Japan's Minister of Land, Infrastructure, Transport and Tourism approved the implementation agreement for the Osaka Yumeshima integrated resort (IR) plan on September 22, 2023, the Japan Tourism Agency said1. The approval covers the implementation agreement tied to the Yumeshima area development plan and was granted under Article 13, Paragraph 2 of the Act on Development of Specified Integrated Resort Areas, after the consent of the heads of relevant administrative agencies1.

The ministry said the agreement itself has not yet been concluded.

The ministry said the outline of the implementation agreement will be published by Osaka Prefecture after it is signed, under Article 13, Paragraph 5 of the same law1. No date for signing or publication has been reported1.

The approval is a procedural step in the licensing chain for the Osaka casino resort planned for Yumeshima, an artificial island in Osaka Bay. It follows the earlier selection of Osaka's bid and the certification of the area development plan, and it precedes the formal contract between the prefecture and the operating company. The ministry release does not restate the project's opening date, cost, or the terms of the agreement1.

What it means for players

Nothing changes immediately for anyone gambling in Japan. The approval concerns the contract between Osaka Prefecture and Osaka IR Corporation, not the opening of a casino1. Casino gaming in Japan remains restricted to the eventual IR sites, and no IR is operating. For locals, expats and visitors, the practical position is unchanged: the rules on who can enter and what can be played at an IR have not been altered by this decision, and the general gambling rules in Japan still apply. The ministry release does not address entry fees, access rules for Japanese residents, or which games will be offered1.

What happens next

Osaka Prefecture and Osaka IR Corporation are expected to conclude the implementation agreement1. After that, Osaka Prefecture will publish an outline of the agreement under Article 13, Paragraph 51. No timeline for either step has been reported1.
