The sources do not report any further scheduled amendment or effective date beyond 1 December 2023. No changes to betting types, payouts or entry rules are reported in the sources.
