The amended Detailed Rules for Fixed-Odds Voting Tickets took effect on Friday 27 March 2026, operator Korea Sports Leisure Co., Ltd. said in a notice published on the Sports Toto website on 13 March 20261. The rules govern the fixed-odds betting products sold under the state-run Sports Toto and Proto brands in South Korea1.

The notice listed four main changes: revisions and rule explanations to introduce first-half football products in the win-draw-loss (seungbu) category; revisions to introduce a football double chance type and other types; revisions to introduce new baseball record (girok) types; and explanations of target-match valid and void rules under a new Proto round structure1. The operator said the rules follow the National Sports Promotion Act, its enforcement decree and enforcement rules, and the Sports Promotion Voting Ticket terms and conditions1.

Purchase methods and unit stakes are unchanged in the published text. A single-match purchase costs a unit voting amount of 1,000 won, while a combination purchase of 2 to 10 matches costs a unit voting amount of 100 won1. Combination purchase is not allowed between any types covering the same match, including first-half products; the rules give the example of a Korea versus Japan football match organized as types 0001 to 0008, where none of those types may be combined with each other1.

Settlement rules set out in the text include:

ItemRule
Single-match oddsApplied to two decimal places1
Combination oddsProduct of selected match odds, truncated at the third decimal place and rounded up at the second1
Draw in baseball or basketball general win-lossOdds of 1.0 applied1
Void match in a combinationOdds of 1.0; ticket stays valid if any selection is settled, refunded if all are void2
Maximum payout per ticket100 million won; sales restricted if expected odds times stake exceeds that1

Applied match time differs by sport. Football runs from kickoff to the end of the second half, excluding extra time and penalties, with first-half products running to the end of the first half. Baseball runs to the final end of the match including extra innings and the tiebreak, with first-half products running to the end of the fifth inning. Basketball includes overtime, and volleyball runs to the final end of the match1. If a match is declared void under the ticket terms, all types are settled at 1.0 odds regardless of earlier results, but a match recognized as official by the governing body is settled normally, such as a rain-shortened baseball game called after five innings1.

What it means for players

The changes apply to fixed-odds tickets bought from 27 March 2026, so tickets already purchased are settled under the rules in force when they were bought1. Football bettors now have first-half markets and a double chance type alongside the existing home-team win, draw or loss, handicap, over/under, odd/even and win-draw, draw-loss, win-loss types1. Baseball record bettors have new types, including final score difference, first-half and final result, and total runs, with draws settled at 1.0 odds1.

The 1.0 odds treatment matters for combination tickets: a void or drawn leg does not lose the whole ticket but reduces the return, and a ticket is refunded only if every selection is void2. The 100 million won payout cap per ticket remains, and the operator restricts sales where expected odds multiplied by the individual stake would exceed it1. The rules also state that schedules and odds can change, and that each customer is settled at the odds and conditions printed on their receipt at the time of purchase2.

What happens next

The amended rules apply from 27 March 20261. The notice points readers to an attached before-and-after comparison table of the amended articles for detail, and directs questions to the customer center on 1588-49001. A separate notice on the same site announced a postponement of a suspension of Sports Toto sales, but its contents were not part of the notice published on 13 March 20261.
