Galaxy Entertainment Group held the opening ceremony for its Phase 3 development on the afternoon of 13 December 2023 at the Galaxy International Convention Centre in Macau1. The ceremony was attended by Ho Hau Wah, vice chairman of the National Committee of the Chinese People's Political Consultative Conference, and Leong Wai Man, representative of the Chief Executive of the Macau Special Administrative Region and Secretary for Economy and Finance, among other officiating guests1.
The Phase 3 flagship properties focus on non-gaming elements1. Two of the venues are the Galaxy International Convention Centre, with 40,000 square meters of exhibition space, and the Galaxy Arena, which can hold about 16,000 spectators1. Together with related venues, they have hosted more than 220 conferences, exhibitions, entertainment performances and sporting events during the year, according to the report1.
Galaxy also added two international hotel brands: the Andaz Macau, described as the world's largest Andaz, and Raffles at Galaxy Macau, described as the world's largest all-suite Raffles property, providing more than 1,100 rooms combined1.
Galaxy chairman Lui Che Woo said at the ceremony that the project's positioning matched government policy directions on developing the convention and exhibition industry and building a "city of performing arts" and a "city of sports"1.

The report states that Galaxy is also advancing its Phase 4 project, a new integrated resort that will include multiple high-end hotel brands, dining, retail, non-gaming facilities, gardens and a water park, as well as a 4,000-seat international music and performance theater1.
What it means for players
Phase 3 adds hotel rooms, convention space and a large arena to the Galaxy footprint in Macau, alongside the existing casino floor. The report describes the new phase as focused on non-gaming elements and does not state any change to casino operations, table capacity or entry rules at Galaxy properties1. For locals, expats and visitors who gamble in Macau, the practical effect described is more non-gaming attractions and hotel capacity at the resort, not a change in gambling rules. General rules on who may enter Macau casinos and what they can play are covered in our guide to gambling in Macau and our overview of casinos and integrated resorts in Asia.
What happens next
Galaxy is progressing its Phase 4 development, which the report says will include a 4,000-seat international music and performance theater and a new integrated resort1. No opening date for Phase 4 is given in the report.
