The Hong Kong Jockey Club published Chapter 4 of its horse race betting rules, covering betting on overseas races, in a document dated January 20231. The chapter states that the operator may open betting on overseas races, and that unless the chapter says otherwise, such betting is governed by the same rules1.

Place betting on an overseas race depends on the number of declared starters when betting opens. With four, five or six declared starters there are two place payouts; with seven to 20 there are three; with 21 or more there are four1. If withdrawals before or during betting leave fewer runners than the relevant minimum, the pool is terminated and all bets are refunded: fewer than six for four payouts, fewer than five for three payouts, and fewer than four for two payouts1. For place Quinella betting on an overseas race, only a combination of any two of the first three placed horses counts as a winning combination1.

In an overseas race with 35 or more runners, the operator may at its absolute discretion assign bracket numbers, grouping two or more runners under one runner number1. If one or more runners in a bracket withdraw but not all of them, all bets stay valid and bettors are treated as having selected the remaining bracket runners, excluding the withdrawn ones1. If a bracket runner wins, every win bet on that bracket's runner number is eligible to share the win dividend1. Where runners in the same bracket finish first and second, first and third, second and third, or dead-heat for first or second, two thirds of the net place pool goes to place bets on that runner number and the remaining third to place bets on the other placed runner numbers1. Where runners in the same bracket dead-heat for third, one third of the net place pool goes to place bets on that bracket's runner number1.

If a race result is not covered by the chapter's provisions, the winning combination is treated as having no bets and all bets are refunded1. If an overseas race is declared void, all bets are fully refunded under rule 3.15 even if overseas stewards order a rerun; a rerun ordered after a dead heat is treated as a separate race whose result does not affect the original race's payouts1. If an overseas race or its official result is delayed for any reason, the operator may cancel betting on that race and refund all bets1. Decisions and judgments on horse placings under Chapter 4 follow the result determined under the corresponding overseas race's rules of racing, and are final once payouts and refunds have been made on that result1.

What it means for players

The rules apply to bets the Jockey Club takes on races run outside Hong Kong, which are offered through its betting channels. Payout structures for place bets on large overseas fields can differ from those on local races: a 21-runner overseas field pays four places, while the general rule in Chapter 3 sets three place payouts once there are seven or more declared starters1. In very large fields of 35 or more runners, two or more horses can share a single runner number, so a bet on that number covers the whole bracket, and a withdrawal inside a bracket does not void the bet1. Refunds apply where a race is void, canceled or delayed, and where a result falls outside the chapter's listed cases1. Bets are settled in Hong Kong dollars under the general rules3.

What happens next

No further steps are set out in the published chapter. The document is dated January 2023 and does not state an effective date or any later amendment1.
