The Hong Kong Jockey Club's new Racing Membership entrance fee of HK$210,000 and its Concession Scheme joining fees took effect on 1 October 2025, according to the club's Members' Hub1. The Racing Membership monthly subscription is HK$1,050, also effective from that date1.
The club lists about 9,700 Racing Members and about 16,400 Full Members on its membership pages1. Racing Membership carries the right to use the Members' Enclosures at Happy Valley and Sha Tin Racecourses during all race meetings, and the right to apply for the ownership of racehorses and to enter them in races under the club's Bye-laws, Rules of Racing and other regulations1.
Two Concession Schemes are listed with annual joining fees: the Sha Tin Clubhouse Concession Scheme at HK$26,000 and the Beas River Country Club Concession Scheme at HK$23,0001. Joining the Sha Tin scheme lets members use Sha Tin Clubhouse facilities from Mondays to Fridays and on all racedays; the Beas River scheme covers use of that club's facilities on all days1. Each enrollment is valid for 12 consecutive months from the date of successful enrollment, an enrollment ceiling applies to each scheme, and the joining fee is non-refundable under any circumstances1.

The club states that entrance fees and monthly subscriptions are subject to review by the Stewards from time to time, and that the entrance fee payable by an elected member is the fee applicable at the time of election, not the fee at the time of submitting the application form1. All paid fees and charges are non-refundable1. On admission, the club says:
"Election to membership is in the absolute discretion of the Stewards who may reject the application without being obliged to provide any reason or explanation."
A candidate for Racing Membership must be proposed by a resident Honorary Steward, Honorary Voting Member or Voting Member, seconded by another such member, and supported by three other club members1. Candidates who are not already Racing Members must complete both the Racing Membership and Full Membership application forms and submit them together1.
What it means for players
Membership of the Hong Kong Jockey Club is separate from betting. Racing Membership governs access to the Members' Enclosures at Happy Valley and Sha Tin on race days, and the ability to own and enter racehorses1. Ordinary racegoers who bet through the club's pari-mutuel pools are not affected by these fees, and the club's membership pages do not state any change to betting facilities or pool arrangements1.
For anyone weighing membership, the published figures are the entrance fee and the monthly subscription, both non-refundable once paid, with the entrance fee fixed at the rate in force when the applicant is elected rather than when the form is submitted1. The Concession Schemes are separate from membership itself and are open to Racing Members, with a 12-month enrollment period and an enrollment ceiling that makes places subject to availability1. The club has not reported how many places remain under either scheme.
What happens next
The Racing Membership entrance fee and monthly subscription took effect on 1 October 20251. The Full Membership entrance fee of HK$1,050,000 and the Full Membership (S) entrance fee of HK$525,000 are marked as effective from 1 August 20261. The club states that fees and subscriptions are subject to review by the Stewards from time to time, and that the terms and conditions of the Concession Schemes, including any fee, are likewise subject to review1. No further changes have been announced.
