Osaka Prefecture and Osaka City announced on September 12, 2025 that the initial investment for the casino-inclusive integrated resort (IR) targeting an opening around autumn 2030 will rise from about JPY 1,270.0 billion to about JPY 1,513.0 billion, an increase of about JPY 243.0 billion1. The operator, MGM Osaka (formerly Osaka IR Corporation), is building the resort on the artificial island of Yumeshima in Osaka Bay1.
The increase is attributed to rising construction material and labor costs driven by inflation1. The additional amount will be covered by about JPY 120.0 billion each in extra capital from the Japan unit of MGM Resorts International and from Orix, the main shareholders of MGM Osaka1.
"2025年9月12日、大阪府と大阪市は、2030年秋ごろの開業を目指すカジノを含む統合型リゾート(IR)の初期投資額について、従来の約1兆2700億円から約1兆5130億円へと、約2430億円増額すると発表しました"
The site covers about 49 hectares north of the Expo 2025 Osaka-Kansai venue, with a total floor area of about 850,000 square meters1. Plans include three hotels with a combined 2,500 rooms, an international conference hall with rooms seating more than 6,000 people, the 3,500-seat Yumeshima Theater, and a casino1. The main MGM Osaka building is described as 27 floors above ground and 126 meters tall, with two hotels totaling 1,840 rooms and a casino with a gaming floor area of 23,293 square meters, 470 table games and 6,400 electronic games1. A separate resort hotel is listed at 13 floors, 56 meters and 660 rooms1.
MGM Resorts International and Orix each hold 41 percent, with 22 Kansai companies holding the remaining 17 percent1.

What it means for players
The revised figure concerns construction costs and does not change what has been reported about the casino itself: 470 table games and 6,400 electronic games on a 23,293 square meter gaming floor1. The resort is still described as targeting an opening around autumn 2030, so no casino gambling at the site is possible before then1. Japan's rules on who may enter and play at an IR, and the entry fee for residents, are not addressed in this announcement. What happens next
The operator has yet to apply for its casino license, and the government has yet to grant it, according to the project schedule1. The opening is targeted for autumn 20301. Details of when the license application will be filed have not been reported. For the project timeline, see When Will the Osaka Casino Resort Open?.
