Vietnam's Ministry of Finance has proposed allowing one enterprise to pilot international football betting, according to a draft decree reported on September 29, 2025. The proposal, announced in Hanoi, would create a five-year trial and replace Decree 06/2017/NĐ-CP1.

The draft sets the terms for the operator and for bettors. Eligibility is restricted to businesses holding a charter capital of at least VNĐ1 trillion1. Daily betting limits would rise tenfold, from the current cap of VNĐ1 million to a maximum of VNĐ10 million per person, with a minimum stake of VNĐ10,000 remaining unchanged1. Participation would be limited to individuals aged 21 or older who have full civil capacity1.

Under the proposal, players must open an account with the licensed betting operator, linked directly to a verified payment account or e-wallet, and all betting, transactions and payouts must be conducted through that account to ensure traceability and player identification1. Only matches and tournaments organized by the International Football Federation (FIFA) and its member bodies would be eligible for betting. Domestic fixtures, including those run by the Vietnam Football Federation, along with electronic football competitions, would be off-limits1.

What it means for players

The proposal covers only international football organized by FIFA and its member bodies, so Vietnam Football Federation fixtures and electronic football competitions would remain outside the licensed market1. Anyone wanting to bet through the pilot would need an account with the single licensed operator, tied to a verified payment account or e-wallet, with all transactions and payouts running through it1. The higher daily ceiling of VNĐ10 million applies per person, while the VNĐ10,000 minimum stake is unchanged1. The draft limits participation to individuals aged 21 or older who have full civil capacity, though the reports give no figure for the minimum age under the current rules1. The reports do not say when the pilot would begin, which company would run it, or how the single operator would be selected. What happens next

The draft decree would replace Decree 06/2017/NĐ-CP if adopted1. At the end of the five-year trial, the Government will assess the scheme's performance and determine whether to formally legalize or shut down the international football betting business1. No date has been reported for a decision on the draft, and it has not been reported whether the proposal has entered any formal approval stage.
